Turning The Federal Alliance Into An Electoral Alliance


What could be the formula?

I don't see the Congress and the UML suddenly seeing light. What will happen instead is they will continue to talk nonsense, their Madhesis and Janajatis will break away from them to form the Janajati party. The two will see major infighting among the leftover factions. And both will be reduced to Praja Parishad sizes after the next election.

The point being turning the Federalist Alliance into an electoral alliance is a task whose time will come soon enough. So might as well prepare.

The Maoist party gets to keep all constituencies it won in the last election minus those whose winners are now in the breakaway party. This includes much of the hills as well as the western Terai.

Whether or not the Madhesi parties succeed in unifying is a big if. That would change things fundamentally. That unified Madhesi party would get every seat won by any Madhesi party in the last election. And if they can't unify they get to keep the seats they won minus the seats of people who broke away.

So each party keeps the constituency that it won minus the people who broke away. Even where people broke away, the party gets to keep about half the seats.

For the leftover seats the Janajati Party is given priority in the hills. And so in all those other constituencies in the hills it is a three way race between the Congress, the UML and the Janajati Party.

In all those constituencies in the eastern and the central Terai that neither the Madhesi parties nor the Maoists won the last time the constituencies are divided 2:1 with two going to the Madhesi parties and one to the Maoists such that it is a three way race between the Congress, the UML and someone from the Federalist Alliance.

How many votes a party won in the last election has to be taken into account while allocating tickets. Because there are some small parties that won no direct seats but sizable votes.

Even if the Congress and the UML end up doing a similar thing and end up not contesting against each other anywhere that helps the Federalist Alliance. It is like when Yahoo and Microsoft team up on Search, Google's share of the search market expands even more.

With this you end up with the Federalist Alliance securing at least a two thirds majority in the next constituent assembly. That is what is needed to not put up Congress-UML nonsense. Baburam Bhattarai should continue as Prime Minister.

And the Federalist Alliance should rally behind Prachanda when it is time to elect an executive President, which could happen within a year of the assembly elections. A non Maoist should be made Vice President, a Madhesi or a Dalit or a Mahila or a Janajati. I'd love to see a Dalit there.

The Act Of A Potential President

The alliance must continue all the way to state and local elections so as to smoothen the institutionalization of federalism in the country. The Janajati and Maoist parties get to do well in the hills and in western Terai. The Madhesi parties get to do well in eastern and central Terai.

Of course the whole task becomes so much the easier should all Madhesi party merge and become one party.

Federalist Alliance, Democratic Alliance, Left Alliance

Three poles have emerged in Nepali politics. The Maoists and the Madhesis are in power. The Congress and the UML also have amassed many small parties while they themselves diminish in size. And there is the group of left parties led by the break away Maoist party.

The Federalist Alliance stands a strong chance of sweeping the next polls to garner a two thirds majority to be able to give the country a federal progressive constitution. I believe the alliance has 21 member parties. That is a healthy number.

Why Federalism Bothers Ram Sharan Mahat

The Pahadi Khas leaders who run the show in the Nepali Congress and the UML denied due process in the constituent assembly, otherwise the federalist forces had enough votes to get federalism already.

A duly set up committee in that assembly had put forth a map that the Madhesis and the Janajatis were happy with. That map had the support of two thirds of the members of the constituent assembly. Madhesis and Janajatis in the Nepali Congress and the UML were ready to disobey their leaders and vote in favor of federalism and give the country the constitution it deserved.

But people like Ram Sharan Mahat would not have any of it. They denied democratic due process. A political crime was committed. And now here he is arguing full force that he is also for federalism, a better kind of federalism, only he has not been understood well enough.

Limited Options

Option 1: Revive The Constituent Assembly

I don't think that is an option. The Supreme Court made it clear a long time ago that the assembly will dissolve on its own after it has been around four years. Those four years are over, have been over for months.

Option 2: Elections To A New Constituent Assembly 

There is talk of holding elections to a parliament that works on a new constitution for the first six months or so, and then becomes a parliament after that work is over. The question is who should lead the government that takes the country through those elections. I only see two choices. Either the current government led by Baburam Bhattarai that might or might not include members from the NC and the UML, or a new caretaker government composed entirely of non political technocrats. The bottom line is all parties have to agree as to the outcome. But given the intransigence on the part of the NC and the UML, I think the Bhattarai government's push for change in election laws through ordinance might be the only choice.

The Nepali Congress Will Get Wiped Out In The Terai In The Next Election

English: Nepali congress leaderImage via WikipediaThe Nepali Congress ruled the country after 1990 for the most part and it was so because it stayed strong in the Terai, electorally speaking. The UML had a rather small presence in the Terai. And parties like the Sadbhavana did not make much headway because the thinking was that if you voted for the Congress, you can get work done later, because the party will be in power. That incumbency factor was of a huge advantage to the Congress.

But that is no longer true after the last election. The Congress by now is half the size of the Maoist party. And it shows no signs of getting into power. The incumbency advantage now has shifted to the Madhesi parties.

The Madhesi parties are going to have to forge an electoral alliance. Like the Left Front and the Third Front in India. They are going to have to not contest against each other. If they could do that they would do really well.

That is not to say the Maoists will not compete against them. The Maoists might try and secure a full majority on their own. I don't see it happening, as in I don't see them securing a majority on their own. If they are wise they'd forge a pre-poll alliance with the Madhesi parties to secure power post-poll.

And so you might look at a scenario whereby the Madhesi parties sweep the Madhesh, and the Maoists do well in Tharuwan and the hills and mountains. The Congress fights a losing battle against the Madhesi parties in the Madhesh. And the UML fights a losing battle against the Maoists in the hills.

The Maoists and the Madhesi parties currently stand at about 50% strength. After the next election they might end up with 60% if they make the right pre-poll moves.

The NC and the UML have shown their true colors through their stances on federalism. The truth is they never really accepted the idea of federalism. And the people have to punish them for that.

He even criticized the CPN-UML and Nepali Congress (NC) for being anti-autonomous states. The members of the UML and NC who submitted the separate reports have done so against the ethics, Gachhadar said. The separate report submitted by the NC and UML follows the panchayat style, he said. He also claimed that NC and UML have presented such report as they are strictly against United Democratic Madhesi Front.

Upendra Yadav Is Going To Lead The MJF In The New Government

The UML central committee decided on Madhav Nepal as their prime ministerial candidate. It is the NC central committee that discussed and decided that they do want to participate in the new government. The TMDP and the SP have held central committee meetings.

Similarly it is for the MJF central committee to decide if it wants to participate in the new government and under whose leadership. The two decisions are a foregone conclusion.
  1. The MJF will participate in the new government.
  2. Upendra Yadav will lead the MJF in the new government just like he did in the previous government lead by Prachanda. It is because Upendra Yadav was unanimously elected party president at the party's last convention.
It is not for Madhav Nepal to decide who will lead the MJF in the new government. It is not for the UML, the NC, the TMDP, or the SP to decide who will lead the MJF in the new government. If they try - they will fail, but if they try - this government will not last past six months. That would be unfortunate, because I hope this is the government that conducts the elections due next year.

The fact that Upendra Yadav exhibited a soft corner for the Maoists during the recent political turmoil is a good thing. That bodes well for the peace process. You can't work on the new constitution without the Maoists collaborating.

Bijay Gachhedar is going to agree to the two decisions of the MJF central committee to (1) join the new government, and (2) do so under Upendra Yadav's leadership, or he should be subjected to disciplinary action. He need not go into the new cabinet. Find someone from the western Terai to take his place.

A split in the MJF is not in the best interests of the TMDP and the SP. A weak MJF is not in the interests of the TMDP and the SP. The TMDP and the SP should not join the UML and the NC's attempts to split the MJF. What are they thinking?

Let Gachhedar write his note of dissent. Let Yadav lead the MJF in the new government. The MJF is nowhere close to splitting.

िगिरजालाई बालुवाटारबाट नहटाए नभम्बरमा पिन चुनाव हुँदैन

माधव नेपालको नेतूत्वमा अाठ पार्टीकै नया सरकार यथासम्भव चाँडो गठन नगरे नभम्बरमा पिन चुनाव नहुनेमैले देिखराखेको छु। नभम्बरमा चुनाव हुँदैन भने देश एउटा भयावह दलदलमा फँस्छ। त्यसपिछ धोबीका कुत्तान घरका न घाटका भइन्छ।

िगिरजा कोइराला शारीिरक रूपले असक्षम

िगिरजा कोइराला भनेको बुढो गोरू। उ शारीिरक रूपले नै नसक्ने अवस्थामा छ। िदनको १४ घन्टा सुत्ने, थप ६घन्टा िवस्राम गर्ने व्यक्ितले अिहलेको किठन अवस्थामा देश चलाउनै सक्दैन। अिहले त देशकोप्रधानमन्त्री भनेको िदनमा १२-१४ घन्टा साँस नफेरी खट्ने मान्छे चािहन्छ। त्यो व्यक्ित िगिरजा होइन।

यिद कुनै व्यक्ितले देशको, देशमा लोकतन्त्रको लामो सेवा गरेको छ भने, त्यो व्यक्ितलाई सम्मानगर्नुपर्छ। चाहे त्यो व्यक्ित िगिरजा होस्, चाहे कृष्ण प्रसाद, चाहे रामराजा प्रसाद िसंह। तर प्रधानमन्त्रीपद भनेको त तक्मा हैन कसैलाई िदने। प्रधानमन्त्री पद त काम गर्ने पद हो। काम गर्न नसक्नेलाई त िदनैहुँदैन।

नैितकताको अाधारमा राजीनामा

जुन सम्ममा संिवधान सभाको चुनाव जसरी भए पिन गराइ छोड्छु भनी दृढ संकल्प गरेको प्रधानमन्त्रीलेत्यो वाचा पुरा नगरेपिछ अाफै नै नैितकताको अाधारमा राजीनामा िदनुपर्छ। अाज जुलाई २ तारीख। िगिरजालेराजीनामा िदन दुई िदन िढला भइसक्यो। िक त उसले अाफै राजीनामा िदनुपर्यो, िक त उसको पार्टीले उसलाईराजीनामा िदन लगाउनुपर्यो, होइन भने बाँकी सात पार्टीले उसलाई पदमुक्त गर्नुपर्यो।

अिहले माधव नेपालको नेतृत्वमा नया सरकार बनाउने हो। केही गरी त्यो सरकारले पिन नभम्बर सम्ममाचुनाव गराउन सक्दैन भने िदसम्बर १ तारीखमा माधव नेपालले पिन राजीनामा िदनुपर्ने हुन्छ।

िगिरजा कोइराला भनेको िभजन नभएको मान्छे

देशको माअोवादी समस्याको सैिनक समाधान छ भन्ने कुरा राजा ग्यानेन्द्रले िगिरजाबाट िसखेका हुन्। १९९०पिछ देशमा बहुदलीय व्यवस्था अाएपिछ समावेशीकरण र भ्ष्टाचार िनवारण िवरूद्ध उिभएको व्यक्ितिगिरजा। अाफ्नै पार्टी िभत्र िवश्वासघात र तोडफोड गर्ने व्यक्ित िगिरजा। राजाले कु गिरसक्दा पिन, र तीनमिहना घरमा कैद गिरसक्दा पिन देशका तीन शक्ितको एक मात्र िमलनिवन्दु संिवधान सभा हो भन्ने कुराबुिझनसकेको व्यक्ित िगिरजा। अिहले पिन गणतन्त्र, संघीय सरकार र नेपाल सेनाको अन्ितम रूपकाज्वलन्त सवालहरूमा कुनै िकिसमको िवचार नभएको व्यक्ित िगिरजा। मैले उत्तानो परेर अाफ्नो दुई खुट्तालेअाकाश थािमराखेको छु भन्ठान्ने व्यक्ित िगिरजा। राजाले अप्िरल क्रान्ितपिछ कु नगरेको कारण अप्िरलक्रान्ित हो, िगिरजा होइन। तर िगिरजालाई लािगराखेको छ कारण िगिरजा हो। उसले बडो चालाकीकासाथराजालाई अाफ्नो ठाउँमा रािखराखेको छ।

नेपाल गणतन्त्र हुन्छ भन्ने कुरा राजालाई थाहा छ, िगिरजालाई थाहा छैन। राजपिरवारको हत्या नगरीगणतन्त्र सथापना गर्ने नेपाल पिहलो देश बन्न थालेको छ। यो नौलो कुरा हो। िवश्व इितहासमा नभएको कुरा।

वर्तमान चुनौती

तराईमा व्याप्त िहंसा र अराजकतालाई िनयन्त्रणमा नल्याई चुनाव कसरी हुन्छ? िगिरजा भनेको मधेशीसमुदायको दुश्मन। तराईको अन्यौल समाप्त पार्न पहल गर्ने िगिरजाको कुनै मनसाय नै छैन।

मधेशी क्रान्ित शुरू भएको एक हप्ता, दश िदन पिछ झलनाथ खनालहरू िगिरजालाई भेट्न गए। अब त अत्ितभयो। िनकास खोज्नु पर्यो भन्दा खेिर होइन, अझै पर्खौं भन्ने रक्तिपपासु व्यक्ित िगिरजा।

माअोवादीसँग शान्ित वार्ता गर्न िमल्छ भने तराईका बन्दुकधारी समूहहरूसँग िकन िमल्दैन? िक ती ठुलोभइसकेका छैनन भन्ने सोंचाइ छ िगिरजाको? ती समूहहरूले गृह युद्ध नै मच्चाअोस् अिन वार्ता गरौंला भन्नेसोंचाइ छ िक िगिरजाको? िगिरजाको त्यो सोंचाइको सजाय पुरा नेपालले भोग्नुपर्ने अवस्था जायज होइन।

बन्दुकधारीको त कुरै छोडौं, िगिरजाले तराईका अिहंसावादी समूहहरू प्रित पिन अपमानजनक रवैया अपनाएकाछन्। र त्यसले बन्दुकधारी समुहहरूलाई बढावा िदएको छ।

तराईमा िहंसाको राजनीितक समाधान छ

पुर्ण रूपले समानुपाितक िनर्वाचन

त्यस बाहेक उपाय नै छैन। तर त्यो कुरा बुझ्ने िगिरजाको क्यापासीटी नै छैन।

संिवधान सभामा ३०० सीट हुने िनर्णय गर्ने। ती ३०० वटै सीटकालािग पुर्ण रूपले समानुपाितक िनर्वाचन हुने। पुरा देश एक िनर्वाचन क्षेत्र बन्ने। बन्दुक बोक्ने पार्टी खोल्न पाइँदैन, नत्र भने पार्टी खोल्न कुनै बन्देजछैन। त्यो कुराको ग्यारेन्टी मानव अिधकारको घोषणापत्रले गरेको छ। त्यस घोषणापत्रसँग बाझ्ने कानुननेपालले बनाउन पाउँदैन। जनजाित पार्टी पिन खोल्न पाइन्छ, दिलत पार्टी पिन खोल्न पाइन्छ।

पार्टीहरूले अा-अाफ्नो िलस्टमा कमसेकम प्रत्येक तेस्रो नाम मिहला राख्नैपर्ने कनुन हुनुपर्छ। त्यो बाहेकअरू कानुन चािहंदैन।

पुर्ण रूपले समानुपाितक िनर्वाचनको पक्षमा उिभएको सबैभन्दा ठूलो पार्टी एमाले भएकोले र अिहले पुर्णरूपले समानुपाितक िनर्वाचनमा जानुभन्दा अरू कुनै उपाय नभएकोले एमालको नेतृत्वमा नया सरकार गठनगर्नु जरूरी भएको छ।

पुर्ण रूपले समानुपाितक िनर्वाचनमा जाने हो भने नेपाली काँग्रेस र नेपाली काँग्रेस (प्रजातान्त्िरक) एकहुनु जरूरी हुने छैन। दुई पार्टीलाई एक गर्ने िगिरजाको किहले पिन मनसाय भएको हुँदै होइन। त्यो देउवालेसंगठन िवस्तार नगरोस् भन्नकालािग गरेको ढोंग हो। िगिरजा भनेको ढोंगी बाबाजी।

इितहास साक्षी छ

सात सालमा नेपालको सेना राणाबाट जनताको छोराकोमा अाइसकेको हो। तर त्यो जनताको छोराको हातमाअाइसकेको सेनालाई वीपी कोइरालाले राजालाई सुम्िपिदए। फलस्वरूप नेपालको लोकतन्त्रलाई ५० वर्षकोधक्का लाग्यो। कोइराला पिरवारको देन त्यो हो।

वीपी कोइराला उच्च कोटीका लेखक, दार्शिनक हुन्, तर िनम्न कोटीका राजनीितग्य।

कसरी फेर्ने प्रधानमन्तरी

प्रधानमन्तरी फेर्ने िनर्णय गर्ने भनेको िगिरजालाई मन नपराउने र माधवलाई मन पराउने िनर्णय होइन। यो िनर्णय देशलाई माया गरेर गर्ने िनर्णय हो। देउवाले काँग्रेस एक होला भन्ने सपना देख्न छोड्नुपर्यो, रपुर्ण रूपले समानुपाितक िनर्वाचन नभए अाफ्नो पार्टी नै गायब हुने यथार्थ देख्न सक्नुपर्यो। प्रचण्डलेअाफ्नो मोह संिवधान सभा हो, िगिरजा होइन भन्ने कुरा देख्न सक्नुपर्यो, िनर्वाचनमा भोट ल्याए अनुसारपार्टीहरूले राज्यबाट नै पैसा पाउने र अरू चन्दा उठाउन नपाउने िवश्वको नम्बर एक लोकतन्त्र स्थापना गर्नएमालेसँग काँधमा काँध िमलाउनुपर्यो।

प्रमुख िजम्मेवारी त माधव नेपालको हो। नेता भनेको अरूले पगडी लगाइिदने व्यक्ित होइन। नेता अाफै अगािड अाउनुपर्छ। माधव नेपाल देशकोलािग अगािड अाउने िक नअाउने भन्ने कुराको िनर्णय माधव नेपालले नै गर्नुपर्छ मुख्य रूपमा।

मुख्य कुरा िगिरजालाई बालुवाटारबाट नहटाइ नभम्बरमा चुनाव हुने संभावना नै छैन। देश अिहले लथािलङ छ। अिहलेको भन्दा पिन लथािलङ हुन्छ। त्यित बेलासम्म पर्िखनु कहाँसम्मको बुद्िधमानी हो?

10 women gang-raped Ten women of Karuniya VDC-9 in Rautahat including a 15-year-old girl were raped by three local youths Tuesday night. Most of the rape victims are yet to file complaints against the offenders as the latter had 'threatened to kill' the women. All the victims hail from local Majhi families, a dalit community. According to Binod Patel, chairman of an NGO working for 'poverty alleviation' in dalit slums of the area, the victims chose to remain tight-lipped about the incident scared by the offenders' threats. Identities of the offenders' are still not known. However, the incident became public after a Dalit Network encouraged some of the victims to file complaints with the police at district headquarters Gaur, on Thursday.
