ओलीले चाइना कार्ड खेल्न खोजे तर सकेनन्ः सुद
प्रधानमन्त्री केपी शर्मा ओलीको भारत भ्रमणको तिथि नजिकिँदै जाँदा नेपालमा जस्तै दिल्लीमा पनि नेपाल-भारत सम्बन्धबारे सार्वजनिक बहस सुरु भएको छ । ..... ‘तराईको भ्रमण गरेर मधेसीहरुलाई भेट्नुको साटो उहाँले नेपाली राष्ट्रियताको झण्डा उठाउनुभयो । भारतसितको बेखुसी प्रकट गर्दै उहाँले परम्परा तोड्दै आफ्नो पहिलो विदेश भ्रमण चीनमा गर्ने अभिलाषा समेत व्यक्त गर्नुभयो ।’ ..... ‘यसो गरिरहँदा उहाँले नेपाल सयभन्दा बढी जातजाति भएको अत्यन्तै विविधायुक्त समाज हो र प्रधानमन्त्रीको रुपमा एकताको प्रतीक भएर काम गर्नुपर्छ भन्ने बिर्सिनुभयो ।’ ..... तिब्बतियन सीमाक्षेत्रबाट बैकल्पिक आपूर्तिको मार्ग विकास गर्न चीनमा प्रतिनिधिमण्डलहरु पठाएर विगतमा अरुले जस्तै चाइना कार्ड खेल्न खोजे पनि त्यसका अप्ठ्याराहरु तुरुन्तै बाहिर आएको सुदले तर्क गरेका छन् । ..... अन्ततोगत्वा ओलीले संविधान संशोधन नगरी मधेसका माग सम्वोधन गर्न नसकिने महसुस गरेको सुदको भनाइ छ । ..... ‘(त्यसैको परिणामस्वरुप) संविधान संशोधनसमेत भइनसक्दै भारतीय अधिकारीहरुले सकारात्मक प्रतिक्रिया व्यक्त गरे र (वीरगञ्ज नाकामा रोकिएका) ट्रकहरुलाई वैकल्पिक मार्गबाट नेपाल पठाउन सहजीकरण गरे ।’ सुदको थप विश्लेषण छ, ‘आन्दोलनरत मधेसी मोर्चाको नेतृत्वले पनि आन्दोलनले एउटा चरण पार गरेको र यसलाई अनन्तकालसम्म लम्ब्याउन सकिँदैन भन्ने महसुस गर्न थालेको अवस्थामा एउटा सम्झौता आवश्यक भयो ।’ .......

र त्यसैले यसको निकासको विकल्पबारे कोही पनि तयार थिएनन् । ....... ‘दुबै पक्षले ठूलो अपेक्षा नराखेको अवस्थामा खुल्ला ढंगले

का लागि तथा आपसमा कठोर शब्दावलीसम्म पुग्ने गरी उत्पन्न असमझदारी दुर गर्न स्वागतयोग्य अवसर भ्रमणले दिएको छ ।’ ....... उनले केपी ओली भारतका लागि अपरिचित नभएको भन्दै भारतका थुप्रै नेतासित उनको सुमधुर सम्वन्ध रहेको उल्लेख गरेका छन् । ....... ‘सन् १९७० को दशकमा १४ वर्षसम्म जेलमा रहँदा नक्सलाइट नेता रहेका ओली वैचारिक हिसाबले पनि धेरै अगाडि आइसकेका छन् । विगतमा गृहमन्त्री र विदेशमन्त्री हुँदा उनले निर्णायक र व्यवहारिक दुवै छविमा आफूलाई उभ्याएका थिए ।’ ...... एमाअाेवादी अध्यक्ष प्रचण्डले समेत भारतसित सम्वन्ध सुमधुर बनाउन र राजनीतिक अस्थिरताको सामना गर्न बढी स्वीकार्य नेता आवश्यक भएको आशय व्यक्त गर्न थालेको सन्दर्भ सुदले कोट्याएका छन् ।....यस सन्दर्भमा ओलीले भावी कांग्रेस सभापतिलाई हातमा लिएर आफ्नो समर्थनको दायरा बढाउने र राष्ट्रिय एकताको सरकार निर्माण गर्ने दिशामा कदम चाल्न सक्ने सुदको अनुमान छ ।
Restoring goodwill in India-Nepal ties
“Many opinion-makers in Kathmandu were sympathetic to Madhesi demands; however, the overt identification of Indian support ended up isolating the Madhesis politically.” ....... While both sides are keeping expectations low, his visit offers a welcome opportunity to have a frank chai pe charcha and clear the air about the recent differences which had led to some harsh exchanges. ....... He also announced that before embarking for India on February 19, a high-level political committee will be set up to review the provincial boundaries in a three-month time frame. This was intended as much for the agitating Madhesi groups as for Delhi. ....... In ideological terms, he has moved far from his early days as a Naxalite leader during the 1970s when he was in prison for nearly 14 years. ...... During his stints as Home Minister and later as Foreign Minister, he enjoyed a reputation of being both decisive and pragmatic. ...... Neither the UML nor he personally was receptive to Madhesi demands on ‘federalism’ and ‘proportional representation’. Consequently, he reacted negatively to Indian suggestions that the new Constitution take on board Madhesi reservations to create a broad consensus, rather than be pushed through by majority in an increasingly polarised environment. ....... People close to Mr. Oli maintain that Koirala’s candidature was backed by India. Mr. Oli built alliances with the Maoists and other parties by generous promises which helped him defeat Koirala, thus becoming Nepal’s 38th Prime Minister last October. ........

For the first time, India and Nepal traded harsh words, in Geneva, in a multilateral forum. Mr. Oli used the plank of Nepali nationalism to bolster his coalition and blamed India for his troubles. Like others before him, he also flaunted the China card by sending delegations to China to develop alternative supply routes across the Tibetan border, the limitations of which soon became apparent.

........ nobody had expected the Madhesi agitation to last this long, consequently, nobody had prepared an exit option. What began as a protest took on the character of a movement and even the Madhesi Morcha leaders were unsure how to find a respectable compromise. New voices emerged, including some who raised the banner of an independent Madhes. Prolonged shutdown of businesses and schools in the Terai increased the hardship for the local population. ....... Mr. Oli had earlier turned down the NC’s proposals for amending the Constitution and after stoking anti-Indian rhetoric, he could hardly be seen seeking compromise under Indian influence. Instead of reaching out to the Madhesis by visiting the Terai where casualties had occurred, he raised the banner of Nepali nationalism and as a sign of his unhappiness with India, suggested that his first foreign visit would be to China, in a departure from tradition. Missing in this was the realisation that Nepal is a highly diverse society with over a hundred different ethnicities and as the Prime Minister, he needed to begin acting as a unifying figure. .......

Whenever Nepal’s domestic politics gets polarised, India gets blamed for interfering in Nepal’s internal affairs and anti-Indianism rises.

The enormous amount of goodwill generated by Prime Minister Narendra Modi’s maiden visit to Nepal in August 2014 and India’s generous support following the devastating earthquake in April 2015 eroded rapidly, raising questions about the ‘neighbourhood first’ foreign policy. Many opinion-makers in Kathmandu were sympathetic to Madhesi demands which were also shared by Janjatis and Tharus; however, the overt identification of Indian support ended up isolating the Madhesis politically. ........ The competition seems to be between former Prime Minister Sher Bahadur Deuba and NC Vice President Ram Chandra Poudel. Mr. Oli enjoys good relations with both and would do well to bring the NC on board eventually to increase his support base and form a national unity government. ...... Before the earthquake, Nepal’s economy was expected to grow at 4 per cent; after the destruction caused by the quake, the political instability and the shutdown in the Terai, growth estimates for the current year are close to zero. ......

India had pledged $1 billion of reconstruction aid, of which 40 per cent was grant and the balance in the form of soft loans. This was in addition to the $1 billion assistance announced during Mr. Modi’s visit, bringing India’s total commitment to $2 billion over the next five years.

...... Mr. Oli is also expected to visit Bhuj, which is held up as an example of efficient post-quake reconstruction. ...... The two Project Development Agreements for hydropower generation signed by GMR (for Upper Karnali) and SJVN (for Arun III) during the last eighteen months will add 1800 MW to Nepal’s current generation of 800 MW and need to be fast-tracked.

हामीसँग एजेण्डा मिले गोइत र राउतसँग पनि मोर्चाबन्दी
संयुक्त लोकतान्त्रिक मधेसी मोर्चाको कारण मधेस आन्दोलन भौतिक रुपमा तुहिएको छ । तर मानसिक रुपमा यो आन्दोलन सकिएको छैन । मधेसी मोर्चाका अलावा मधेसमा विभिन्न राजनीतिक शक्ति आन्दोलनमा छन् । हाम्रो संयुक्त मधेसी राष्ट्रिय आन्दोलन समितिले जनतालाई जगाउन, वास्तविक कुरा बुझाउन, र अवसरवादी मधेसवादीहरुको भण्डाफोर गर्न एक महिने जनजागरण अभियान चलाएको छ ।....... गोरखाली शासकबाट आन्दोलनमा भएको खुनी दमनको विरोधमा टीकापुर, बारा, महोत्तरी, पर्सा र जनकपुरलगायतका स्थानमा आक्रोशित युवाले प्रतिरोधात्मक कारबाही गरे । राज्यले विभिन्न मुद्दा चलाएर ती युवालाई यातनाको शिकार बनाइरहेको छ । सरकारी दमन जारी छ । त्यसले यो प्रमाणित गर्दछ,

दमन जारी छ र आन्दोलन पनि जारी छ ।

........ बृहत संयुक्त मोर्चाको नितान्त आवश्यक छ । ...... नयाँ संविधान घोषणाभन्दा दुई दिनअघिसम्म भारत सरकार र दिल्लीमा बस्ने भारतीय नेताले मधेसको समस्यालाई वस्तुवादी किसिमले आत्मसात गरेका थिएनन् । त्यसले गोरखाली शासकको मनोबल बढाएको थियो । मुख्यतः भारतीय शासकहरुको मनस्थिति अहिले पनि ढुलमुले किसिमको छ । फलतः उनीहरुले शोषक गोरखाली सत्ता र उत्पीडित मधेसी जनतामध्ये एउटालाई छनोट गर्न सकिरहेका छैनन् । ...... समग्र मधेस एक प्रदेश, राष्ट्रिय आत्मनिर्णयको अधिकार, पूर्ण समानुपातिक प्रतिनिधित्व, पूर्ण धर्मनिरपेक्षता र शिक्षा, स्वास्थ्य एवं रोजगारको ग्यारेन्टीलगायतका माग संयुक्त मधेसी राष्ट्रिय आन्दोलन समितिले सुरुदेखि नै राख्दै आएको छ । मधेसमा अप्रवासनमाथि नियन्त्रणलगायतका एजेण्डामा सहमत हुनेहरु चाहे संसद्भित्रका शक्ति होउन्, चाहे बाहिरका, चाहे सशस्त्र होउन् या निशस्त्र, ती सबैसँग मोर्चाबन्दी, कार्यगत एकता वा तालमेल गरेर अगाडि बढ्न सकिन्छ । हाम्रो एजेण्डासँग सहमत भएर जयकृष्ण गोइत, डा. सीके राउत र रामविलास यादवलगायत जोकोही आए मोर्चा बनाएर जान हामी तयार छौं । ....... गुप्ताजीले के भन्छन्, म भन्न सक्दिनँ । तर हाम्रो इतिहास साक्षी छ । एजेण्डा नमिल्नेसँग आजसम्म हामीले सहकार्य समेत गरेका छैनौं । हाम्रो जनआन्दोलन समितिको आफ्नै विचार छ । एजेण्डा र कार्यक्रम छ । कार्यक्रममा तलमाथि हुन सक्दछ । तर एजेण्डा नमिलेसम्म कसैसँग सहकार्य समेत हुन सक्दैन । मोर्चाबन्दी त धेरै टाढाको कुरा हो । पत्रकार साथीहरुलाई मेरो आग्रह छ, हामीलाई मद्दत गर्न सक्नुहुन्न भने हाम्रो बारेमा भ्रमको खेती पनि नगदिदिनुस् । ........ माओवादीहरुबीचको एकताबारे हल्ला मैले पनि सुनेँ । सबभन्दा पहिले हामी साँच्चीकै माओवादी छौं कि छैनौं ? संसारका मजदुर तथा उत्पीडित समुदाय एक होऔं भन्ने नारा दिने लेनिनका अनुयायीहरु भएका भए हामी मधेसका उत्पीडित वर्ग तथा समुदायको पक्षमा बोल्थ्यौं ।

मण्डले राष्ट्रवादको गर्तमा डुबेर मधेसी जनताको विरोधमा विषवमन गर्ने, मोर्चा खडा गरेर र खुनी दमनको पक्षमा उत्रिएर नक्कली माओवादीको चरित्र प्रदर्शन गर्ने थिएनौं । .... उत्पीडित मधेसी जनताको सन्दर्भमा वैद्य र प्रचण्डले जनयुद्धकालीन नीति नअँगालेसम्म उनीहरुसँग हाम्रो एकता सम्भव छैन ।

विना तयारी र विना एजेण्डा

भ्रमण जान लागेकाले जुनसुकै सम्झौता हुनसक्ने चेतावनी दिँदै दिर्घकालिन रुपमा असर पार्ने कुनै सम्झौता नगर्न सुझाव दिएका हुन् । ...... ‘राम्रो तयारी नभएकाले यो भ्रमणलाई सद्भाव भ्रमणको रुपमा सिमित गर्नुपर्छ, दिर्घकालिन असर पार्ने सम्झौता गर्नुहुँदैन,

नेहरुको प्रभुत्ववादअनुसार अगाडि मोदी अगाडि बढेका छन्, प्रधानमन्त्रीज्यूले सतर्क हुनुपर्छ ।’

...... सीमाविद् बुद्धिनारायण श्रेष्ठले प्रधानमन्त्रीको भ्रमण कुनै एजेण्डामा तयारी नगरी हुन लागेकाले जस्तोसुकै सम्झौता हुनसक्ने भन्दै दिर्घकालिन असर पार्ने कुनैपनि सम्झौता गर्न नहुँने बताए । ..... भारतले जङ्गे पीलरसँगै जोडेर गर्न लागेको सडक विस्तार, नेपाललाई बेवास्ता गर्दै लिपुलेकबारे गरिएको सम्झौता, भारतीय सुरक्षाकर्मीले नेपाली नागरिकमाथि गर्दै आएको ज्यादतीबारे भ्रमणको क्रममा स्वाभिमानकासाथ कुरा उठाउनु पर्ने श्रेष्ठले बताए । ......

राजनीतिक अभियान्ता साध्यबहादुर भण्डारीले हालसम्मका प्रधानमन्त्रीले भारत भ्रमणमा गएर सम्मानकासाथ आफ्नो कुरा राख्न नसकेका बताउँदै नेपाललाई भारतले सधै आफ्नो दास देख्न गरेको दाबी गरे । भण्डारीले प्रधानमन्त्री ओलीको भ्रमणलाई सद्भावमा सिमित गर्नुपर्ने बताउँदै, ‘ओली जीले सक्छन् भने नेपालको संविधानमाथि औला उठाउँदै, अबदेखि नाकाबन्दी गर्दैन भन्ने भन्नेकुरामा भारतलाई सहमति गराउँनुपर्छ’ भण्डारीले भने ।

...... उनले भारतीले नेपालमा ५५ प्रतिशत फोहर गर्ने गरेको र त्यो फोहर नेपालीले उठाउने गरेको बताए । .....

कार्यक्रममा नेपाल बौद्धिक मञ्चका अध्यक्ष डा। केवी रोकायाले प्रधानमन्त्री केपी ओलीले अरुका सुझाव नमान्ने भएकाले कुनै सुझाव दिन आवस्यक नभएको बताए ।

...... रोकायाले प्रधानमन्त्री ओली अहिलेसम्मका कामको रिपोर्ट पेश गर्न बाँकी कामको अनुमतिको लागि भारत भ्रमण जान लागेको आरोप लगाए । बामबुद्धिजीबी अमृत पुरीले प्रधानमन्त्रीको भ्रमणबाट केही नयाँ आश गर्ने ठाउँ नभएको बताए । ‘ओलीले भारत गएर नेपाली जनताको पक्षमा नयाँ सम्झौता गर्लान भन्ने त पटक्कै विश्वास छैन, ओलीले भारत जादा पनि गाउँखाने कथा र टुक्का भनेरै जानु हुन् र फर्कदा पनि’ पुरीले भने ।

भारतले तराईका चार जिल्लाका दुई हजार स्कूले विद्यार्थीलाई साइकल बाँड्ने भएको छ ..... आउँदो बैशाखसम्ममा बाँके, धनुषा र सिरहाका विद्यार्थीलाई साइकल बाँड्न लागिएको हो ।

कलैयामा जब मधेसी मोर्चाले काँग्रेसको कार्यक्रम विथोल्न पुगे.... भारत भ्रमणमा मेरो कुनै एजेण्डा छैन : ओली
उनले आफ्नो भारत भ्रमणमा कुनै एजेण्डा नभएको पनि बताए । उनले भने, ‘भ्रमणको लागि भनेर मेरो कुनै एजेण्डा छैन, म दोको लिएर माग्न जान लागेको होइन ।’

भ्रमण एजेण्डाविहीन हुनु झन् महत्वपूर्ण एजेण्डा भएको उनको तर्क थियो ।

.......प्रधानमन्त्री ओलीले सिमांकनको विवाद टुंग्याउनका लागि आज बेलुकी बस्ने मन्त्रिपरिषद्को बैठकले उच्च स्तरिय राजनीतिक संयन्त्र गठन गर्ने पनि बताएका छन् ।
दिल्ली नजाँदै प्रम ओलीसँग भारत रुष्ट
प्रधानमन्त्री केपी ओलीको भारत भ्रमण टोलीमा कुनै पनि छलफलमा सरोकार नराख्ने व्यक्तिहरू पनि समावेश गरिएका छन् । भारतले टोलीको विषयमा अनौपचारिक रूपमा कुटनीतिक असन्तुष्टि जनाएको परराष्ट्र मन्त्रालयका अधिकारीहरूले जनाएका छन् । ......भारतले ‘यति ठूलो टोलीलाई कस्तो प्रकारकोे छलफलमा सामेल गराउने’ भन्दै कूटनीतिक च्यानलमा सोधीखोजी गरेको परराष्ट्रका एक अधिकारीले बताएका छन् । भारतले भ्रमण टोली बढीमा २२ जनासम्म हुने अपेक्षा गरेकोमा ९० जनाभन्दा बढी तय भएपछि असन्तुष्टि व्यक्त जनाइएको छ । ......सरकारले औपचारिक रूपमा ४६ सदस्य तय गरेको भए पनि मधेस आन्दोलनबाट फर्किएका दलका नेताहरू पनि थपिने क्रम जारी छ । त्यसबाहेक ५० जना निजी खर्चमा जाने तयारी छ ।

Slow and steady
The Madhes movement has succeeded by failing—by not achieving its declared objectives
both the lay activists and their well-wishers had hoped that the leaders of the Morcha would dynamically respond to the evolving fluidity of the movement and know when to shift strategy and when to change tactics—in short, when to start, halt and stop, or shift gear. Instead, the leaders either let things play out or depended on India’s largess to pressure the state and bargain behind the scenes. ...... The failure of this long struggle, therefore, hits where it hurts most—self-respect and self-esteem of the Madhesis. Their despair and defeat is thus quite understandable. ...... What have the leaders of the Madhes movement learnt from the movement? Has the movement transformed their thinking, character, penchant for squabbling, and inability to form alliances with other marginalised groups, such as the Madhesi Dalits, and Madhesi and hill Janajatis? Have they kept a journal of the movement to record their thoughts, note the ups and downs of the movement and assess and reflect upon their actions and decisions even as the movement was in full swing? I have probably read almost every media article and watched almost every television show on the Madhes movement. Madhesi leaders have certainly given some good television interviews, but in terms of writings in the media, they have not made a mark. What this means is that

there is no serious and systematic thinker among them.

....... And without a serious thinker among the leaders, a movement evolves spontaneously and goes where the wave of activists and participants take it, reacting to external and internal forces. In my view, that was the biggest shortcoming of the Madhes movement despite its sustained energy and many sacrifices. And this is precisely where the movement has succeeded by failing—by not achieving its declared objectives. It has fulfilled its long-term goals by coming short on its short-term results. ........ If the biggest failure of the movement has been the lack of its leaders’ ability to systematically reflect, dynamically assess and effectively guide the movement to its logical destination, its biggest success has been, as I had suggested in this space some months ago, the raising of consciousness of the common Madhesis and the testing and training of the Talented Tenth among the Madhesis, the Young Turks, who have already been providing leadership to the movement intellectually...... What this movement has also done, which is quite salutary for the entire country itself, is to force other marginalised groups, such as the Tharus, Dalits and hill Janajatis, and even many women, to assess their priorities, choose their friends and recognise their true adversaries. Above all, this movement has created a sizable group of intellectual activists and a large group of sympathisers among even the hill caste people. All these things happened not overnight but gradually, as the movement progressed day by day, week by week over the past half year. And the things that percolate through slowly seep to the bottom to sit well. ...... This slow raising of consciousness among the marginalised in response to the violence of the Nepali state was the only way that a fundamental transformation could be possible in the future without a sudden eruption of mass violence. ......

This slow transformation can take one of three forms: Realisation on the part of the ruling parties of their bleak future and consequent role in the structural transformation of the state; change in the political structure as a result of a new political alliance of the marginalised and a complete boycott of the three main parties; or a future joint movement of all the marginalised people to force structural change.

....... given human weakness for posts and power, I am not sure if members of the marginalised will not continue with the existing dominant political parties as token Madhesis, Dalits or Janajatis. Besides, the leadership among the marginalised is fragile and fragmented. Look at the many political cooks among the Madhesis and the failure of leadership among the Tharus.
The China delusion

If there is one thing that we can learn from the now officially lifted unofficial Indian blockade it is that we should not pin our hopes on China, in case something like this happens again.

....... Forget about lessons and what needs to be done being espoused by many these days—diversifying our trade, getting 33 percent of our fuel supplies from China and access to the Chinese ports, or as some overly enthusiastic scholars argue, getting access to the markets of Central and East Asia through our northern neighbor and other fantastic ideas. China has made it very clear that these ideas are not in line with its "interests" in a series of symbolic gestures. It is our fault that we did not pick up the signals effectively. ....... Besides the assurance of a probable visit and 10,000 induction stoves, we got 2.6 million liters of petrol in grant, not even enough to sustain a day's traffic in Kathmandu. That was all the help we got from China. ....... The overdose of nationalism is partly to blame for our reaction but mainly it was the mistaken belief that China can and easily and willingly replace India in Nepal—and many political leaders and analysts who are frequent visitors to Beijing promoted it as such, leading our government to make a mockery of itself in Beijing. ........

The Deputy PM and Foreign Minister Kamal Thapa's China visit last December was a total failure. He could neither meet the President nor the PM. The Chinese side did not commit to anything.

....... China is yet to waive visa fees for Nepalis going to China. Now, if the government is serious about damage control and not make us a laughing stock globally, it can review the decision made in haste and make the offer valid for three months only. .......

the Chinese side calculated that antagonizing India over Nepal is not in its best interest.

........ The Chinese are, as the world calls them, pragmatic. ........ First of all we need to do away with the thinking that China will replace India in Nepal. This will automatically lead to closer and better ties with India .....

We need to accept that China is neither good nor bad; it is a normal country that takes its national interests seriously. And Nepal, as recent Chinese reaction clearly showed, figures nowhere in its designs.

....... Nor will the Chinese be unnecessarily dragged into our internal affairs or in our relations with India. The pragmatic Chinese would accept that gladly.
