१० लाख मानिस का लागि रोजगार

बस्ने ठाउँ त बन्छ, अनि अहिलेसम्म खेतीपाती गर्दै आएका मानिसले काम चाहिं के गर्ने नि?

1. वर्षात अगाडि को दुई-तीन महिना --- एक दुई महिना रुखका बिरुवा उमार्ने चितवन मा नै, अनि एक महिना देशका डांडा कांडा सबै मा गएर व्यापक वृक्षारोपण गर्ने। भारतमा MNREGA भन्ने छ। अमरिका मा राष्ट्रपति फ्रैंकलिन रूज़वेल्ट ले त्यसरी नै जनता परिचालन गरेका हुन। यो तीन महिना को कमाई ले ६ महिना खान पुग्छ। 
2. नया महानगर को भुई तल्ला का बिजनेस हरु लाई काम गर्ने मानिस चाहिएला -- त्यो रोजगारी create हुन्छ। महानगर बनाउने क्रममा नै construction मा रोजगारी create हुन्छ। त्यो ३०० सड़क बनाउन मानिस चाहियो। त्यो ३०० सड़क माँ गुड्ने ३०० बस मा ड्राइवर खलासी कंडक्टर चाहियो। त्यति धेरै बिल्डिंग मेंटेनेंस का लागि मानिस चाहियो। Security Guard चाहियो। 
3. महानगर को बाहिरि ग्रिड चारै तिर Industrial Zone घोषणा गर्दिने। अनि त्यहाँ टेक्सटाइल फैक्ट्री हरु लाई बढ़ावा दिने। बांग्लादेश भारत बाट industrialist हरु आमंत्रित गर्ने। सहुलियत मुल्यमा हाम्रा कपड़ा किनदेउ हामी भुकम्प पीड़ित हौं भनेर दुनिया भरिका देश हरु लाई अनुनय विनय गर्ने। महानगर का वासिन्दा बस चढेर शहर को बाहिरि छेउ पुग्ने काम गर्न। बस चढेर शहर को केन्द्रमा पुग्ने मनोरंजन का लागि। 

रोजगारी यति धेरै create हुन्छ, युपी बिहार का मानिस पनि आइपुग्छन् --- तिनलाई स्वागत गर्ने। 

• यो महानगरले महानगर भित्र मात्र रोजगारी सृजना गर्छ भन्ने होइन। कंचनपुर देखि झापा सम्म को तरकारी खान्छ यो महानगरले। 
• दुई घंटा बस चढेर मानिस अरु अरु शहर बाट जागीर खान आइ पुग्छन्। 

१० बिलियन मागि रहेको अर्थ मंत्री

लौ हेर्नुस, अर्थमन्त्री महतले यसरी कुम्ल्याए सरकारी राहत कोषको करोडौ रकम

प्रधानमन्त्री दैबी प्रकोप राहत कोषमा जम्मा हुने रकममा प्रधानमन्त्रीका आसेपासे, मन्त्रीहरु र सत्ताधारी दलहरुले मोजमस्ती गर्छन भन्ने आशंकाले रकम जम्मा गर्न दाताहरु डराएका छन् । स्वयं प्रधानमन्त्री सुशील कोइरालाले राहत कोषको रकम दुरुपयोग हुन दिन्न भन्दै पटक–पटक प्रतिबद्दता जनाए पनि उनकै दाहिने हात मानिने अर्थमन्त्री डा. रामशरण महतले त्यसको खिल्ली उडाईरहेको तथ्य मेरोलगानीडटकमले प्राप्त गरेको छ । हेर्नुस, यसरी कुम्ल्याए महतले नुवाकोटको नाममा रकम ....... अर्थमन्त्री महतको गृह जिल्ला नुवाकोट हालैको भुकम्पले बढी क्षति पुर्याएको जिल्लाहरु मध्येमा क्षतिको हिसावले तेस्रो नम्बरमा आउँछ । मृतकका हिसावले पहिलो–सिन्धुपाल्चोक, दोस्रो –काठमाडौ र तेस्रो– नुवाकोट हो । तर अर्थमन्त्री महतले आफ्नो हात जगन्नाथ भन्दै सबैभन्दा बढी नुवाकोटका लागि रकम निकाशा गराएर प्रधानमन्त्री राहत कोषलाई पेवा जस्तै बनाएका छन् । अर्थमन्त्रालयले नै सार्वजनिक गरेको विवरणमा नुवाकोटमा हालसम्म एक अर्ब चार करोड ५९ लाख निकाशा भएको छ । अर्थमन्त्रीको एक्लो जिल्लामा निकाशा भएको रकम सिन्धुपाल्चोक, काठमाडौ र गोर्खासहित चार जिल्लाका लागि निकाशा गरिएको जम्मा रकम बराबर छ । भुकम्प पीडितका लागि निकाशा गरिएको जम्मा चार अर्ब ३५ करोड रुपैयाँ मध्ये एक अर्ब पाँच करोड रकम महतको जिल्लामा मात्रै जानुले उनको मनोमानी उजागर गरेको छ । ....... नुवाकोटमा एक हजार ६१ जनाको मृत्यु भएको छ भने ५८ हजार ९ सय ६३ घर क्षतिग्रस्त भएका छन् जब कि सिन्धुपाल्चोकमा तीन हजार ४ सय ३८ को मृत्यु भएको छ भने ६३ हजार आठ सय ८५ घर क्षतिग्रस्त भएका छन् । काठमाडौमा १ हजार २ सय २१ जनाको मृत्यु र ३६ हजार ९ सय ६३ घर क्षतिग्रस्त भएका छन् । त्यस्तै धादिङमा सात सय २२ को मृत्यु भएको छ भने ४३ हजार आठ सय ३४ घर क्षतिग्रस्त भएका छन् । गोर्खामा चार सय ४० जनाको मृत्यु र ४४ हजार आठ सय ७८ घर क्षतिग्रस्त भएका छन् । यसरी हेर्दा कुनै पनि हालतमा अर्थमन्त्री महतले मात्रै सबैभन्दा बढी क्षति भएका चार वटा जिल्लालाई बितरण गरिए बराबरको रकम एक्लै कुम्ल्याउनुपर्ने औचित्य पुष्टि हुँदैन, त्यसमाथि झन् रसुवा भन्दा सुगम र बिकासको सूचक उच्च रहेको जिल्लाले धेरै पीडितको नाममा रकम लैजानु सरासर आपत्तिजनक कुरा रहेको जानकारहरु बताउँछन् । .... अर्थमन्त्री महत आफैमा सम्पन्न र वर्तमान मन्त्रिपरिषदका सबैभन्दा धनी मन्त्रीमा गनिएका ब्यक्ति हुन् । ...... नेताहरु सरकारी कोषको रकम हत्याउन तछाड मछाड गरिरहेका छन् भन्ने अर्को तथ्य कांग्रेस उपसभापति रामचन्द्र पौडेलले आफ्नो गृह जिल्ला तनहुँमा चार करोड चार लाख रुपैयाँ निकाशा गराउन सफल भएबाट पनि प्रष्ट भएको छ । पौडेलको गृहजिल्ला तनहुँमा एकजनाको पनि मृत्यु भएको छैन भने चार हजार नौ सय ४९ घर मात्र सामान्य क्षति भएका छन् । उनको जिल्ला भुकम्प प्रभावित १४ जिल्ला भित्र पनि परेको छैन तर रकम भने निकाशा भईसकेको छ । तर १० जनाको मृत्यु भएको र झण्डै पाँच सय घर क्षतिग्रस्त भएको चितवनमा रकम निकाशा गरिएको बिबरण छैन । ..... भुकम्प पीडितका लागि हालसम्म चार अर्ब ३५ करोड ६६ लाख रुपैयाँ निकाशा भईसकेको अर्थ मन्त्रालयले जनाएको छ ।

आफ्नो जिल्लामा पैसा लाने, पार्टी कार्यकर्ता पाल्ने, ती कार्यकर्तालाई पैसा खुवाए को बाट कमिशन लिने। नाटक को script त्यस प्रकारको देखियो। नेपालमा महाभुकम्प गएको होइन कि नेपाल लाई लॉटरी परे जस्तो लागि राख्या छ राम शरण लाई।

राम शरण ले १० बिलियन मागेको "म सऊदी को राजा जस्तो हुन चाहन्छु" भनेको।

खोइ न्याय, खोइ पारदर्शिता, खोइ जवाफदेहिता, खोइ जिम्मेवारिबोध, खोइ ईमान्दारी?

one month after the disaster the situation in the affected areas is an unimagined nightmare...... 70 Village Development Committees (VDCs) have received no relief ..... These VDCs are administrative units, each covering several square kilometres and including perhaps 1,000 households, and many thousands of people. They have very little food or shelter. ....... the mess that Nepal was already living with. ..... Many of the worst affected areas received little, or almost nothing, in terms of government or donor-driven support even before the earthquake. ..... There has always been an incompetent administration and political class, which is obsessed with control of resources, but callous in its lack of urgency in providing for needy rural people. ...... the army's top leadership has displayed its undue power over the civilian government, and its chauvinism, by blocking the deployment of British Chinook helicopters which would have been invaluable to the relief effort. ....... Western donors, who are perceived to want to undermine the status of the dominant sections of society. ..... The donors were providing over $1bn a year to Nepal before the disaster, around 70 percent of it channelled through the government system. But, while the donors behave like they have all the answers, they've never been able to deliver on their rhetoric. ....... They are, in fact, as deeply entangled in the dysfunction, and as much a part of the mess as everyone else. The complete failure of the multimillion dollar "earthquake preparedness" schemes of recent years is only one obvious and topical example....... The government is seeking $10bn in reconstruction funds........ One major scheme of the past decade - designed to fund infrastructure construction - was called the Local Government and Community Development Programme. This delivered hundreds of millions of dollars through complex, donor-designed systems. In the absence of an elected local government, committees of unelected politicians called "All Party Mechanisms" misused vast sums intended for the poor, for the benefit of themselves and their cronies. There is once again talk of reviving All Party Mechanisms now. ....... One of the NPTF's programmes was intended to provide compensation to victims of Nepal's conflict. In practice, many genuine victims received nothing, while district-level politicians and administrators gave the money to local supporters. This is worth remembering now when it comes to earthquake victims. ......

Giving reconstruction funds directly to survivors could cut out a great deal of corruption and administrative waste, and give true meaning to the rhetoric of "transparency" and "empowering beneficiaries"

अदालतको महा मानहानी हो यो। बामे ले distract गर्न खोजेको। Relief and Reconstruction को काम मा पुर्ण असफल भएको सरकार को ढाकछोप को टैक्टिस हो यो। चिनुक पनि फरकायो, सीके पनि समात्यो ---- अब त Foreign Aid झ्याल ढोका सबै तिर बाट आउने भो। Free Speech आदर नगरी सुक्ख?

यस्तो अवस्थामा नेपालको न्यायपालिकाले proactively अगाडि बढेर नेपाल सरकार लाई परमादेश जारी गर्नु पर्छ। लोकतन्त्रको त्यो दस्तुर हो।

खसवादी पार्टी (काँग्रेस/एमाले) ढालने महाभुकम्प?

महाभुकम्प अगाडि नै नेपालमा एउटा निकम्मा, असहिष्णु, भ्रष्ट, माफिया को चुंगलमा फँसेको सरकार थियो। महाभुकम्प को कारणले त्यो सरकार रातारात सक्षम भैजाने होइन, रातारात चोखिने होइन। विपत्ति को बेलामा बरु गलत मान्छे हरु का लागि बाटाहरु प्रशस्त भएर जान्छन्।

नेपाल लोकतंत्र हो। Watchdog रोल को आवश्यकता झन ठुलो छ। अहिले को अवस्थामा। केही मंत्री ले भन्दैछन्, यस्तो विपत परेको बेला सरकारको आलोचना गरेर सरकार लाई कमजोर पार्ने काम नगर्नोस। गलत बोल्यो। चोरको खुट्टा काट भन्दा कसले खुट्टा झिक्यो भनेर हेर्ने बेला हो यो बरु।

नेपालका चेली विदेशमा बेचने माफिया गैंग हरु का लागि fishing season आए जस्तो भै राख्या छ।

२००८ मा कोशी प्रकोप मा राहत बाँड्नु पर्ने ले मधेसी हरुसँग नागरिकता देखा भनेर भनेकै हो। कति घटिया व्यव्हार! अहिले, कसलाई के सुर्ता कसलाई के सुर्ता घर जवाईं लाई खानै को सुर्ता भने जस्तो, बामे लाई महोत्तरी को सदरमुकाम जलेश्वर बाट बर्दीबांस सार्न हतार भै राख्या छ। एमाले भनेको नेपालमा riot politics गर्न खोजेको पार्टी हो। पानी धमिलो गर्ने अनि माछा मार्ने। मतदाता हरु लाई polarize गर्ने। जातीय आधारमा। टुंडीखेल मा जस्तो तराई का विभिन्न ठाउँ मा पाल गाड़ने अवस्था आएको छ भने आएको छ -- के गर्ने? मरता क्या न करता। तर त्यो मधेसी हरुको जग्गा खोस्ने किसिमले गर्न मिल्दैन। सार्वजनिक भुमि शहर शहर मा छ। महाभुकम्प प्राकृतिक प्रकोप माथि अन्याय को राजनीतिक प्रकोप थप्ने काम नगर्ने।

वर्षेनी नेपाल मा तराई मा बाढ़ी र आगलागी का समाचार आउँछन्। त्यही बेला पहाड़मा पहिरो को समाचार आउँछ। तर २००८ को कोशी प्रकोप अर्कै लेवल को कुरा हो। र यो महाभुकम्प त unprecedented हो। नेपालको इतिहासमा यति ठुलो विपद आएकै छैन। तराई-पहाड़, मधेसी-पहाड़ी पछि गरौंला। राजनीति आफ्नो ठाउँमा चल्दै गर्छ। अहिले सबै पक्षले राहत र पुनर्स्थापना बारे सोँच। पुराना घाउ कोट्याउने अहिले होइन। त्यसको समय आउँछ। सत्ता पक्ष ले पनि सोंचने, प्रतिपक्षले पनि सोंचने।

यो भुकम्प सकियो भन्ने पनि छैन। वैज्ञानिक हरुले ठोकुवा का साथ भन्न सक्दैनन्। आगामी ३-४ महिना नेपालको इतिहासमा नआएको पहिरो हरु आउने संभावना छ। त्यो फेरि आफैमा भुकम्प हो। तराईमा मधेसी-पहाड़ी सम्बन्ध बिगार्ने काम गर्नु हुँदैन, नत्र नचाहिएको बेलामा राजनीतिक भुकम्प आइदिन्छ।

The Chinook Mistake Was An Impeachable Offense

And if the Nepal Army had anything to do with it, I think that criminal act negates 50% of the good work they have done in the aftermath of the earthquake. The Chinook was so badly needed. This is not a time to emphasize the chain of command. This was and is the time to take relief supplies from the Kathmandu airport straight to the villages. The Chinook deliberate mistake is enough reason for Sushil Koirala to resign. How dare the Nepal Army play asinine politics with the best relief helicopters money can buy at this time of tragedy?
 

In a town called Dhap, so many animal carcasses were trapped in wrecked buildings that the whole stretch of road reeked of decay, and people jogged by with handkerchiefs clamped over their mouths. ...... The families from Dhap were huddled in a schoolhouse, their eyes wide: If they even approached the rock piles that had been their homes, flies swarmed around them in such numbers that they turned back. Here I saw, for the first time in Nepal, something like despair. As we passed that town, I saw a woman sitting on a hillside, staring into empty space, as if part of her had already left this earth.

Whiskey In The Time Of Tragedy

As I worked, filing reports every night from a hotel room, the details nagged at me. Her mother, Japa Tamang, was living in an open-sided shed once used to store grain, in hills still shuddering from aftershocks. My husband had the idea of giving her a ride back to Kathmandu and a plane ticket to Delhi, and this idea cheered me up greatly. But when this offer was conveyed to her, she said no, thank you. She did make one request: Could I bring her a bottle of whiskey?

But unless Baburam Bhattarai leads the national unity government, this massive tragedy will get turned into yet another farce in the long list of farces in Nepali politics. He is the only one with the vision. And I am basing my comments based on his publicly shared thoughts since the tragedy hit.

Bamdev Gautam is PC Sorcar. His idea of relief work is to create a major distraction in the Terai to hide his incompetence, gross corruption, and open mafia links. That guy is beyond cynical, he is criminal.

A national unity government has to be a response to the national tragedy. It can not be ruled by logics like (1) maybe it is KP Oli's turn now, or (2) let's see how the political arithmetic works out. I respect the logic of political arithmetic, and that is why I am proposing one berth also to Kamal Thapa's party, even though the only feeling I have for him and his party is utter, total disgust. I worked full time for the 2006 April revolution. I respect the logic of political arithmetic, and that is why I am saying, if Baburam Bhattarai is to lead the new national unity government, his party should get less than the number of berths it otherwise might get, to even it out. I am even suggesting his party should give up on the idea of states with ethnic names and a directly elected president as the price for his leadership in this current time of unprecedented national tragedy.

Continuing with Sushil Koirala is better than bringing KP Oli in. And no, I am not letting my bitterness towards his anti-Madhesi racist sentiments rule my logic. Time for that will come later. I just don't think KP Oli can do good for the relief and reconstruction work. Baburam, on the other hand, will bring the kind of zeal and vision that he brought to the politically complex task of widening the roads in Kathmandu.

Forming a national unity government in Sushil Koirala's leadership is out of question. It is better to continue with the current formation than to do that.

You bring KP Oli in, and that will be a cocktail of Sushil Koirala's incompetence ("deer in the headlights") and Bamdev Gautam's mafia ways. You can accuse Sushil of many things, incompetence and ethnic prejudice among them, but mafia links are not one of them.

There is a reason why Bijay Gachhedar is rooting for KP Oli, that is another joker who believes in open mafia links. That was a guy sent into the Forum by the Nepali Congress to destroy the afterglow of the Madhesi Kranti. And now he has been working to successfully destroy whatever little aura Prachanda has left in him.

Political criticism has to be taken to new heights at this moment of tragedy because so much is at stake.

Baburam should be brought in at the helm, and he should be allowed to bring in some non political people into his cabinet, as he might see fit.

Talking about big cities, this earthquake has given Nepal an opportunity to attempt a new wave of urbanization. New cities should be built along the Arniko Highway, along the Kathmandu-Pokhara highway, along the Kathmandu-Nijgadh route, in Chitwan, and several Terai districts. I don't see how anyone in the three parties except Baburam can even grasp the concept of it.

A true need of the hour is to have the guts to see the national capital needs to be shifted, and to imagine a megacity in Chitwan that might go on to be home to fully one third of the Nepali population down the line. Kathmandu does not need to shrink. But Chitwan can grow massively. A city of 10 million residents in 10 years. It is easier to provide for infrastructure when people are amassed like that. It can also help ease people from the agriculture sector to the non-agricultural sector.
