Interim Government and Constituent Assembly: Nepal’s Only Path to Real Change
At this critical juncture in Nepal’s history, the demand for constitutional amendment is being dangled as a supposed solution to the nation’s deep political crisis. But let us be clear: amendments will not deliver transformation. They are nothing more than a trap—designed to delay, confuse, and ultimately preserve the status quo. If Nepal is to sweep away the entrenched corruption of its three major parties, the only viable path forward is the establishment of an interim government and a truly representative Constituent Assembly.
The Futility of Constitutional Amendments
The rhetoric of amendment is appealing because it sounds like progress. Yet in practice, the amendment path is a dead end. It is a clever way to stall movements until the next election, ensuring that public anger dissipates without achieving real reform. Under this system, leaders like KP Oli, Sher Bahadur Deuba, and Pushpa Kamal Dahal “Prachanda” will continue their endless game of musical chairs, changing positions but not changing the corrupt system that sustains them.
Indeed, this constitution is not the product of a genuine Constituent Assembly. It was drafted not in the name of the people but in the living rooms of corrupt leaders. To pretend that mere amendment of such a document can uproot corruption is to accept a lie.
The Case for an Interim Government
Nepal needs more than cosmetic reform; it needs radical transformation. That transformation begins with the formation of an interim government, one tasked with dismantling the corrupt structures of power and paving the way for a new political order. Within one year of its formation, elections must be held for a true Constituent Assembly—one free from party whips and elite manipulation. Every clause and sub-clause of a new constitution must be debated openly and voted on by representatives who answer to the people, not to their party bosses.
This government will not last long in its current form. Its legitimacy has already been hollowed out. KP Oli reportedly has his escape plan ready, even a visa to North Korea. The people, on the other hand, remain trapped in a system that is failing them. The time for half-measures has passed.
Rejecting Midterm Elections as a Distraction
Some have suggested that midterm elections could resolve the crisis. This is a farce. Nepal is not collapsing because there have been too few elections—it is collapsing because the existing system is rotten to its core. Elections under the current framework will merely reshuffle the corrupt deck, not replace it.
A Call to Action
The path ahead is difficult but clear: Nepal must shut down until an interim government is formed under the leadership of Balen Shah. Street protests must intensify, organizations must be built, and the people must remain united. This is not a struggle for minor reforms—it is a struggle for the survival of the republic itself.
Generation Z, leading this movement, cannot afford to be distracted by promises of band-aid solutions or temporary relief. Nepal needs radical change, not cosmetic fixes. A constitution designed to preserve corruption will never end corruption.
The choice is stark: accept endless decay under the current order, or demand a clean break through an interim government and a real Constituent Assembly. Only the latter offers hope for a new Nepal built on dignity, justice, and accountability.

वास्तव में, वर्तमान संविधान कोई वास्तविक संविधान सभा द्वारा निर्मित दस्तावेज़ नहीं है। यह भ्रष्ट नेताओं के बैठकखानों में तैयार किया गया संविधान है। ऐसे संविधान में संशोधन से भ्रष्टाचार कभी समाप्त नहीं होगा।
अंतरिम सरकार की अनिवार्यता
नेपाल को सतही सुधार नहीं, बल्कि आमूलचूल परिवर्तन की ज़रूरत है। यह परिवर्तन एक अंतरिम सरकार से शुरू होगा—एक ऐसी सरकार जो भ्रष्ट राजनीतिक संरचना को तोड़ने और नई व्यवस्था की नींव रखने का काम करेगी। अंतरिम सरकार बनने के एक वर्ष के भीतर वास्तविक संविधान सभा के चुनाव कराए जाने चाहिए—ऐसी सभा जहाँ न तो पार्टी-व्हिप चले और न ही नेताओं की मनमानी। हर धारा और उपधारा पर स्वतंत्र बहस और मतदान होना चाहिए।
वर्तमान सरकार लंबे समय तक टिकने वाली नहीं है। इसकी वैधता पहले ही खो चुकी है। केपी ओली तो कथित तौर पर उत्तर कोरिया तक का वीज़ा लेकर बैठे हैं, जबकि जनता इस भ्रष्ट तंत्र में कैद है। अब आधे-अधूरे उपायों का समय खत्म हो चुका है।
मध्यावधि चुनाव: एक भ्रामक उपाय
कुछ लोग यह तर्क दे रहे हैं कि मध्यावधि चुनाव से संकट का समाधान हो सकता है। यह सोच हास्यास्पद है। नेपाल इसलिए नहीं डूब रहा कि चुनाव कम हुए हैं; नेपाल इसलिए डूब रहा है क्योंकि वर्तमान व्यवस्था पूरी तरह सड़ चुकी है। मौजूदा ढाँचे के भीतर चुनाव केवल भ्रष्ट तंत्र की अदला-बदली करेंगे, न कि उसे बदलेंगे।

जनरेशन ज़ेड को खोखले वादों और अस्थायी समाधानों से भ्रमित नहीं होना चाहिए। नेपाल को अब आमूलचूल परिवर्तन चाहिए, सतही मरहम नहीं। भ्रष्टाचार के लिए बनाए गए संविधान से भ्रष्टाचार कभी समाप्त नहीं होगा।
चुनाव वही हैं: या तो मौजूदा सड़े-गले ढाँचे को स्वीकार किया जाए, या फिर अंतरिम सरकार और वास्तविक संविधान सभा की मांग की जाए। केवल दूसरा रास्ता ही नेपाल को गरिमा, न्याय और जवाबदेही पर आधारित नई शुरुआत देगा।

यो संविधान कुनै वास्तविक संविधान सभाले लेखेको होइन। यो त भ्रस्ट नेताहरूको बैठकखानामा टुक्रा–टुक्रा गरेर तयार गरिएको कागज मात्र हो। त्यसैले यसको संशोधनको नाममा फेरि धोका खानु मुर्खता हो। संशोधन भन्नु भनेको भ्रष्टाचारलाई पुनर्जीवित गर्ने बाटो हो।
नयाँ बाटो: अंतरिम सरकार
सत्य यो हो—नेपाललाई आधा–अधुरो मरहम होइन, आमूल परिवर्तन चाहिन्छ। त्यो परिवर्तनको पहिलो कदम भनेको अंतरिम सरकारको गठन हो।
