• क्रांतिका दौरान शांतिपूर्ण ढंगले क्रांतिमा उतरेका क्रांतिकारीमाथि यदि दमन भएमा अंतरिम सरकारले नेपाल प्रहरीका पदाधिकारी र अहिलेको गृह मन्त्रीलाई कारवाही गर्ने ----- क्रांति अंतरिम संविधान द्वारा प्रदान मानव अधिकारको दायरा भित्र हुँदैछ --- मानव अधिकार हनन गर्ने, शांतिपूर्ण क्रांतिमाथि दमन गर्ने अधिकार नेपाल प्रहरीलाई छैन, गृह मन्त्रीलाई छैन। खबरदार। सेनाको यदि परिचालन गरिन्छ भने अहिले सत्तामा बसेकालाई हेग पुर्याउने। 
• संविधान सभाबाट बन्ने सरकारले नेपाल सेनाको रिस्ट्रक्चरिंग, लोकतांत्रिकरण र समावेशीकरणको काम शुरू गर्ने, सिविलियन सुप्रीमसी स्थापित गर्ने 

समझौता विहीन क्रान्ति भनेको यो सरकार र यो संविधान सभाको विगठनको घोषणा नभएसम्म र नया अंतरिम सरकारको घोषणा नभएसम्म पुरा देश ठप्प रहने हो। लक्ष्य एक जना पनि शहीद पैदा नगर्नु हो। मानव अधिकार स्थापित भइसकेको देशमा क्रांति गर्दा शहीद पैदा हुँदैन। 

पुर्ण समानुपाितक िनर्वाचनकालािग मधेशी, जनजाित, दिलतले अान्दोलन गर्नुपर्छ

अिहले जुन िकिसमले नेपाली काँग्रेसले देशलाई जबरजस्ती गलत तिरकाले चुनावमा लान खोिजरहेको छ त्योनेपाली काँग्रेसको गायब भइसकेको राजनीितक धरातलका बाबजुद देशमा नेपाली काँग्रेसकै वर्चस्व कायमराख्न खोज्ने प्रयास हो। राजा धराशयी भइसकेको अवस्थामा देशमा status quo भनेको नेपाली काँग्रेस हो। मधेशीले अाफ्नो अिधकार कोसँग मागेको छ भन्दा नेपाली काँग्रेससँग, जनजाितले अाफ्नो अिधकार कोसँगमागेको छ भन्दा नेपाली काँग्रेससँग, दिलतले अाफ्नो अिधकार कोसँग मागेको छ भन्दा नेपाली काँग्रेससँग, मिहलाले अाफ्नो अिधकार कोसँग मागेको छ भन्दा नेपाली काँग्रेससँग।

अान्तिरक लोकतन्त्र सबैभन्दा कम भएको ठुलो पार्टी नेपाली काँग्रेस। २०४६ पिछ व्यापक भ्रष्टाचारद्वारादेशमा लोकतन्त्रलाई बदनाम गर्ने पार्टी नेपाली काँग्रेस। संसदको दुई ितहाइले मात्र प्रधानमन्त्री फेर्नपाउने कस्तो उदेकालाग्दो व्यवस्था? त्यो तानाशाही हो, त्यो लोकतान्त्िरक होइन। सरकार भनेको साधारणबहुमतको हुन्छ।

मधेशी अिधकारको कुरामा प्रचण्ड भनेको just another बाहुन हो। मधेशी क्रान्ितलाई सबैभन्दा बढीतथानाम गाली गर्ने नै प्रचण्ड। माअोवादीले काँग्रेसीलाई त्यित नै सताएको छ भने काँग्रेसको मधेशीजनािधकार फोरमसँग दोस्ती भइसक्नुपर्ने। काँग्रेस टसमस भएको छैन। जनजाित अिधकारको कुरामाअोवादीले मुख्यधारमा ल्याएको हो, तर जनजाितमािथ उसको वर्चस्व भएको होइन। जनजाितका अाफ्नैपार्टी खुलेका छन्।

दिलतहरूको अाफ्नै पार्टी खुल्नुपर्छ भन्ने मेरो धारणा हो, मायावतीको बहुजन समाज पार्टी जस्तो। तरदिलतलाई माअोवादीले जित अरू कुनै पिन ठुलो पार्टीले नउकासेको यथार्थ छ र त्यसको स्रेय तीनलाई जान्छनै। सही कुरालाई सही भन्नुपर्छ।

नेपाली काँग्रेस एकाितर अरू सबै पार्टी अर्कोितर भएको अवस्था छ। प्रत्यक्ष िनर्वाचनमा काँग्रेसिवरोधीभोट बाँिडयोस् भन्ने चाहना हो काँग्रेसको। त्यो चाहना गलत होइन तर उसको चुनावी गिणत गलत छ। काँग्रेसले देशमा ३०-३५% ंमत र ६०% सीट ल्याउने जमाना िथयो। त्यो जमाना गयो। उसले अब १५-२०% भन्दा बढी मत ल्याउँदैन। बेस उसको हराइसक्यो। तराईमा माअोवादीको मात्र बेस हराएको होइन। १५-२०% मात्र मत ल्याउने पार्टीले प्रत्यक्ष िनर्वाचनमा राम्रो गर्छ भन्ने छैन। पुर्ण समानुपाितक िनर्वाचनकाँग्रेसकालािग पिन राम्रो हो।

पुर्ण समानुपाितक िनर्वाचनमा जानुपर्ने सबैभन्दा प्रमुख कारण त अिहलेको िमस्रीत प्रणालीअन्तर्गतको जुन समानुपाितक अंश छ त्यो लथािलङ हुनुले देखाउँछ। फर्मुला बेकारको फर्मुला छ। धिमलोपानीमा माछा मार्ने बाहुनहरूको षडयन्त्र हो।

यो कसरी हुन्छ? जम्मा हुनुपर्ने भनेको १००% हो। ११६% भनेपिछ plus minus १६% भयो। भनेपिछ मधेशीकोप्रितशत ३१% नभएर १५% पिन हुन सक्छ भनेको होइन? दिलत १३% हुने हो भने कुन कुन पार्टीको? योफर्मुला अनुसार चुनाव भएको भए संसदमा कुस्ताकुस्ती हुन्थ्यो, उत्तर प्रदेशमा जस्तो।

यो फ्रमुला समावेशी होइन िक छद्म समावेशी हो। हेर्दा खेरी मधेशी पिन छ, जनजाित पिन छ, दिलत र मिहलापिन छ संसदमा, तर बाहुनहरूले मन नपराएको कोही मधेशी, जनजाित र दिलत छैन त्यहाँ। त्यो व्यवस्था होयो। भनेपिछ बाहुनहरूले चाहे अनुसारको मात्र हुने भयो।

अिहलेको कोइराला सरकार चुनावपिछ पिन कायम रहने हो िक के हो? के प्रावधान छ? कायम नै राख्नेप्रावधान छ भने चुनाव नै िकन गराउनुपर्यो?

५०० जनाको पिन संिवधान सभा हुन्छ? नेपाल जस्तो सानो र गरीब देशमा? बढीमा ३०० जना हो हुनुपर्ने। ३००जनाकालािग पुर्ण समानुपाितक िनर्वाचन गर्ने अप्िरलमा, फरवरीसम्म नया पार्टी दर्ता गराउनपाउनुपर्ने, पार्टीले कमसेकम प्रत्येक तेस्रो नाम मिहलाको राख्नुपर्ने त्यस बाहेक अरू िनयम नहुने, कुनैपार्टीले ३ अथवा ३० जना मात्रको िलस्ट पिन लान पाउने। त्यस िकिसमले जानुपर्यो।

त्यसो गर्दा बल्ल पार्टीहरूलाई प्रेेसर पर्ने भयो। अिहले काँग्रेस र एमालेका सांसद ६०% भन्दा बढी बाहुनछन्। त्यो ३०० जनाको िलस्टमा ६०% बाहुनहरूको नाम गयो भने त मधेसी, जनजाित, दिलतले त हामीलाई भोटनिदने भो भन्ने डर छ। त्यस डरको िनराकरण के भन्दा खेिर िलस्टमा ६०% बाहुन नराख्ने। त्यो हो िनदान। पुर्ण समानुपाितक िनर्वाचन हुनै निदने, त्यो िनदान होइन।

पुर्ण समानुपाितक िनर्वाचनमा नजानु भनेको देशमा बाहुनवाद कायम रहुन हो। पुर्ण समानुपाितकिनर्वाचनकालािग मधेशी, जनजाित, दिलतले अान्दोलन गर्नुपर्छ।

Upendra Yadav has found his talks with Ram Chandra Poudel do not go anywhere. These Bahuns intend to humiliate the Madhesi sentiment.

This is Ram Chandra Poudel's thinking. Forget the 38 who died and the 800 who got injured during the so called Madhesi Movement. We asked you to come to talks back then. If you had come to talks immediately, those people would not have died, and if they died, we don't see why they should be called martyrs.

But victims to Jwala's political violence have been declared martyrs one after the other.

What these Bahuns do not realize is that it is the Madhesi Movement that gave birth to the Madhesi Janadhikar Forum, the political party that we know today, and it was not the other way round.

It is very possible the country will break into two. I hope not, but I am open to the possibility. And if we hit a point of no return, I expect to throw my lot behind the idea. At that point India and China as powers will be irrelevant except in the aftermath, to give recognition to a new state. If the Madhesi people want it, they can have it. And the Nepal Army is also going to be irrelevant. There is going to be a referendum. Nepal will break like Czechoslovakia did: peacefully. And the credit for breaking the country into two will go to the Bahuns in power now.

All the Madhesi people are asking for is free and fair elections to a constituent assembly.

Compromise Formula: 75 Multi Member Constituencies

If we will already know Girija will be Prime Minister after the election before we have even had an election, that will not be an election, that will be a farce. But the current arrangement has it that you will need a coalition of two thirds of the constituent assembly to kick the current Prime Minister out. That is fundamentally undemocratic.

And it is not possible for the eight party front to contest the elections together. There will have to be major competition. Girija wants the eight parties to stay together not because there is any danger from the king, but because (1) he gets to present himself as the leader of eight parties rather than a Congress that if not united will get 12% of the votes, but if it unites will get 13%, (2) he does not want to have to take a stand on the republic question, and (3) he does not want to have to go to the people with a map, any map, for federalism.

I have never liked Girija. This guy is fundamentally undemocratic. He is the reason the 1990s were such a mediocre decade. Today Girija is the problem the Madhesi Movement faces, Girija is the problem the Janajati Movement faces, Girija is the problem the Dalit Movement faces.

Girija is the reason the Madhesi, the Janajati, the Dalit are not making any forward progress. Girija is the ultimate Bahun.

The reason Girija is not keen on having elections in November is because if the elections are postponed he thinks he gets to be Prime Minister for another six months or so. That can not be allowed. Girija has to be kicked out of Baluwatar wether or not there are elections in November. And should there be elections, and should he contest, the Madhesi Movement has to make it top priority to defeat him in Morang and Sunsari.

I think Girija has to be kicked out right away. The UML and the Maoists should work out a new equation in the interim parliament.

Nepal Coalition Govt Partner Decides To Recall Representative AHN A statement, issued by the party, said the government failed to address the issues of the Madhesi people in southern Nepal. "The government couldn't sincerely address the issues of Madhesi people. Therefore, it is meaningless to stay in the government," the statement said. The government is likely to face a serious crisis as the government has scheduled to conduct the national elections on November 22 this year. Meanwhile, majority leaders of the Communist Party of Nepal-Maoist (CPN-Maoist), another major ally in the government, have urged the party leadership to immediately pull out of the government. During the fifth plenum of the CPN-Maoist in Kathmandu on Monday, majority leaders asked the party leadership to leave the coalition government and launch a 'people's revolt." The leaders have charged that the government is not sincere to conduct the national elections. Deputy Commander of the CPN-Maoist Barsa Man Pun a.k.a. Ananta said, "There is a real pressure from the party leaders to pull out of the government." The Maoist's plenum is expected to continue for next at least two days.

My Role In The April Revolution: The Butterfly Effect

Butterfly effect - Wikipedia, the free encyclopedia The phrase refers to the idea that a butterfly's wings might create tiny changes in the atmosphere that ultimately cause a tornado to appear (or, for that matter, prevent a tornado from appearing). The flapping wing represents a small change in the initial condition of the system, which causes a chain of events leading to large-scale phenomena. Had the butterfly not flapped its wings, the trajectory of the system might have been vastly different.

As I gear to put some effort into the Madhesi Movement, I can't help but notice there has been a concerted effort to minus my role in the April Revolution. If it were merely personal, I would not much mind. But I have to take offense on behalf of the Madhesh.

Take quantity. No Nepali outside of Nepal did full time work towards it for a year before it happened. And for months after the royal coup when there was very little opportunity for anyone inside Nepal to do anything, maybe I was the only one anywhere who was doing such intense, full time work.

The Virus Of The April Revolution

Take quality. For a few years before I came to the US in 1996, I was Vice General Secretary of a party in Nepal of which Hridayesh Tripathy was General Secretary. Tripathy at the time was Chair of the Public Accounts Committee in the parliament, a seat then Indian Prime Minister Atal Bihari Vajpayee held right before he became Prime Minister. Tripathy today is a senior member of the cabinet in Nepal. Within months of landing in the US, I got myself elected student government president at what is the number one liberal arts college in the South.

Howard Dean knows me. Howard Dean's brother Jim Dean knows me - "I googled your name and ended up on the homepage of the actor James Dean." These are a Vermont duo. The American who did the most for the democracy movement in Nepal is Senator Patrick Leahy. He is a Vermonter. Before Howard Dean came along, the president of the Democratic Party just used to be a figurehead. He has authored a 50 state strategy that seems to be working so beautifully. Dean 2004 was not a presidential campaign, it was a movement. Barack Obama is a Deaniac from 2004, and he is the next President Of The United States.

I am the father of the concept of Continuous Movement in the Nepali context. I pushed the concept publicly and privately for months before it happened. Otherwise all leaders just wanted to do isolated acts like a mass meeting here, a Nepal shutdown there. The most they would go for would be a Nepal shutdown for four days. Madhav Nepal was put under house arrest in February 2006. A month later he managed to smuggle wireless internet access into his room. The first person he reached out to was me. He is the leader of the party that has a strong chance of emerging the largest in the Constituent Assembly.



Girija Koirala is the father of the concept of the military solution to the Maoist insurgency. The king climbed onto it only later. Months after the royal coup, Girija was still vehemently against the idea of a constituent assembly. No peace would have been possible without that. No alliance with the Maoists would have been formed. Without that alliance, the April Revolution would not have happened. Girija has been singing the monarchical tune for months after the April Revolution. The revolution mandated a republic.

Girija Koirala at best has been the constitutional monarch of the April Revolution, a figurehead who occupies the top seat of power for being the oldest among the equals. And even today he has not taken any lead on the issue of state restructuring. He and his party have dillydallied on the issue of putting forth a detailed concept of federalism for Nepal. They want to postpone is as much as possible.

I am the only politically active Nepali anywhere - inside Nepal or out - who has written full-fledged constitution for the country: Proposed Constitution. My document would make Nepal the number one democracy on the planet, better than India, America or England. Not even the Maoists have come around to the idea of state-funded political parties. At least not yet.

In the process I have also invented the world's first digital democracy organization, Hamro Nepal. From that has birthed The Matrix which will possibly play a central role in Obama's ascendancy to the White House.

To those who say I am just a writer! In November I got myself elected Convenor, Coordination Committee, Nepali Organizations In New York City. And it has felt like I am the only Madhesi in the city. I did that with sheer political skill. And, by the way, never underestimate the power of blogs. Dean 2004 was organized entirely around one blog.

There are those who say I have not been to Nepal in years. I say, astronomers have not been to Mars or Jupiter either, but they know the planets pretty well. Welcome to globalization and the internet.
