राजनीितक चेतनाको कमी

न्यु यर्कको स्थानीय राजनीितमा नेपालीहरूको केही पिन अौकात नै छैन। न्यु यर्क शहरको चुनावमा न मत िदने अिधकार छ न केही। शहरको सबैभन्दा कम ज्याला पाइने कामहरू नेपालीले गिररहेका हुन्छन्। एक डलरको सत्तरी रुप्या गर्दा नेपालमा भन्दा बढी नै कमाइएछ जस्तो लाग्छ तर स्थानीय मापदण्डमा पिन हेर्नुपर्ने हुन्छ।

नेपालीहरुको राजनीितक अवस्थामा सुधार ल्याउन अमेरीकामा comprehensive immigration reform हुनुपर्ने हुन्छ र त्यसकालािग संख्या भएको समुदाय िहस्प्यािनक समुदाय हो, नेपाली समुदाय होइन भन्ने िनर्क्यौल मैले नगरेको होइन। बराक राष्ट्रपित भएपिछ त्यो हुन्छ भनेर म बराकलाई सहयोग गर्दैछु।

एक िछनकालािग त मैले िनर्णय गरें, म अब मेरो नया कम्पनी, बराकको चुनावी अिभयान र केही हदसम्म मेरो संगठन हाम्रो नेपालमा सीिमत रहन्छु। न्यु यर्कका पहाडी बाहुनहरूको मेरो नेतृत्व नमान्ने anti-Madhesi prejudice यित strong छ िक अाफ्नै िहतका कुरा पिन ती गर्न तयार छैनन्। त्यसपिछ मिहनौंसम्म म न्यु यर्कको िमनी नेपालबाट अलग नै रहें।

न्यु यर्कका नेपालीहरूको राजनीितक चेतनाको स्तर

िविभन्न संगठन छन्। ितनले समय समयमा कुनै सान्ितनो कार्यक्रम गर्छन्। त्यित हो। सारा समय नेपालमा रहेका नेताहरूको कुरा काट्दैमा िबताउँछन्। अाफ्नो immediate surrounding मा रहेको अाफ्नो utter powerlessness बारे कसैले चुईं बोल्या छैन। न कतै छलफल छ न केही।

मैले छाता संगठनको कुरा उठाउँदा खेिर, होइन बढी bureaucracy नथपौं भनेर मेरा निजकका साथीहरूले नै भन्न थालें। मेरो अाइिडया प्रित कित कम जोड िथयो त्यित बेला त्यसैबाट थाहा हुन्छ।

मैले bureaucracy थप्न खोजेको होइन। रहेको bureaucracy मा democracy र transparency थप्न खोजेको हुँ। Bureaucracy त पिहले देिख नै छ। िवश्वका नेपालीहरूको अध्यक्ष उपेन्द्र महतो। अमेरीकाका नेपालीहरूको अध्यक्ष अम्िबका अिधकारी। न्यु यर्कका नेपालीहरूको अध्यक्ष तारा िनरौला। म तीनै जनालाई व्यक्ितगत िचन्दछु र तीनै जनाले अा-अाफ्नो किरयरमा पाएका सफलताको खुला िदलले सराहना गर्दछु। तीनै जनाले प्रवासी नेपालीकालािग गरेका योगदानको सराहना गर्दछु।

तर मेरो भनाइ यित मात्र हो िक अिहलेसम्मको प्रवासी नेपालीको अान्दोलन कोठे राजनीितमा सीिमत रहन गयो। गुम्िसयो। अलोकतान्त्िरक, अपारदर्शी भयो। Mass based भएन। मैले गर्ने गरेको संगठनात्मक अालोचना तारा िनरौलाको मात्र होइन, अम्िबका अिधकारीको पिन हो, उपेन्द्र महतोको पिन हो।

किहले निनदाउने न्यु यर्क शहर, िवश्वको राजधानी न्यु यर्क शहर

अमेरीकामा रहेका सवा लाख नेपाली मध्ये ४०,००० हाराहारी त न्यु यर्कमा नै छन्। प्रवासी नेपालीको अान्दोलनलाई नया अायाम िदन िवश्वको राजधानी शहरमा रहेका नेपाली सबैभन्दा अग्रपंक्ितमा अाउनुपर्यो। मेरो भनाइ त्यित हो।

गुलामी सहने हो भने ताराको अिनर्वािचत नेतृत्वमा नै बस

तारा िनरौलालाई मैले व्यक्ितगत किहले पिन मन नपराएको छैन। तर उसलाई मैले किहले नेता मानेको छैन। "I have never voted for you for anything. You are not my leader" भनेर मैले नभम्बर २००६ को िमिटङमा नै भिनिदएको हुँ, on the camera नै।

नया पहल

छाता संगठनको कुरामा फेिर पहल गर्नुपर्छ जस्तो मलाई लागेको हो। मेरो कम्पनीको िभजन नै फर्स्ट वर्ल्ड र थर्ड वर्ल्डबीचको खाडल पुर्ने भनेकै इन्टरनेटले हो भन्ने हो। "२५% स्वािमत्व अाधा िमिलयन डलरमा देउ" भनेर एउटा इन्भेस्टरले भन्दा मैले नाइ भन्िदएँ।

मेरो संगठन हाम्रो नेपालले नेपालमा लगातार ३० वर्ष डबल िडजीट अार्िथक वृद्िध दरकालािग पहल गर्नेछ।

Conflict Displaces 3,000 From Siraha Himalayan Times With various armed gangs continuing extortion, looting, abduction, murder and capture of land and houses for the last few months, 3,000 people including 96 families have been displaced from Siraha. Civilians, government employees, entrepreneurs, politicians and professionals have continued quitting the district after atrocities went so high that they could no more endure with them. Twenty-eight families including eight hotel entrepreneurs, five advocates, a teacher, a health personnel, three bus entrepreneurs and 10 civilians have quit the district headquarters alone. Owner of Shrestha Hotel Sushil Kumar Shrestha was displaced from Siraha-1 after he began to receive continuous threats from different groups demanding money. He locked up the hotel some two months ago and headed to somewhere else, leaving 15 employees of the Madhesh origin jobless. Ram Avatar Mandal of Siraha-1, who used to work as an accountant at Shrestha's hotel, said the hotel-owner received threats almost every day. Umesh Joshi of Siraha-1 said he had to leave his birthplace after he could bear no more with extortion demands above his capacity from over a dozen of groups including the factions of Janatantrik Terai Mukti Morcha, Madhesi Mukti Tiger, United People's Terai Liberation Front and Madhesi Janaadhikar Forum. District president of Nepal Human Rights Organization Chandra Dev Kamati said at least 3,000 people have been displaced from the district due to the ongoing conflict. INSEC representative Dev Raj Pokharel said cases of extortion and abduction have reached a new height in the district.

मधेस द्वन्द्वमा राजनीतिक पहल Kantipur मधेसमा आधारित केही राजनीतिक संगठनले मंसिर पहिलो सातादेखि आन्दोलन थाल्ने घोषणा गरेका छन् । हिंसात्मक कारबाही गरिरहेका केही संगठनले अहिल्यै त्यस क्षेत्रलाई अशान्त तुल्याइसकेका छन् । सर्वसाधारणमा सुरक्षाको भावना ह्रास हुँदै गएको छ । शान्ति सुरक्षा कायम हुन नसक्दा कानुनी शासन दैनिकरूपमा कमजोर बन्दै गएको छ । राष्ट्रिय राजनीतिको प्रक्रियाले मधेसलाई आबद्ध तुल्याउन सकेको छैन । मुलुकको एउटा ठूलो र महत्वपूर्ण क्षेत्रमा राजनीति, प्रशासन, अर्थतन्त्र र समाज विकासको अभ्यास अवरुद्ध हुन पुग्दा देशमा स्थायी शान्ति कायम गर्ने कुनै पनि प्रयत्न सफल हुन सक्ने छैन । मधेसमा जारी द्वन्द्वबारे राज्यको समुचित ध्यानाकर्षण हुन सकिरहेको छैन । प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले तराईमा जारी हत्या हिंसा रोक्न एकातिर भारतसँग छलफल गर्ने र अर्कातिर विशेष सुरक्षा प्रबन्धका लागि क्ष्ाेत्रीय प्रशासकहरूलाई अनुसन्धान गर्ने जिम्मेवारी दिएको जनाएका छन् । तिहारअघि उनले भनेअनुसार सुरक्षा तथा प्रशासनिक निकायका अनुसन्धानअनुसारको निष्कर्षबारे सात दलको बैठकमा छलफल हुनेछ । खुला सीमाको लाभ लिई आपराधिक क्रियाकलापमा निर्भर समूहहरूलाई नियन्त्रण गर्ने तथा छद्म रूपमा त्यस्ता समूहले राजनीति प्रभावित गर्ने क्रियाकलापबारे प्रधानमन्त्रीको ध्यानाकर्षण भएको देखिन्छ । त्यसका लागि सीमावर्ती राज्यहरूसँग सम्बन्ध विस्तारका लागि उनले भारतीय सरकारसँग छलफल गर्ने आश्वासन दिएका छन् । संविधानसभा निर्वाचन अभावमा समस्त जनसमुदायलाई राजनीतिक प्रक्रियामा आबद्ध तुल्याउन नसकिएको हो । त्यसकारण हाल देशमा हुने कुनै पनि द्वन्द्वको सोझै निर्वाचनसँग सम्बन्ध छ । निर्वाचन निर्धारित गर्न नसक्दासम्म समस्याहरू जटिल हुँदै अराजनीतिक अवस्थाको दबदबा बढ्ने निश्चित छ । तराईका नाममा दिनहुँजसो खुल्ने सशस्त्र संगठनहरूले बढाउँदै गएको आपराधिक कृयाकलापले तराईका जायज मागसमेत ओझेलमा पर्न थालेका छन् । तराईका राजनीतिकर्मी र बुद्धिजीवीहरू यस मामिलामा बढी गम्भीर हुन आवश्यक छ । उनीहरूले स्वीकार गर्नुपर्ने के हो भने संविधानसभा सुनिश्चित हुन नसक्दासम्म कसैले पनि आफ्नो हक अधिकार वैधानिक रूपमा हासिल गर्ने प्रत्याभूति हुने छैन । तराईका माग लिएर सशस्त्र संघर्षमा उत्रेका समूहहरूमध्ये राजनीतिक र आपराधिक चरित्र पहिचान गर्नु अर्को महत्वपूर्ण पक्ष हो । त्यसका लागि सरकारले मधेसमा आधारित राजनीतिक संगठनहरूलाई प्रक्रियामा सामेल गर्नु जरुरी छ । अर्कातिर वार्ताबाट सम्भव नहुने समूहहरूका लागि आवश्यक कारवाहीबारे आम सहमति जुटाउनु अर्को आवश्यकता हो । अधिकार र अपराधलाई फरकरूपमा व्याख्या गरी त्यसैअनुसार राज्य नीति तय गर्न राजनीतिक दलहरू सतर्क, सचेष्ट र तत्पर हुनुपर्छ । अन्यथा कुनै पनि दलले आफ्नो राजनीतिक आधारक्षेत्र, नीति र सिद्धान्त गुमाउँदै जाने र जनतामा भरोसा लुप्त हुँदै जाने अवस्था बन्नेछ । तराईमा सक्रिय सशस्त्र संगठनहरूले खुलेआम भारतीय भूमि प्रयोग गर्ने गरेकाले तराईमा जारी हिंसा सामाधानका लागि भारत सरकारको सहयोग अपरिहार्य देखिन्छ । आपराधिक समूहहरूले जति ठाउँ बनाउँछन् वा बढाउँछन् त्यसलाई राजनीतिक संगठनहरूले उपयोग गर्ने अवस्था रहँदैन । त्यसकारण तराईलाई हिंसा र अपराधको थलो बन्न दिनेबाट रोक्ने पहिलो दायित्व त्यहीँ आधारित राजनीतिक संगठनहरू तथा समग्र मुलुकको हितनिम्ति समर्पित राजनीतिक दलहरूको हो । सरकार र दलहरूले मधेसलाई राजनीतिक प्रक्रियामा आबद्ध गर्ने पहिलो बुद्धिमानी विकल्प यसअघि गरिएका सहमति कार्यान्वयनमा तीव्रता हो । मधेसलाई प्रक्रियामा आश्वस्त गर्दा राजनीतिक संगठनहरू सक्रियरूपमा सहभागी हुने अवस्था बन्नेछ । संविधानसभाद्वारा नया संविधान नबनेसम्म मधेसीले उठाएका कुनै पनि माग सम्बंोधन हुन नसक्ने हुनाले मधेसवादी संगठनहरूले सर्वप्रथम संविधानसभा निर्वाचनलाई प्रमुख जोड दिनसक्नुपर्छ । तराईका नाममा सक्रिय समूहहरूले गर्दै आएका आपराधिक क्रियाकलापको तटस्थरूपमा प्रतिकार गर्न नसक्दा तराई आफैं राष्ट्रिय प्रवाहमा उच्च मनोबलसाथ सामेल हुन सक्ने छैन ।

Forbidden City: Not So Forbidden: SEBS In The Metro



Long Time No See

Kapil Mishra sent out an Evite invitation. People showed up in batches. I was the first to show. People strolled in. Then the second round people showed up around midnight. The third round arrived at two in the morning. In all more than 30 people showed. These were SEBS members, their significant others, and friends. These were mostly the Manhattan crowd, people who had gone through the American undergraduate experience.

At some level, I have felt like an outsider for a while now. Partly by circumstance, partly by choice. That is not necessarily a bad place to be. That actually is the only place to be if you want to do out of the box thinking.

So we got together Saturday evening. I showed up at 9:30, on the dot. You won't believe it. I walked from home. It was a leisurely walk, with a drop by at the Park Slope Barnes & Noble.

When I first got the invite, I was not so sure I wanted to show up. Then I kind of got excited. I called up Kapil in the morning and said as much.

Everybody who showed was younger than me. As people get older, they seem to grow out of SEBS. They get more into family and their closest circle of friends. Me, I happen to be trying, working to regain my social muscles after two intense years online. I had individually met some of the people at various events and liked the conversations. Some people like Kedar and Bhupendra I have known a long time. I was their House Captain my Class 10 year. Bhupendra is now SEBS North America president. Most of SEBS business gets taken care of through conference calls, he said. Bhupendra drives a car. For someone living in the city, that felt exotic. The concept of driving a car.

One beer is enough for me for one evening. I don't get the concept of male bonding around beer. I get conversations. And at some level I fear the idea of a beer belly. But several of the others went for some hard liquor. Small glass vessels mean hard liquor. Alcohol is like cigarettes.

I hopped from one part of the joined tables to another. It was three different seats for me until we finally walked outside where there was no music and noise and so we could actually talk.

Sanjiv Shrestha was part of the second batch. He said he came from a momo party in Brooklyn. Well, that is two things I like, momo and Brooklyn. He went to Carlton. I met a Carlton graduate Asian American at the US embassy the summer before I came to the US who was on a year long world tour. Sanjiv said he almost went to Berea where I went. He now works at Goldman. Ends up he is a classmate and friend of my Janakpur neighbor and relative Sanjiv Shah, namesake. And then out on the pavement he told me my sister was also at the same momo party. And then he was into some matchmaking that involved me. I guess we two got very comfortable very fast.
If you are the same batch as your namesake Sanjiv, I must have seen you back at BNKS, I said.

It felt great. Then I left at two just when the rest of the people from the momo party also arrived. My sister was part of the crowd. I wish I had stayed for a few more hours. Shraddha Aryal was also part of the crowd. Sanjiv was trying to matchmake the two of us. I sent out an asking you out email the following day. That might have been a dead end. Since I have not heard anything back.

I have a lingering feeling this group should meet regularly, a few times a year. How about the first Saturday every other month at 8 PM at Rudy's near Times Square where the hot dogs are free, and beer is $3, pitcher $10. The place has a backyard, and it has a heated tent during winter.

Rabindra said he got married. Kedar I know is married although he came on his own. Bhupendra was there with his wife. Rahul was there with his wife who is from some place near Lahan. Kapila and Pratikshya are a couple, of course.

Rabindra and I talked at length about his industry. I have been following the news on the huge writedowns the banks are having to go through. It is a tough time for the big investment banks right now. A lot of big heads be rolling.

Samin is a medic. There was a Pratikshya relative, Girvan, like Girvan Yuddha Bir Bikram.

Kapil asked me about my startup. The music was so loud at that point, I was practically shouting.

He said Nepal having access to the Bay Of Bengal as a right was the best thing that could happen to the Nepali economy. I put forth the same view in my 1993 book: Sangram Morcha: A New Political Party (1993).

I talked about my startup. I said it has not been easy raising money. I said it is hard for other SEBSers, and other Nepalis to imagine that someone like me who looks like them could create a company that will get listed on Nasdaq. He said it was hard for anyone to create that kind of company.

Mahato-led NSP gears up for armed movement in Terai The chairman of disgruntled faction of Nepal Sadbhavana Party Anandi-Devi (NSP-A), Rajendra Mahato, Monday said that his party was forming a joint front with the armed outfits in the Terai to launch the decisive movement in the region by mid-December. He claimed that the movement will enforce the article 33 of the interim constitution to ensure proportional representation of Madheshi people in all the organs of the state and will give rights to them through the Constituent Assembly (CA) elections. Unveiling his plans to launch the movement at a press conference at Nepalgunj Monday, Mahato said, “Now, we are conducting a Mechi-Mahakali programme to form the front and battalions to defend the Madhesh.” He said that the youths are being recruited in the battalions and deployed to avert the agitation from turning into violent and communal as in the past. Mahato further said that such battalions have been formed in 12 districts, and one hundred youths are associated with each district battalion and the number would be increased according to the need. Expressing hopes that the agitating armed groups in the Terai will participate in peaceful movement, Mahato expressed confidence that the front would materialize like the alliance of the seven parties. Mahato, who was also a former minister in the seven-party alliance, claimed that he was urging the armed agitating groups in Terai to join the peaceful movement as the CA elections would not be possible as long as the violence persists in the Terai. He also clarified that his party was not seeking a separate Madhesh state but autonomy for the entire Terai, and went on to denounce activities like burning national flag.
