बाइस बु“दे शान्ति सम्झौता र अन्तरिम संविधानबारे भएको आठ दलको सहमतिपछि मधेसमा द्वन्द्वले तीव्र रूप धारण गर्‍यो । संघीय शासन व्यवस्था र समानुपातिक निर्वाचन पद्धतिका लागि जारी मधेसी आन्दोलनले सम्पर्ूण्ा शान्ति प्रक्रियालाई प्रश्नहरूको कठघरामा उभ्याइदिइएको छ । आजका घटना अप्रत्याशित होइनन् । यो अपारदर्शी र असमावेशी शान्तिवार्ताको परिणाम हो । यसको वीउ त्यस दिन हालियो, जुन दिन चार प्रमुख दल नेपाली कांग्रेस, नेपाली कांग्रेस -प्रजातान्त्रिक), नेकपा -एमाले) र नेकपा -माओवादी) को मात्र वार्ताटोली गठन गरियो । वार्ताटोलीले परम्परागत शासकीय समुदायको प्रतिनिधित्व गरेको देखियो । संघीय राज्यव्यवस्था र समानुपातिक निर्वाचन पद्धतिका लागि आन्दोलित मधेसको आकांक्षा प्रमुख दलले बुझेनन् वा बेवास्ता गरे ।

वार्ताटोलीका चारै पार्टर्ीीरम्परागत एकात्मक राज्यव्यवस्थाको ठाउ“मा संघात्मक राज्यव्यवस्थाका पक्षधर होइनन् । हुन त कांग्रेस प्रजातान्त्रिकले आफ्नो दस्तावेजमा संघात्मक शासन व्यवस्थाको नीति अख्तियार गरेको छ, तर धेरैले त्यसलाई गम्भीरतासाथ लिएका छैनन् । दुवै कांग्रेस विलय होउन्जेलसम्मका लागि कांग्रेस -प्रजातान्त्रिक) ले यस्ता नीति अख्तियार गरेको हुनसक्छ । एमाले सुरुदेखि नै संघात्मक शासन व्यवस्थाको विरोधी रहेको छ । उसको जोड विकेन्द्रीकरणमा छ । माओवादी संघात्मक प्रतिबद्धताबारे पनि प्रश्नचिह्न छन् । जातीय स्वायत्तता, आत्मनिर्ण्र्ााो अधिकार र संघात्मक शासन व्यवस्था सम्बन्धमा माओवादीले एकैचोटी कुरा राखेको छ । तर वास्तवमा उसले कस्तो खालको शासन व्यवस्था चाहेको हो, स्पष्टता छैन । जहा“सम्म नेपाली कांग्रेसको प्रश्न छ, उसको जोड पनि अहिलेसम्म विकेन्द्रीकरणमा नै छ । त्यसैले २२ बु“दे सम्झौता र अन्तरिम संविधान संघीय शासन व्यवस्थाबारे मौन रहेको छ ।

भनिन्छ, युद्ध भड्काउनेहरू शान्तिको सहज र स्वाभाविक निर्माता हुन सक्दैनन् । नेपालको सर्न्दर्भमा यो सत्य हो । वार्तामा सहभागी प्रमुख दल विगतमा द्वन्द्वका मुख्य र्सजक थिए । तिनले द्वन्द्वको मुख्य कारण पहिचान गर्न सकेनन् । विगतको द्वन्द्वको मुख्य कारण सामन्तवादमाथि आधारित केन्द्रीकृत र असहभागितामूलक राज्यव्यवस्था हो । निरंकुश राजतन्त्र त्यस व्यवस्थाको एउटा अंगमात्र हो । ती चार दलले राजालाई लोकतन्त्रको समस्या ठाने । उनीहरू त्रुटिपर्ूण्ा राज्यव्यवस्थ्ााप्रति कहिल्यै गम्भीर भएनन् । त्यसैले ०४६ को परिवर्तनले परम्परागत शासन व्यवस्थामा कुनै तात्विक परिवर्तन ल्याउन सकेन । बरु प्रजातान्त्रिक निर्वाचनले परम्परागत केन्द्रीकृत राज्यव्यवस्थालाई वैधानिक रूप दियो । त्यसैले विगतको वैध तर विभेदकारी व्यवस्थालाई ध्वस्त तुल्याउन १५ हजार नेपालीले ज्यान गुमाउनुपर्‍यो । तर त्यो सहादत पनि नया“ नेपाल निर्माणनिम्ति पर्याप्त रहेनछ । अहिले मधेसमा नया“ नेपाल निर्माणका लागि रगत बगिरहेछ । नौजना निर्दोष मधेसीले सहादत प्राप्त गरिसकेका छन् । सयौं घाइते छन् ।

केन्द्रीकृत राज्य र विभेदकारी सामाजिक व्यवस्थाले सबभन्दा बढी मधेस र मधेसीलाई आहत तुल्याएको छ । सामाजिक, आर्थिक, भौगोलिक र सांस्कृतिक रूपमा सम्पदाका दृष्टिकोणले मधेस सम्पन्न भए पनि मधेसी जनता जहिले पनि शासकीय थिचोमिचोबाट पीडित रहे । मधेसको भूमि उर्वर नभइदिएको भए मधेसी नेपालबाट विलिन भइसक्थे होलान् । १९५० पछि मधेसीलाई शोषण र हतोत्साहित गर्न नागरिकता र भूमि समस्या जन्माइयो । मधेसीलाई नीति निर्माणबाट टाढा पन्छाइयो । उनीहरूलाई जहिले पनि शंका र अविश्वासको दृष्टिकोणबाट मात्र हेरियो । मधेसी स्वाभिमानमाथि जहिले पनि प्रहार गरियो । आज मधेसीमा देखिएको उन्माद र आक्रोश त्यसैको परिणाम हो । संर्घष्ा गरेर आफ्नो गौरवमयी इतिहास निर्माण गर्नुबाहेक मधेसीस“ग कुनै विकल्प छैन ।

संघीय समावेशी शासन व्यवस्थाको स्थापना मधेसी आन्दोलनको लक्ष्य रहेको छ । संविधानसभाद्वारा राज्यको पुनःसंरचना गर्ने राष्ट्रिय सहमतिलाई मधेसी समुदायले स्वागत गरे । तर २२ बु“दे सहमति र अन्तरिम संविधानले एकात्मक शासन व्यवस्थाको ठाउ“मा संघात्मक शासन व्यवस्था ल्याउने प्रतिबद्धता जाहेर गर्न सकेन । त्यसमाथि संविधानसभाका लागि मिश्रति निर्वाचन पद्धति चयनले परिस्थितिलाई जटिल तुल्यायो । धेरैले अनुमान लगाए, मिश्रति निर्वाचन पद्धति परिणामले अघोषित रूपमा एकात्मक राज्यव्यवस्थालाई नै निरन्तरता दिनेछ । सामान्य मधेसीले पनि बुझे, समावेशीको नाममा मधेसी लगायत अन्य सिमान्तीकृत समुदायबाट नया“ अभिजात्य वर्ग जन्मिन सक्छ । तर त्यसले राज्यको रूपान्तरण भई सामान्य जनता राजनीतिक रूपमा शक्तिशाली हु“दैनन् । आजको मधेस आन्दोलन त्यस्तै सम्भावनाविरुद्ध छ । राज्य पुनःसंरचनाका लागि तर्राई आन्दोलनको सफलता कोशेढुंगा सावित हुनेछ ।

मधेसलाई दृष्टिगत गरी नागरिकता विधेयक पारित गर्न पनि प्रमुख दलले राजनीति गरे । संविधानसभाका लागि समानुपातिक निर्वाचन पद्धति चयनको सम्भावना रहुन्जेल नागरिकता विधेयक पारित गरिएन । प्रमुख पार्टर्ीीई थाहा थियो, समानुपातिक निर्वाचन पद्धतिको चयन भइदिइएको भए, चालीस लाख नागरिकता बा“डेको भए मुलुकको राजनीतिक समीकरणमा आमूल परिवर्तन हुन्थ्यो । मधेसीले बराबरीको आधारमा आफ्नो राजनीतिक अधिकार पाइहाल्थ्यो । तर्सथ संविधानसभाका लागि मिश्रति पद्धतिबारे निर्ण्र्ााभएको दोस्रो दिनमात्र नागरिकता विधेयक पारित भयो । मिश्रति निर्वाचन पद्धतिको परिणामस्वरूप चालीस लाख मधेसीले नागरिकता पाए पनि मधेस विगतजस्तै उपनिवेश रही नै रहनेछ ।

मधेस समस्याको समाधान जनसंख्याको आधारमा चुनावी क्षेत्रको निर्धारण होइन । जनसंख्याको आधारमा चुनावी क्षेत्र निर्धारण ०४७ को संविधानको सर्न्दर्भमा उठेको हो । अहिले त्यसको सान्दर्भिकता छैन । आजको आवश्यकता समानुपातिक निर्वाचन पद्धति नै हो । मिश्रति निर्वाचन पद्धतिको औचित्य संविधान बनिसकेपछि संसदीय निर्वाचनका लागि हुनसक्छ । यस मुलुकलाई हिंसाको राजनीति र विखण्डनबाट जोगाउन समानुपातिक निर्वाचन पद्धति र संघीय लोकतन्त्रमात्र कारगर हुनसक्छ । माओवादी हिंसात्मक व्रि्रोहले पुरानो नेपाललाई समाप्त पार्न प्रमुख भूमिका निर्वाह गरेको हो । नया“ लोकतान्त्रिक संघात्मक नेपाल निर्माणका लागि मधेसको शान्तिपर्ूण्ा आन्दोलनले नै मुख्य भूमिका निर्वाह गर्नेछ ।

संघीय राज्यको सहमति मधेसी, आदिवासी जनजातिले उठाएका माग सम्बोधन गर्न संघीय राज्य तथा जनसंख्या र भूगोलका आधारमा निर्वाचन प्रणालीमा जाने विषयमा आठ दल सहमत भएका छन् । संघीय राज्य र समानुपातिक निर्वाचन प्रणाली माग जायज भएको ठहर गर्दै त्यसलाई संयोजन गरेर अघि बढ्ने सहमति भएको हो । संविधानसभाको निर्वाचनका लागि मतदाता नामावली र नागरिकता वितरण कार्य पहिलो प्रक्रिया भएकाले त्यसलाई बिथोल्न दरबारियाहरूले अराजकता मच्चाएको धारणा आठ दलको छ ।

Press Release: Only A Political Outlet To The Madhesi Movement

We are saddened by the sad turn of events in the Terai of Nepal this past 12 days. We appeal to all protestors to only use nonviolent methods of protests. And we condemn in strong words the brutal police crackdown by the state that has lead to eight deaths and counting and hundreds injured in all the major Terai towns. The state repression was not this violent and brutal even during the April Revolution. That is a shame. That state terror has to come to a halt immediately. This is a political movement that only has a political solution. This is not a law and order problem with a police/military solution.

We urge that the eight party coalition meet the basic demands of the Madhesi Movement. The Home Minister needs to resign immediately. And the Prime Minister has to go on TV and address the nation saying the eight parties have agreed to draw the 205 constituencies based on equal population, and that all eight parties commit to federalism, and that all Madhesis will be granted citizenship papers before the constituent assembly elections are held. It has been wrong to cap that number at 33 lakh when a Congress government put that number at 42 lakh 10 years ago.

This is not an ethnic tussle between the Pahadi and Madhesi. Rather this is a struggle of the Madhesi community with the state for total equality. This has to be seen as the second chapter of the April Revolution itself. This is a social justice revolution that the Madhesi have launched. We urge the Madhesi leadership to reach out to the other marginalized groups, namely the Dalit, Janajati and Mahila, and we urge those marginalized groups to reach out to the Madhesi to forge a stronger coalition of social justice. The DaMaJaMa coalition is not a coalition against the Bahun and Chhetri men. Rather it is a coalition for equality for all. Progressive Bahun and Chhetri men should feel very comfortable being part of that coalition which should be issue-based.

Half a century ago the blacks in the US also waged a struggle for equality. The success of that struggle did not diminish the whites. Rather all became better off. The Madhesi attaining equality will not diminish the Pahadi. The DaMaJaMa attaining equality will not diminish the Bahun Chhetri men.

We urge all parties to agree to a framework of free, fair and representative elections to the constituent assembly where all issues will be settled through dialogue and debate and voting. For the elections to be representative and fair, all 205 constituencies have to be of equal population, and there have to be reserved constituencies for the DaMaJaMa. The reservation also has to apply to the non-elected seats.

Let us use peaceful, political processes to solve even the knottiest of our issues and problems. Let us secure a just democracy so we can all focus on rapid economic growth for the country.

Terain people's issues are of serious concern to all section of society. Some miscreants are trying to fish in the troubled water. But people's concern is to get rid of all structural discrimination. Main reason behind disbelief is the process of political decisions, which have been always non-transparent and unilateral by eight party. Our leader's were much focused on bringing Maoist on mainstream very quickly. So, (due to clandestine process) people feel alienated. People never knew about the Logic behind decisions. That is why they do not believe that as per the proposed election system parties will incorporate them under 204 PR mechanism. Politicians also could not convince people that politics is the business of politicians which is done through political parties. Either you join political party to do politics or voice through civil society. Some new personalities see this as a chance to establish themselves very quickly in the political arena, which is not bad any way. Current agitation has not incorporated the agenda of historical suffering, exploitation and discrimination. Rather this is more focused on opposing current leadership and claiming for surity of participation in the political bodies i.e. CA & Parliament, which is not again wrong to express willingness to contribute in the nation building.
We have demanded that state should be ready to ammend interim constitution to incorporate people's will of proportional representation and political parties should more concretely express their commitment towards federal structure of the country through CA.

Nepal is home to a mosaic of ethnicities and languages. More than 61 ethnic groups and diverse nationalities reside in the country. Despite the socio-cultural diversity, Nepal is facing a vicious cycle of poverty which mainly is the cause of spatial heterogeneity and structural inequalities. The spatial causes of poverty can be seen due to the regional imbalance in the development process, while the structural inequalities have been coupled by 'haves' and 'have nots'. Structural inequality has further been compounded by the caste system of the country. Although anti-discrimination provisions are contained in the 1990 Constitution, caste discrimination remains ingrained in Hindu- dominated Nepalese society. Poverty, lack of social services (health, education, water and sanitation, etc.) remain pressing problems for rural, lower castes and indigenous peoples, despite economic development and poverty alleviation having been the primary objectives of the Nepali budget for the past years. Additionally, the bitter truth is that lower castes and minority ethnic groups are disproportionately affected by widespread social and economic problems aggravated by poverty. Generally, Nepal's Hindu-dominated society has excluded four groups of people from the contemporary development processes either through political exclusion (decentralized efforts of development, basic citizenship rights, etc.) or through economic exclusion (concentrated urban market centers) or through social exclusion (socio-cultural attributes-a legacy of age old culture, etc.) These four groups are: i) Dalits or lower caste people, ii) Indigenous people or Janajati iii) Madeshi or Terai inhabitants and iv) Women.

In spite of having a long history of origin and habitat, the Madhesi community is practically considered as outsiders. They continue to be marginalized and have faced exclusion in active political participation, administration and governance, decision- making and policy planning. Moreover, they face problems like issues of citizenship and finding their true identity in their own native land. The Madhesi people feel highly discriminated against and has almost lost 'the sense of belongingness to this nation'. The exclusion of the Madhesi community (comprising of 32 percent of the country's human resources) from the national mainstream has been a negative factor for the sound economic development in the country.

Many of the modern day basic facilities have not yet reached Madhesi people. Nearly 40 percent of the Madhesi population is Dalit and indigenous Janajati who are inherently disadvantaged in many social and economic aspects. Again, poverty is very high among the Muslim population living in rural areas having average low rates of literacy. There has been little effort to prevent social, economic and political exclusion and to reintegrate those who have become excluded through unemployment, landlessness and homelessness. In addition, immediate attention needs to be provided to ascertain citizenship rights to the landless Madhesi people, and to maximise their representation in political and administrative units of the country.

Event after contributing significantly against the nationwide movement/protest against the absolute rule of King Gyanendra and making People's Movement-II a grand historical success on April 26, 2006, Madhesi people does not have clear guarantee for their fair representation in Constituent Assembly Election. Political parties are theoretically agree on the issues of proportional representation of Madhesi people in constituent assembly, federal system with regional autonomy including other issues demanded by Madhesi people, lack of common consensus and commitment with action of the parties are fuelling the frustration of Madhesi people. On-going Madhesi Movement in Central and Eastern Terai of Nepal is expressing the voice of these deprived and frustrated Madhesi population. No one can deny the fact that penetration of anti-democratic elemenents (hindu extremists and royalists) and opportunists are making the movement violent and communal. However, thousands of peoples participation in daily protest throughout districts is enough to prove that the movement is reflecting Madhesi people's voice.

Excessive use of force (gun, bullets, tear gas and other means) by the State is escalating the violence. Hundreds of people are getting victimized and more than 7 people died in the movement. However, the State is not moving any solid step to calm the situation and descalate the violence. In spite of request and demand by Personal Representative of the UN Secretary General Ian Martin, Chief of the Office of the High Commissioner for the Human Rights (OHCHR) in Nepal; Lina Sundh, Indian Ambassador to Nepal, Members of Council of Ministers, 49 Members of Parliament (MPs) of eight political parties, human rights organizations and civil societies to address the demand of Madhesi people are not being entertained by the State.

Daily life of civilian is badly affected by the movement. Daily consumer items are getting out of stock. Thousands of civilians depend on daily wages are badly affected and having no means of bread and butter. Patients are not getting health facilities due to strike. Market, schools, campuses, banks and other basic facilities are badly hampered. Frustration tends to anger and anger is leading into violent expression. Now, its time for all of us; the members of civil societies to choose one of two ways; (i) to witness the movement getting communal and violent and give silence approval to the State brutality to its citizen demanding their rights, and (ii) to give pressure to the State for immediate address to the Madhesi people's demand and to the organizer/s of movement for peaceful demonstration.

If we choose number two, then followings are couples of ideas to contribute for peaceful solution of the Madhesi Movement;

At Individual level;

A. Write article on peace, communal harmony, peaceful way of demanding rights, inclusion, civic education, etc. Article describing the real and authentic number and status of Madhesi and other excluded groups and their contributions in nation building can also play vital role in promoting the reorganization of excluded groups ( e.g. madhesi, dalit, aadibasi/janjati, women etc) at wider audience and authencity/ justification of their demands for rights.

B. Lead or join a group of delegation to your respective member of parliament (MP) and show your concern.

C. Plan and implement training/ workshop/ project on civic education, GESI, peace education, constituent assembly, voter education etc.

D. Organize and/or participate in peace rally.

E. Organize fund-raising campaign for the victims of Madhesi and other excluded groups movement.

F. Form and/or join a network of civil societies and pressure group of/for peaceful movement.

It applies in your case too if you consider you are not a pahade. Corrupted GOP people used Nepali in very jabarjasti way to make you 'khas' in the processof khasitization of the country. Unless you show this difference to peple of tarai it is not worth to claim autonomous region. We msust understand this differentiation. Hi

Recent development in Terai has certainly drawn the attention of national
and international political intelligentia, academiia and activists. Everyone
agrees with the demands of different madhesi groups including Maoist though
Mr Prachand called the supporter of MRPF as criminal and gangster(all nepali
knows who is the real criminal terrorizing the nation for more than a
decade).

The article by Mr BC Lal is an eye openar to both madhesi and pahadi
community to realize the fact where the Nepali society is headed. If the age
old (238yrs) state policies to treat Madhesi as 2nd class citizen are not
started to chang now from interim constitution itself, the future of
developed nepal will be far distant.

I agree with the Suman Ghimire's comment that education is far important to
empower the Madhesi community. There is big question why madhesi communities
do not invest in education?. why only 20 students are in Malangwa college
while 200 in Hariaun?. I think the answer lies in unrealistic government
policies. Government should have run eduation drive or campaign against any
cultural or traditional or man made hinderances to people to reach the
educational institutions. It didn,t happen only because madhesi community do
not had enough voice in the government during the entire shah dynasty and it
has continued till todey (compare the number of parliamentarians in interim
parliament)

Sumanji, the work that Dusadh and Chamar are doing tode will developed as
profession and will be carried by everyone irrespective of their caste and
ethnicity. Example can be seen in SULAB INTERNATIONAL in India where toilets
across the India is managed by Jha and Lals.

Mr Lal's article does not exhibits the data regarding doctors and engineers,
true. Being a technical person I want to ensure everyone the data in
technical field is alos not so encouraging. If you give a glance to the
directory published by Nepal Engineers association one can easily find that
only 21 percent of engineers are from Madhesh. If you analyse Director
general of Irrigation, roads, bhawan bibhag and similar other institutions,
you will find in las 30/40 year only one or two madhesi got the chance to
reach the position.

With all these things, what i am trying to say is political empowerment is
the root for the development of any community and nation. Economic and
social development can be achieved only if you have political power.
Fedralism is one and easy way to empower the madhes. Fedralism will
certainly not brought all kinds of development automatically but it
certainly will trigger the development across the region and have positive
impact on national development itself.

All my arguments does not mean that i support the present violence in terai,
however the recent success of maoist has proved that if you take guns in
your hand you will achieve power which is a pad precedence. Our leaders
should show the ability that they could identify the issues before the
people come to road. Unfortunately, they haven' t yet.

The meaning of inclusive governance as depicted in Mr Lal's article should
be the point of departure for both the elite ruling and agitating party to
initiate their talk for the prosperous and brighter Nepal. I congratulate
MRPF for their success to bring the issue in front to be solved in time but
i also urge them to so the restrain and come to table for meaningful
solution of the age old problem.

I appreciate your continue concern. Just like you we are
equally worried about this issue therefore, we are doing something.
Below are
the list of things:
1. We have issued another strong statement on behalf of
ANTA strongly condemning excessive use of force. This should be
published today
in Nepali media;
2. ANTA has asked Nepalese American Council to provide fund
for victims and president of NAC has already send that to the excecutive
committee. Upon approval we will distribute this fund through proper
channel.

3. We are also raising seperate fund and our executive committee has
already
pledge almost $1 K and we will raise more from North-American diaspora.
Again, this
fund will be distributed via proper channel.
4. We are in constant touch with
concern people and pressuring government to start dialogue ASAP.

We are watching situtation very closely and do our best to assist in every

Madhesis have been marginalized for over two centuries. The Gorkha imperial
ambition saw Terai as a colonial frontier, and the pahadi attitude continues
today. Madhesis are a second class citizen in their own country. Every
madhesi grievance must be redressed. Every madhesi voice must be heard.
Every madhesi dignity must be upheld.

There have been excesses, and the perpetrators must be held duely
responsible.

But ethnic cleansing? Holocaust? Rwanda?

These are strong words.

Some people are intent on creating a Frankenstein.

But people like you and me need to think 'out of the box'. Far-sighted-ness and understanding the core issues are very important and absolutely needed for Nepal and Nepalis today. Madhesis are Nepalis as Pahadis and Sherpas as well. That's the beauty of this Nation - which we have to prove to the world. Yes, we have not sorted out every differences we have today but eventually it will. We Nepalis were never given/shown opportunity to blend together in some cases. I see the hatred that has woven in every human being.
Your aspect is from political science and mine is more from the spiritual aspect. Politics tend to satisfy the majority - sprituality ignites, strengthen every single creatures in this earth. Peace has to rule the world - otherwise it'll detroy the entire human race in the next century. There is internal and external peace. What we see are all external and needs patches and so is internal. Unless we make ourselves peaceful, beyond-hateredness, non-violent, non-greedy there is no political system in the world can make us peaceful. Even at the next village where Buddha realized 'Nirbana' ro where King 'Janak' received his Bideha-Mukti.
Madhesis are awesome, hardworking, intelligent work force, a buffer between India to Nepal and so are Sherpas/Pahadis to China/Tibet. It this tiny country of so much diversity - we are trying to bring all flowers together to make a garland. Do you think it is possible? So we need to bring economic advantage to bring these under-priviledged Nepalis to participate the world economy. Let's think and join our hands, brains together to unite, ignite and explode in the global village? At the same time make sure the extreme royalists, the extreme religious jihadis, the terroists and need to be checked/watched. We civil society members need to power ourselves and take the authority in democratic norms not only through politics but spiritually as well..... let's meditate on this !

Sorry for my ignorance but please educate me politically what was the riots in Terai about? I thought they were the split group from Maiots and a coalition group who support King and some BJP (extreme hindu identity). Try to educate the diaspora people from the participation perspetive and what the real cause is?? Can you put up a forum for this??
Offcourse if they are genuin Nepalis they need to be treated as such but what line should we draw not to give citizenship to the unwanted such as thugs and Indians (who stay in Nepal and proclaim as they are loyal to India than Nepal - I am also including certain politicians who do the same in the name of dividing people).

Thank you very much for your inquery about the Terai crisis. Oviously, I am
eagerly looking the Terai incident. I have great sympathy to them. I am very
much concern about two things in Nepal
1. The existing social harmony among the Nepali people should not be broken.
2. Nation should not be splited in the name of politics.
Whether they are Madeshi or Pahadi, all the deprived group should be unite
and find out the solution soon. Lets talk over phone on this matter.
