सरकार–मधेसी मोर्चा वार्ता बल्ल सीमांकनमा प्रवेश
मोर्चाका पाच पूर्व सर्तमध्ये सहिद घोषणा, मृतकका परिवार तथा घाइतेलाई क्षतिपूर्ति, झुटा मुद्दा फिर्ताजस्ता बुँदामा सरकारले लिखित प्रतिबद्धता व्यक्त गरेको बताइएको छ । ..... पटक पटक बसे पनि अनिर्णित हुँदै आएको सरकार र आन्दोलनरत मधेसी मोर्चाबीचको

वार्ता पहिलो पटक सीमांकनको मुद्दामा प्रवेश गरेको छ । मधेसमा दुई प्रदेश हुनेगरी सीमांकन हेरफेर माग राख्दै साउन ३१ गतेदेखि जारी मधेस आन्दोलनलाई संविधान संशोधनमार्फत् टुंग्याउन सरकारी वार्ता टोलीले आज साँझ सहमति जनाएको हो ।

..... ‘अघिल्ला वार्ताहरुमा सरकारले सीमांकनको मुद्दालाई ‘रिकग्नाइज’ नै गरेको थिएन, जुन आज गरेको छ । आन्दोलनकारी र प्रतिपक्षी कांग्रेससमेतको सहमति जुटाएर अध्यक्षीय स्तरमा सहमति निर्माण गर्ने, अनि संवैधानिक प्रक्रियाबाट सम्बोधन गर्ने स्पष्ट मार्गचित्र आज सरकारले राखेको छ ।’ ..... यसअघिका वार्ता शृंखलामा संघीय आयोग निर्माण गरेर त्यसले दिने प्रतिवेदनका आधारमा सीमांकन टुंग्याउने अडान सरकारी पक्षले राख्दै आएको थियो । सरकार पहिलो पटक त्यस अडानबाट पछि हटेको छ ।

शीर्ष तहमा सहमति जुटाएर तत्कालै सीमांकन हेरफेर गर्न सकिने दुवै पक्षले जानकारी दिएका छन् ।

..... सरकार सञ्चालक दलहरु, प्रतिपक्षी कांग्रेस र आन्दोलनकारी दलहरुका अध्यक्ष सामेल हुने समिति निर्माण गरेर सीमांकनको प्रारुप टुंग्याउने सहमतिअनुरुप तत्कालै गृहकार्य थालिने निर्णय बैठकले गरेको छ । आन्दोलनरत संयुक्त लोकतान्त्रिक मधेसी मोर्चासम्बद्ध वार्ता टोली सदस्यहरुको भनाईमा,

सरकार पहिलोपटक वार्ताप्रति संवेदनशील र गम्भीर देखिएको छ ।

आइतबारको वार्ता अघिल्लाझैं निष्कर्षविहीन टुंगिए वार्ता प्रक्रियाबाटै बाहिरिने चेतावनी दिइरहेको मोर्चा अब वार्ता सफलताका लागि लचक देखिएको छ ।

कसरी घुसाइँदै छ हाम्रो दिमाग र समाजमा सांस्कृतिक साम्राज्यावाद ?

मधेसी आन्दोलनकारीका लागि मेस सञ्चालन गर्ने अग्रवाललाई सुस्मा स्वराजको निम्तो
वीरगंज-रक्सौल नाकामा भारतीय भूमिमा नेपाली आन्दोलनकारीलाई भोजन र खाजाको व्यवस्था गर्दै आएका भारतीय जनता पार्टीका (भाजपा) नेता महेश अग्रवाललाई भारतीय परराष्ट्र मन्त्री सुस्मा स्वराजले दिल्ली भ्रमणको निम्तो दिएकी छिन्। ..... ‘भाजपाको (आन्दोलनमा) खुला उपस्थिति छैन तर उक्त पार्टीको समर्थन भने प्रष्ट सँग देखिन्छ,’ समाचारमा लेखिएको छ। अग्रवाल महिमा एक्स्पोर्ट्सका मालिक र सफल ब्यापारी हुन्। अहिले उनको मेसमा खाना खानेको संख्या २० हजारसम्म पुगेको अग्रवालले दाबी गरेका छन्।
मधेसीको अधिकार माग्दा दिल्लीको दलाल भनियोः खगेन्द्र संग्रौला
सरकारबाट बाहिरिने राप्रपा नेपालको चेतावनी
यस अघि उपराष्ट्रपतिमा सहमति तोड्न खोजेको भन्दै एमाओवादीले सरकार छोड्ने चेतावनी दिएपछि प्रधानमन्त्री ओली झस्किएका थिए । उपराष्ट्रपति एमाओवादीलाई दिएर कुरा मिलाए लगत्तै ओलीलाई अर्को तनाव आइलागेको छ ।


मधेसी मोर्चाले आन्दोलनलाई थप सशक्त बनाउने, नाका खोल्न नदिने
नाकाबन्दी, राजमार्ग अवरोधलगायतका कार्यक्रमलाई अब व्यापक रुपमा निरन्तरता दिने भएको छ।


नेपाल ‘सन्धी अनुवन्धित’ राष्ट्र हो, छिमेकीलाई सन्तुष्ट पारौं
मधेसी र थारुमाथि निरंकुशता लादेर संविधान ल्याइयो
१२ बुँदे सहमति भारतीय अग्रसरतामा भएको हो । त्यसमा लुकाउनुपर्ने कुरा छैन । जवसम्म हामीले यसलाई स्वीकार गर्दैनौं । तबसम्म द्वन्द्वको तार्किक अवतरण हुन सक्दैन । ..... अहिले मुलुक १२ बुँदे र १६ बुँदेको समानान्तर द्वन्द्वमा यहाँ पुगिराखेको छ । किन भनेदेखि हामी हिंसात्मक माओवादी द्वन्द्वपपछि संविधानसभाको बाटोबाट फेरि नदोहोरिने र सबैले संविधानसभामार्फत् उत्साहका साथ हिँड्ने एउटा संकल्प सहितको यो युद्धपछिको शान्तिकाल हो । तर, भैदियो के भने झन् हिंसा र द्वन्द्व बढाउने पृष्ठभूमिमा संविधान आयो । .... किन थारुमाथि गोली चलाउनुपर्‍यो ? तिनीहरु सत्याग्रही थिए । आन्दोलनकारी थिए । किन मधेसमा थिबर्बर सरकारी शक्ति प्रदर्शन गुर्नपरेको थियो ? तिनीहरुले त अधिकार मागिराखेका थिए । अधिकारको आन्दोलन थियो । मधेसले कहिल्यै यो राज्यबाट समानताको बोध गर्न सकेन । बराबरीको बोध गर्न सकेन । यो अभिव्यक्त हुन्छ भने त त्यसलाई हामीले सकारात्मकरुपमा लिनु पर्दथ्यो । त्यसलाई हामीले सामाजिक पुँजीका रुपमा लिनुपर्दथ्यो । त्यो हाम्रो राष्ट्रको भुभाग हो । त्यसमा केही चित्त नबुझेको छ भने उनीहरुले बोल्नुपर्छ । ...... मधेस भनौं, जनजाति भनौं या दलित भनौं । संविधान आउनुभन्दा अगाडि जनजाति र दलितमाथि लाठी चार्ज भयो । यसरी निरंकुश वातावरणमा संविधान आयो । ..... अहिले काठमाडौंलाई मधेस र थारुको आन्दोलनले छोएको छ कि छैन भन्ने कुरा पनि छ ।

ग्यास छैन, पेट्रोल छैन भनेर मात्रै थाहा भएको हो कि जस्तो लाग्छ, यो राजनीतिक समस्याले छोएको जस्तो लाग्दैन ।

....... जसरी ०६२/०६३ को आन्दोलनमा माओवादीलाई राज्यको शीक्तको रुपमा नलिने भन्ने भएको थियो, त्यसैगरी अहिले हामी अब फेरि नयाँ द्वन्द्वमा ‘इन्गेज’ भइसक्यौं । यसले गर्दा अब हाम्रो द्वन्द्व बहुआयामिक भइसकेको छ । अब वार्ता गर्ने भनेको छ, वार्ता कोसँग गर्ने ? संविधान छाडेर जाने मधेसका दलहरुसँग गर्ने कि आन्दोलनकारी युवा जमातसँग गर्ने कि कोसँग गर्ने ? के अहिले आन्दोलनमा रहेका मधेसका दलहरुले आन्दोलन छाडेर वार्ता गरेर केही आश्वासन दिन सक्छन् ? अब धेरै जटिल भइसकेको छ । ...........

नेपालमा देखिन्छ के भने कहाँबाट आन्तरिक नीति सुरु हुन्छ, कहाँबाट बाह्य नीति शुरु हुन्छ, त्यसको बोर्डर लाइन नै हामीले पत्ता लाउन सक्दैनौं ।

..... हामी राष्ट्र को हौं भनेर चिन्नुपर्छ । हाम्रो राष्ट्र कहाँ छ ? कहाँ बसेको छ ? हाम्रो अवस्थिति कहाँ बसेको छ ? हाम्रो लोकेसन कहाँ छ ? त्यसलाई हामीले बुझ्नुपर्छ । अनिमात्रै हाम्रो आन्तरिक राजनीति अगाडि बढ्न सक्छ । मलाई लाग्छ, यो हामीले कहिल्यै गर्न सकेनौं । हामीले ‘स्ट्राटेजिक लोकेसन’ अनुसार हामी जहाँ बसेका छौं, त्यसको अनुकूल राजनीति गर्न सकेनौं ।

A Mexican standoff in Nepal
New Delhi’s interest in Madhes, if any, is regulation of cross-border water flow so that Madhes gets flooded in monsoon instead of Indian states across the border, and the same Indian states get irrigation water in winter. The agreement signed to conclude the Madhesi uprising in 2008 was drafted in Lainchaur and was clearly aimed at creating an India-pliant province in Nepal’s south to advance the Indian interest of building structures to regulate the flow of our rivers in their favor. ...... But the continued blockade we are facing now isn’t because India still believes these concessions can be extracted. .......

The blockade continues for the simple reason that it started

....... The Americans, who have outsourced their Nepal policy to India, will question New Delhi’s ability to handle the neighborhood. The Chinese are already choking with laughter. ...... Kathmandu perceives Morcha’s demand for redoing province demarcation as a ploy to take control of the nation’s vital trade arteries, and possibly to further secessionist agendas in future. The new prime minister and president have made “protecting territorial integrity” their top priority, and China said last week it “supports Nepal’s efforts to safeguard national independence, sovereignty and territorial integrity”, in what is a political steroid-shot to Shital Niwas and Baluwatar. .......

India’s calculation that protests against the new constitution would spread among the Janajatis hasn’t happened.

Like any sane Nepali citizen, the Janajatis too are against Nepal’s fragmentation as a nation. ......

While Kathmandu and the hills and mountains started experiencing the effects of Morcha’s protests only after Sept. 20 when India decided to blockade Nepal, Madhes has been shut for nearly three months.

...... Morcha leaders’ insistence that they will take cash and not checks this time has made it difficult for them to budge with anything less than an immediate review of provincial boundaries. ........

Continuation of this standoff will cause a humanitarian crisis of unmanageable proportions. Loss of lives in quake-devastated hills where temperatures are dropping fast will be just one facet of that crisis.

....... A standoff like the one we are seeing can end, however, with the entry of a fourth actor. In our case, that actor could be the U.N. if it has not already discarded the values it says it champions........ If the U.N is reluctant, then China will relish that role. An MoU for commercial import of fuel from China has already been signed, and grant fuel from the same neighbor has already started trickling into Nepal, causing severe anxieties to two parties involved in this standoff.

A signing of trade and transit treaty with China, which is already being discussed, will transform those anxieties into full-blown paranoia.

Listen to the people
The Madhesis and Tharus have imposed a general strike in the Tarai for almost 80 days and a blockade at the Nepal-India border points for about 50 days in protest. ..... All of these formed the basis of the Article 138 of the Interim Constitution which calls for the ‘progressive restructuring’ of the state. Against this backdrop, the proposed model of federalism can be construed as a betrayal of the people’s trust and an obnoxious act against 2006 People’s Movement. ..... it is evident that except Province 2, where there is an overwhelming number of Madhesis, the rest of

six provinces are demarcated in such a manner that they are mostly populated by hill high castes which can help them perpetuate their hegemony.

While the Newars and Tamangs could get a share in the power structure of Province 3, about four million Tharu-Madhesis of Province 1,4,5, and 7, along with the Rais, Limbus, Magars, Gurungs and other ethnic groups are likely to remain excluded from the corridors of power.......... geographical homogeneity—accepted unanimously as one of the five bases of identity for federalisation—has been completely violated in the eastern and the western regions of the Tarai-Madhes by joining these regions with the hill districts ......

Since hill high castes reside in both the hills and the Tarai in an almost equal number, they prefer federal provinces that include both the hills and the plains.

As the hill high castes comprise the power elites, they plead federalism for development, and not for eliminating existent disparites. This is despite the fact that federating the country with an objective to end discrimination also provides ample opportunities for economic prosperity. But the leaders of the three big parties did not honour their own solemn pledge of ameliorating suppressed groups. Instead they towed the line of their kind, the hill high castes, and adopted a discriminatory model of federalism. .......... If the three eastern and nine western districts of the Tarai are not combined with the hills but kept intact in the two provinces in the Tarai-Madhes, this will not only help the Tharus and Madhesis but will also enable the Rais, Limbus, Magars and Gurungs to gain access to state authority.......

out of 56 members of the National Assembly it is possible for eight Madhesis to be elected from Province 2. But the Tharus and Madhesis will find it extremely difficult to be represented from Province 1,4,5 and 7.

......... Similarly, the Rais, Limbus, Magars, Gurungs and other ethnic groups will lose the most when it comes to participation and representation in state-organs. In Province 6 and 7, as many as 16 members will represented in the National Assembly though their combined population is just 397,537. In terms of identity, both the provinces are dominated by Khas-Aryas, necessitating only one province.

But after two or three days’ agitation in the Far-Western region, the triumvirate carved Province 7 by splitting the western part of Province 6 without any dialogue with the agitators.

...... the Tarai-Madhes, containing 50.2 percent of the total population of the country, might only have 65 constituencies while the hills could have 100 constituencies. ...... population should only be the criterion for determining constituencies and also for electing members to the National Assembly...... the new constitution has taken care of the fundamental right to participation of socially backward and oppressed groups in the state structure “on the basis of inclusiveness”, not “on the basis of the principle of proportional inclusiveness” as enshrined in the Interim Constitution. The deletion of the word “proportional” is a regressive move....... earnestly address the Tharu-Madhesis’ demand of two provinces in the Tarai-Madhes to secure the latter’s equitable participation in state organs. It is the agitators’ major demand and if it is not accepted, negotiations will possibly fail and the conflict will accelerate, creating a highly volatile situation in the country.

Call on International Community to Address Humanitarian Crisis in Nepal. ____________________________________________________

Dear friends,

This appeal needs a wider support and circulation. Still many people around the globe are not aware of the Indian blockade in Nepal. Let us do our best to internationalize it. Please share, if you care.

We undersigned citizens are deeply concerned that the de facto economic blockade of the past two months by India has resulted in a grave humanitarian crisis in Nepal. We appeal to the concerned parties of Nepal, and to the international community including India to recognise this crisis and take effective steps to bring it to an immediate end.

As is well known, the people of Nepal have been struggling to overcome the impact of the devastating earthquake of six months ago. Coming at the heels of such a catastrophe as well as disruptions caused by political unrest in the Tarai-Madhes plains, the extended blockade by India has crippled the economy of Nepal and led to great human suffering. Vital social services have been disrupted, hospitals have run out of essential drugs and supplies, and UNICEF estimates that more than 1.6 million children have been deprived of schooling over the past two months.

All over, industries as well as small businesses are closed and development activities, including construction of vital infrastructure, are at standstill. Tourism has been severely disrupted during what would have been peak season. Employment prospects have diminished nationally, forcing hundreds of thousands more to consider job migration to India, the Gulf and Malaysia.

The fuel crisis caused by the blockade has cut the food supply chain, causing shortages in all parts of the country. It has disrupted transportation at the height of Nepal’s national holiday season, preventing millions from travelling to ancestral homes. There have been many deaths from traffic accidents caused by dangerously overcrowded public transport, with passengers including women, children and the elderly forced to travel precariously on rooftops of buses.

We 12 citizens denounce the Indian blockade and disagree with the claim that the obstruction at the border is solely the result of agitation within Nepal. There is ample evidence to the contrary, as observed in the go-slow at custom checkpoints, the refusal by the Indian Oil Corporation as monopoly supplier to load fuel tankers from Nepal, and reports in the Indian press quoting border security Seema Shuraksha Bal officers that they have been asked to impede shipments.

We are pained that India, a country that extended such immediate and unstinting support after the April 2015 earthquake, has seen fit to carry out a blockade that has halted the urgent reconstruction efforts that will make people even more vulnerable during the imminent winter season. If the earthquake hurt the Nepali economy to the tune of USD 7 billion, it is estimated that the cumulative loss from the blockade thus far significantly exceeds that amount.

Nepal, a friendly neighbour with deep historical and cultural ties with India across the open international border, is being penalised for something as above-board as promulgating a progressive, democratic, federal and republican constitution through an elected, representative and inclusive Constituent Assembly. Meanwhile, an entire generation of young Nepali citizens, born after the earlier Indian blockade of 1989-90 and harbouring only goodwill towards the neighbour, has been exposed to New Delhi’s harsh action.

Like all other constitutions of the world, the Constitution of Nepal-2015 is not perfect, and we the undersigned too demand certain amendments to bring it fully in line with pluralistic democratic norms and values. The leading parties have already introduced proposals to amend provisions in order to address key demands of disaffected groups, including proportional representation in state institutions. We believe that the complex matter of provincial demarcation in a country of many communities with cross-cutting demands must be resolved peacefully through political negotiation and democratic constitutional process. Meanwhile, we stand for an effective probe into violent incidents of the past two months with the goal of bringing those responsible to justice.

As a sovereign nation-state and a society that believes in due process,

Nepal is fully capable of dealing with its internal challenges, including addressing anxieties of its Madhesi, Tharu and other communities through consultation, negotiation and constitutional amendment.

The solidarity between the communities of Nepal is strong, and they are capable of managing their interrelationships for greater good without the involvement of external actors.

India’s ongoing blockade goes against the principles of Panchsheel, the spirit of regional cooperation under SAARC and BIMSTEC, the internationally recognised rights of land-locked countries, as well as India’s obligations under the bilateral transit treaty of 1991. The blockade contravenes the UN Convention on the Law of the Sea, to which both India and Nepal are signatory. New Delhi’s actions amount to unilateral coercive measures with serious negative impact on the enjoyment of human rights covered under various UN resolutions.

It is our considered view, which we believe is shared by millions of Nepalis from mountain, hill and plain, that India’s action of blockading Nepal cannot be justified under any pretext. This unfortunate step has deepened the humanitarian crisis in Nepal and is unworthy of the leadership role that we know India seeks to play on the world stage.

We demand the immediate lifting of the blockade against Nepal and restoration of good neighbourly relations. We call upon the international community to take all necessary measures to end the humanitarian crisis that the country and its people are facing.

(7) भाषा र संस्कृति मिल्ने भारत
भाषा र संस्कृति पटकै नमिल्ने चीन

(8) भारतीय सिनेमा हेर्ने र हिन्दी गीत गाएर नाच्ने नेपाली
चाइनिज सिनेमा नहेर्ने र चाइनीज गितमा नबुझ्ने नेपाली

(9) ऐ मधिसे ए धोती भनेर झिस्काउदा हुने भारत
अलिक बढी बोले तुरुन्त रिसाउने चीन
