Nepal turns to China for fuel after India restricts supply
Fuel-starved Nepal has signed an agreement with China to import gasoline, diesel and cooking gas, effectively ending a monopoly on supply from India, which has restricted fuel convoys as a result of political protests in the Himalayan nation. ..... Details on how much fuel Nepal will receive, prices and other arrangements still need to be worked out, Baral said, but he confirmed the supply would be on a regular basis. .... An Indian Oil Corp. official said he did not know what Nepal and China were agreeing to, but that Indian supplies were moving again, with 35-40 percent of normal shipments sent into Nepal over the past few days. .... Aid groups have said that, without enough fuel, they’ve been unable to deliver food, blankets and other supplies to remote areas now threatened by the coming winter weather. ..... Earlier this week, China announced it would give Nepal 1.3 million liters (340,000 gallons) of gasoline to help ease the shortages. The fuel, which is expected to reach the capital by early next week in about 100 tanker trucks, would normally be enough for four days but will be rationed for vehicles. .....

Bringing in fuel from China is a logistical challenge. The border runs along the world’s highest mountains and the two crossings were damaged by the earthquake in April. Only one has reopened this month.

because there is no infrastructure or equipment available at this border point to transfer fuel,” said Keshav Poudel, editor of the Spotlight news magazine. He said the road is so narrow at some points that only one vehicle can squeeze through at a time. ............ Last year, Indian companies signed agreements to build two hydropower plants worth $2.2 billion, while a Chinese company is finalizing a deal to build another plant for $1.5 billion.

Disturbing Silence
If India continues the blockade, it will definitely bring Nepal down to its knees. Nobody doubts that. But, why is India using a wartime tactic against Nepal? ..... A "blockade" is a very effective tool to instigate suffering, and no country knows this better than Germany, which suffered one of the worst cases of an economic blockade in human history. After the Allies beat Germany in WWI, Britain and France wanted Germany to sign the Treaty of Versailles for immediate peace. To pressure Germany into signing the agreement quickly, the British and the French continued the blockade that they had been imposing on Germany since 1914. Although the war officially ended in November 1918, the blockade continued for eight more months, until July 1919. ..... Germans suffered from malnourishment, rickets, scurvy, tuberculosis, and several other illnesses. The British intelligence reported that in the year 1917, hunger-related typhus was responsible for almost 75 percent of deaths in the city of Dortmund alone. More people died in Germany in the flu epidemic of 1918 than in any other European country. In 1919, reports came out that 10 percent of patients in German hospitals died that year simply because the hospitals could not feed the patients. ...... Famine during the extra eight months of blockade alone killed 250,000 Germans. The government's rationing system fell apart. So, urban populations suffered from chronic hunger due to unequal rationing of food. Rural self-sufficient farmers fared better than urban citizens. In the urban centers, black markets developed to sell food and essential items at exorbitant prices. Dairy prices were 33 percent higher than the market price, meat's was 50 percent higher, and eggs and fruit's were 1,000 percent higher. While the wealthy and the well-connected in Germany managed to feed themselves,

the black market prices killed the urban poor.

...... The current Indian blockade of Nepal has now reached a point where health-related crises have started. For example, this month, hospitals in Jhapa stopped providing dialysis services to patients due to medicine and equipment shortages, and ICU/NICU services have not operated smoothly due to fuel shortage. Recently, the Nepal Medical Association announced that hospitals in Kathmandu Valley will soon have to shut their intensive care, surgeries, and incubation as a result of fuel shortages. Pharmacies in the valley have run out of critical supplies, such as anesthetics and life-saving drugs.

Because Nepal is no Germany, it has taken us only a month of blockade to face imminent public health crisis.

....... Rationing of essentials has allowed price gouging in the market on everything from salt to gas cylinders. Immediately after the blockade, onion prices jumped to over Rs 200 per kg in Kathmandu. The valley's urban poor can no longer afford to purchase gas cylinders. Unequal rationing has also meant thousands of Nepalis queue for hours to buy two liters of petrol while the Rishi Dhamalas walk out of a petrol station with 20 liters of petrol in a public display of "access" and "connection." ..... Some valley dwellers got innovative, and asked their family members in the Tarai to send them gas cylinders and petrol cans. We saw the risks in that process. For example, in Banke, many died when a bus carrying gas cylinders and petrol cans met with an accident, causing the gas cylinders to explode, which caused the petrol to catch fire and engulf the entire bus. In another case, a taxi driver's family in Kathmandu got trapped and burned to death when an emergency supply of petrol stored indoors caught fire. ...... It is surprising that international media has been relatively quiet on the blockade. The loudest opposition, in fact, has come from the Indian media. However, many of those penning the opposition pieces are current or ex-Indian Congress leaders and politicians. Their opposition could simply be a case of opposition politics, rather than true concern for their neighbors. After all, it was the Indian Congress government that imposed an economic blockade against Nepal in 1989 by closing the borders. Therefore, the Indian Congress Party's sudden rise in moral authority on the blockade issue is dubious. ....... The German experience teaches us that a prolonged economic blockade hardens the human spirit and changes people. Scholars have attributed the rise of Nazism and nationalistic policies in Germany to the economic blockade that Germany suffered during the First World War. It is a gross exaggeration to claim that something similar will happen in Nepal. However, there has been a rise in the level of bitterness among Nepalis against India, and some of that is seen even at the top level. A supposedly pro-China politician has been elected the Prime Minister. A known nationalist has been appointed the Foreign Minister and was sent to India to resolve the current mess. The current government has started inquiring China about possibilities of becoming our fuel supplier. ...... The US government has mentioned in the past that it follows India's lead on Nepal-related issues. The EU nations have made their opposition known but not forcefully. The United Nations has mentioned the fuel crisis and its potential impact on earthquake survivors in the coming winter, but has not acknowledged the blockade.

Even China—which has repeatedly informed the Nepali government that it is willing to help out in any way possible—has not called India out on the blockade.

......... If the Sanskrit saying is true, our international friends are complicit in this blockade. Billions of dollars in trade with India is more vital to them than acknowledging the suffering of Nepalis. The international missions claim to be vanguards for peace and security for all. If they can't perform that role,

they don't deserve to be in Nepal, and should be asked to leave. We can start with the UN and the EU.

How Chhota Rajan went from small-time crook to one of India’s most wanted gangsters
The 55-year-old criminal has been on Interpol’s most wanted list for two decades for running a crime syndicate that dealt in murders, extortion and smuggling. ...... Journalist Baljeet Parmar has covered the Mumbai underworld for more than 40 years, during which he met Chhota Rajan more than 50 times. ...... late 1970s when the sprawling metropolis of Mumbai was notorious for petty street crimes. .... It was a time when criminals ruled over their respective localities depending on their caste, religion and personal influence. There were almost a dozen criminal gangs operating in different parts of the city, indulging in illicit bootlegging, gambling, extortion, protection and prostitution rackets. ..... Chhota Rajan was one of the hirelings of Bada Rajan. ...... By 1985, the city was in the grips of an ugly gang war between Dawood Ibrahim and the Pathan gang led by Karim Lala. ....... By 1988, when notorious gangster Ashok Joshi of the Arun Gawli gang was brutally murdered in the outskirts of Mumbai, Chhota Rajan had become a name to be reckoned with in Mumbai’s underworld. .... Around the same time, in an effort to curb rising street crime, the Mumbai police started killing notorious criminals in encounters. Sensing trouble, Chhota Rajan fled to Dubai to join his new boss and master Dawood Ibrahim, who had already shifted his base to the Gulf Emirate two years earlier. ..... Chhota Rajan transformed himself into an NRI don. ..... As the lucrative business of contract killings came to a halt, the D-Company branched out into better-paying activities like smuggling and real estate. ..... Then came a major turning point in the history of Mumbai underworld. In December 1992, the Babri Masjid was demolished resulting in large-scale Hindu-Muslim riots. The distrust between the two communities widened further after the March 1993 serial bomb blasts in Mumbai. Dawood was named as one of the main accused in the blasts. ...... Rajan went on a killing spree by targeting Dawood’s trusted people, blaming them for their involvement in the blasts. Dawood, on the other hand, put Chhota Shakeel on Rajan’s trail to eliminate him. ..... All these years, Rajan remained in close touch with the Indian intelligence agencies, providing them information and clues on the D-Company. The Indian agencies reciprocated by informing Rajan about imminent risks to his life. ..... The circumstances leading to Rajan’s so-called arrest in Bali, Indonesia are yet to be established. As he was always within the reach of the Indian agencies, which could have called and nabbed him any day, his arrest on the basis of an Indian red corner notice raises eyebrows.

The U.S. is one of the only rich countries that has reached the (incorrect) conclusion that organizing workers is counterproductive. ..... the International Monetary Fund, for instance, recommended reviving unions as a way for democracies to grow their economies and boost productivity. ..... In the U.S., where less than 9 percent of private-sector workers are organized, they could use a revival. The U.S. has one of the lowest unionization rates in the world, far behind Germany and Canada, and closer to Mexico and South Korea. ..... the U.S. ranks in the bottom third of countries in terms of its work-life balance. Americans work about 1,790 hours per year on average, but workers in most wealthier nations work less than 1,600. 11.8 percent of American adults work long hours; less than 1 percent of Dutch workers put in more than 50 hours a week. ..... The IMF concluded that countries with higher rates of union coverage enjoy lower rates of inequality and lower rates of poverty. Its researchers reasoned that because globalization and technology affect just about every nation, differences in unionization rates and labor regulations are more likely to explain differences in inequality across nations. ....... Unions reduce inequality by bringing up the wages of middle-income and the lowest-paid workers. And workers in unions aren’t just getting better wages—they’re also getting better compensation in general. Unionized workers are 28 percent more likely to be covered by employer-provided health insurance and 54 percent more likely to have a pension. ...... unions have also been shown to boost workers’ productivity, bringing in more money for the firm overall. Unions appear to raise productivity for an interesting reason: Employers of unionized workers tend to spend more on updating their machines and computers and training their workers. They’re more incentivized to do so when an hour of work is relatively more expensive, and this raises productivity overall. This boost also goes toward explaining why unions have no discernible detrimental effect on unemployment. ..... poorer kids have a better chance of being upwardly mobile if their parents are in unions or they live in areas with high union-membership rates..... It could be a requirement that seats on boards of directors be reserved for union members, producing a situation like Germany’s, where it’s common for unions’ presences to be felt on corporate boards. ....... Because unions tend to benefit workers so much, corporate executives seem to have it in their heads that those benefits must, by definition, amount to drawbacks for companies. This antagonistic mindset might be one of the things preventing businesses from realizing that they, too, might be better off with organized labor.

अर्जुन को मछली की आँख दिख रही थी और इन्हें सिर्फ और सिर्फ कुर्सी दिख रही है । न तो भूकम्प से पीड़ित जनता इन्हें पहले दिखी थी और न आज पूरे देश की बदहाल जनता दिख रही है । आज भी भूकम्प से पीड़ित जनता त्रिपालों में जिन्दगी बसर कर रही है । बारिश के थपेड़ों को इन्होंने झेल लिया और अब शीत का कहर झेलने को तैयार हैं । परन्तु राहत के नाम पर करोड़ों के वारे न्यारे करने वाले इन सबसे बेखबर अपने अकाउन्टस को भरने पर लगे हुए हैं । ..... रोज नेपाली मीडिया एक नई उम्मीद से भरी खबर सुना रही है, आज चीन से इंधन आ रहा है, आज पेट्रोल आ रहा है तो आज डीजल आ रहा है । परन्तु कड़वा सच यह है कि आज अगर देश अपनी सामान्य गति को छोड़कर भी किसी तरह चल रहा है, तो सिर्फ वह भारत से आ रहे टैंकर की वजह से ।

चीन से ही लाना है तो अब तक लाया क्यों नहीं जा रहा है ?

..... जिस रास्ते से आम आदमी आसानी से नहीं आ जा सकते उस रास्ते से तेल और गैस के टैंकर कैसे आ जा सकते हैं ? सुनने में आ रहा है कि नेपाल की गाड़ियों को चीन में प्रवेश की इजाजत नहीं होगी अगर होगी भी तो केवल २० किलोमीटर तक | बल्कि चीन सीमा तक अपनी गाड़ी से आवश्यक सामान की पूर्ति करेगा, तो क्या इसका मतलब यह है कि चीन को नेपाल पर भरोसा नहीं है ? और हो भी कैसे, जो चीन अपनी जनता पर यकीन नहीं करता और हमेशा खतरा महसूस करता है वह भला किसी दूसरे देश पर भरोसा कैसे कर सकता है ? ...... जिस रास्ते या नाके से तेल, पेट्रोल, डीजल, इंधन लाने की बात हो रही है, उसकी हालत क्या सरकार को नहीं दिख रही है ? आज रास्ता खुलता है तो कल प्रकृति के प्रकोप से बन्द हो जाता है । साल में कुछ ही महीने वो रास्ते खुले होते हैं और वह भी जोखिमपूर्ण अवस्था में हमेशा होते हैं, तो क्या वह रास्ता आयात निर्यात के लिए सही है ? ...... मान लिया जाय कि सरकार ने मन बना ही लिया है कि अब भारत से नहीं चीन से पेट्रोलियम पदार्थ मंगाया जाय, तो इसे कार्यान्वयन करने में काफी वक्त लगेगा, तब तक जनता का क्या ? क्या जनता भूखी मरेगी ? ....... उनके घरों में समस्या नहीं है इसलिए वो शान से कह रहे हैं कि हम भूखे रहेंगे पर नहीं झुकेंगे, परन्तु वास्तविकता इससे कोसों दूर है । न तो इनके लिए गैस की कमी है और न पेट्रोलियम पदार्थ की । खरबों की आर्थिक क्षति को झेलता हुआ देश, नेताओं की गलत नीतियों की बलि चढ़ रहा है । भावुक और अन्धी जनता भी उनके नक्शे कदम पर साथ साथ है । ...... सुनने में आया है कि चीन का तेल भारतीय तेल से कहीं अधिक गुणस्तरीय है । यह अच्छी खबर है, किन्तु साथ ही यह भी सुनने में आया है कि चीन के तेल के प्रयोग से यहाँ की गाड़ियों के पार्ट पुर्जे के खराब होने की सम्भावना अधिक है । अगर यह सच है तो मुश्किल है, क्योंकि गाड़ियों के पार्टपुर्जे अधिकांशतः भारतीय होते हैं । ......

वरना जिसतरह बीमार नेता वेन्टीलेटर पर स्वयं रहकर देश को चलाना चाह रहे हैं, वह दिन दूर नहीं जब स्वयं देश को वेन्टीलेटर की जरुरत हो जाएगी ।

In two separate agreements, China has promised to give a one-off 1000 metric tonnes of petroleum products as grant and signed an MoU for petroleum supply. Kathmandu sees the move as a strategic signal to India, in the backdrop of a month long disruption of supplies. The Nepali elite sees it as a way of diversifying economic links, and reducing dependence on India. ...... Almost 70% of Nepal’s trade is with India, bulk of its even third country trade happens through India, and almost half the foreign investment in Nepal is from India. ..... India is also understood to be waiting and watching to see how the deal translates on the ground. There is a feeling that the move could be more symbolic than substantive. ..... China cannot be a ‘sustainable, fruitful alternative.” “The grant is about 100 tankers of fuel which barely meets our needs for a day or two. Roads are difficult to navigate, especially post earthquake. And in a few months, it would be under snow. Nepal can’t change its geography and neighbours.” ..... The deal triggered a reaction in the Tarai where protests are in its 78th day against the constitution. Rajendra Mahato, a top Madhesi leader and a former minister of supplies, told HT on the phone, “We have blocked the border for the past month to generate pressure on Kathmandu to meet our demands. For China to step in at this point to help Kathmandu means they have taken sides against the Madhes andolan. In a general situation, we are not opposed to it, but in this context, we view it as an unfriendly act, against us.”.....In Birgunj and Janakpur, protestors took out rallies, with ‘Back Off China’ slogans. Mahato added that when China welcomed the constitution opposed by Madhesis, its flag was burnt in Tarai. He warned protests against Beijing would continue. “They have alienated one third of the country.”...... Meanwhile, Tarai leaders have complained that current fuel supplies from India to Nepal are concentrated in Kathmandu and do not reach the Tarai. They have pointed to this as yet another instance of discrimination from the centre.

Nepal oil shock for India
India's strategic establishment was scrambling this evening to counter Nepal's biggest diplomatic swerve away from New Delhi in years after Kathmandu inked a pact to import fuel from Beijing. .... The agreement, signed by Nepal Oil Corp and Petro China in Beijing today, is being viewed as a message to New Delhi from Nepal that it had given up efforts to ease the blockade and was seeking a bear hug with India's strategic rival ..... China today promised gasoline worth $1.3 billion as a grant, beyond which Nepal can buy fuel under the agreement. Nepal has not bought fuel from China for four decades in a bid to pacify India. ..... Kathmandu cannot replace India as the primary route of imports. The inhospitable climate along Nepal's border with China will not allow that, they insist. But today's deal has triggered the first signs of self-doubt in that belief. ..... India has repeatedly denied the charge, insisting that the blockade was solely a consequence of protests by the Madhesi community that dominates the plains and is convinced the new Constitution denies them fair rights.

How China’s ‘One Belt One Road’ Will Help India Integrate South Asia
The dynamics generated by the new connectivity infrastructure China is pushing across Asia and Europe will impel India and Pakistan to normalise their economic relations too .... One current trend not so well recognised by analysts is that GDP in the South Asian region is growing at close to 6% per annum in the midst of a near recession in most of the emerging economies outside of China. China itself is slowing down to relatively lower levels of growth compared to its past performance, but is still expected to clock at least 6.5%. Indeed, it is in this backdrop that China is actively pursuing plans to invest an estimated

$150 billion

on its One Belt One Road (OBOR) project connecting countries from Asia to Europe via rail, road, energy pipeline, sea lanes and port infrastructure. ........ the Marshall Plan under which the United States spent some $13 billion over 6 years to reconstruct infrastructure in war ravaged Europe ......

America used its excess industrial capacity to rebuild Europe and by the end of the exercise the US economy was nearly 50% of world GDP. It was probably the biggest stimulus package of the 20th century. China may be attempting something similar. In fact, the inflation adjusted value of $13 billion spent by the US after WWII is roughly $130 billion today

Recently, Khurshid Mahmud Kasuri, former foreign minister of Pakistan, argued that Pakistan is the critical link which will connect India with West Asia and Central Asia. South Asia could be on the cusp of an economic transformation

...... the real potential for two-way trade between India and Pakistan, if all tariff and non-tariff barriers are removed and trading in energy included, is $30 billion. This is about 15 times more than the current level of trade between the two nations ....... economic agents on the ground who, inspite of myriad restrictions on trade imposed by suspicious state actors on both sides, have enabled commerce to leap by nearly ten times in a decade. And this is achieved with all manner of trade barriers still in place. ........ Ironically, the only other country with whom India is growing its trade at such a rapid pace is China, which too has a history of disputes with India. It makes one wonder whether there is some odd correlation between political bitterness and greater trade engagement, as also seen between China and Japan over the past decades. Or is there some subtle message coming from the economic agents on the ground telling the state actors to recognise ground realities reflecting a desire for economic progress and development? ........

Since Pakistan acts as a key link for South Asia to connect with Central Asia, West Asia and China, a thaw in economic ties between India and Pakistan is critical.

........ Eventually India’s generosity is what will determine the formation of a truly robust South Asia Free Trade Zone with all products flowing across the borders at zero duty and a much freer movement of skilled workers also becoming a reality. ...... The greatest irony today is that South Asian economies are separately striking free trade agreement in goods and services with nations across the seas but not among themselves inspite of sharing borders with each other.
