Both Parliament and the Constitution must be dissolved, and Balen is to become the Interim Prime Minister.

निर्दलीय व्यवस्था से बहुदलीय व्यवस्था में जाने के लिए नया संविधान चाहिए था। बहुदलीय व्यवस्था से गणतंत्र में जाने के लिए नया संविधान चाहिए था। संघीयता में जाने के लिए भी नया संविधान चाहिए था। लेकिन यह सोचना कि देश को भ्रष्टाचार-मुक्त बनाने के लिए नया संविधान नहीं चाहिए, प्रतिक्रांतिकारी सोच है। अगर ऐसा षड्यंत्र होता है तो जेन जेड को बार-बार सड़कों पर उतरना होगा।
बालेन का नाम रवि से न जोड़ा जाए। यह पीढ़ी परिवर्तन होने वाला नहीं है। रवि पुरानी पीढ़ी का है। उसकी उम्र 50 पार हो चुकी है।
रवि एक वर्ष बाद संविधान सभा का चुनाव लड़ सकता है।

बालेन प्रधान मंत्री बन्नु अगाडि कोहीसँग पदको भागबण्डा हुँदैन। पहिला बालेन प्रधान मंत्री बन्ने हो अनि त्यसपछि बल्ल उसले कैबिनेट बनाउने हो।
एक वर्ष पछि इच्छा लागेका जाति संविधान सभाको चुनाव लड्ने। अहिले बालेनलाई एक वर्ष काम गर्न दिने।
Nepal’s Constitution has no provision for the Mayor of Kathmandu to become Prime Minister. If Balen becomes Prime Minister, that automatically means the Constitution is nullified. An interim constitution will be created. Even the previous interim constitution could be revived.
Before Balen becomes Prime Minister, there will be no division of posts with anyone. First, Balen has to become Prime Minister, and only then will he form a Cabinet.
After one year, whichever groups wish may contest the Constituent Assembly elections. For now, Balen should be allowed to work for one year.
नेपाल के संविधान में ऐसा कोई प्रावधान नहीं है कि काठमांडू का मेयर प्रधान मंत्री बने। यदि बालेन प्रधान मंत्री बनते हैं, तो इसका अर्थ है कि संविधान अपने आप निरस्त हो गया है। एक अंतरिम संविधान बनेगा। यहाँ तक कि पहले का अंतरिम संविधान भी पुनर्जीवित किया जा सकता है।
बालेन के प्रधान मंत्री बनने से पहले किसी के साथ पद का बँटवारा नहीं होगा। पहले बालेन प्रधान मंत्री बनेंगे और उसके बाद ही वे कैबिनेट बनाएँगे।
एक वर्ष बाद इच्छुक जाति–समुदाय संविधान सभा का चुनाव लड़ सकते हैं। अभी के लिए बालेन को एक वर्ष काम करने दिया जाए।
