Federalism And CA Revival

No schism within FDRA on CA revival‚ say Madhesi leaders


10 States

I have come to think CA revival is the best way to move ahead. Revive the CA, don't do constitution work outside the assembly. Schedule debates on the last unsettled issue of federalism. And let there be procedural votes.

Revive the CA now, finish work on the constitution in a month and hold parliamentary elections in May. Hold local elections by the end of 2013.

Then shoot for double digit economic growth rates.

"See, our party is united for reinstatement. Nepali Congress´ establishment is against reinstatement but 80 out of around total 112 former NC lawmakers have signed in favor of CA revival. Sher Bahadurji and Ram Chandraji are for revival," Dahal explained. "Similar is the situation in the UML. A section of the party is rigid against reinstatement but around 65 former lawmakers have lobbied for revival."

He also claimed that even lawyers and judges have lately realized that the Supreme Court´s verdict against CA´s term extension was ill-timed. "Even people in the court have now started to say that they shouldn´t have stood against CA extension had they foreseen present political complexity," he said. "So, lately, people are again realizing the need of the elected body."

Why Federalism Bothers Ram Sharan Mahat

The Pahadi Khas leaders who run the show in the Nepali Congress and the UML denied due process in the constituent assembly, otherwise the federalist forces had enough votes to get federalism already.

A duly set up committee in that assembly had put forth a map that the Madhesis and the Janajatis were happy with. That map had the support of two thirds of the members of the constituent assembly. Madhesis and Janajatis in the Nepali Congress and the UML were ready to disobey their leaders and vote in favor of federalism and give the country the constitution it deserved.

But people like Ram Sharan Mahat would not have any of it. They denied democratic due process. A political crime was committed. And now here he is arguing full force that he is also for federalism, a better kind of federalism, only he has not been understood well enough.

Crisis Averted

You can always trust them to do the right thing after they have waited to the last minute, as they did this time. The constituent assembly's term has been extended. Hopefully this will lead to a new national unity government.

Can Koirala Be Given Credit For Federalism?



A lot of Nepali Congress people give Girija Koirala credit for the alliance that the democratic parties ultimately formed with the Maoists to bring the monarchy down. But that alliance would not have been possible if the democratic parties had not agreed to the idea of a constituent assembly. And Girija was opposed to that idea of a constituent assembly to the very last. That is why he does not get credit for what he calls mainstreaming the Maoists.

The guy is here on record saying he is opposed to the kind of map for federalism that the Maoists, the UML and now his own party have come up with. He calls them "latitudinal." But it is a latitudinal map that will firm up. When that happens, will the Nepali Congress people then give Koirala credit for the same? You have to wonder.
