मुगाम्बो खुश हुवा

जनताले दिएको मत को समानुपातिक राज्य बाट नै पार्टी ले पैसा पाउने धेरै राम्रो हो। तर यसलाई सही तरिकाले लागु गर्ने तरिका के हुन सक्छ?

यो अब हुने चुनाव बाट शुरू गर्नु पर्ने हुन्छ। किनभने जुन पछिल्लो चुनाव भयो त्यहाँ वैद्य ले चुनाव भाँड़छ भन्ने निहुँ मा नेपाल सेना ले व्यापक धाँधली गरेको चुनाव भयो। Extreme Left र Extreme Right को जानी नजानी गठबंधन बन्यो। वैद्य ले होइन भन्न पाउँदैन। बोली होइन व्यवहार हेरिन्छ।

१. ५% वाला थ्रेसहोल्ड सही नै हो। ५% हुँदा त सद्भावना क्वालीफाई हुन्थ्यो भने १.५% त केही होइन। भने पछि मधेसिया हरु ले गठबंधन बनाउने होइन फटाफट पार्टी एकीकरण गर्नु पर्ने भो। मधेसी जनजाति को एउटै पार्टी बनाउ। यानि कि संघीय गठबंधन का ८ पार्टी र सानो मधेसी मोर्चा का ४ पार्टी, सब एउटै पार्टी बन्नू पर्ने भो। १०% वोट ल्याउँछ। देशको तीन ठुलो पार्टी मध्ये एक बन्छ।

निर्वाचन आयोगले प्रत्येक पार्टीको सम्पत्तिको विवरण लिनुपर्ने हुन्छ। जस्तो भनौं काँग्रेस, एमाले र एमाओवादी सँग आफ्नै पार्टी कार्यालय छ, मकान आफ्नै छ भने र अरु फुच्चे पार्टी हरु सँग त्यो छैन भने त्यसको मुल्यांकन हुनुपर्यो। औसत ५ करोड़ को घर छ भने, र एमाले ले २०% वोट ल्यायो भने आफ्नो घर नभएको १०% वोट ल्याउने पार्टी लाई घर बनाउन ढाई करोड़ दिनुपर्ने भो। पहिलो पटक, एक पटक का लागि।

राज्य ले नै पैसा दिने भए पछि पार्टी हरुले अरु कुनै स्रोत बाट पैसा नपाउने गर्नु पर्छ। यहाँ सम्म कि आफ्नो सदस्य हरु बाट पैसा लिन नपाउने गर्नु पर्छ। अथवा सदस्ता शुल्क निर्वाचन आयोगले नै निर्धारण गर्नु पर्छ। लक्ष्मी गोलछा सँग पैसा लिन नपाउने गर्नु पर्छ। एमाले ले गोलछा, चौधरी NGO वाला हरु सब लाई फुसलाएर धुमधाम गरेको छ।

यो सिस्टम मा गयो, पार्टी को आय व्यय पारदर्शी भयो भने अनि विकसित देश हरुमा जस्तै पार्टी अध्यक्ष हरु लामो समय टिकिरहने हुँदैन। पोखरी नदी बन्छ। अहिले त चुनाव खर्च नै कोइराला खानदान ले दिए जस्तो लाग्छ। अनि कसरी चैलेंज गर्छ मान्छेले कोइराला लाई? १०-२० बिघा वाला कोइराला खानदान। जब कि पैसा कोइराला खानदान ले कहिले पनि हालेन। २००७ साल को सशस्त्र क्रांति को फंडिंग गर्यो नेहरुले।

सुशील को तीन वटा फोन थियो। अहिले कति वटा पुग्यो?

जेठ १८, विराटनगर । डा. सी. के. राउतलाई २०७१ साल भदौ २८ गते संथालहरूको सभाबाट पक्राऊ गर्ने आदेश दिने, डा. राउतलाई हिरासतमा यातना दिने तथा उनीविरुद्ध सार्वजनिक र राज्यविप्लव मुद्दा दायर गर्ने मोरंगका सिडिओ गणेशराज कार्कीले त्यसपछाडि पनि मोरंग जिल्लामा पटक-पटक मधेशीहरूलाई आतंकित गर्दै आएको छ। गत पुस १९ गते शनिवार विराटनगरको डिग्री क्याम्पसमा गर्न लागेको सभामा मानवअधिकारकर्मीहरूकै अगाडि डा. राउतमाथि आक्रमण गराई ज्यानै लिने षडयन्त्र पनि यिनै सिडिओले गरेका थिए, भने प्रहरीले डा. राउतको खुट्टा भाँचिदिंदा हिरासतमा राखी उपचार समेत गराउन दिएको थिएन। त्यसैक्रममा मानवअधिकारकर्मीहरूकै आँखा अगाडि निर्दोष सहभागीहरूलाई समेत समातेर हिरासतमा लिई यातना दिएको थियो, भने परमेश्वर मुर्मु, हरेराम मंडल र रामविलाश मेहता माथि सार्वजनिक मुद्दा चलाएको थियो। त्यसपछाडि पनि मधेशी कार्यकर्ताहरूलाई समात्न लाउँदै धम्काउने र यातना दिने क्रम सिडिओले जारी राखेका छन्।

चैत २१ गते झापामा जनसम्बोधन गर्न जाँदा नेपाल सशस्त्र प्रहरीले डा. राउतलाई माथि सीधै प्रहार गरेर घायल बनाएपछि छोटेलाल सोरेन, सरोज शर्मा, अंजय मिश्रा आदिले झापाबाट उठाएर विराटनगरको नोबल अस्पताल ल्याएका थिए, भने सोही अस्पतालका चिकित्सक तथा विभागीय प्रमुख डा. संजय साहले त्यहाँ उपचार गर्न मद्दत गरेको थियो। त्यो रिस साध्न त्यसको एक दिन पछाडि चैत २२ गते डा. संजय साहलाई गिरफ्तार गर्नुका साथै अन्य ७ जनालाई पनि कालो पट्टी बाँधेर शान्तिपूर्ण विरोध प्रदर्शन गरिरहेको बेलामा हिरासतमा लिएको थियो। त्यसमध्ये डा. संजय साह, डा. परमेश्वर मुर्मु, छोटेलाल सोरेन, सरोज शर्मा र अंजय मिश्र माथि सार्वजनिक मुद्दा चलाई धरौटीमा वैशाख ३ र ६ गते मात्रै छाडिएको थियो। हिरासतमा रहँदा डा. परमेश्वर मुर्मु लगायत अनशनमा पनि बसेका थिए, तर उनीहरूलाई मानवअधिकारकर्मी समेत सँग पहिला भेटन दिइएको थिएन। अनशनले स्वास्थ्य विग्रेर अस्पतालमै प्रहरीले भर्ना गरिसक्दा पनि परिवारजनसँग भेट्न दिइएको थिएन, उनीहरूको स्थान अज्ञात नै राखिएको थियो। धरौटी तिरेर हिरासतबाहिर आइसकेपछि उनीहरूले आफ्नो वकीललाई लिएर पटक-पटक जिल्ला प्रशासन कार्यालयमा गएर निवेदन दर्ता गराई मुद्दाको मिसिल माग्दा पनि उल्टै फेरि जेल कोचि दिने धमकी मात्र दिनुका साथै "मिसिल कुनै हालतमा तिमिहरूलाई न दिने, जे मन लाग्छ गर" भनेर मोरंगका सिडिओ गणेश राजकार्कीले धम्काउँदै आएका छन्।

स्मरण रहोस् चैतमा गृहमन्त्रालयले मोरङका प्रमुख जिल्ला अधिकारी गणेशराज कार्कीलाई मकवानपुर सरुवा गर्ने निर्णय गर्दा प्रधानमन्त्री सुशील कोइरालालाई भनसुन गरी २४ घण्टा नपुग्दै सो निर्णय उल्टाइ दिएपछि प्रधानमन्त्री र गृहमन्त्रीबीच खटपट समेत भएको थियो। प्रजिअ कार्की ओखलढुंगाका कांग्रेस नेता बाबुराजा कार्कीका छोरा हुन् र बसाईंसराईका कारण मधेश झरेकाले मधेशीहरू प्रति निकै आक्रामक देखिँदै आएका छन्। त्यही सन्दर्भमा संथाल आदिवासीहरूको वन क्षेत्र रहेको भूमि सम्बन्धी मुद्दामा संथाल अधिकारकर्मी परमेश्वर मुर्मु गत वर्ष विजय भए देखि सिडिओ कार्कीले उनलाई बारम्बार निशानामा लिँदै आएका छन् र गिरफ्तार गर्दै झुठा मुद्दा लगाउँदै आएका छन्।

मानवअधिकारकर्मी कै अगाडि निर्दोषहरूलाई यसरी गिरफ्तार गरेर यातना दिँदा तिनीहरू केही नबोल्नु आफैंमा बिडम्बनापूर्ण रहेको छ।

I don't blame him, he is being shrewd. He made the offer first to Upendra Yadav, today he has gone on to make the same offer to Koirala. Become PM, we Maoists will support you. He was feeling like all the non-Maoist forces were ganging up on him. This is his attempt to get out of that ditch. He has a sharp strategic mind, sure does.

Koirala asks Dahal to cooperate in govt formation efforts NepalNews Dahal, who is vehemently opposed to UML leadership for the next government, suggested Koirala to take initiatives for a national government. "He [Koirala] played important role in signing the 12-point agreement. We asked him to take initiative for new consensus in the same spirit," Dahal told reporters after the meeting held at Koirala's Maharajgunj residence. Maoist leader Baburam Bhattarai, who was present at the meeting, said his party was ready to be part of the new government if it's formed on the basis of national consensus. "But no consensus can evolve by projecting a person or a party [as the leader of new government]," he said, indicating that the Maoist party is not ready to support UML leader Madhav Kumar Nepal as the Prime Minister.

An all party government under Prachanda's leadership is not unimaginable, or an all party government under Madhav Nepal's leadership for that matter, or under Upendra Yadav's leadership for that matter, or under Koirala's leadership all over again.

As the leader of the largest party, Prachanda can rightfully claim he deserves it. Formation of a new national consensus government might be less problematic than agreeing on how to govern in the aftermath.

I say form an all party steering committee. For all the major decisions hold full fledged debates and discussions in the parliament. Seek consensus in cabinet decisions.

A national consensus all party government might be the best option. As to who leads is a secondary question.

The Maoists are not too keen on another communist. The TMDP and the SP are not too keen on the Upendra Yadav name. It is the psychology of the powerless.

There were two primary victors to the April 2008 election. One, the Maoists. Two, the Madhesi Janadhikar Forum. The Maoists ruled for a year. Now it is the MJF's turn.

The TMDP and the SP have to now join the MJF bandwagon.

In the early 1990s, Girija Koirala chose to bring down his own party's clear majority government, and split his Nepali Congress party, and decided to take the country to premature midterm elections and went on to sow the seeds of a civil war rather than step down and let a Madhesi Mahendra Narayan Nidhi become Prime Minister.

Both Prachanda and Girija are Bahun, but I get the impression Prachanda is less prejudiced against Madhesis than Girija. Both Bahun also happen to be Teraiwasi. Girija is from Biratnagar, and Prachanda is from Chitwan.

A MJF-TMDP-SP coalition with outside support from the Maoists: that is all it will take to form a government at this juncture. It is called parliamentary arithmetic.

I also want Katuwal to vacate the scene at the earliest. I also want the eight Brigadier Generals retired as soon as possible. Recruiting 3,000 fresh soldiers into the Nepal Army was the peace time Dhoramba. That was a move designed to scuttle the peace process.

The Nepali Congress and the UML were the two biggest losers of the April 2008 election. It would make no sense for them to come into power at this juncture.

I was hoping the Maoist-UML-MJF-SP government would last its full term. But it did not quite work out that way. But I am still for political stability. I am for a directly elected president. We can't have a new government every year.

And if the Maoists play a constructive role in the constitution writing process, there is no reason why they should not do well for the election scheduled for next year.

They have proven they can be a party in power. Now let them prove for a year they can also be a party in the paliament, but not in power.

The Maoists are more enlightened than the Nepali Congress and the UML on federalism. A MJF-TMDP-SP-Maoist alliance will be most needed when it is time to make the final decisions on federalism. This government formation is dress rehearsal.
