MJF Will Emerge Stronger

MJF expels Gachchhadar, six other leaders; withdraws support to govt; split looms NepalNews Upendra Yadav announced that the central committee meeting of the party held this morning decided to terminate parliamentary party leader Gachchhadar, who was appointed as the deputy prime minister on Thursday, Sarad Singh Bhandari, party spokesperson Jitendra Dev, Rameshowr Raya and Upendra Jha, among others. ...... Gachchhadar ordered his cadres to break the door open, entered the party office and received felicitations. ...... Cadres supporting Yadav waved black flag to Gachchhadar as he was being garlanded. Yadav supporters also pelted stones at Gachchhadar's car when he was returning. ... Police had resorted to baton-charging to take the situation under control.
MJF on the verge of split
Take back withdrawal, expulsion decisions: Gachchhadar Republica parliamentary party of MPRF, of which he is the head, had decided to join the government despite Yadav´s opposition.
When Bijay Gachhedar says Upendra Yadav has been opposed to joining the Madhav Nepal government, he is lying. Upendra Yadav did explore other options duirng the recent political turmoil in the country like every other top political leader in the country, but the final decision had been that the MJF will join the government after all, but it will do so in Upendra Yadav's leadership, since he is the duly elected leader of the party.

Bijay Gachhedar went againt that party decision. The MJF would still have joined the government and Bijay Gachhedar would still have been a minister. But that was not enough for him. He had to become a pawn of Madhav Nepal and Girija Koirala who are hell bent on splitting up the MJF.

Mao discovered a long time ago that every time he expelled half the members of his central committee, his party doubled in size. That is what is about to happen to the MJF. The party's organizational base is about to grow by leaps and bounds. A party born out of a revolution can not be hurt by the smoke-filled room politics of a few Bahuns.

The Nepali Congress has no revival strategy. The MJF was one of the two victors of the election last year. It is going to emerge a bigger victor in the election next year.

The MJF has not split. A few people who should never have been brought into the party have been expelled.

Upendra Yadav should now put more trust in the leaders born out of the two Madhesi revolutions rather than hollow name politicians imported from other parties, especially the Nepali Congress and the UML.

Coalition partners sign CMP New Power Equation and the NC’s Misery One fine morning, disgruntled MJF members could withdraw support culminating in the fall of the government..... “Girija Prasad Koirala has the capacity even to burn his own house if he is threatened to move out of it. Like Koirala who has the uncanny ability of creating problem for himself, Deuba’s ability is first to plunge into action and then think later.” ...... Deuba is to become the next president of NC in exchange of making Sujata the team leader of Nepali Congress ministers in Madhav Nepal’s coalition government. Dhritarastra’s blind attachment towards his son Duryodhana finally led to the Great War in Kuruchhetra called Mahabharata. Girijababu has lost all his sense of discretion when it has come to his daughter. All we can say is that the countdown of the government has already begun.
  1. Madhav Nepal lost from two constituencies. He is now Prime Minister.
  2. Sujata Koirala lost to Upendra Yadav. She now leads the Nepali Congress in the government.
  3. Bijay Gachhedar did not even win to become a central committee member of the MJF at the party's convention, let alone party president. He is now Deputy Prime Minister.
  4. This government is already in a mess. It has started on the wrong foot.
  5. I give Madhav Nepal six months.
Madhav Nepal appointed Bijay Gachhedar Deputy Prime Minister at the urging of the Nepali Congress president. Madhav Nepal forgot that Gachhedar is no longer a member of the Nepali Congress.

Bijay Gachhedar still has the same ministry he had in the Maoist led government, but the ministry that Upendra Yadav had has already been given to Sujata.

The Nepali Congress, the UML seem to think that if the MJF splits, the MJF will get washed away in the Terai. That is the Nepali Congress' revival plan in the Terai. It would have been better if the revival plan had something to do with winning the hearts and minds of the Madhesi people by proposing to meet their aspirations for opportunity and equality.

Taking nepotism to new heights can not be a revival plan. Girija has no revival plan for his party.

Political Turmoil

True, there was political turmoil. Upendra Yadav took a little too long to realize that Prachanda never meant to offer him the Prime Ministership. But staking claim was not a bad thing. Why not? The next step was to suggest the MJF will support the government, but not join it. That was taken as an act of hostility. Finally the MJF as a party decided to join the government under Upendra Yadav's leadership with Bijay Gachhedar getting a major ministry. And we thought the quarrel had been settled. But Gachhedar did not rest at that.

Partly Bijay Gachhedar is to be blamed. He has had no regard for the party. Partly the NC and the UML leaders are to be blamed. They like the idea that they might be about to split their number one rival in the Terai.

Upendra Yadav also has to take some responsibility. There is a need for a serious introspection on his part as to his leadership style. But that is a minor issue. Right now is the time for the party president to assert his leadership. If someone else wants to be party president, they should either wait until the next party convention, or instigate an immediate party convention. Upendra Yadav is party leader because he was so elected unanimously at the last party convention. There is nothing in the party above the party convention.

I Give Madhav Nepal Six Months

The countdown has already begun. This is weird.

Madhav Nepal Has Already Made A Huge Mistake

He has meddled in the internal affairs of the MJF at the instigation of Girija. That has been a big mistake.

Bijay Gachhedar Is Begging For Disciplinary Action

As a last resort the MJF central committee has to look into disciplinary action for Bijay Gachhedar. After the general convention that is the second most important body in the party, the central committee is. Bijay Gachhedar has disrespected both the general convention and the central committee.

Upendra Yadav's Mistakes
  1. He forgot the leaders produced by the Madhesi Kranti and gave a lot of power over to newcomers like Bijay Gachhedar and Sharat Singh Bhandari who are now out to undo him.
  2. Jay Prakash Gupta has been with him from the beginning. If Upendra Yadav was not going to lead the parliamentary party himself, he should have gone for Jay Prakash Gupta.
  3. Upendra Yadav made the big mistake of not getting himself elected parliamentary leader right after the elections. He should not repeat the mistake.
  4. Upendra Yadav became aloof in power. As party leader you have to regularly consult with all your key colleagues.
  5. Right now he should engage in one on one conversations with all his MPs and all members of his central committee. He should ask probing questions and listen and learn. He should exhibit humility.
  6. Most important, right now he has to fight back. He can not let Bijay Gachhedar decide the fate of a party born out of a revolution. He can not let Madhav Nepal and Girija Koirala split the MJF.
  7. Fight back now. Rethink your leadership style after victory.
  8. Under no circumstances split the party. That is absolutely not an option.
  9. Six months, now that is a really long time in politics.

Upendra Yadav Is Going To Lead The MJF In The New Government

Madhesi Jana Adhikar Forum, NepalImage via Wikipedia

The UML central committee decided on Madhav Nepal as their prime ministerial candidate. It is the NC central committee that discussed and decided that they do want to participate in the new government. The TMDP and the SP have held central committee meetings.

Similarly it is for the MJF central committee to decide if it wants to participate in the new government and under whose leadership. The two decisions are a foregone conclusion.
  1. The MJF will participate in the new government.
  2. Upendra Yadav will lead the MJF in the new government just like he did in the previous government lead by Prachanda. It is because Upendra Yadav was unanimously elected party president at the party's last convention.
It is not for Madhav Nepal to decide who will lead the MJF in the new government. It is not for the UML, the NC, the TMDP, or the SP to decide who will lead the MJF in the new government. If they try - they will fail, but if they try - this government will not last past six months. That would be unfortunate, because I hope this is the government that conducts the elections due next year.

The fact that Upendra Yadav exhibited a soft corner for the Maoists during the recent political turmoil is a good thing. That bodes well for the peace process. You can't work on the new constitution without the Maoists collaborating.

Bijay Gachhedar is going to agree to the two decisions of the MJF central committee to (1) join the new government, and (2) do so under Upendra Yadav's leadership, or he should be subjected to disciplinary action. He need not go into the new cabinet. Find someone from the western Terai to take his place.

A split in the MJF is not in the best interests of the TMDP and the SP. A weak MJF is not in the interests of the TMDP and the SP. The TMDP and the SP should not join the UML and the NC's attempts to split the MJF. What are they thinking?

Let Gachhedar write his note of dissent. Let Yadav lead the MJF in the new government. The MJF is nowhere close to splitting.

In The News

Upendra Yadav raps four-party decision on MPRF representation Republica Upendra Yadav today condemned the four major political parties´ decision to accept the decision of the party´s parliamentary board to join the new government. ....... "We condemn the four parties´ decision, which is intended to divide our party and continue to rule on Madhesi people," Yadav told reporters while coming out in the middle of a central committee meeting. He warned that the party will be compelled to rethink its earlier decision to support the government led by senior UML leader Madhav Kumar Nepal. ....... According to Yadav, the ongoing central committee meeting was yet to decide on who should lead the party´s team in the government. He warned other political parties not to interfere in MPRF´s internal matters. .... "If the Central Committee takes a decision contradicting with the Parliamentary Party´s decision, it will be objectionable and unfortunate," said Gachchhadar. ..... The Army Issue Has To Be Discussed In The Parliament

That was always the best way to do it. That was always the best idea. Now I am glad the Maoists are trying to get the duly elected parliament to talk about the army.

The president's decision to not recognize an out of process decision by Prachanda to sack Katuwal is under review by the Supreme Court. The Supreme Court's decision will be final. The parliament may not undo that, except if two thirds of the parliament decides to impeach the president which I don't see happening.

So the Maoists are going to have to make peace with the idea that they do not have the option to undo the president's decision through the parliament.

What the Maoists should instead do is introduce a Security Sector Reform bill. The parliament would hold broad discussions on the topic.
  1. Should or should not Nepal have an army at all?
  2. If yes, how big should that army be? 20,000? 30,000? I'd go for 20,000.
  3. What should be the ethnic and gender composition of that army? 40% female? Proportionate ethnic composition?
  4. How much should the future Nepal Army draw from the existing Nepal Army and the Maoist Army? 20,000 NA? 3,000 PLA? 7,000 from elsewhere?
  5. What to do with the other 80,000 NA soldiers and 17,000 PLA soldiers? Retrain them for private sector jobs? Send them off on scholarships to college? Give them loans to start businesses? Give them preference for foreign employment opportunities? Train them to be teachers and health care workers?
  6. Democratize the Nepal Army, bring it completely under the parliament.
A bill passed by a parliamentary majority to address all these issues would be the best, perhaps the only way to integrate the two armies.

MJF: No Harm Done

Upendra Yadav Should Be Leading The MJF Team In The New Government

  • Bijay Gachhedar's minor rebellion to support the UML-NC coalition was the correct one. He read the mood in the party and the country correctly.
  • Upendra Yadav's decision to claim leadership of the next government was a bold, smart move. But as soon as it became clear the Maoists were not serious with their offer, he should have realized it was time to backtrack.
  • It was never a mistake to bring Jay Prakash Gupta, Bijay Gachhedar and Sharad Singh Bhandari into the MJF. Jay Prakash Gupta is one of the founders of the MJF. He could very well succeed Upendra Yadav down the line. Upendra Yadav, Bijay Gachhedar and Sharad Singh Bhandari all represent major population constituencies in the Terai, the Yadavs, the Tharus, and the Pahadi origin Teraiwasis. The MJF grew by eating into the Nepali Congress' vote bank in the Terai. The MJF did what the TMDP tried to do but did not do as well, which was to attract Congress leaders, cadres and voters.
  • It was a mistake to ever have elected Bijay Gachhedar the parliamentary party leader. The party president should have kept that for himself.
  • Now the best thing is for the MJF central committee to decide to (1) join the new government full force with maximum participation, and (2) get Upendra Yadav to lead the MJF in the new government. He lead the MJF in the last governemnt as well, he had the most plum ministry. He should continue as Foreign Minister, or get Home if that is an option.
  • Upendra Yadav gets to become Prime Minister after the elections next year, not now. Right now is Madhav Nepal's turn.
  • It is not for the UML, NC, TMDP and the SP to decide who will lead the MJF in the new government. If they try, this government will last six months max.
  • Upendra Yadav should stop acting like not joining this new government is still an option.

Upendra Yadav Should Be Leading The MJF Team In The New Government

  • Upendra Yadav was unanimously elected the leader of the MJF at the party's convention not long ago.
  • At that convention Bijay Gachhedar could not even get himself elected central committee member.
  • It was a mistake to have elected Bijay Gachhedar the parliamentary party leader after the April 2008 election.
  • Where was Bijay Gachhedar during the Madhesi Kranti of 2007?
  • Where was Bijay Gachhedar during the Madhesi Kranti of 2008?
  • If the UML offers to make Bijay Gachhedar the Deputy Prime Minister and Home Minister, that will be the beginning of the end of this UML-led government.
  • It is not for the UML to decide who will lead the MJF in the government. For that the MJF has formed a four member committee: Upendra Yadav, Jay Prakash Gupta, Sharad Singh Bhandari, Bijay Gachhedar.
  • Upendra Yadav led the MJF in the last government.
  • Upendra Yadav will lead the MJF in this government.
It is true that Upendra Yadav failed to correctly read the mood in the country and in the party. But trying to take initiative to form a government in his own leadership was a great move by Upendra Yadav, only the Maoists were not honest with their offer, so the talks went nowhere.

For the UML to try and decide who should get what ministry from the MJF will be like when Rajendra Mahto was in Mahendranagar of Mahakali zone where his Sadbhavana party does not even have a presence, and the Pahadi/Bahun bureaucrats of the Election Commission confiscated his ministerial vehicle saying a minister may not use government property to campaign for his party. That was the Pahadis/Bahuns saying you might be a cabinet minister but you are still only a Madhesi.

There are plenty of Pahadi/Bahun chauvinists in the UML. If they don't measure up, this government is also going to be short-lived.
