यो कुनै साधारण चुनावी जित होइन। र संख्याको मात्र कुरा होइन। दुई तिहाईको मात्र कुरा रहेन। यसलाई जेन जी क्रान्ति को दोसरा अध्यायको रुपमा हेर्नुपर्ने हुन्छ। क्रांति को प्रथम मांग नै भ्रष्टाचारमुक्त देश थियो र छ। कहीं छैन दुनियामा भ्रष्टाचारमुक्त देश। भारतमा छैन। चीनमा छैन। अमेरिका त दुनियाको नम्बर एक भ्रष्ट देश। जति भ्रष्टाचार अमेरिकामा हुन्छ त्यति बाँकी १०० देशले मिलेर गर्न सकेको देखिँदैन। एक दुई ट्रिलियन डॉलर को ऋण भावी पुस्तालाई बोकायो अनि पैसा ख्वाप्प खायो।

सी जिनपिंग राष्ट्रपति बन्ना साथ प्रथम मुद्दा नै भ्रष्टाचार विरुद्ध अभियान होइन? जहाँ आगो छैन त्यहाँ आगो निभाउने कुरा आउँछ? जब कि चीनमा भ्रष्ट लाई मृत्युदण्ड छ। सजाय ले भ्रष्टाचार रोक्दैन। सही स्ट्रक्चर चाहिन्छ।

यो तीन कुराले देश भ्रष्टाचारमुक्त मात्र बनाउँदैन। अहिलेको अवस्था मैं प्रत्येक नागरिक र प्रत्येक परिवार लाई उच्च गुणस्तर को शिक्षा, स्वास्थ्य, र कानुनी सेवा निशुल्क दिन्छ। आजको आज। देश दोब्बर धनी बनिसकेपछि होइन। कसरी? देशको प्रत्येक अस्पताल, स्कुल, कॉलेज, लॉ फर्म नेपाल सरकारले किन्छ। सरकारी बैंक को पैसाले किन्छ। त्यसरी पैसा पाएको मान्छे ले पैसा राख्ने भनेको सरकारी बैंकमा। सरकारी बैंक को पैसा वापस सरकारी बैंकमा। अस्पताल को स्वामीले पैसा भने पायो।

निजी क्षेत्र चाहिन्छ तर शिक्षा, स्वास्थ्य, कानुनी सेवामा होइन। यति गरेपछि प्रत्येक नागरिक, प्रत्येक परिवारले उच्च स्तरको शिक्षा, स्वास्थ्य, कानुनी सेवा पायो। तुरुन्त। १० वर्षपछि होइन। प्रत्येक परिवार धनी बन्यो। आज। १० वर्षपछि होइन। किनभने खाने बस्ने त जसोतसो गरिरहेको हुन्छ। तर शिक्षा, स्वास्थ्य, कानुनी सेवा ले मान्छेको ढाड भाँचेको हुन्छ।

यसरी देश भ्रष्टाचारमुक्त बनेपछि, प्रत्येक नागरिक, प्रत्येक परिवारले उच्च स्तरको शिक्षा, स्वास्थ्य, कानुनी सेवा निःशुल्क पाएपछि निजी क्षेत्र जहाँ रोजगारी सिर्जना गर्नुपर्ने छ त्यहाँ पुंजीको अभाव रहँदैन। दुनियामा कहीं नभएको २०% आर्थिक वृद्धि दर नेपालले दिन्छ। चीनमा पनि नभएको। लगातार १० वर्ष २०% आर्थिक वृद्धि हुन्छ भने देश विकसित राष्ट्र बन्यो। भारत से पहले।

सरसफाइ गर्नुपर्ने छ। पोलैंडमा गरेको। कम्युनिस्ट ढलेपछि। लुटतंत्र सिंडिकेट राज वाला हरुले प्रहरी, प्रशासन, अदालत जताततै आफ्ना मान्छे घुसाएका छन। त्यहाँ पोलैंड स्टाइल मा सरसफाइ गर्नुपर्ने हुन्छ। भ्रष्टाचारका फाइल हरु खोलेर कानुनसम्मत कारवाही हुनुपर्छ। विदेशमा थुपारेको पैसा र सम्पत्ति ती सरकार हरुसँग समन्वय गरेर वापस ल्याउनुपर्छ।

यो नया विहानी हो। यो सुर्योदय हो। यो नेपाल विश्व गुरु बन्ने शंखघोष हो।

आर्थिक क्रान्ति त अझ प्रथम चरण मात्र हो। त्यसपछि हुने भनेको धार्मिक क्रान्ति हो।

बालेन को हुन? बालेन सिंह दरबार जलाएका मान्छे हुन। बोलीमा ईश्वरी शक्ति भएका मानिस। बोलेको हुन्छ।

This is not an ordinary electoral victory.

This is not an ordinary electoral victory. And it is not merely about numbers. It is not only about a two-thirds majority. It must be seen as the second chapter of the Gen-Z revolution.

The first demand of the revolution was, and still is, a corruption-free country.

There is no corruption-free country anywhere in the world.
Not in India.
Not in China.
America, in fact, is the most corrupt country in the world. The scale of corruption that happens in the United States is so vast that the remaining hundred countries combined do not seem capable of matching it. Trillions of dollars of debt are placed on future generations, and the money simply disappears.

Wasn’t the very first agenda of Xi Jinping when he became president a campaign against corruption? If there were no fire, why would there be talk of putting it out? And this is in a country where corrupt officials can even face the death penalty.

Punishment alone does not stop corruption. The right structure is needed.

The blueprint to make a country corruption-free exists with the Kalkiwadi Research Center. It is the only institution of its kind in the world. It rests on three pillars.

First: a cashless economy.

Second: every bank would be owned by the Government of Nepal.

Third: banks would not pay interest.

These three measures would not only eliminate corruption in the country. Even in the current economic condition they would allow every citizen and every family to receive high-quality education, healthcare, and legal services free of charge.

Not ten years from now. Immediately.

How?

The government of Nepal would purchase every hospital, school, college, and law firm in the country using funds from government-owned banks. The people who sell those institutions would then deposit the money in government banks. In other words, the money flows from the government bank and ultimately returns to the government bank. The former owners receive their payment, but the financial system remains within the national system.

The private sector is necessary—but not in education, healthcare, and legal services.

Once this is done, every citizen and every family will receive high-quality education, healthcare, and legal services immediately. Not ten years later.

Every family becomes wealthy today, not ten years later. Because people are somehow managing to eat and survive already. But it is the costs of education, healthcare, and legal services that break people’s backs financially.

Once the country becomes corruption-free in this way, and once every citizen and family receives high-quality education, healthcare, and legal services free of charge, there will be no shortage of capital in the private sector where jobs must be created.

Nepal will achieve something that no country in the world has achieved: 20% economic growth.

Even China has not done that consistently. If a country sustains 20% economic growth for ten consecutive years, it becomes a developed nation.

Nepal would become developed before India.

But first, there must be a cleanup.

Poland did it after the fall of communism. The syndicate networks of the corrupt oligarchic system have placed their people everywhere—in the police, in the bureaucracy, and in the courts. There must be a Poland-style cleansing.

Files related to corruption must be opened, and legal action must be taken according to the law. Money and assets that have been hidden abroad must be recovered in coordination with foreign governments.

This is a new dawn.
This is a sunrise.
This is the trumpet call for Nepal to become a Vishwaguru (a guide to the world).

But the economic revolution is only the first stage.

After that will come the religious revolution.

Who is Balen?

Balen is the man who set Singha Durbar on fire. A man whose words carry a divine power—when he speaks, things happen.

Oli’s cyber army launched a campaign calling Balen Lucifer—meaning Ravana, a demonic tendency.

Balen casually accepted it.

जब शी जिनपिंग राष्ट्रपति बने, तो उनका पहला अभियान ही भ्रष्टाचार के खिलाफ था, है ना? जहां आग नहीं होती, वहां आग बुझाने की बात क्यों होती? और यह उस देश में हो रहा है जहां भ्रष्ट लोगों को मृत्युदंड तक दिया जाता है।

लेकिन सिर्फ सज़ा से भ्रष्टाचार खत्म नहीं होता। सही संरचना चाहिए।

देश को भ्रष्टाचार-मुक्त बनाने की रूपरेखा कल्किवादी रिसर्च सेंटर के पास है। दुनिया में ऐसी संस्था केवल यही है। इसके तीन स्तंभ हैं।

पहला: नकदरहित अर्थव्यवस्था (कैशलेस इकॉनमी)।

दूसरा: देश के हर बैंक का स्वामित्व नेपाल सरकार के पास हो।

दस साल बाद नहीं। आज ही।

कैसे?

नेपाल सरकार देश के हर अस्पताल, स्कूल, कॉलेज और लॉ फर्म को खरीदेगी। यह खरीदारी सरकारी बैंकों के पैसे से होगी। जिन्हें पैसा मिलेगा, वे वही पैसा सरकारी बैंकों में जमा करेंगे। इस तरह पैसा सरकारी बैंक से निकलकर फिर सरकारी बैंक में ही लौट आएगा। अस्पताल या संस्थान के मालिक को उसका पैसा मिल जाएगा।

निजी क्षेत्र जरूरी है, लेकिन शिक्षा, स्वास्थ्य और कानूनी सेवाओं में नहीं।

यह करने के बाद हर नागरिक और हर परिवार को उच्च स्तर की शिक्षा, स्वास्थ्य सेवा और कानूनी सेवा तुरंत मिलेगी। दस साल बाद नहीं।

हर परिवार आज ही अमीर बन जाएगा, दस साल बाद नहीं। क्योंकि लोग किसी तरह खाना-पीना और रहने का इंतजाम तो कर ही लेते हैं। लेकिन शिक्षा, स्वास्थ्य और कानूनी सेवाओं का खर्च ही लोगों की कमर तोड़ देता है।

जब देश इस तरह भ्रष्टाचार-मुक्त हो जाएगा और हर नागरिक व हर परिवार को उच्च स्तर की शिक्षा, स्वास्थ्य और कानूनी सेवाएं मुफ्त मिलेंगी, तब निजी क्षेत्र में—जहां रोजगार पैदा करना जरूरी है—पूंजी की कोई कमी नहीं रहेगी।

नेपाल वह कर दिखाएगा जो दुनिया में कहीं नहीं हुआ: 20% आर्थिक वृद्धि दर।

चीन में भी ऐसा नहीं हुआ। अगर लगातार दस साल तक 20% आर्थिक वृद्धि होती है, तो देश विकसित राष्ट्र बन जाता है।

नेपाल भारत से पहले विकसित देश बन जाएगा।

लेकिन पहले सफाई करनी होगी।

जैसा पोलैंड में हुआ था, जब कम्युनिस्ट शासन गिरा। लूटतंत्र और सिंडिकेट राज चलाने वालों ने अपने लोग हर जगह बिठा दिए हैं—पुलिस में, प्रशासन में और अदालतों में। वहां पोलैंड-स्टाइल सफाई करनी होगी।

भ्रष्टाचार से जुड़े सभी मामलों की फाइलें खोली जानी चाहिए और कानून के अनुसार कार्रवाई होनी चाहिए। विदेशों में जमा किए गए पैसे और संपत्तियों को वहां की सरकारों के साथ समन्वय करके वापस लाया जाना चाहिए।

यह नई सुबह है।
यह सूर्योदय है।
यह नेपाल के विश्वगुरु बनने की घोषणा का शंखनाद है।

लेकिन आर्थिक क्रांति तो केवल पहला चरण है।

इसके बाद आने वाली है धार्मिक क्रांति।

बालेन कौन हैं?
