विवेकशील पार्टी को बाटो जपानको हो



राष्ट्रिय विपदीको बेला अहिले ५-६ महिना, १-२ वर्ष घुष सुष नखाम, भ्रष्टाचार नगरम, माफिया बाट अलग बसम भनेर देशको political class ले नभनेको अवस्थामा विवेकशील पार्टी ले यो political class लाई पुर्ण रुपले मटियामेट गर्ने र अहिल्यै गरिहाल्ने किसिमको आक्रामक भाषा बोल्नुपर्ने हुन्छ। हेटी र जापान बीच कुन बाटो रोज्ने? नेपाली जनतालाई स्पष्ट option दिने। केपी-बामे-सुशील-रामचन्द्र-रामशरण को बाटो हेटी को हो। विवेकशील पार्टी को बाटो जपानको हो।


एउटा नया ठुलो महानगर बनाउन सकिन्छ



यो महाभुकम्प मा यदि २० लाख मानिस घरवार विहीन भएका छन भने र त्यस मध्ये १० लाख को घर वापसी को संभावना नै छैन भने नेपाल सरकारले क्रांतिकारी क़दम चाल्नुपर्छ। १० लाख मध्ये इच्छुक मानिस अटाउने एउटा नया महानगर बनाउने।
  • नागरिक ले आफ्नो पुरानो घर, खेत वारी, जग्गा जमीन सरकारलाई हस्तान्तरण गर्ने, सरकारले त्यस ठाउँमा दुई वर्ष भित्र वृक्षारोपण गरेर जंगल बनाउने, घना जंगल ---- र जति जग्गा त्यसरी अधिग्रहण भएको हो त्यसको market rate मा सरकार बाट credit पाउने 
  • ती १० लाख मध्ये इच्छुक ८ लाख होलान ---- कसै लाई उसको इच्छा विरुद्ध घिसारेर लाने कुरा आउँदैन 
  • त्यो महानगर सरकारी जग्गा मैं बन्नु पर्ला ---- निजी जग्गा लुछनु गैर कानुनी हुन्छ --- अधिग्रहण गर्न महँगो पर्छ --- भने पछि शायद अलि कति वन फंडानी गर्न पर्ला ----- तर यो ३६ साल मा निर्दल का शक्तिले वन फंडानी गरे जस्तो हुनु हुँदैन ------ र चाहिने जति मात्र फंडानी गर्नु पर्छ ----- र फंडानी गर्दा कसै लाई एक तल्ले घर या खेत गर्ने कुरा सोँच्नु पनि हुँदैन ----- पहिले नै खुलस्त पार्दिनु पर्छ ---- यो स्कीम मा आउने ले खेतीपाती गर्ने छैनन् 
  • ५ ,००० per square kilometer राख्न सकिन्छ कि? भने पछि १ लाख मानिस लाई २० किमी स्क्वायर चाहियो ---- १० लाख मानिस लाई २०० किमी स्क्वायर चाहियो चाहियो। २० किमी by १० किमी ----- २०० किमी स्क्वायर जंगल सफा गर्ने र त्यसको साटो कमसेकम २,००० किमी स्क्वायर वृक्षारोपण गरेर नया घना जंगल खड़ा गर्ने 
  • यो २० किमी स्क्वायर ग्रिड हुन्छ ---- प्रत्येक १०० मीटर मा  फोर लेन सड़क ----- भने पछि २० किमी लामो १०० सड़क र १० किमी लामो २०० सड़क ----- अहिले पैसा छैन ---- पछि बनाउने भनेर अहिले जग्गा खाली राख्ने ------ भ्रष्टाचार मुक्त भएर पारदर्शी किसिमले काम गर्ने हो भने संसारको प्रत्येक देश लाई ऑफर गर्ने --- यो एउटा सड़क तिमी बनाइ देऊ --- यो सड़क तिम्रो देशको नाम मा हुनेछ ----- अर्थात भारतले बनाएको सड़क को नाम भारत रोड ------ निकारागुआ ले बनाएको सड़क निकारागुआ रोड ----- एउटा देश ले एउटा भन्दा बढ़ी सड़क बनाएको खण्डमा -- पहिलो सड़क त्यस देशको नाम मा --- त्यस पछि त्यस देशका ठुलठुला शहर हरुका नाम टिप्दै जाने ----- जस्तै अमेरिका ले ५ वटा बनायो भने --- एउटा त अमेरिका रोड भयो, दोस्रो न्यू यॉर्क रोड, आदि इत्यादि 
  • यो ३०० सड़क फ़ोकट मा बन्छ --- हारालुछ हुन्छ ---- देश हरु लाइन लाग्छन् --- तँछाड़मछाड़ हुन्छ -- यो सड़क को बीचमा रुख हुन्छ एक लाइन --- हरियो शहर -- green city, garden city 
  • तर राम शरण, बामे, केपी, सुशील, रामचन्द्र, देउबा कोही सँग इमान छैन ---- Morning shows the day भने जस्तो अहिले को गैंग ले भुकम्प न आउँदा देश लुटिरहने बानी, भुकम्प आए पछि झन बृहत रुपमा देश लुट्ने बाहेक दिमाग मा अरु आईडिया आउँदैन। जथाभावी रकम निकासा गर्ने, त्यो निकासा गरिएको रकम आफ्नो कार्यकर्ता लाई भुकम्प पीड़ित भन्दै बाँड्ने, अनि ती कार्यकर्ताले कट दिने मंत्री जी लाई, अनि राम शरण सउदी राजा जस्तो धनाढ्य हुने ---- NC (Nepali Corruption) पार्टी को भ्रष्टाचार को फोर्मुला त्यो हो। अनि के को बन्छ महानगर? 
  • यो २०० किमी स्क्वायर मा प्रत्येक घर एक नासले १० तल्ले हुने छन। Earthquake proof घर हरु। घर को चारै तिर सड़क। घरको बीचमा गार्डेन। जंगल फंडानी गर्दा त्यो गार्डेन मा रहेका बोट बिरुवा रुख जस्ता तस्तै छोड़ दिने। 
  • म आर्किटेक्ट होइन, म बाबुराम होइन ---- तर मानम् घर हरु एक एक ब्लॉक लामा छन ---- ७० मीटर by ७० मीटर। ७० by ७० by १० तल्ला, बीचमा गार्डेन का लागि खाली ठाउँ ---- यी घर/बिल्डिंग नेपाल/भारत/चीन/बांग्लादेश का private real estate company हरुले बनाउनेछन् ---- जग्गा नया शहर को मार्केट रेट मा पाउने, र ग्राउंड फ्लोर सहित अर्को ४ तल्ला दिने गरी, ५ फ्लोर तिनले पाउने ----- प्रत्येक बिल्डिंग को माथि सोलर हीटर हुनै पर्ने छाना भरि, तिनले बिजुली उत्पादन गर्ने 
  • प्रत्येक घरको ग्राउंड फ्लोर बिज़नेस व्यापार का लागि सरकारले आफ्नो स्वमित्वमा राख्ने ---- रेंट बाट आएको पैसा ---- ५०% नया महानगरको नगर सरकारले राजस्व पाउने ---- २५% राज्य सरकार ले --- २५% केंद्र सरकारले पाउने। 
  • नगर सरकारले राजस्व को पैसाले शहर चिटिक्क पारेर राख्ने भो 
  • माथि ९ तल्ला residential ----- औसतमा ३ बेडरूम, एउटा लिविंग रूम, एउटा किचन, एउटा बाथरूम 
  • यो २०० किमी स्क्वायर जग्गा त सरकारी हुन्छ। यो महानगर बन्ने भए पछि यो शहर को यो २०० किमी स्क्वायर जग्गा को भाउ अहिले नारायणघाट को मुख्य बजार को भाउ मा तोक्ने 
  • निजी रियल स्टेट कंपनी हरुले जग्गा किन्न पाउने ---- ग्राउंड फ्लोर सरकारी स्वामित्व मा रहने ----- बांकी ९ फ्लोर मध्ये ४ फ्लोर सरकारले भुकम्प पीड़ित का लागि लिने --- बांकी ५ फ्लोर निजी कंपनी ले अफु ख़ुशी बाल दिन पाउने 
  • मोदी लाई भन्ने, तिम्रो १०० Smart Cities लाई १०१ Smart Cities बनाउनु पर्ने भो ---- यो तिम्रो १०१ औं Smart City हो र यो अब हाम्रो नया राजधानी हो। त्यसरी भन्यो भने मोदीले दिल खोलेर मदत गर्छ। 
  • बरु City Center मा १० ग्रिड खाली राख्ने, पार्क बनाउने ---- पार्क बनाउने भनेको जंगल फंडानी नगर्ने भनेको 
  • त्यस पार्कको वरिपरि को प्रत्येक direction मा ३ ग्रिड Business District बनाउने ---- त्यहाँ का बिल्डिंग हरु २० तल्ले बनने भए ------ 
  • दुई तीन ग्रिड मा केंद्र सरकारका प्रत्येक मंत्रालय अट्ने गरी २० तल्ले घर हरु बनाउने ---- all next to each other
  • Park त एउटाले पुग्दैन --- ठाउँ ठाउँ मा एक एक ग्रिड पार्क का लागि छोड़ दिने ---- जंगल फंडानी नगर्ने 
  • City Center मा एउटा Eiffer Tower जस्तो टावर बनाउने --- अति नै अग्लो ----- Elon Musk लाई बनाई दे भन्ने ---- नाम हुन्छ त्यसको मंगल टावर ----- Elon Musk लाई आफ्नो कंपनी को मार्केटिंग भा जस्तो पनि हुन्छ 
  • त्यो टावर को प्रमुख प्रयोजन Citywide Free WiFi
  • नारायणी को पानी जति खाए पनि भो 
  • बिजली २४/७ हुनुपर्यो 
  • १०,००० प्रति किमी स्क्वायर अट्ने हो भने जनसंख्या २० लाख हुने भो -- एक नास ले कम्तीमा १० तल्ले घर बन्छन् भने २०,००० प्रति किमी स्क्वायर अटन बेर लाग्दैन। ४० लाख मानिस का लागि ठाउँ। १० लाख भुकम्प पीड़ित, बांकी free market ले निर्णय गर्ने। 
  • २०० किमी स्क्वायर लाई ५ वर्ष पछि २,००० किमी स्क्वायर गरेर जनसंख्या २०० लाख अर्थात २ करोड़ बनाउन सकिन्छ ----- नेपालको आधा जनसंख्या यस शहर ले धान्न सक्छ ----- अनि पूरा देश लाई जंगल बनाई दिने 
  • पानी बाट बिजुली, जंगल बाट biotechnology 
  • काठमाण्डु का घर धनी ले घर जग्गा सरकार लाई दिने ----- त्यसको मार्केट रेट हुन्छ --- तिन लाई सरकारले निजी कंपनी लाई बेचने --- ती निजी कंपनी ले ती घर मर्मत गर्दै, होटल लॉज बनाउँदै ----- authentic living for tourists in Kathmandu
  • Kathmandu should be developed as the prime tourist destination in Nepal. The capital should be shifted to Chitwan. 
  • काठमाण्डु का घर धनी ले घर जग्गा सरकार लाई जुन दिएको हुन्छ त्यस बराबरको अपार्टमेंट (हरु) नया शहरमा पाउने ---- पैसा आदान प्रदान गर्नु परेन 
  • घर छ सिंधु पाल्चोक, आफ्नो घर जग्गा को मोल छ २ लाख तर नया शहर को अपार्टमेंट को मोल छ ६ लाख -- के गर्ने? अपार्टमेंट पाउने, २ लाख अपार्टमेंट मा गयो, बाँकी ४ लाख ३० वर्ष लगाएर तिर्ने, वार्षिक १०% ब्याज पनि तिर्ने --- पहिलो दुई वर्ष केही नतिर्ने --- दुई वर्ष पछि तिर्न नसकेको खण्डमा आफ्नो २ लाख वापस पाउने गरी अपार्टमेंट खाली गर्ने 
  • मोटामोटी: २०० किमी स्क्वायर जग्गा किन्न नपर्ने जग्गा, २० किमी लामो १०० सड़क र १० किमी लामो २०० सड़क बन्ने भए पछि त्यो जग्गा को भाउ ह्वात्त बढ्ने भो। सरकार को लागि this is more or less a revenue neutral proposition. सुशील ले, केपी ले यो गर्न सक्दैन, यस का लागि विवेकशील पार्टी नै चाहिन्छ। 
  • यो शहर को नाम भने हिपत --- हिमाल पहाड़ तराई का मानिस एकै ठाउँ मा बसेको शहर। 
  • २० किमी लामो १०० सड़क र १० किमी लामो २०० सड़क मा प्रत्येक मा एउटा एउटा बस चल्ने भो -- जम्मा ३०० बस। At least once every hour, all 24 hours, (नेपालको City That Never Sleeps) and as often as necessary depending on volume. From 6 AM to 8 PM once every 20 minutes. In the city center, one third of the city, once every 15 minutes. Foreign Aid मागदा electric bus दे भन्ने।

भुकम्प आउँछ भन्ने थाहा थियो। कहिले आउँछ भन्ने थाहा थिएन। पहिरो हरु आउने कुरा थाहा छ। कहिले आउँछ भन्ने पनि थाहा छ। भुकम्प पछि सरकारले केही नगरेको देखियो। पहिरो अगाडि पछाडि पनि चाल त्यही हो। डाक हे नेपाली जनता, विवेकशील पार्टी डाक। काँग्रेस-एमाले-माओवादी को चाला तिमीले देख्नु देखि सक्यौ।

जमिन चिरिन थालेपछि रित्तिँदै नुवाकोट जिल्लाका बस्ती

नेपाली मीडियालाई राउतको चुनौती
काठमाडौं, १५ जेष्ठ । मधेशको मुद्दालाई गौण पारी जनताको दिमाग अन्यत्र भट्काउन कथित नेपाली राष्ट्रिय मीडिया र बुद्धिजीवीहरू पटक–पटक आफ्नो चरित्रहत्या गर्ने खोजेको तथा अर्थहीन सस्ता विवादहरूमा मुछेको आरोप डा. सीके राउतले लगाएका छन् । डा. राउतको विषयमा गलत हल्ला फैलिरहोस्, मान्छेहरू उनीविरूद्ध भड्किरहून् र जनतालाई साँचो कुरा थाहा नहोस् भन्ने नियत नेपाल सरकारको देखिएको डा. राउतले दाबी गरेका छन् । उनले समस्त जनतालाई साँचो कुरा बताई विवाद अन्त गर्नका लागि अन्तर्वार्ता दिन ईटहरीस्थित एरिना टेलिभिजन जाँदा स्टूडियोबाटै पक्राउ पर्नु र केही बोल्न नदिनुले यस कुराको पुष्टि गरेको बताएका छन् । हल्ला फैलाउने राष्ट्रिय मीडियाहरूले प्रतिवादका लागि किन समय दिन सक्दैनन् भने गलत हल्ला फैलिरहोस्, मेरो चरित्रहत्या भइराखोस्, मान्छेहरू टाढिओस् भन्ने नियत मीडियाहरूको भएको उनले बताएका छन् । उनले मधेशवाणीलाई भने, ‘अहिले भूकम्पको नाममा मधेशको जंगल मास्ने र पहाडीहरूलाई मधेशमा भारी संख्यामा बसाउने ठूलो षडयन्त्र हुँदैछ, त्यसका बारेमा अरू संसदवादी नेताहरूले त बोलेनन् तर हामीले कडा प्रतिवाद गर्यौं । मधेशी जनताले विस्तारै आसन्न पहाडी आप्रवासनको समस्याबाट अवगत हुन थाले, सचेत हुन थाले, त्यसबारेमा कुरा गर्न थाले । यस्तो बेलामा मधेशी जनताको ध्यान अन्यत्रै मोड्नु आवश्यक थियो । त्यहीं भएर नेपालीहरूले यो षड्यन्त्र रचे, हुँदै न भएको विवाद ल्याएर सबैको ध्यान मधेशको आसन्न मुख्य समस्याबाट मोड्ने, मेरो चरित्रहत्या गरेर म विरूद्ध जनता भड्काउने काम गरे । अहिले नै हेर्नुस् केही दिन अगाडिसम्म मधेशीहरू पहाडीहरूको आप्रवासनले निम्त्याउन सक्ने समस्याको बारेमा सोच्दै थिए, तर यो नचाहिँदो विवाद ल्याइदिएर सबैजना यस्ता सस्ता कुरामा अल्झिन पुगेका छन् कि डा. सी. के. राउतले यस्तो भने, उस्तो भने भनेर । अनि थाहै नदिई, भित्र–भित्रै नेपाल सरकार पहाडीहरूलाई मधेशमा बसाइरहेका छन्, मधेशको वन फँडानी गरेर काठ लगिराखेका छन् । जनताको ध्यान त अन्यत्रै पारि दिएको छ । सरकारको यो रणनीतिलाई खासमा मोडस अपरेन्डी (mयमगक यउभचबलमष्) भनिन्छ । जसरी जादूगरले हात एकातिर चलाएर मान्छेको ध्यान एकत्रित पारेको हुन्छ, तर काम भने अर्कै तिर चालै नपाउने गरी गरिसकेको हुन्छ, त्यसरी नै नेपाली शासकले अहिले पनि गर्न खोजेका छन् । हल्ला–खल्ला गरेर विवाद सिर्जना गरी जनताको ध्यान अकोतिर सस्तो कुरामा मोडिदिने र भित्र–भित्रै आफ्नो षड्यन्त्रलाई सफल बनाउने, पहाडी आप्रवासनलाई तीव्र बनाउने काम भइरहेको छ । न भए हामीले अरू महत्वपूर्ण कुराहरू गर्छौं, कार्यक्रमहरू गर्छौं, सभा समम्मेलन गर्छौं, २९ गते मात्रै मधेशभरि भूकम्पपीडितका लागि आमउपवास ग¥यौं, तर कतै कुनै राष्ट्रिय मीडियाले एक लाइन लेखेनन् । यही १२ गते नै ईटहरीमा त्यत्रो ठूलो घटना भयो, हजारौं पहाडी जम्मा भएर दंगा फैलाउने काम गरे, ५ जना साथीलगायत मलाई गिरफ्तार गरियो तर कान्तिपुरले एक लाईनसम्म लेख्ने जमर्को गरेन, तर अनावश्यक हल्ला फैलाउने काममा जहिले पनि मीडिया र सरकार लाग्छन् । अब जनता नै सचेत भएर अगाडी बढ्नुपर्छ । यस्ता भ्रममा नपरेर मधेशको मुख्य जल्दाबल्दा मुद्दालाई हेर्नु पर्छ, र अहिले तत्काल त्यो हो । लाखौं पहाडीको आप्रवासनले निम्त्याउने समस्याहरू, वन फँडानी, मधेशमा बजेटको कमी, प्रहरी दमन आदि ।’

यो भन्दा अगाडि गतवर्ष भदौ २८ गते डा. राउतलाई पक्रेर राज्यविप्लवको मुद्दा लगाएपछि पनि नेपाली मिडिया र कथित बुद्धिजीवीहरूले राज्य विप्लवको मुद्दा, स्वतन्त्र मधेशको आवश्यकता आदि माथि प्रश्न उठाउनु र बहस गर्नु भन्दा पनि अनावश्यक सस्ता कुरामा बहस सीमित पारी जनतालाई मधेशको वास्तविक मुद्दा बुझ्नु भन्दा टाढा राखेको उनको आरोप छ ।

डा. राउतले कथित नेपाली राष्ट्रिय मीडियाहरूलाई राष्ट्रिय प्रसारणमा आएर बहस गर्न चुनौती दिदैं भनेका छन्, “हिम्मत भए उनीहरूले राष्ट्रिय प्रसारणमा आएर बहस गर्नुप¥यो कि मैले कहाँ गलत भनेको छु, मेरो मुद्दा कहाँ गलत छ । त्यसलाई टीभीमा मात्र हैन, टुँडिखेल र सार्वजनिक स्थलहरूमा स्क्रीन राखेर पनि देखाउनुप¥यो, सबैले प्रत्यक्ष हेरून् कि म कहाँ गलत छु । यसरी एकोहोरो भएर जे पायो त्यही लेख्ने, जे पायो त्यही प्रचार गर्ने, अनि अन्तर्वार्ता दिन जाँदा पनि सत्य उजागर हुन्छ भनेर डराएर प्रहरीद्वारा समाउन लगाउने, भन्ने कुराले नै प्रष्ट गर्छ कि मधेशको मुद्दामा कति दम छ । राज्यलाई नांगिने डर छ’ उनले थपे ।

यो पैसा खाएको होइन?

किनिएका साढे चारलाख त्रिपाल मध्ये ९६ प्रतिशत गुणस्तरहिन

हैडलाइन पढ़ना साथ थाहा भयो, समाचार पढनै परेन। यो पैसा खाएको हो। विदेशी सहयोग आएन भने यसै कारण आउँदैन।


भुकम्प दैवी प्रकोप हो, प्राकृतिक प्रकोप हो --- तर यो त राजनीतिक प्रकोप हो, प्रशासनिक प्रकोप हो। यस्ता कर्तुत गर्नेले १० बिलियन मागेको अवस्था छ।

समाधान खोज्नु जरुरी छ।

we rushed to Teaching Hospital less than 30 minutes after the massive quake at 11:56 am. Everyone and everything seemed to be in utter chaos. ...... During a calamity of this magnitude, BibekSheel Nepali party had built a clear protocol. It states that the first thing any BibekSheel Nepali party member is expected to do after checking upon their families is to go to the nearest hospital and help the authorities there manage the chaos. We did what we had been taught to do. We immediately set up a help desk to handle the rush of thousands of injured and panicked citizens. ....... We started helping the doctors and nurses ferry the ones still fighting for their lives and the dead. There was an immediate shortage of emergency medicines so right there and then, we started raising money.

Every Nepali we asked gave!

None held back. With the nearly Rs 100,000 raised, we opened up closed medical shops, bought the medicines which the medical practitioners immediately used to save lives. The hospital garden soon became a big 'open sky' hospital. ......... At a time of a disaster of this magnitude, the job of any leadership is to build a positive network connecting those who want to save lives to those who needed help.

While the political leadership proved utterly incapable of arranging this, Nepali citizens opened their hearts.

They were desperate to help in any way they could. So realizing this gap in governance, we started connecting with them to give all these noble hearts better chances of saving Nepali lives immediately. ......... In the last two weeks, we connected thousands of wonderful kind-hearted, ordinary men and women from around the world together to bring relief to millions of Nepalis. We ourselves managed to send immediate help to 300+ areas in 17 districts. ......... Leadership is all about managing and creating hope for those around you, even when you yourself are in shock. As Nepalis reached out on social media assuring millions of Nepalis inside and outside the country that they were safe and working together to save Nepali lives, this created a virtuous cycle of hope. And along with thousands of independent efforts, this cycle of hope has perhaps created the single largest outpouring of love and empathy from the world ever for Nepal! ........ We started a 24-hour hotline even though we only had a mobile phone number and no landline and internet. We must have responded to thousands of immediate help requests over Facebook alone. Hundreds poured in to get help from our physical help desks that we opened in Teaching Hospital, Bir Hospital and Bhaktapur Hospital! ....... When citizens needed paal (tarpaulins) we rushed to Dhangadhi in the far west to bring back three tons in a truck. When another group requested urgent help to bring shelter to the Chepang villages in Makwanpur, we dropped some of the paal on the way. ....... When residents of Tsum valley chartered a helicopter, we helped them with tarps and rice sacks. It's not always that we took the initiative; it's mostly been Nepali citizens themselves. We just enabled them to their highest potential. When citizens of Sindhupalchowk came with their painfully collected relief materials, we arranged our volunteers to provide them security and transportation. When doctors and nurses came to help, we gave them information and medicines to support in their own life saving missions. ....

A government that doesn't go local doesn't function. When people simply do not trust their elected government with their donations, it concerns us greatly. We felt the acute need of elected local governance in every level of our rescue and relief missions in the 17 districts we made it to; there was a chronic absence of local authority!

.......... Leadership trusts and opens its arms and lets go of suspicions at times of calamities. We were full of doubt when people we had never heard of offered help. But we came to a decision to eventually accept the help of anyone who wanted to help save Nepali lives because in the end, that is all that matters. We got the help of Bangladeshi doctors to European volunteers to Buddhist monks to American disaster fighters. We learnt a painful lesson: Opening our heart is more important than doubting intentions when humanity seeks to share our pains. In the end, leadership is about saving lives.

चर्किएको मन लिएर महाभूकम्पपछिको विपत्तिको सामना गरिरहेको यो देश पत्याउनै नसकिने गरी उद्धार र सहायतामा जुटेको छ। ..... पूर्वदेखि पश्चिमसम्म र मधेसदेखि पहाड, हिमालसम्म अहिले जात, धर्म, र राजनीतिक विभेद नभएको नेपाल छ एउटा नेपालमात्र छ। यसले वर्गको सीमा पनि भत्काएको छ के धनी के गरिब? सबैले त्यही पाल/त्रिपालमुनि सडक किनार वा कुनै खुला ठाँउमा ओत लाग्नु न पर्‍यो। ..... मधेसले गरेको खाद्यान्नलगायत अन्य सामग्रीको सहयोगमा औपचारिकता भन्दा धेरै पर गएर गरेको अपनत्व प्रदर्शनको महत्व बुझ्ने सबैले आत्मसात् गरेकै होलान्। छिमेकी देशको सहयोग आशा गरेभन्दा माथि र उच्च छ। भारतीय पधानमन्त्रीले भूकम्प गएको केही घन्टामै टि्वटमार्फत सन्देशमात्र पठाएनन्, वायुसेनाका विपद व्यवस्थापन विज्ञ र सामग्रीसहित दुईवटा विमान नै पठाए। युरोप अमेरिकालगायत पश्चिमी मुलुकको आर्थिक सहयोग मूलतः जनस्तरबाट भएको सहयोग अत्यन्त उच्च मानवीय मूल्यको रह्यो। ....... उद्धार कार्य समाप्त प्रायः भएको छ। आकस्मिक सहायता सामग्री वितरणको पनि पहिलो चरण समाप्त प्रायः भएको छ दोस्रो चरणमा प्रवेश गरेको छ। उद्धारको काम सराहनीय रूपमा भएको देखिए पनि आकस्मिक सहायता वितरणमा गम्भीर व्यवस्थापकीय कमजोरी देखिएका छन्। विपत्तिको यस घडीमा अहिले कसैले केही किलो चामल वा अन्य सामग्री बढी पायो भनेर हल्ला गर्नुभन्दा कसरी सबैलाई तत्काल सहायता सामग्री पुर्या उने भन्नेमा नै केन्द्रित हुन जरुरी छ। उच्च पहाडी र हिमाली भूभागमा अझै आवश्यक मात्रामा सहायता सामग्री यथेष्ट पुर्याशउन सकिएको छैन। धादिङको रीजस्ता गाउँ विकास समितिमा पुग्न धेरै ढिलो भइसकेको छ भने आफैँ घन्टौँ हिँडेर सामान लिन जान नसक्ने अपाङ्गता भएका व्यक्तिका परिवार, गर्भवती वा सुत्केरी महिला र बृद्धबृद्धाले सहायता सामग्री पाएका छैनन् वा अत्यन्त न्यून पाएका छन्। दलित बस्तीहरूमा पनि सामान कम पुगेको गुनासो काभ्रेलगायतका जिल्लाबाट आएका छन्। जिल्ला दैवीप्रकोप उद्धार समिति एकातिर जिल्लास्तरीय राजनीतिक नेताको चर्को दबाबमा छन् भने अर्कोतिर केन्द्रको हाकिमी शैली र छिनछिनमा फरकफरक ठाँउबाट आउने अलग अलग सूचना तथा आदेशबाट आजित भएका छन् र अन्योलमा परेका छन। माग्दा न हेलिकप्टर आँउछ र सहायता सामग्री नै पाइन्छ। सुरक्षाकर्मी त घर भत्किँदा पनि परिवारलाई सान्त्वना दिन घर जानसम्म पाएका छैनन्। सहायता सामग्री पुर्यासउने त कुरै छाडौँ। त्यसमाथि सबैको तलब प्रधानमन्त्री सहायता कोषका नाममा काटिएको छ। विपत्ति नभएका जिल्ला र ठूला अधिकारीहरूको तलबबाटमात्र यस्तो रकम काटे हुन्न र? आर्थिक अभाव भएर नै यस्तो गरिएको हो वा परम्परा धानिएको हो वा केन्द्रले काम गरेर देखाएको हो? गत वर्षको बाढीपहिरो पीडितका लागि केन्द्रको कोषमा संकलित रकमको खर्च विवरण अहिलेसम्म सार्वजनिक भएको थाहा पाइएको छैन। ....... आकस्मिक सहायतापछि गरिनुपर्ने पुनर्निमाण र पुनःस्थापनाका लागि योजना तर्जुमा गरिहाल्नुपर्ने बेला भइसक्यो तर तर त्यसतर्फ लाग्ने गम्भीर योजना र प्रयत्न देखिएको छैन। न सरकारले सबैसँग समन्वयको प्रयत्न गरेको नै देखिएको छ। जस लिने होडबाजी र निर्णयको चाङ लगाएर मख्ख पर्ने प्रशासनिक शैली यसपटक पनि दोहोरिएको छ। कार्यान्वयन गर्न नसकिने वा नहुने निर्णण्य गर्नुभन्दा परिचालन संयन्त्र दुरुस्त पार्न सकिए काम बढी प्रभावकारी हुनेछ। नोक्सानी लागत तथा मूल्यांकनका लागि प्रत्येेक गाविसमा अधिकृतसहितको टोली खटाउने जस्ता सरकारले गरेका कतिपय निर्णय सहाहनीय छन्। तर यस्तै काम अन्य द्विपक्षीय तथा बहुपक्षीय दाताहरू र अन्तर्राष्ट्रिय गैरसरकारी संस्थाले पनि गर्नेहुँदा नदोहोरिने गरी समन्वय हुनसके खर्च जोगिने र काम छिटो हुने हुन्थ्यो। यस्ता थुप्रै उदाहरण छन्।

सरकारले एकीकृत रूपमा राहत जम्मा गरेर जनता समक्ष पुर्‍याउन खोजेको छ । तर विदेशी निकाय भने आफूखुसी सहयोग गरेर आफ्नो उपस्थिति बलियो बनाउन र परामर्शदाता, कर्मचारीका रूपमा आउने आफ्ना नागरिक पोस्ने पक्षमा रहेका छन् । ......

उद्धारपछि राहतमा लाग्ने विषय सामान्य हो । तर त्यसमा विदेशीहरुको आवश्यकता खासै छैन ।

खासगरी औषधि उपचारका सामग्री, अर्थोलोजी, न्युरोलोजीका विशेषज्ञहरुमा हाम्रो जोड हो । कतिपय घाइतेको अपरेसन हुने काम भएको छ । निकै गम्भीर भएकालाई प्राथमिकता दिइयो । अब दोस्रो चरणको काम चलेको छ । ..... विदेशीले आफ्नो पक्षका कुरा राख्न सक्छन् । आफूअनुकूल सहयोग गर्ने प्रयास उनीहरुको हुन्छ नै । तर

नेपाल सार्वभौमसत्ता सम्पन्न मुलुक हो । त्यसैले नेपालीहरुकै नेतृत्वमा काम हुने हो । यहाँको पीडा र सुख हामीले नै भोग्ने हो त्यसैले कुनै विदेशीको नेतृत्वमा कुनै काम हुँदैन । यहाँ लडाइँ भएको भए, युद्धको अवस्था भए उनीहरुले हस्तक्षेप गर्न सक्थे । यो प्राकृतिक विपत्ति हो । हाम्रो आन्तरिक विषयमा अतिरिक्त इच्छा गर्नु राम्रो कुरा होइन । विदेशीको सहयोगको प्रशंसा गर्नुपर्छ । तर सरकारी निकायभन्दा बाहिरबाट आउने र आफूखुसी चल्न खोज्नेलाई हामीले स्वागत गर्नुपर्छ भन्ने छैन ।........ यहाँको सरकारलाई विश्वास नगर्नेलाई नेपाली जनताले स्वीकार गर्ने छैनन् । सरकार मात्र होइन प्रत्येक नेपालीले हामीलाई दुरुपयोग गर्न खोजेको छ कि भन्ने आशंका गरिरहेका छन् । नेपालभित्र कुनै यस्तो तत्त्व छ भने त्यसले यहाँका जनताको भावना बुझ्न जरुरी छ । नेपालको निर्माण गर्ने नेपालीले हो । विकासको नाममा आउने विनाशलाई हामीले स्वीकार गर्दैनाैं । ..... कसैलाई आफ्नो घरमा ल्याउन सकिन्छ । घरमा सहयोगी बनाउन सकिन्छ । तर घर नै यसरी चलाउँछु भन्न खोज्यो र त्यस्तो नगर्नुभन्दा पनि टेरेन भने हामीले घरबाट नै निकाल्छाैं । सहयोगमा पनि त्यस्तै हो । हामी नेपाली अत्यन्त मिलनसार र सम्मानपूर्ण बाँच्न चाहन्छौं । यसमा आँच पुर्‍याउन खोजेको अवस्थामा हामी आगो ओकाल्न सक्छौं ।

...... हाम्रो मायाले मात्र सहयोग आउने होइन । कतिपय मुलुक दिनुपर्ने बाध्यतामा छन् । ...... अहिलेको विश्वमा प्रतिबद्धता जनाएर भाग्न सक्ने अवस्था छैन । ..... परराष्ट्र मन्त्रालय लगायत धेरै भवनहरु भत्किएको अवस्था छ । जनतालाई प्रत्यक्ष सेवा दिने कन्सुलर विभाग, राहदानी विभागको अवस्था पनि त्यस्तै छ । थिंकट्यांकको रूपमा रहेको परराष्ट्र मामिला अध्ययन केन्द्रैको अवस्था पनि त्यस्तै छ । सार्क सचिवालयको भवन पनि त्यस्तै भएको छ ।
यसकारण वैकल्पिक राष्ट्रिय सरकार
कुनै पनि संकट राष्ट्रमा आए पहिलो आलोचनाको सिकार सरकार र राजनीतिकर्मी हुन्छन्। यो स्वाभाविकै हो, किनभने राजनीति ठीक र बलियो भए आउने—जाने विपत्ति टार्न धेरै सहयोग स्वत: मिल्छ। राजनीति नै भाँडभैलो भई कुनै दिशानिर्देश गर्न नसक्ने भए अन्य सबै निकाय र वातावरण स्वत: अलमलिने हुन्छ। आज नेपालको राजनीति भौंतारिएको धेरै वर्ष भैसक्यो र यसले अब सर्वसाधारण जनमानस थप हतोत्साही हुनपुगेको वातावरण बनेको छ। सबैभन्दा पहिले राजनीतिक दलका मुख्य नेताहरूले संविधानजस्तो विषयलाई गौण गरी अन्य कतिपय विषयमा अलमल गरी यतिका समय बरबाद गरेकाले र अब झन् विपद आएकाले नेपाली जनताको उज्यालो भविष्यको अनुमान गर्नसम्म नसकिने अवस्था आएको छ। यत्रो राष्ट्रिय संकटका बेला पनि आआफ्ना दलको कुरा निकाली संकुचितता देखाइयो भने त्योभन्दा अन्याय र अनुत्तरदायी अरु के हुनसक्छ? .......

सरकारले आफैले गर्छु भनी भाँजो हाल्ने काम गर्नु हुँदैन।

...... एकातिर आज भूकम्पले हजारांै ज्यान, धन लिएकाले देश र संसारलाई शोकमग्न पारेको छ भने अर्कोतिर देश निर्माणको मौका पनि दिएको छ। तर बितेका ६०/६५ वर्षजस्तै गुजार्ने र अनावश्यक राजनीतिक तानातानमा लाग्ने हो भने नेपालको न विकास हुन्छ, नत लोकतन्त्र नै संस्थागत हुनसक्छ। कुनै पनि कार्यका निम्ति भविष्यको सुझबुझ, नेतृत्वको अठोट, इमानदारिता साथै समन्वयकारी परिस्थिति बन्नैपर्छ। ...... न्यायोचित समाज, आर्थिक समृद्धि र समग्र विकासमा भने पछाडि परेकै छौं।

भूकम्पपीडितको राहत र पुनःस्थापनामा जुट्नु पर्ने चटारोमा मन्त्रीहरुलाई भने अर्थले नयाँ गाडी स्वीकृत गरेर उपहार दिएको छ । विभिन्न मन्त्रालयले मन्त्रीका लागि माग गरेको नयाँ गाडीको प्रस्ताव अर्थ मन्त्रालयले भटाभट स्वीकृत गरेको ।

..... उर्जाले गाडी खरिद गर्न करिब ९० लाख रुपैया पाएको छ भने सामान्य प्रशासन मन्त्रीका लागि अर्थले ८० लाख रुपैया स्वीकृत गरेको छ । अर्थले नयाँ गाडी माग गर्ने सबैजसो मन्त्रीहरुका लागि हालै बजेट स्वीकृत गरेको हो ।
Earthquake leaves Nepal vulnerable to new disasters

One other silver lining in a great black cloud has been the role of Nepal’s young people after the disaster. Thousands of youth, nearly 50,000 by some estimates, have been working in the Kathmandu Valley alone since the disaster struck. Roughly 3,000 young volunteers have also been working in each of the 29 affected districts, according to the Nepal Policy Centre, a youth-based think tank...... Most of the work that these youth have been doing has been in collecting and distributing relief. Young people have been most visible on social networks, appealing for aid and directing it to the needy. Oftentimes they were the first ones to arrive in disaster areas, taking the relief themselves in motorbikes, cars, and trucks to villages while the government was staggered.

Bibeksheel Nepali, a youth-based political party that contested, and lost, four seats in urban pockets in the 2013 polls, has been far more credible in the wake of the quake. Its members have been active in collecting relief materials and coordinating the distribution. The party mobilised its network of youth within hours of the earthquake and dispatched teams to severely-affected areas in Sindhupalchok, Gorkha, and Bhaktapur to assist in search-and-rescue and distribute relief. They have since also mobilised teams of young doctors to visit temporary camps and provide medical aid.

.......... The myriad specialised skills of Nepal’s youth have been put to good use. There are young structural engineers offering to assess homes for free through bhukampa.net; a team of young people at Kathmandu Living Labs has been digitally mapping the earthquake since the day after the quake, plotting missing people, blocked roads, destroyed homes, and relief programmes; one young man has even been making hand sanitizer out of glycerine and ethanol for areas that lack clean water. .....

. The state’s bureaucratic foot-dragging has been in stark contrast to the efficiency and energy of the youth. The face of Nepal’s relief effort has been that of a fresh-faced young person offloading trucks and handing over aid, not the ageing wrinkled visage of septuagenarian Prime Minister Sushil Koirala.

A few suggestions (first, great work, as in great work on the ground, but also great work putting together this video --- almost equally important):

  • Put out shorter clips (3-5 minutes) almost daily, mostly to do with work on the ground. Your public Facebook page is your hub. 
  • Always conclude by asking for donations. Make it easy for people to donate. 
  • Target the global Nepali diaspora, but don't ignore the locals. Set up a missed call mechanism perhaps?
  • "Sell" the numbers. Moving around information is almost as important as moving around food, water tablets and basic medicine. Show the world you have a great bang for the buck. Impact per dollar, if you will. 
  • Don't restrict yourself to Nepali donors. Anyone anywhere on the planet can donate. In fact, consider spending 1% of your proceeds on Facebook ads. Or get donors to sponsor that. 
  • The short term needs are food, water purifying tablets, and basic medicine, and tents/tarpaulins. The immediate long term needs are house reconstruction. Build the big picture by gathering information from every possible source. How many are impacted? How many have need? How are the needs being met? What is the unmet need? Show that you are doing good work, but it is a drop in the ocean. That you provide a great bang for the buck (low overhead), but you face a resource crunch. 
  • Getting that information out there, those concrete numbers, would  be a big help. Ordinary Americans (and Indians and British and Japanese and others) will donate directly to you if you communicate well. Facebook is that platform. 100% real time online transparency is the weapon to use. 
  • This video is great, but also upload another one with English subtitles. 
  • If you can show the world that what you are doing is 20 times cheaper than the foreign governments and agencies trying to provide end to end solutions, that just might end up being your top contribution. That might not get you the foreign government funds, but ordinary Americans (and Indians and British and Japanese and others) will step in. 
  • Good work is not enough, it also has to scale. Looks like you went from 50 to 500 to 1100 volunteers. Go to 5,000 to 50,000. It has to be that fundraising is the only constraint. And that fundraising has to be on a war footing, and global. Nepalis who participated in your virtual #withNepal event now need to help you with this. You rope them in by creating your daily 3-5 minute video which always end with a strong pitch for people to donate. 
  • Also play a watchdog role. People in the affected areas should learn to call you to say things like "I am from such and such place, this is the scale of devastation, and we have not received any help yet" or "Help came but went to all the wrong people, the true needy did not get it." Those audio recordings could be part of the video clips. Raw audio. 
  • Work closely with the group (I believe KLL) that is doing the crowd sourced map. That is the closest thing to 100% online transparency we have right now. 
  • Always try to communicate the big picture. As in, there is a need for 500,000 tents, we have sent out 1500, other organizations and agencies have sent out 200,000 as of ___________ and we believe there is an unmet need of _________ tents. 
  • The hotline is an awesome idea. 
  • Create one task force just for a robust online discussion on what might be the best options for reconstruction of houses. What is everyone else saying? What are some of the best ideas in the local context? What is the need on the ground? What kind of help can be expected? What might be some of the local self help ideas? What mistakes are to be avoided? 
  • You say resurgence. What do you mean? 
  • Now might not be the best time. But keep collecting all possible data/information that can be seen as evidence of incompetence and corruption on the part of those in power, and at the right time, maybe in a few weeks, when one round of help has already reached most of those in need, start a political campaign where you say we can do better. And there the membership through missed call needs to go national. Because those who messed up can not be allowed to stay at the help for five years. And this Relief/Reconstruction/Resurgence will be at least a five year marathon. Give people an alternative. A sound political alternative. In short, plot a political offensive. 
  • Also act a watchdog to foreign governments and agencies. Challenge some of their mental frameworks. Challenge them on the maximum bang for the buck. What is their ROI (Return On Investment)? Is it poor? Share that with their taxpayers. Give them options to work through organizations like yours. 
  • Which are the Top 10 organizations? With the maximum impact, efficiency, transparency? 
  • Do not ignore Kathmandu valley. The valley also has need. It also has resources. And it might be your "Delhi!" The political stepping stone. 
  • Start an Adopt A Family program. You connect a sponsoring person or family globally to a family in need in Nepal. The help is for house  reconstruction and basic livelihood needs. 
  • Reach out to Elon Musk. Ask him to pitch in. If he does, the media publicity that will generate will bring in much more from many people. Ask Musk to build a Mangal Tower in Kathmandu in place of Dharahara. Free WiFi across the Valley. FYI: Musk has a soft spot for the Khan Academy. You should be able to tug him. 
  • The goal of the daily 3-5 minute video is fundraising. That's it. Let there be no doubt. 
  • Go directly to platforms like Indiegogo for the same. 
  • The last 10 seconds in the video are not well done. If someone wants to donate, all the information should be right there. Your PayPal account ID, your Western Union ID, bank account. No? 
  • Summary: Great work, keep it up, scale like crazy.

Making Nepal Different From Haiti



Nepal's story does not have to be a Haiti repeat. But asking the foreign governments and organizations to put all their pledged money into the Prime Minister's Relief Fund is the worst of all possible outcomes. First, they will not do it. It is their money. They answer to their own governments, not to the Nepal government. You can request them, but you can not make them. They have already made it clear they will not do it.

If the foreign governments and organizations working directly is the best way to reach the affected masses, so be it. But I don't think that is true.

So, what's the way out? Out of the box thinking.

I believe this is the solution: Outlines Of A 100% Online Transparency Bill.

The political leaders in all three parties are in a sorry shape. They could have delivered a constitution within six months of the last elections, and held elections to the state and local governments within six months after that, and we would have been in a much better shape right now. Don't let bygones be bygones, but let's face the reality that that did not happen.

Those same leaders today asking the donors repeatedly over multiple meetings to put all the money into the Prime Minister's Relief Fund is no different from when they had meeting after meeting over months to reach "consensus!"

It is not happening. The pledged money is not showing up in the Prime Minister's Relief Fund. Get over it. And I don't blame them. That would have been a hard proposition in the best of times, but right now the Sushil-Bame-KP government has Jajarkot written all over its face. I just so happen to think myself not putting all that pledged money into the Prime Minister's Relief Fund is an excellent idea. If you put the money there the biggest disaster in the country's history will become the biggest corruption story in the country's history, plain and simple. Look at all the foreign aid that has come into Nepal over the past 60 years, aid and loans. What do you have to show for it?

But then those foreign governments and donors are not bathed in the holy Ganga either. They messed up Haiti royally. They are not great at involving locals. They can have faulty assumptions. They might hire a ton of their own people when locals might have comparable or even better skills, and might be 20 times cheaper. They might blow up a big chunk of the aid money that way. They might spend a major chunk of the aid money buying stuff in their own countries. After all, relief and reconstruction is an industry. There are loads of lobbyists in all major capitals trying to grab a piece of the pie for themselves. Those lobbyists don't feel much domestic pressure to keep Nepal's best interests in mind. There is often no countervailing force.

So, what to do?

I believe this is the solution: Outlines Of A 100% Online Transparency Bill.

You can't make them put all their money into the Prime Minister's Relief Fund, which is such an unrealistic thing to expect. But you can get them to 100% online transparency, as long as you are also subjecting yourself to the same. And you are getting all NGOs and INGOs to do the same. You can do all that with one comprehensive website that has abundant social media sharing buttons.

So there is this ocean of people who are, say, on Facebook: Nepalis in Nepal, Nepalis all over the world, friends of Nepal. And they all have the option to visit the website and to share stuff there onto their own social media streams. I, for one, don't see these three parties doing anything different in the future just because an earthquake hit.

Massive Infrastructure, Massive Growth

What needs to be done is fairly simple. Which means Nepal has been paying a huge price for corruption, political incompetence, and the ethnic myopia of its current crop of leaders. One more revolution (this time electoral) has become necessary.

India was richer than China in 1990, measured by per capital income. China happened right before your eyes, and you know it. 20 years would be enough time to turn Nepal into a living, breathing China, economically speaking. All you have to do is clean up the politics, get rid of the entire political class. They had their chance, and they blew it. Get in some new blood.

Those who are saying this is not the time for politics, this is the time for relief work are either dishonest, or ignorant and misguided. This is precisely the time to clean up the politics. If you can bring about 100% online transparency, that would kick start the system.

The work is obvious.

  • Broadband is at the top of the list when it comes to infrastructure talk today. Get broadband to a village before you get a road there, and people could go to college right there, and they could engage in global ecommerce. 
  • Roads and bridges are important. The political elite in Kathmandu has been doing all it can to make sure the Hulaki Rajmarg in the Terai does not get built, they hate Madhesis so much. The truth is, if you build that highway, that makes the Terai vibrant, and less Nepalis will end up abroad. If you are against sex trafficking, build the Hulaki Rajmarga. 
  • Revolutionary education. This is the centerpiece. How fast can you take 100% of the population, young and old, through high school? How fast can you take 50% through college? You do that much, and you are a first world country. You have to use technology. You use the FM radio. Beam out lessons over the air. Adults too proud to attend school will tune in. Use MOOCs (Massively Open Online Courses) for the college part. 
  • Health. Here I admire Mao and Fidel. You train health care workers and teachers on a massive scale. And deploy. 
  • A business friendly policy environment. Modi is not a corporate stooge. He realizes that the government's budget is small. For all that he wants to do, he has no option but to involve the private sector. A small, effective government does the trick. FDI is key. The single, best, easiest thing to do there is to do the dual citizenship thing that the NRNs want. Let the diaspora bring in global money. You could bring in FDI, or you could send cheap labor to Qatar. Take your pick. 
  • Once these basics are put in place, Hydro and Biotech and all the fancy stuff happen on their own. 
But it all starts with clean politics. I say it is Kotparva time
