A Non Political Cabinet Of Technocrats



It would be a breath of fresh air if a non political cabinet were formed in the leadership of a non political PM. This experiment was successfully conducted in Bangladesh under similar political circumstances.

Opposition parties, including the Nepali Congress and the CPN-UML, are still firm about not participating in the elections without the Bhattarai-led government being replaced by a national consensus one.
2012, a year of futile manoeuvrings, stunts
a year of meaningless manoeuvrings and stunts that only dragged the nation to a deeper political quagmire. ...... The year saw substantial achievement made in connection with the peace process. The protracted process of integration and rehabilitation of former Maoist combatants finally saw completion. In the anti-corruption front too, major decisions did take place that forced such prominent political figures as Chiranjibi Wagle, Gobinda Raj Joshi and Khum Bahadur Khadka (coincidentally all Nepali Congress leaders) to be thrown behind bars. .... loadshedding acted like ants in the businessmen’s pants.

CPN-Maoist to come up with policy after general convention
Baidya has said that the party would take a clear policy to wage a new people´s revolution after the party´s general convention. .... would introduce a work plan to complete the remaining part of the revolution. .... the party would move ahead by preparing for popular revolt on the basis of people´s war. .... alleged the UCPN-Maoist leaders of submerging into the parliamentary system against the spirit of the people´s war .... No progress at Maoist property probes
Amid widespread criticism over the lavish lifestyle of some of the party´s leaders, that according to close aides was distinctly at odds their know sources of income, the ruling party had formed two separate commissions during its seventh plenum held last July at Bhrikuti Mandap. Both commissions were asked to submit their reports within a month. ..... The first commission led by party Secretary Posta Bahadur Bogati, who is said to be close to Chairman Pushpa Kamal Dahal, was assigned to look into the huge financial irregularities that allegedly took place at the seven PLA cantonments that housed almost 20,000 PLA combatants for almost four years. .... the same plenum had formed another three-member commission led by Amik Sherchan, another close aide to Chairman Dahal, and it was asked to investigate the sources of the huge properties owned by party leaders ..... deepening factional differences and mistrust between the Dahal and Baburam Bhattarai camps have made both the commissions almost defunct. ..... all that the Bogati-led commission did was question some former PLA deputy-commanders ..... the commission had received a barrage of complaints against Chairman Dahal and other senior leaders of the party for their “poor handling” of party funds. Earlier, commission chief Sherchan had informed that a total of 65 complaints had been filed at the commission against various leaders. ...... After the formation of the two commissions, six of the seven former PLA division commanders had resigned en masse from their party posts, alleging that Chairman Dahal was hatching a conspiracy to make a few division commanders scapegoats for huge financial irregularities perpetrated by PLA commanders close to him. ........ The ex-commanders also had demanded a thorough investigation against the former PLA supreme commander and other top level commanders, over embezzlements running into billions of rupees.

The State Of Nepali Politics: A Diagram


There are two broad camps: there are the federalists, and there are the anti-federalists. Within the federal camp there are frictions. The CPN(M) competes with the UCPN(M). The FDF competes with the UDMF. But then the federalist Social Democratic Party competes with the Nepali Congress, and the Federal Socialist Party competes with the UML. Perhaps it is unrealistic to seek complete unity among federalists.

3 Point Package Deal


  1. On January 5 a new all party government in the leadership of Sushil Koirala is formed. It includes the NC, the UML, the UCPN(M), the CPN(M), the UDMF, the FDF. The UML gets Home, the UDMF gets Defense, the UCPN(M) gets Finance, the CPN(M) gets Sanchar, the FDF gets the Foreign Ministry. The rest of the ministries are fairly distributed among the six constituent groups. There is a Deputy Prime Minister from the UCPN(M). 
  2. This all party government on January 6 passes on to the president all election related ordinances that the president promptly approves. These details are agreed to before the all party government is formed. There are 240 directly elected MPs, and perhaps 101 elected through the proportional mechanism for a total of 341. 
  3. Elections must be held by the end of May 2013. If elections are not held by then, Sushil Koirala must resign. Such is the agreement.

I am crunching some numbers based on this. And I remember Baidya claiming they are now the third largest party, so I am guessing they have more MPs than does the UML. I don't have the figures for where the Madhesi parties stand after their many splits.

Looks like both the Maoists-Madhesis and the NC-UML need the help of the Baidya group to be able to form a majority government if the assembly is revived. Or if the NC-UML bring a no confidence motion the Baidya group would have to abstain for the Baburam government to survive.

The key thing, though, is the federalists already have the signatures of two thirds of the members of the assembly. Federalism can be secured through the assembly.

FDRA rules out spring polls without package deal
the decision that if the major parties fail to reach consensus in a package deal by January 9 then the fresh polls won’t be held in April/May. ..... if the parties are incapable of hammering out a consensus between the parties then the FDRA will put forth a demand for the resurrection of the Constituent Assembly (CA) to promulgate the much hyped constitution. ..... decision to transform the PM Bhattarai led care taker government into consensus one as proposed earlier, failing which the ruling alliance will forward the name of another candidate from the ruling coalition. ..... If the parties do not agree to these options then there is no alternative but to go for neutral government
Gachhadhar rules out CA revival‚ clamours for fresh polls
the parties should forge consensus at the earliest and go for fresh polls rather than opting for the CA revival as it is complicated and impossible in the present scenario..... In today’s FDRA meeting most of the leaders had asserted for the reinstatement of the CA.

To Revive Or Not To Revive


For the longest time the Nepali Congress people have been blaming Baburam Bhattarai saying he is the one who dissolved the constituent assembly. In short, they have been missing the constituent assembly. Logic would say they would get excited about the idea of reviving the constituent assembly, to getting it back. That does not seem to be the case.

FDRA for CA revival if no package deal by Jan 9
A meeting of FDRA, an alliance of nearly two dozen political parties, including the UCPN (Maoist), held in the capital on Thursday concluded that the CA revival would be an easy and the least expensive option to take the constitution writing process ahead. ...... the meeting stressed the need for reviving the CA also for constitutional amendment
NC, UML reject CA revival option
"Revival of the CA was not an appropriate solution to end the present political crisis even in the past. It is not a right approach for the present either and it going to be a solution in future," Congress leader Minendra Rijal ....
