Mainstreaming The Maoists: Various Scenarios
  • Scenario 1: The Maoists Become A Political Party

    • Scenario 1.1: The Maoist soldiers and arms are all in cantonments. The Maoist militia also disarm. They get out of "law enforcement" work completely. The state police are the only that do it. There are no extortions, no abductions. Maybe there are a few, but they are not party sanctioned. And when they do happen, the state police has the option to go after them without fear the Maoist party might get offended.

      • Scenario 1.1.1: The eight party government makes peace with the Madhesi-Janajati-Dalit Movement. Their three demands are met: (1) The Home Minister resigns, (2) A probe commission is formed, (3) Decision is made to hold completely proportional elections to the constituent assembly. Krishna Sitaula become Defense Minister in the interim eight party government. The probe commission issues a report in August, two months after the elections. There is nothing new in there that was not already publicly known, and noone gets punished. Holding proportional elections also makes it possible to hold the elections on time in June because it is less complicated. The EC says so. The interim parliament passes a law that makes all political parties make public their book keeping. The Maoists show up as the richest party. Elections are held in June. Elections are free and fair. No party gets a majority. The two Congress factions have become one. Girija has retired. He did not contest. After the election, all communist parties in the country start work to become one. The Sadbhavana is adopted by the Madhesi-Janajati-Dalit groups. The country is declared a republic during the first session of the constituent assembly. All political parties are now state funded. Work begins on integrating and downsizing the two armies to make it 30,000 strong and it is made to "look" like Nepal in terms of its ethnic and gender composition. There are competing maps on federalism. But a final map is agreed on based on debate, dialogue and voting. The Maoists in India switch their goal. They now envision an India that is a multi-party democracy of state funded parties like Nepal. They cease violence and take to electoral, non-violent methods. An all party meeting in India decides to accede to the Maoist demand and turns India into a multi-party democracy of state funded parties. Subsequently efforts are underway to unite all communist parties in India. China comes under pressure to become a federal, multi-party democracy of state funded parties. That makes the Tibetan diaspora go party.

        • Scenario 1.1.1.1: The country becomes the number one democracy on the planet. Country after country imports the April Revolution, from Pakistan, to Burma to Zimbabwe. Dictators get toppled left and right. By 2020, every country on the planet is a democracy. The April Revolution has been the model to emulate. The country sees double digit economic growth for 30 years and counting. Poverty becomes a thing of the past by 2015. Nepal has become the Kuwait of hydropower by then.

    • Scenario 1.2: 30,000 Maoist soldiers and 3,000 Maoist arms are in cantonments. But the 100,000 Maoist militia still roams the country. They carry light arms. They "help" with law enforcement work. They maintain the climate of fear in the country.

      • Scenario 1.2.1: The Maoists refuse to fully become a political party. They want to continue with their militia. The eight parties do not give an inch to the Madhesi-Janajati-Dalit Movement. The anarchy, lawlessness, climate of fear in the country gets worse. There is major political paralysis. Elections are postponed to November. That encourages leftover royalists to try and fish in the muddy waters. The eight parties blame each other for not being able to hold elections. And they blame the Madhesi-Janajati-Dalit Movement. Eight party unity is substantially weakened. Hundreds of Maoists have defected the party and have taken their weapons with them. They are engaged in criminal activities of easy money. Non Maoist warlords emerge across the country to counter these groups. Some are ethnic splinter groups. There is fear elections might not be held in November either.

        • Scenario 1.2.1.1: Girija passes away some time between June and November. Krishna Sitaula claims he is the natural heir. Deuba claims he has been the longest serving Prime Minister among the second generation Congress leaders. Madhav Nepal claims the UML has grown much since 1999, and besides, is it not only fair to switch? It used to be the Congress, and now it should be the UML. The Maoists will not have any of this. Their claim is Girija represented the seven party alliance. Now it is the turn of the Maoists to take the top job. Who better qualified than Prachanda? The Madhesi-Janajati-Dalit Movement is the fourth contestant. The tussle for power spills over from the corridors of power out into the streets. Minor and major scuffles are reported all over the country for weeks. The Maoist soldiers threaten to come out of the cantonments, fully armed. Some Nepal Army generals issue statements saying they owe it to the country to make sure Nepal does not become a Bangladesh.

          • Scenario 1.2.1.1.1: The Maoists agree to Krishna Sitaula as the consensus candidate because they like his appeasing ways. That adds fury to the fire of the Madhesi-Janajati-Dalit Movement. Krishna Sitaula resigns after two weeks of violent protests across the Terai. Much political instability follows. The country gets a new Prime Minister every three months. Elections keep getting postponed. Lawlessness continues across the country. The king gives another speech.

  • Scenario 2: The Maoists Do Not Become A Political Party

    • Scenario 2.1: The Maoists retain their militia. And they intend to rig the elections. They manage to become the largest though not the majority party. All the other parties gang up on them in the assembly. That complicates the process of integrating the two armies. There are major delays. The Maoists were hoping to become the ruling party and organize fresh elections as soon as possible so as to become the majority party by any means possible.

    • Scenario 2.2: The Maoists go back to their old ways. Their soldiers come out of the cantonments. Their MPs in the assembly claim they have managed to "expose" the hypocricy of elections and parliamentary debates, and they leave. This act adds fuel to the Maoist fury in India where the insurgency hits an all time high.

      • Scenario 2.2.1: The US and India throw their weight behind the parliamentary parties in Nepal. There is preparation for war.

        • Scenario 2.2.1.1: A vicious civil war ensues that lasts two years. Neither side wins. Finally peace talks are held. This time the Maoists agree to completely disarm. Both armies are abolished. New generation leadership emerges in all parties.

    • Scenario 2.3: Prachanda is captured like Gonzalo. The Maoist insurgency goes away like magic. There still are leftovers here and there, but there is nothing significant. The country grows a new leaf in its history. There is no outstanding progress, but there is no war either. The country gets itself a mediocre Prime Minister and hums along.

The Nepalgunj violence during the last week of December was the fuel (Madhesi Alert, Nepalgunj Pahadi Attack On Madhesi, Raw Email, Video Footage) and the Maoist killing and subsequent desecration of the dead body of the 16 year old Mahato was the fire. The result was the 21 day Madhesi Kranti. The Maoists disrupted the MPRF mass meetings in Bhairahawa and Nepalgunj during the lull after that 21 day movement. (Nepalgunj II: This Is A Repeat)

When the Janajati came out into the streets as a movement, they got beat up by the Maoists who have been pretending they are the messiah to the Janajati community.

The Maoists have also beat up cadres of and disrupted mass meetings of the RJP, the UML, the Nepali Congress.

Prachanda, after repeated denials and fabricated stories of guns that had been washed away by rivers, admitted recently that thousands of Maoists fighters and weapons are still outside the UN cantonments.

Maoist abductions, extortions, and beatings continue. The internally displaced have not yet returned to their homes. The Maoist fear is still in the air.

And now this. I am so glad the business community has decided to not take this lying down. People power was sufficient to cow down the royal dictatorship. People power is sufficient to cow down the Maoist menace.

The peace process was supposed to turn the Maoists into a political party, not let them continue with their dictatorial ways. The democrats have plenty of political options they can go for to counter the Maoists, and they must.

Under the climate of Maoist fear, free and fair elections can not be imagined.

The Maoist leadership can not pretend they don't know what is going on. They are either going to take responsibility for the behavior of their cadres, or they are going to throw them out of their party and let the law enforcement agencies take care of them. They can not have it both ways.

The Madhesi Movement cut the Maoists to size. The joint Madhesi, Janajati, Dalit Movement will do more of that. The Tharu have already broken away from the Maoists. That is their democratic right.

There is to be no compromise on the basics of democracy, especially now when Nepal is about to become a democracy of state funded political parties.

If the political parties will not take a clear stand against the Maoist menace, the people will.

Money And The Maoists

There is too much focus on the Maoist weapons, too little on their money. The interim parliament needs to pass a law that will make it mandatory for all political parties to make their book keeping transparent before they may contest the elections to the constituent assembly. Any political party that has more than 50% money to the second richest party must give all that extra money to the state.

Three Parties: Congress, Communist, Sadbhavana



Poudel hints of NC unity soon "There is a possibility of unification within two-four days"
I think it will be great if the two Congress factions will unite and become one political party. Looks like it is about to happen. That unified party will still have some major work to do in terms of inner party democracy and social inclusion.

Girija Koirala has a huge stature. He is the only head of state on the planet today who has met Mahatma Gandhi in person. I was once detained in Kentucky for 35 hours and there was a TV set inside the large room I shared with about a dozen inmates. I will never known what it means to have spent 10 years in jail. Good for me.

The April Revolution is the first I ever participated in. This was Girija's final.

This unification will make possible a smooth transition of leadership to the next generation inside the Congress.

Such a unification will put an enormous pressure on all the communist parties in the country to become one, and if they do, that will be great. I hope they do. Complete arms management and a total transformation of the Maoists from a parallel state to a political party - no militia, no extortions - will make such a unification possible. The ball is really in the Maoists' court.

The reasons for the two Congress factions to become one are largely national, but the reasons for all communist parties in Nepal to become one are global. Nepal is about to become a democracy of state funded parties. Lenin or Mao could not have thought of a more classless democracy. This will make Nepal the number one democracy on the planet. That is huge, and has immediate implications. The Maoists in India are going to shift from guns and violence to taking a stand that India also become a democracy of state funded parties. Becoming a democracy of state funded parties is the true cure to India's number one security threat: the Maoist insurgency. China is also going to come under a huge pressure to transform itself into a federal democracy of many state funded parties where the Chinese Communist Party is still overwhelmingly the largest. And you are going to see all the communist parties in India, including their Maoists, become one.

I am not a communist. The label I wear is that of a progressive. But when I do my math, I am looking at a possible scenario where the Nepal Communist Party is the largest party in Nepal, and the Chinese Communist Party is not only the largest party in China, it perhaps occupies 80% of the political space to start with, and the Communist Party Of India is the largest party in India.

This looks like a communist revival to me. And I am not worried. As long as multi-party democracy and the Universal Declaration Of Human Rights are kept sacrosanct, the idea of state funded parties and elections are what the progressives in America fantasize about.

So this communist transformation and resurgence is not going to be bad news for the anti-communists, the non-communists, except to the ideological kind, the inconsolable hawks, and they don't matter. The non-communists will always have the option to try and beat the communists at the polling booth. And that healthy competition will be good for the masses.

That leaves out the third camp in Nepal. Just like the Madhesi Kranti has been more complicated than the April Revolution, it is easier to unify the two Congress factions, and create a single communist party in Nepal, than it is to try and organize the third front, and that third front I would like to call the social justice front. That third front is my natural home, so I have to put in the work.

The first step would be to get all the people talking to each other. You show up without any preconditions. The only precondition is that you are willing to engage in dialogue.

The second step would be to decide to see there is space for a political party that will try to turn the playing field level for the traditionally marginalized, the Madhesi, the Janajati, the Mahila, the Dalit.

What do you call that party? I would propose we call it the Nepal Sadbhavana Party. That way you start with already having a name, the party is already registered and established, that will also give an excuse to unify the two Sadbhavana factions. Heck, Badri Mandal - the Mandale - got kicked out of the other Sadbhavana a long time ago. And if Badri Mandal was Gyanendra's Deputy Prime Minister, heck Deuba was Gyanendra's Prime Minister, but looks to me like Deuba is about to become the leader of the unified Congress. Let bygones be bygones.

So you decide to settle on the name Nepal Sadbhavana Party. The good thing for groups like the MPRF, NEFIN, and the Dalit Mahasangh will be that since you did not make a fuss about the name, you get to make a fuss about other things, like who will be the leaders, what will the central committee of the unfied party look like, things like that.

Who will be the leader? The Sadbhavana got the name. So it is only fair Upendra Yadav becomes the party president. General Secretary: Hridayesh Tripathy who gets to continue as Minister. Vice President: Om Gurung/Pasang Sherpa. Vice President: Dalit Mahasangh person. Vice President: Sarita Giri.

Central Committee: 40% Madhesi, 40% Janajati, 20% Dalit, 1/3rd women in each category. Or it could be 35% Madhesi, 35% Janajati, and 10% also Khas, if you can find any Khas. But don't try too hard.

Then you go for the agenda. The MPRF, NEFIN, the Dalit Mahasangh and the others have coalesced around a three point agenda: (1) Home Minister resign, (2) Form probe commission, and (3) Proportional elections to the constituent assembly. The Sadbhavana is not against any of this, but it is not standing by it. So how do you work things out and end up with a common agenda? There has to be some give and take.

Hridayesh Tripathy should work on Girija Koirala. Get the Home Minister to resign right away, get any other Congress person of your choice to become Home Minister, and if you like Krishna Sitaula so much make him Defense Minister in the next, interim government. Also form a probe commission. That is a no brainer, that has to be done. And if Hridayesh Tripathy can not get Girija Koirala to come around to this, the Sadbhavana would walk out of the eight party coalition.

As for the third agenda item, that is tricky. We can try and get parties like the UML and the RPP to come along with us. But we have to be open to a few different options. I don't want to get too specific. Let the leaders discuss, explore, and decide.

But our goal has to be to go into the June elections full force. All agenda items that we can not get the Congress and the communists to agree to now, we use those against them when we go to the people. We turn them into election issues. That should be to our electoral advantage. To expect the Bahuns to do it all for us is mental slavery. We should go into power ourselves, and we have to do it ourselves.

So basically the unified Sadbhavana will halt all protest programs, try and stay in power, try and get the other parties to come along on the three agenda items, but failing to do so, it turns them into election issues and goes to face the electorate full steam. In short, our total focus shifts to the Mahasangram of the elections to the constituent assembly.

ANONYM: Association Of Nepali Organizations In New York Metro


Proposed Constitution
  1. The name of the organization is Association of Nepali Organizations in New York Metro, ANONYM for short.
  2. Any interested Nepali organization in the tri state area of New York, New Jersey, and Connecticut may join. Membership is free. Each member organization will stay autonomous. Each member organization will be represented by its president, or the president's representative. Each member organization will have a voting weight that will be the number of members that organization has. Each organization will have to submit a list of its members and their contact info - email address, phone number - for the purpose. National and global organizations may only submit names of members that are local. Each member organization may update its list at a meeting, and their new voting weight will apply at the next meeting. The list has to be submitted electronically. Umbrella organizations like the GFIPN may also join. Member organizations of the GFIPN get to join independently. Organizations that do not submit lists will have only one vote each.
  3. All voting will be open. All book keeping will be transparent and online. Minutes of all meetings will be published online.
  4. ANONYM's primary goal is to empower the Nepalis, in the city, in the nation and globally. ANONYM is committed to earning voting rights for Nepalis in New York City.
  5. ANONYM is committed to building The Matrix so as to reach out to other communities, locally, nationally, and globally.
  6. ANONYM will not join any Nepali diaspora organization that does not practice democracy and transparency to the full extent that ANONYM does. But member organizations are free to join umbrella organizations of their choice.
  7. ANONYM will meet once every three months, for the first time in May 2007. At each meeting, each member organization will get three minutes to report on its activities and future plans, and they may submit longer written reports that get published with the minutes of the meeting.
  8. ANONYM will host an annual convention in the city, starting with Nepali Convention 2008, NYC. The managers of the convention will get 20% of the profits, the rest goes to ANONYM. ANONYM will celebrate the Republic Day in Nepal as the Nepal Day in New York City.
  9. A President, two Vice Presidents, a Secretary, and a Treasurer will be elected at the May meeting through open voting. Candidate lists for each office will be prepared. If there are more than two candidates for a slot, and noone gets at least 50% of the votes, a second round is to be organized among the top two contenders. Noone running for office may be Election Officer. The President runs the meeting, the Secretary takes minutes.
  10. ANONYM may form, sustain, and dissolve committees, permanent and temporary, as necessary. A committe is to be set up to look into setting up a Nepali Community Center in Queens. ANONYM will also encourage private sector efforts like media houses that help with community building among the Nepalis in the city. ANONYM will also work to provide visibility to Nepali owned business entities in the tri-state area.

Possible Format For Meeting Agenda
  1. Convenor's opening remarks. 5 minutes.
  2. Coordinator's summary report on the state of Nepali organizations, November to May. 4 minutes.
  3. Each organization's report on what it has been doing, what it expects to do next. 3 minutes each by the clock. 90 minutes.
  4. Proposal by the Convenor to form ANONYM. Discussion, vote and possible acceptance. 15 minutes. 2 minutes max by any one person.
  5. Elections for the five officer positions of ANONYM. 10 minutes.
  6. Issue discussion: Voting rights for Nepalis in New York City. 15 minutes. 2 minutes max by any one person.
  7. Committee formation: Nepali Community Center, feasibility study. 10 minutes.
  8. Committee formation: Build The Matrix. 10 minutes.
  9. Concluding remarks: ANONYM President. 5 minutes.

A paradigm shift in Nepali self-perception
Nepali Times, Nepal So far the tarai movement representing madhesi aspirations has claimed the lives of 38 people and more lives seem to be at stake. The tarai issue can make or break the country not only because the region is home to more than half the population and resources of Nepal, but because this is an uprising of people who have shared a common history with other Nepalis without ever being truly an integral part of the nation. The movement therefore reflects a changing perspective in the political discourse of Nepal, destroying old perceptions and creating new ones. .... Despite viewing madhesis with suspicion and prejudice due to their geographical and cultural proximity to India, political leaders and the people at large have now acknowledged that these grievances are genuine. ....... Second, the tarai movement has given a new direction to the state building process in Nepal. The upsurge suggests that the April Movement, more than merely restoring democracy, is a continuing political feature of present-day politics in Nepal and the beginning of state-building. Debates such as this one were untouchable for fears they would disrupt ‘national integrity’. ..... the tarai movement has struck a strong blow to the Maoists ..... Insinuations about reactionary forces or a foreign hand being behind the tarai backlash do not hold water. The movement was almost wholly spontaneous. The recent shifts in the Maoists’ policy statements (aggressive demands, such as that for a republic) and tactics (the use of violence to reinforce their edicts) appear to be a consequence of their loss of control over the tarai and perhaps even the Nepali electorate at large. Clearly, if the Maoists have so much public appeal, a significant chunk of the population residing in the tarai would not have revolted against the interim constitution, a statute whole-heartedly endorsed by the Maoists. ......In the tarai movement we can see the emergence of a new identity for Nepal and its institutions, its people, their ethos, and even the very individual.
