Two Things To Do To Prevent April Kranti III

  1. Get Krishna Sitaula to resign immediately.
  2. Declare there will be proportional elections. Say there could be 300 slots. Each party would go in with a list. The list would have reservations. Every third name must be female, two of every three of those must be Dalit, Madhesi, Janajati women. Two of every five names must be Dalit, Madhesi, Janajati.
If these two things could be done, the Madhesi Janajati Movement would find a way to pour all its energies into the elections to the constituent assembly. Right now they do not have that option. And we are on the verge of April Kranti III, Madhesi Movement II, Janajati Movement I.

We have only a day or two. If the government does not go for these two steps, the final revolution will come out into the streets, and then Krishna Sitaula's resignation is going to become irrelevant. Then Girija himself will have to go. The revolution will only conclude with the declaration of a federal republic, and a reorganization of the interim government and the interim parliament.

Day-II bandh hits Tarai life Himalayan Times Academic institutions, business houses and shops remained closed, while vehicles stayed off roads in Siraha. Lahan, Mirchaiya, Golbazaar and Siraha bazaars wore a deserted look. In Bara, most shops and academic institutions in Kalaiya were shut. Cadres of the JTMM-Goit seized an official of Diprox Development Bank, Lekh Nath Poudel, from Pattarhatti VDC in Bara. They have accused Poudel of defying the bandh. While vehicles remained off the roads in Saptari, educational institutions remained shut. In Rautahat, shops in Gaur, Garuda, Katahariya, Samanpur and Gangapipara remained closed. The effect of the bandh was partial in Janakpur.

This conflict will further escalate the local, regional and national tension ...... Even in the US history, African American communities have always been discriminated. After the World War II, the GI bill was passed by the US congress giving financial opportunity only to the white war veterans. African Americans remained deprived although they fought equally in the World War. Even though they are discriminated and deprived, none of the African Americans have asked for separate state or territory for their sake. ......... economic and other opportunities are in a way being taken away by the people who migrated from India- the Marwari in the business level and Halkhor (a lower caste migrating from India in search of better quality of life), in the labor level. ...... The political border of Indo-Nepal has divided a single piece of land on globe, but this has not been able to create fence between other spheres of life. The recent family tie-up of “Who is who” of Nepalese with Indian, especially among ruling circle has reiterated the same truth. Nepal has witnessed a lot of change in shape and size of its map in last 260 years. With this changing shape of border on map, the border of country will also change so quickly in people’s heart, one can’t assure of it.

It needs a full fledged discussion on the chronology of migration of people across border since time immemorial and purpose behind migration. There has never been one way migration. People from both side of the boarder have migrated for their ease of living. The rise of society in Darjeeling, Uttaranchal and Terai, in the last 260 years is the proof. Recent migration was not plain natural phenomenon, but more of state initiated and state supported by then rulers.

In the recent Nepalese politics, there has been a lot of buzz about migration across boarder. Some of the people have strong reservation about migrations. In stead of talking about migration in narrow sense, why people are not open to broader discussion? Till date, based on Nepal recent censuses, Nepal has witnessed migrant from hill side moving to different region, be it Terai or Darjeeling, or Uttaranchal. If so, why is the same hilly people raising question of migration, isn’t it question of bulling? Nepal is also sharing long boarder with Tibet, then why is people not talking migration from that side of boarder? There has also been case of reverse migration of people from Uttaranchal and Darjeeling to Himalayan kingdom, then why people’s mouth is closed on these migrations?

Migration in Terai was thing of the past. But even if there still exist migration from across the boarder, as claimed by few people, then this is a question of comfort. Local people are more comfortable with the mix of people from other side of border. On the other hand question should be raised, why Teraian people are not comfortable with the mixing of hilly people? Is it only due to difference of culture or more to do with difference of attitude?

There has always been the surrogate treatment to Nepalese Teraian people. Who so ever had been the ruler in last 260 years, has treated Terai as an asset, but Teraian as liability. This partial behavior of state has given rise to misunderstanding in the whole society of Nepal. People have even started to raise question of nationality and loyalty of Teraian people. But big question is, why is this acid test only for Teraian? Is this just a psychic mentality or a ploy? The test parameter is on two words, nationality and loyalty. For any particular group of people the degree may differ, but targeting these people only for political mileage, is more of the concern. The degree of either loyalty or nationality may surpass the average degree of nationality or loyalty for a particular group of people attached with any particular land in specific conditions. The nationality and loyalty is the function of time, geographical location, people origin, and state responsiveness. For example; large portion of present day Himachal, Uttaranchal, UP, Indian Terai was part of Nepal once upon a time; if this claim is true, what should Nepalese expect from the people of these land to behave like, where should they show their Nationality and loyalty? And has this land been a part of Present day Nepal, what would have been the loyalty and Nationality of these people? A large portion of current Nepal (generally known as naya mulk or new country) was part of India before 1856 AD, then what about the nationality and loyalty of people from these lands? Why was Teraian given special connotation as “Madhesi”, instead of absorbing these people in mainstream politics? For almost two century now, Gurkhas had been serving in Indian (and British) army, where does the loyalty of these brave Himalayans lies? Many of the rulers of present Nepal have Indian maternal side. Where should the loyalty and Nationality of these mother and son duo lie? King Mahendra’s maternity side was from Sitapur, Kheri of India. If Teraian people have family and cultural relationship with India, then Nepal should bank upon this point to strengthen friendly bilateral relation.

Migration problem has taken a big platform since restoration of democracy Nepal in 1950’s. Before that even people of Nepal (especially Teraian) had to take intra-transit permit for any type of movement. Permit was to the check the migration of people. While talking about migration problem, people generally ignore Indo-Nepal 1950 AD treaty. According to treaty, either country has given equal freedom for each others citizen for the purpose of migration and owning of real estate. Using this treaty privilege, some of the decedent of then Rana rulers is still holding real estate in India. Some Ranas have recently claimed ancestral treasures from India (Kantipur 2006-02-23). Using the same treaty, many Nepalese are still holding few of the Indian Government post. Given this condition, why is fuss over Indian owning land in Nepal? If Nepal thinks there is genuine case of migration from India to Nepal, then Instead of punishing poor migrants, why hasn’t Nepalese Government raised migration issue with Indian Government in any of the bilateral talk so far? Both countries can form a task force to resolve citizenship issue on mutual basis, instead of creating hassle for common people.

In the globalize world, when Nepalese people are talking of possibility of dual citizenship, then how much is it relevant to raise citizenship issue in Nepal for Teraian?

There are a numerous questions waiting to be answered. It’s the collective responsibility of state, civil society, policy makers and others to think about the questions in the given context. The Teraian people feels there is undeclared double standard in handing state affairs. Teraian fills uncomfortable with the unreasonable target of state and farcist attitude of some people for some of the critical issues exclusively related toTeraian. The past mentality of state of perceiving Teraian as liability should be changed; otherwise the uneasiness of Teraian in its own land can create Terai as nonprofitable liability for Nepal. In the current changing political environment, Teraian are hoping against the hope. Let’s hope their hopes become stronger with fulfillment of their expectations.

Interim Constitution has already suspended King's power, and Gyanendra Shah has no rights to give any message to the nation without the approval from the "PARLIAMENT". NSU USA & Canada Chapter harshly condemns the Gyanendra Shah's message, he gave on Democracy Day. The Interim legislature should declare Republic Nepal without any hesitation.
We urge Nepal's Government to take serious action against "ROYALISTS" as per the recommendation of the Rayamajhi Commission. NSU USA & Canada supports the on-going protest programs by Nine Student Unions demanding to take serious action against King.
The King's undemocratic message paved an easy way to declare Nepal, a Republic State. Now we don't want the mistake to repeat again and again. Monarchy never can be nationalistic and the king cannot be the symbol of national unity. Nepal will never make any progress until monarchy is abolished. No one can save the king who disregards citizens and always lives a lavishly materialistic life. The monarchial and conventional forces are working with hooks or by crooks to instigate coup in favor of the King. The Royal Palace is using Saam, Daam, Danda, Bhed (a policy of diplomacy, money, punishment and division) to enhance the King's position in the Interim Constitution. King Gyanendra, who used to listen more and speak less, has changed his strategy and is speaking more in an effort to unify all the pro-monarchist and conventional parties. So, we must be aware of the King Men's acts. The ratification of the Interim Constitution suspended the Monarchy and placed it inside the coffin and now the time has come to bury the coffin for good.
Lastly, and again we urge eight party leaders to declare Nepal, a republic state as soon as possible for the better future of Nepal and Nepalis.

Bahun Federalism Is No Federalism At All



Proposed Constitution

Federalism is just a word for the Bahuns. They feel the pressure, and so they say it, but their heart is not in it. Now that they are forced to pay lip service to the word, their next step strategy is to offer federalism in word but not in deed, and that includes the Maoist Bahuns.

Maoist federalism is the Soviet model, the Chinese model. In the Chinese model, Tibet is an autonomous region, but we all know what that means.

We want a federalism whose shape is democratically decided by the people. The Madhesi Movement has clearly shaped the boundaries of the Madhesh state, but these Bahuns are using all their powers to malign the very concept of that Madhesh state. They have not stopped talking disrespectfully of the Madhesi Movement and its martyrs.

First they will offer MahendraPath federalism. You will have decentralization, you will have reorganized zones and development regions. They will want to create regions, not states.

When they say federalism, they mean decentralization. You are talking apples and oranges.

When you say federalism in Nepal, you are talking of about 10 states. And just like in India, they are going to be ethnic, lingual states. The Madhesi want that. The Janajati want that.

Federalism is about democracy. If the people want federalism, they are going to get federalism. If the Madhesi people want a Madhesh state, that is what they are going to get. No force on earth can prevent the creation of a Madhesh state. Who are the Bahuns?

The Bahuns are not preparing to obstruct the creation of the Madhesh state. They are preparing to lose elections. They are preparing to get wiped out of the Madhesh.

The concept of a Madhesh state is the Madhesi Movement's gift to me.

The Bahun mindgame is not taking the Bahuns anywhere this time.

If they were democrats, they would compete to match their political programs with the aspirations of the people. But they are not democrats, they are Bahuns. They are not driven by the democratic spirit, they are driven by Bahun prejudice.

First they will pay lip service to federalism. Then they will want to go into the elections without any specific map. They will tell us all that will be decided in the assembly. Then they will come up with a map in the assembly that does not grant the Madhesi and the Janajati their states. And then they will try to suggest that such are regions and not states, just bigger and better districts. That is their gameplan.

And if all fails, and they are forced to give the Madhesi and the Janajati their states, they will do all to make sure those states have as little power as possible.

We have to understand their gameplan, and we have to defeat the same.

We want a Madhesh state that will have its own parliament. The Madhesh state will retain at least half the revenue it generates. As for the other half that goes to the center, the Madhesh will have MPs that are proportionate in number to the population of the Madhesh. The center should not have any power to dismiss a democratically elected state government.

We have to get very specific about the federalism that we want. Otherwise these Bahuns are going to play mindgames every step of the way.

It is urgent that the Janajati Movement produce a specific map for federalism.

Work To Defeat Them

The goal of the Madhesi Janajati Movement should not be to convince the Bahuns to change their minds. The goal should be to defeat them. The goal should be to force upon them fair procedures for the constituent assembly and then to beat them at the polling booth.

The Madhesi Janajati Movement needs to work to form its own political party.
