मधेशी भएकैले मलाई

Mid-campaign blues for BJP
The Prime Minister's campaign outings in Bihar are given a break, then rescheduled. The Narendra Modi-Amit Shah monopoly on billboards ends and a cast of local leaders is mounted on hoardings to sell Brand BJP. After weeks of being left to their devices, allies are suddenly called on board for consultations....... If there is a palpable mid-campaign flutter in the BJP backrooms, there may be good reason for it. Key strategies employed by the party have either not worked or backfired.... BJP strategists privately admit the Yadav consolidation behind Lalu in this election is far greater than during the 2014 Lok Sabha election........ RSS boss Mohan Bhagwat may only have added to the growing ranks behind Nitish and Lalu by his repeated calls for reviewing reservations for the underprivileged....... more than half its tickets have gone to upper castes, who form the core base of the party. It has not been able to credibly fight off speculation that it should it win, it will return Bihar to "upper caste raj" after a quarter century. ...... To Bihar's empowered, and majority, Mandal classes, that is not a palatable prospect. If they are hearing Lalu's " amir-garib, adga-pichhda" call, and rallying around, it is a sign they are not willing to give up their power stakes. ...... The BJP tried, with fair determination, to counter the Bhagwat effect with beef. For a period, three senior partymen - Sushil Modi, Giriraj Singh and Dharmendra Pradhan - were tweeting daily and energetically on cow and cow consumption, as if it had become their chief issue. ......

In an uncharacteristic - and desperate - departure from form and image, Sushil Modi even dared Lalu to drink cow-urine in public to prove his love for the bovine classes.

..... after having been showcased a fortnight or so, beef is off the forefront of the BJP's Bihar agenda. The beef spike was among the things that belied the BJP's claim it was contesting the election solely on development. It was also a clue that the party was lost for a clear strategy in Bihar. ...... The Modi wave of 2014 had arched over the many complex caste equations of Bihar. But this is not 2014 redux. To try and enact a repeat of the 2014 Modi-centric poll too may not be working. ...... Unlike the discredited UPA, Nitish is a strong incumbent even after two terms in office, and rides a pro-incumbency sentiment for work done during his years in office. ...... Between Nitish, Lalu and the Congress, the Mahagathbandhan could also ensure minimal rupture of the Muslim vote .......

Modi continues to gather huge crowds but he isn't creating ripples..... but Modi isn't a candidate in this election. And he hasn't made it clear to Biharis who his candidate is.

Nitin Gadkari effect takes the cabinet by storm
Modi observed that ambitious projects, which were gathering dust for well over a decade, were completed by Gadkari in a brief span of 15 months. ..... Gadkari has indeed taken the otherwise insignificant departments of transport and shipping by storm and has made the entire bureaucracy more accountable. ...... An administrator par excellence, Gadkari has set a target of constructing 15-km road per day and reviews it on a daily basis. To ensure clean and transparent administration, Gadkari has set a new system so that there is no scope of charges of corruption or irregularities against him. .... Each and every proposal, irrespective of the cost, is personally brought to the notice of the PM and is later submitted before the cabinet for approval. Now, the Gadkari effect is seen all over, as most cabinet members are following him, particularly when it comes to approval of new projects.

ग्राउन्ड जिरो सिरहा : 'हामी पहाडी नेतालाई जिताउँछौं, के रुकुमबाट मधेसी नेता जित्छ?'
मधेसबाट एमाओवादीका अध्यक्ष पुष्पकमल दाहाल, नेपाली कांग्रेसका सभापति सुशील कोइराला र नेकपा एमालेका माधवकुमार नेपालले चुनाव जित्दै आएका छन्। तर, कुनै मधेसी नेताले पहाडी भेगबाट चुनाव किन जित्न सक्दैन या जित्ने हिम्मतले उम्मेदवारी दिँदैन? ...... '२०२८ सालमा आन्दोलनमा सरिक भएँ। २०३६ सालमा नेतृत्व नै गरेँ आन्दोलनको। कहिल्यै पहाडे र मधेसीको फिलिङ भएन,' संघीय समाजवादी फोरमका जिल्ला अध्यक्ष किशोरी यादवले दुखेसो पोख्दै भने, 'अहिले आएर हामीमाथि अनेकखाले लान्छना लगाइँदैछ।' ..... राजधानीमा सरकार र आन्दोलनरत मधेसी मोर्चाबीच वार्ताका लागि 'वार्म अप' चलिरहँदा मध्य मधेसमा भने दसैं र आन्दोलन समानान्तर रुपमा चलिरहेको छ।

मधेसका नेपालीलाई भारतीय नागरिकको दर्जा मिलिरहेको छ सामाजिक सञ्जालमा तर मधेसको समाजमा मधेसी र पहाडीयाबीच कुनै भेद छैन।

यहाँको समाज असामाजिक बनिसकेको छैन। तर यहीक्रम रहने हो भने सामाजिक सञ्जालको शैली यहाँको समाजमा प्रदुषितरुपमा नफैलिएला भन्न सकिन्न। ..... त्रिभुवन विश्वविद्यालयमा सहप्राध्यपकबाट अवकाश लिएपछि विन्देश्वर गोइत मधेस आन्दोलनसँग जोडिएका छन्। ५० वर्ष काठमाडौं बसेका उनी मधेस फर्केको दुई महिना पुग्दैछ। 'अस्कलमा बीएस्सी पढ्दा नेपाली पहिचान पाउन मैले पनि ढाकाको टोपी लगाउँथे,' गोइतले भने, 'तर जति गरे पनि पहिलो दर्जाको बन्न सकिएन।'

गोइतको काठमाडौंमा घर पनि छ। जीवनको सबैभन्दा ठूलो हिस्सा उनले यही बिताए। तर पनि काठमाडौंले उनलाई सन्तोष दिएन।

भन्छन्, 'धेरै आन्दोलनहरु देखेँ तर यति उत्साह कहिल्यै देखेको थिइन्। त्यसैले ६५ वर्षको उमेरमा युवा बनेर मधेस आएको छु।' यहाँ आन्दोलनमा रहेका कुनै पनि दलसँग गोइतको राजनीतिक नाता छैन। ...... 'यो आन्दोलनको भावना जति मजदूर र किसानमा छ त्यति नेतासँग पनि नहोला,' उनले भने, 'त्यसैले पनि यहाँको आन्दोलनमा पहाडी-मधेसी जिन्दावादका नारा लाग्छन्।' ...... 'यहाँका युवाहरु कोही पनि सिके राउतको पक्षमा छैनन्। तर आन्दोलनका लागि जुटेका छन्।' ...... मधेस आन्दोलन कहाँ पुगेर टुङ्गिन्छ भन्ने यहाँका कसैलाई पनि अन्दाज छैन। आन्दोलन असफल हुने पनि उत्तिकै सम्भावना छ। मध्य मधेसका जिल्लाहरुमा आफ्नै दलका नेताको पुत्ला दहन गर्नेहरु पनि छन्। 'आन्दोलन अहिले नै वारपार हुनुपर्छ। भएन भने फेरिफेरि यो मुद्दा उठिरहन्छन,' गोइतले भने, 'राणाकालदेखि नै हामीलाई मधेसी र धोती भनिँदै आइयो। अहिले हामीले त्यही मधेसी पहिचान त खोजेका हौं जुन शासकहरुले नै हामीलाई दिएको पहिचान हो।'


Mr Oli’s winter challenge
A growing fuel crisis is the outcome of Nepal’s divisive constitution ....... USUALLY thick with smog, the sky above Kathmandu is strangely clear. For weeks a blockade at Nepal’s border with India has strangled the capital’s supply of fuel. The country relies almost entirely on its big southern neighbour for its oil and gas, along with much else. In the capital, cars and lorries sit idle. Hotels and restaurants have run out of cooking gas. Young middle-class families cannot buy nappies. Kathmandu is supposed to be celebrating Dashain, the biggest Hindu festival of the year, in honour of Durga, the goddess of power. But blackouts loom. The new coalition government of Khadga Prasad Sharma Oli, a veteran politician who was made prime minister on October 11th, after a long-debated constitution was finally passed, has been born into crisis. ......

By contrast, the atmosphere in Birgunj, Nepal’s main border-crossing with India, is almost festive.

For weeks growing crowds of protesters have occupied the no-man’s-land between the two countries, giving India an excuse not to send across thousands of lorries that are lined up on its side of the frontier. The protesters are largely from the bottom rungs of Nepali society, notably the Tharu and Madhesi ethnic minorities who inhabit the lowland Terai region that runs along Nepal’s long southern border. The Madhesi, in particular, have strong links with Indians in the nearby states of Bihar and Uttar Pradesh. The people of the Terai have long felt marginalised by Nepal’s upland elites in Kathmandu. In Birgunj, to India’s evident approval, they think they have found their voice. Every day they march to the beat of drums. Sometimes an elephant leads their rally......... But then four major parties, among them monarchists, Communists and Maoists, came together after a devastating earthquake in April, each eyeing a swiftly enacted constitution as a route to furthering its interests.......

It looked like a stitch-up among the upper castes.

............. Protesters in Birgunj say they will continue demonstrating until the government treats them as equal citizens. The constitution will surely have to be amended if Nepal is not to suffer further chaos. Nepali politicians resent India’s big-brother meddling in trying to dictate to Nepal what should have gone into the constitution and then encouraging the blockage at the border when its word was not heeded. But

Nepal now badly needs Indian help

...... On October 19th Nepal’s deputy prime minister, Kamal Thapa, met India’s prime minister, Narendra Modi, in Delhi.

Mr Modi’s response—settle the dispute with the peoples of the Terai, and cross-border supplies can resume—was carried triumphantly back to Kathmandu, transmuted along the way into an Indian climb-down. It was anything but.

Mr Modi did promise to help divert lorries to other border crossings untroubled by protests. But as the snows approach, hardships from the blockade are likely to worsen......... Modi’s stand has won him support among some Nepali observers, while he is

a hero in the Terai

. Some politicians in Kathmandu fantasise about playing a China card, by asking for help from a northern neighbour that is always angling for influence in Nepal. But China can do little....... The country’s ties with India are too deep for China easily to supplant them. Carrying big quantities of Chinese oil over the Tibetan plateau into Nepal would present huge challenges (not least a road from Kathmandu to China’s border that was damaged by the earthquake)........ Pressure will therefore grow on Mr Oli to offer concessions. He will demur:

before he came to office he had been vitriolic in denouncing Madhesis and Tharus

critical of the constitutional process. He will have to do more than simply bite his tongue if he is to rescue Nepal from winter calamity.
