Till now atleast 20 madhesi has been killed by the police and many are serious lying in Hospitals, one died in BPKISH Dharan and one serious here where I am working. That means the number of death toll will go higher than the janandolan II.
The unfortunate madheshi people are fighting for the 2nd time after janaandolan II.
What was the use of janandolan II then?

That is precisely what I meant to do through the email. Consult. Maybe you disagree with the finer points of the letter. Maybe you want to sign as an individual without listing your organization. Things like that.

The point I am trying to make it is that you do not list the names of people and organizations first; you first ask them and if they agree then you list them.

Effort of bringing community leaders was initiated by ANFS. The purpose has been not only to unite our communities but also empower them through exchanges of ideas and information and services. Personally, I have always made sincere attempts to work with our community groups and individuals. And I will continue to do may part as member of ANFS as well as an individual and a member of our larger Nepali community. My simple philosophy is that the more we consult each other, share ideas and collaborate on common agendas, we will be far better off—we will achieve our goals.

Hope everything is fine with you .Regarding the protests the very first thing we must consider is ,its a totally political issue for a social cause .Its no way a communal issue ,it would be really unfortunate if it turns communal in any way.We never want you to feel the discrimination and suppression as a minority community in Madesh as madheshi people have felt in cities with pahadi majority.Believe me its not about pahadi or madheshi , Its about rights and equality of miilons of supressed madheshi people.Its a cause for which each and every nepalese should unite as in the April revolution.As a responsible citizen You should have a moral support and soliditary towards the protests.
Are you aware of the fact that gov. collects 77 revenue from terai and and spends only 18 percents there.42%of madheshi population has less than7% representation in parliament .Dont you think, Its enough to cause a revolution for one's rights .Its really unfortunate that the government chose supression and curfew as solution.Killing of 14 bare handed citizens is a worst political scenario.They failed to handle the situation in a proper manner which sparked the further violence.I am ashamed of the Nepalese governence.I hope all the unrest ends with a proper solution to avoid any protest in future.All we want is a peacefull progressive Nepal with unity in diversity.Wish you all the best ahead for studies.

Thank you for posting the illuminating articles by B C Lal, Dr. Sukhdev Shah and Shree Govind Shah. These articles truly reveal the extent of the problems of inclusion, and the long standing discrimination against the Madheshi and the hill social groups. The democracy which the Nepali people have worked so hard to earn, will be meaningless if these glaring disparity in the Nepalese society are not aggressively addressed and robust programs are not devised to mend them quickly.

I am glad to her the views of Dr. Sukhdev jee, a long time friend. His piece is also supported by hard facts and personal experience. All these three articles are educational, and should be disseminated in the media as well.

I also take this opportunity to thank and congratulate ANA and the leadership of Amrit jee and friends to issue a timely statement on the Tarai issue in Nepal.

In spite of all the gloom and doom that has filled the news in the past several weeks, this morning's papers have brought much welcome respite. They include the formation of high level governmental committee to review the Tarai problem, announcement by the government that they are ready to amend the interim constitution to include the demands of the Madhesi people, and the willingness of some Tarai protesters to join in the talks.

This is the beauty of having a democratic and representative government at the center. They listen, and I am sure they will work very hard to manage the problems in Nepal. With such government in the country, the best way to settle any grievances is through dialogue and talk, and not through violence.
In solidarity with the genuine demands of Madhesi brothers and sisters.

Why r u trying to put somekind of boost in these kinds of activities ?Why not say let all nepalese be united and solve these problem in nepal . Madhesis have been marginalized for over two centuries. The Gorkha imperial
ambition saw Terai as a colonial frontier, and the pahadi attitude continues
today. Madhesis are a second class citizen in their own country. Every
madhesi grievance must be redressed. Every madhesi voice must be heard.
Every madhesi dignity must be upheld.

There have been excesses, and the perpetrators must be held duely
responsible.

But ethnic cleansing? Holocaust? Rwanda?

These are strong words.

In my views, This is not problem in between Pahadi and Madhesi and not only problem in Terai .This is problem of whole Nepal, and big challenge for new NEPAL. This is also big weakness of current government or eight parties. The government is unable to address andolan bahavana. On a Historic Day the Federal Democratic Republic on the Horizon

Ratification of the Interim Constitution under the Interim Legislature glorified the history of the people's movement II. It is the sixth constitution of Nepal that was promulgated by the instated House of Representatives with the mandate of the people's movement II.

The principle objective of the interim constitution is to successfully accomplish the elections of the constituent assembly. This is our national cause that must be addressed to establish inclusive democratic system of governance with the draft of the new constitution. Since the interim constitution is a temporary constitution it is prone to have numerous flows that need scrupulous amendments through the Interim Parliament hearings.

It is true the Interim Constitution has failed to pave the way for the Federal Democratic government system that can most probably address the diverse ethnic socio-political issues of the nation. The demand for the autonomous governance statue will rise from the suppressed ethnic population under the feudal oligarchic establishment. Such stipulations are natural and are elements of the civil rights. Why should they be controlled and ruled by the centrally controlled system of government after all that suffering at the end of the successful people's movement II?

The draft of the interim constitution has failed to address this issue. Rather it has adapted several feudal oligarchic provisions that are antithesis to the primary principles of the electoral democracy that can only be sustained in the Federal Democratic government system. Perhaps the experts of the law and constitution have not either understood the premises of the electoral democracy or they are not yet fully committed to it due to their feudal oligarchic mindsets. It could be true with the leaderships of the SPAM. If not why have they failed to draft the Interim Constitution with the provision of the Parliamentary hearing as mandatory procedure for all constitutional amendments, appointments, legislations, financial budgets, and so on that must seek the approval of the representatives of the people of Nepal.

Now the Interim Legislature must get their act together to address the ground reality of the nation. For example, the MPRF has claimed that the Interim Constitution has ignored the issue of federal democratic government system that can address the questions of the marginalized groups of people like Madheshi regarding their self-governance to manage their own resources, their equal representation in the legislature and provision of the regional autonomy. Again the primary objective of the democracy is to protect the civil rights of marginalized people from the privileged groups. This is the ground reality of Nepal inherited from the feudal oligarchic establishment.

JTMM may be the extreme example of such a rebellion against the lack of constitutional provisions in the interim constitution. The lack of vision of the constitutional experts, ruling elites and political leaderships who rushed to draft the interim constitution is responsible for ignoring these issues. Either deliberately or lack of understanding they have put aside the suggestions presented on these issue to consider the constitutional structure with the federal democratic government system.

It was clear to the people that these privileged ruling elites and experts will not adopt such system. If they did then they will jeopardize their privileges for easy appointments to the post of judges, chief district officers, attorneys, police officers, secretariats, diplomats and so on through the nepotism and favoritism of the party politics. Such legacy of privileged elites what people wish to abolish and it is only possible through the establishment of the Federal Democratic Republic.

Now is the time question to the Maoists who fought the civil war against the feudal oligarchic establishment – where are they now and what is their position on the federal democratic government system establishment? Will their leaderships and cadres trust the people's ability to manage their villages, cities, and districts on their own with the electoral democratic process?

Under the Federal Democratic government system the individual who wish to be elected as the governor or judge or attorney or law enforcement officer must be the permanent citizen of that region or constituent or district. A permanent resident of Dhankuta cannot file the candidacy in the Madheshi region. The residents of the region are elected to form the assembly of the region, regional cabinet under the elected governor, perform the judiciary and law enforcement under the provision of the constitution of the nation.

Under the Federal Democratic government system all the basic regional government responsibilities are accomplished by the positions fulfilled through the electoral procedures per term of the position. Governors, judges, attorneys and law enforcement officers are elected for four to six year's term by the votes of the people of the region. In order to regain the position the candidate must perform his or her duty well.

Therefore, if the Maoist leaderships advocate democratic republic then they must define what kind of Democratic Republic they really mean. There is a centrally controlled democratic republic and there is decentralized democratic republic. The federal democratic republic is a decentralized democratic republic government system.

On the primary premise of Democracy in which it sustains is the protection of the civil rights of the people who are marginalized by the privileged group of people for example women marginalized by men. In this issue the federal system of democracy plays most progressive role.
Now it is the time to address this issue of the regional autonomy in the Interim Constitution through the provisions of the amendments. The interim constitution must draw the guideline for establishing federal democratic government system in drafting new constitution after the accomplishment of the elections of the constituent assembly.

The political leadership must take this issue seriously and try to understand how federal democratic system works. Unless and until political leaderships understand the need to address this issue through the establishment of the federal democratic republic there will be no change in the attitudes of the ruling elites and experts in the government and society. The provisions in the new constitution for the establishment of the federal democratic republic system will alter the mindset of the feudal oligarchic values that are embadded in the government, politics and society.
