सी चिनफिङले कता लैजाँदै छन् चीनलाई?



नो नट अगेन ! निर्वाचन आयोगले नैसर्गिक अभिव्यक्ति स्वतन्त्रतासँगै मत–अधिकार वा मत–बहिष्कारको अधिकारमाथि बन्देज लगाउन खोजे पनि सनातनी अलोकतान्त्रिक नेतृत्वलाई ‘नो नट अगेन’ भन्नैपर्ने भएको छ, चाहे त्यो कम खराबलाई मतदान गरेर होस् या मतदान बहिष्कार गरेर होस् वा ‘नो भोट’ को प्रावधान राखेर होस् । ........ कुनै न कुनै रूपमा देउवा, प्रचण्ड, ओली वा नेपालकै फोटोकपी उम्मेदवार हुने र विजयी हुने अवस्था बनाउने गरी उनीहरूले सम्पूर्ण चुनावी प्रक्रियालाई नै अलोकतान्त्रिक कलाबाजीमा सीमित गरेका छन् । सकेसम्म आआफ्ना दलका तस्कर, ठेकेदार, व्यापारी, बिचौलिया र अपराधीहरूबीच मात्रै चुनाव गर्न दिने दुश्चक्र रचेर उनीहरूले आफ्ना असल प्रतिनिधि छान्ने बालिग जनताको मताधिकारलाई नै खुम्च्याइसकेका छन् । जनआन्दोलनबाट स्थापित समानुपातिक समावेशी सिद्धान्तलाई पनि आफ्नो वर्ण–जात–जाति–समुदायकै आफन्त सँगेट्ने, अर्को भाषामा, श्रीमतीदेखि गर्लफ्रेन्डसम्मलाई समेट्ने नातेदारी अस्त्रका रूपमा दुरुपयोग गरिसकेका छन् । यसरी मताधिकार, मतदानद्वारा चुन्ने प्रक्रिया र समग्रमा निर्वाचनको लोकतान्त्रिक अभ्यासकै अपहरणको क्रियाकर्ममा दलपतिहरू कदाचित् सफल हुनुको अर्थ हो— ‘सार्वभौम जनता’ को लोकतन्त्र नाम मात्रैको बाँकी छ । यसमा उनीहरू सफल हुनुको मतलब यस निर्वाचनमा सार्वभौम जनता मुकदर्शक वा मौन अनुयायी (फलोअर) वा निष्क्रिय भोटर हुने करिब–करिब पक्का छ, एकाध अपवादबाहेक । ....... सभापति वा अध्यक्षका कोटको अँध्यारो खल्तीबाट फुत्त–फुत्त निस्केका दलीय उम्मेदवारहरूसँग मतदातालाई दिने कुनै आशा र उम्मिद बाँकी छैनन् । न उनीहरू जनतालाई सुशासनको प्रत्याभूति दिलाउन सक्छन्, न रोजगारी सृजना गर्ने योजना पेस गर्न सक्छन्, न सामाजिक सुरक्षाको अनुभूति दिलाउने वाचा गर्न सक्छन्, न त न्यायिक विकासलाई तीव्रता दिने सपना देखाउन सक्छन् । तिनको क्षतिपूर्तिस्वरूप उनीहरू संघीयता, धर्मनिरपेक्षता, गणतन्त्रकै विरोध चर्काउनेदेखि लिएर हिन्दुत्व र राष्ट्रवादमिश्रित प्रज्वलनशील पदार्थ बेच्नेसम्मका राजनीतिक व्यापारीहरूका पश्चगामी माल बिक्री–वितरण गर्दै छन् । ...... प्रदीप गिरिले राजनीतिक पार्टीहरू विचारधाराका आधारमा होइन, व्यक्तिगत र समूहगत स्वार्थका आधारमा प्राइभेट कम्पनी वा डाँकुहरूका गिरोहजस्तै बनेको खरो टिप्पणी गरेका हुन् । ...... संरचनाको नेतृत्व कुलीन पुरुषको अल्पतन्त्र (ओलिगार्की) का रूपमा क्रियाशील छ । .......... आधुनिक भनिने राजनीतिक संस्थाको आन्तरिक जीवन हेरियो भने लोकतन्त्र पाउन कठिन छ । र, नेतृत्वको चरित्र हेर्नासाथ पुराना परिवारको प्रभुत्वशाली मूलीको भन्दा भिन्न देखिन नै गाह्रो छ । टिकट वितरण, उम्मेदवारको छनोट र जित–हारका लागि अह्रनखटनमा मुलीहरूको हैकमले राजतन्त्रकै शैली पछ्याएको छ । .......... आवश्यकता–बोधको हिसाबले अबको युगका लागि त्यस्तो अभियान वा आन्दोलनको जरुरत छ, जसले भुइँतहका जनजीवनका मुद्दा उठाओस्, जसले आफ्नो जीवनमाथि आफैं शासन गर्ने स्वायत्त संरचना बनाओस्, आफ्नो जीवनलाई लोकतन्त्रीकरण गर्ने संस्कृति थालोस् र फरक–फरक ठाउँमा बनेका सिंहदरबारका कुर्सीमा आसीन र सत्ताकांक्षी सनातनी अलोकतान्त्रिक नेतृत्वलाई पनि विस्थापन गरोस् । राजनीतिक दलबाट स्वतन्त्र उम्मेदवार वा स्वतन्त्रका नाममा आम जनताका अग्रगामी आकांक्षाबाट मुक्त नयाँ दलहरूसँग त्यस्तो लोकतान्त्रिक दृष्टि र जनमुखी लक्ष्य देखिएको छैन, जसले सनातनी अलोकतान्त्रिक नेतृत्वभन्दा झिन्न लोकतान्त्रिक र मानवीय रेखा कोरोस् ।

फेरि भोट हाल्नुअघि ठूला पार्टीभित्रका युवाहरूले नालायक प्रमाणित भइसकेको बयोवृद्ध पुस्तालाई विस्थापित गर्दै जाने र तीभन्दा बाहिरका युवाहरूले विकल्प विकास गर्दै जाने हो भने मात्रै हामीले समाजको बरबादीतिरको यात्रा रोक्न सक्छौँ। ....... अख्तियार दुरुपयोग अनुसन्धान आयोग लगायतका संवैधानिक निकायहरूमा ओलीले यसरी कार्यकर्ता भर्ती गरे, आजका दिनसम्म भ्रष्टाचार नियन्त्रणमा तिनले गरेका ससाना कामसम्म भेट्न गाह्रो छ । सबै मुख्य पार्टीहरूको भागबन्डाबाट आयुक्तहरू नियुक्त गरेर सबै पार्टीका ठूला नेताहरूका अर्बौं भ्रष्टाचारका मुद्दा सामसुम पार्ने थिति अख्तियारमा बसेको त दशकौं बितिसक्यो । अक्सर संविधानले शक्तिशाली बनाएका तर नेताहरूले भ्रष्ट नियुक्तिहरूमार्फत पंगु बनाएका यस्ता निकायहरू आफैं मोलमोलाइ, भ्रष्टाचार र दुराचारका अड्डा बन्न पुग्छन् । यसअगाडि लोकमान सिंह कार्कीले आफैं अख्तियारको दुरुपयोग गरेर थिलथिलो बनाएको अख्तियार उनको बहिर्गमनको केही वर्षपछि केही तंग्रिन थालेको थियो । पूर्वमन्त्री विजय गच्छदार र अख्तियारकै पूर्वप्रमुख दीप बस्न्यातसमेत अख्तियारको छानबिनपछि जेल पुगेका थिए । तर, ओलीले अख्तियारमा कार्यकर्ता भर्तीको सुरुआत गरेपछि देशभर रहेका अख्तियारका शाखाहरूमा भ्रष्टहरूसित मोलमोलाइ र लेनदेनबाहेक के हुन्छ भन्ने कसैलाई थाहा छैन । ......... संविधान मिच्ने ओलीको कदमको विरोधमा सडकमा उत्रेका हामी सबै नागरिकले नयाँ सरकारलाई ओलीकै जस्तो गलत बाटामा नजान बारम्बार चेतावनी दिइरह्यौं । तर ‘जुन जोगी आए पनि कानै चिरेको’ भनेजस्तै भयो । .......... आम मानिसलाई सरकार फेरिनुले केही फरक पारेको छैन । देशमा रोजगारी खुम्चिँदो छ, मानिसको आय घट्दो छ तर मूल्यवृद्धि आकाशिँदो छ  ........ नागरिकको खबरदारी नरहने हो भने राज्यका अंगहरू थप भ्रष्ट र मनोमानीपूर्ण हुनेछन् भने, सार्वजनिक संस्थाहरूले बचेखुचेको साख पनि गुमाउनेछन् । खास गरी स्वास्थ्य क्षेत्रको व्यापारीकरण अझ भयावह रूपमा विस्तार हुनेछ, स्तरीय शिक्षाका लागि थप खर्बौं रुपैयाँ देशबाट बाहिरिनेछ । ........ जसरी कुनै बेला विवेकशील नेपाली पार्टीले धैर्य र संयमको राजनीति गरेर नेपालमा शान्तिपूर्ण प्रदर्शनको संस्कृति बसाल्यो, अहिले राजनीतिमा छिरिरहेका युवाहरूले त्यस्ता धेरै उपलब्धि हासिल गर्न सक्छन् । आकारमा सानै हुँदा पनि विवेकशील नेपालीले लोकमानसिंह कार्कीविरुद्धको आन्दोलनका बेला ठूलो भूमिका खेलेको थियो, जबकि भ्रष्टाचार उदाङ्गिने डर भएका ठूला भनिएका पार्टीहरूका नेतादेखि कार्यकर्तासम्म त्यो बेला दुलो पसेका थिए । ......... शीर्ष नेतृत्वको निगाहबाट केही ‘झर्ला र खाउँला’ भन्ने हाल व्याप्त दासतुल्य प्रवृत्ति त्यागेर उनीहरूले पनि नेतृत्वको गलत कामविरुद्ध औंला उठाउन सक्नुपर्छ । ...... मतदाताका रूपमा हामीले ती युवाहरूलाई प्रोत्साहन गर्न सकेनौं र अरू लामो समयसम्म यही अक्षम प्रमाणित नेताहरूको मनपरीतन्त्र चलिरह्यो भने इतिहासले हामीलाई पनि माफ गर्नेछैन । .

काठमाडौँको चुनावी चर्चा: कसकाे सम्भावना कति ? दश निर्वाचन क्षेत्र रहेको काठमाडौंमा, स्थानीय तहको निर्वाचनमा स्वतन्त्र उम्मेदवारलाई विजय बनाएका काठमाडौँ वासीले फेरी पनि स्वतन्त्र उम्मेदवारलाई नै मत देलान् अथवा दललाई ? भन्ने विषय यती बेला टोल टोल देखि चिया पसल सम्म छलफल र चर्चाको विषय बनेको छ ।

निर्वाचनपछि पनि राजनीतिक स्थिरता हुनेमा शङ्का! स्थानीय तह निर्वाचनको मत परिणाम अनुसार पनि कुनै एक दलको बहुमत आउने सम्भावना देखिँदैन ।
