पहाडी मधेशी दंगा, मधेशी जनजाित गठबंधन, र िनर्णायक, अिहंसात्मक अन्ितम अान्दोलनको खाँचो

नेपालगंजमा भएको पहाडी मधेशी दंगाको नैितक िजम्मेवारी मुख्य रूपले सयौं वर्षदेिख रहेको सामन्ती सामािजक िवद्वेशलाई जान्छ। त्यसको िजम्मेवारी महेन्द्रको बाङगोिटङगो तथाकिथत राष्ट्रवादलाई जान्छ जसले नेपालका मधेशीलाई नेपाली नै भन्ठान्दैन। र त्यसको िजम्मेवारी काँग्रेस र एमालेमा व्याप्त बाहुनवादलाई जान्छ जसले २०४६ पिछ िनरन्तर त्यही महेन्द्रवादी राष्ट्रवादलाई बढावा िदयो र अिहले पिन िदइराखेको छ। र केही हदसम्म त्यसको िजम्मेवारी सामािजक न्यायको पिवत्र अान्दोलनमा होिमएका ती नेताहरूलाई पिन जान्छ जसले अाफ्ना कार्यकर्ताहरूलाई िदनुपर्ने अिहंसाको प्रिशक्षण िदनबाट चुिकरहेका छन्। तर त्यस दंगाको व्यवहािरक िजम्मेवारी त स्थानीय प्रशासनलाई नै जान्छ। एउटा राजनीितक पार्टीको िवरोध कार्यक्रम समाप्त भइसकेको भोिलपल्ट शुरू भएको दंगामा स्थानीय गुण्डा, लफङगा, प्रितक्िरयावादीको हात रहेको स्पष्ट देिखन्छ।

र यस दंगाको िजम्मेवारी केही हदसम्म काठमाण्डुको बाहुनवादी िमिडयालाई पिन जान्छ। अप्िरल क्रान्ितको कर्णधार, एउटा िजम्मेवार राजनीितक पार्टीले िकन िवरोध गर्यो भनेर केलाउनु त परै जाअोस्, जनतालाई ती नया उठेका मुद्दाहरूबारे िशक्िषत गर्नु त परै जाअोस्, त्यो िवरोध कार्यक्रम समाप्त भइसकेको भोिलपल्ट शुरू भएको दंगाको िजम्मेवारी त्यस राजनीितक पार्टीको काँधमा थोपर्ने प्रयास भइराखेको देिखन्छ।

सद्भावना (अानन्दी) ले गरेको मधेश बन्द, त्योभन्दा केही अगािड पूर्वी नेपालमा जनजाितहरूले गरेको नौ िजल्ला बन्द अप्िरल क्रान्ितको दोस्रो अध्याय शुरू भएको शंखघोष हो, मधेशी जनजाित गठबंधन बन्ने प्रक्िरयाको शुरूवात हो। मधेशी जनजाित गठबंधन बनेपिछ नेपालको राजनीितमा तख्तापलट हुन्छ। अिहलेसम्म हामीलाई पिन अिधकार देउ, हामीलाई समानता देउ भन्दैअाएका मधेशी र जनजाित अाफै सत्तामा पुग्नेछन्, र हात थापेर माग्ने िवरोधको राजनीित समाप्त हुनेछ। अिधकार भनेको मागेर पाइने कुरा होइन, त्यो अार्जन गिरने कुरा हो। सत्ता र शक्ित भनेको मागेर पाइँदैन, त्यो िछन्नुपर्ने हुन्छ। शक्ित भनेको ब्यालट बाकसबाट अाउने कुरा हो। चतुर्याइकासाथ चुनावी समीकरण बनाएर चुनाव िजत्ने िकिसमले अगािड बढ्नुपर्ने हुन्छ।

देशमा १% ले ९९% मािथ शासन गिररहेको अवस्था िथयो। त्यो समाप्त भयो। अब २०%ले ८०% मािथ शासन गिररहेको अवस्था छ्। त्यसलाई पिन समाप्त गर्नुपर्छ।

मधेशी जनजाित गठबंधन बनाएर एउटा िनर्णायक, अिहंसात्मक अन्ितम अान्दोलन गर्नुपर्ने खाँचो छ। यो संिवधान सभाको चुनाव हुन लागेको होइन, यो दमजम अान्दोलन हुन लागेको हो। अप्िरल क्रान्ित सडकबाट सरेर संसदमा पुग्यो, त्यहाँ गएर केही सेलायो, िदगभ्रिमत भयो, अब त्यो क्रान्ित संसदबाट फेिर सडकमा जान्छ, र सडकबाट ब्यालट बाकसमा। तर यो क्रान्ित पूर्ण रूपले अिहंसात्मक हुनुपर्छ। िहंसामा उत्िरएको क्रान्ित क्रान्ित नै होइन। कार्यकर्ताहरूलाई सडकमा अोराल्नुभन्दा पिहले अिहंसाको प्रिशक्षण िदइनुपर्छ। यो क्रान्ित केही हदसम्म सत्तामा रहेका बाहुनहरू िवरूद्ध अवश्य हो, तर यो प्रमुख रूपले जनताको राजनीितक चेतना जगाउने क्रान्ित हो। जुलुस िनकाल्नु अगािड स्थानीय प्रशासनलाई पूर्वसुिचत गरेर संयोजनमा गएको राम्रो। तोडफोड भनेको गर्नै हुँदैन। िहंसामा उत्िरनै हुँदैन। सडकमा उत्िरएका राजनीितक कार्यकर्तालाई स्थानीय प्रहरीले सुरक्षा प्रदान गर्नुपर्छ।

सयौं वर्ष पुरानो सामन्तवादलाई समाप्त पार्नुपर्छ। हजारौं वर्ष पुरानो बाहुनवादलाई समाप्त पार्नुपर्छ।

नेपालको सबैभन्दा ठूलो पार्टी सद्भावना बन्न सक्छ िक सक्दैन? बन्न सक्छ भने कसरी?

पार्टी एकीकरण

बद्री मण्डललाई अर्को सद्भावना फ्याक्शनले फािलसकेको अवस्थामा सद्भावना अानन्दीका नेताहरूले पार्टी एकीकरणकालािग पहल गर्नु जरूरी भएको छ। सद्भावना अानन्दी बिलयो अवस्थामा छ। एकीकरण नगरे बढी बेफाइदा अर्को फ्याक्शनलाई छ। त्यसैले सद्भावना अानन्दीले महानता र बडप्पन दर्शाउनु जरूरी छ। काँग्रेस एकीकरण हुनेवाला छैन। त्यो एउटा थािकसकेको पार्टी हो। काँग्रेसको मुख्य बेस नै तराई रिहअाएको िथयो। फुटेको काँग्रेसलाई जुटेको सद्भावनाले बढी राम्रोसँग धक्का िदन सक्छ।

हृदयेशको मार्क्सवाद

हृदयेश त्िरपाठी भनेको पिहला कम्युिनष्ट मान्छे। एमालेले तराईमा अाफ्नो बेस केको अाधारमा बनाएको छ भन्ने कुरा हृदयेशले राम्रोसँग बुझेको हुनुपर्छ। सद्भावना काँग्रेस जस्तै मध्यम वर्गीय मधेसीहरूको पार्टी रिहअाएको छ। त्यसरी काम चल्नेवाला छैन। सद्भावनाले गरीबी रेखामुिन रहेका मधेसीहरूलाई गरीबीलाई नै मुद्दा बनाएर कसरी अगािड बढ्ने भन्ने बारे सोंच्नुपर्यो। एमालेलाई कम्पीिटशन िदनुपर्यो। हृदयेशले अाफ्नो कम्युिनष्ट पृष्ठभूिमलाई दबाउने होइन, क्याश गर्ने काम गर्नुपर्यो।

संिवधान सभा र िहंसा

सद्भावनाले १९९० मा अाफ्नो स्थापना कालदेिख नै संिवधान सभाको माग गर्दै अाएको हो। काँग्रेस र एमाले लाचार भएर, केही पिन सीप नलागेर संिवधान सभामा जान लागेका हुन्। १९९६ मा माअोवादीले गृहयुद्ध शुरू गर्दा संिवधान सभाको कुरा गरेका िथएनन्। त्यो त पिछ गर्न थालेका हुन्। त्यसैले देशमा हुन लागेको संिवधान सभाको चुनावको श्रेय सद्भावनाले िनर्धक्क भएर िलनुपर्छ। सद्भावनाले अाफ्नो िहंसाको कुनै इितहास नभएको कुरा जनतामा लैजानुपर्छ।

मधेशी जनजाित गठबंधन

यो गाँठी कुरा हो। यसकालािग सद्भावनाले पहल गर्छ िक गर्दैन? त्यो हेर्नुपर्ने छ। यसकालािग पार्टीको केन्द्रीय सिमितको पुनर्संरचना गर्नुपर्ने हुन्छ। पार्टी अध्यक्ष मधेसी हुने हो भने एउटा उपाध्यक्ष जनजाित, एउटा उपाध्यक्ष दिलत, र एउटा उपाध्यक्ष मिहला बनाउनुपर्यो, र त्यो कुरा पार्टी िवधानमा नै लेख्नुपर्यो। पार्टीको मेिनफेस्टो पिन नया िकिसमले लेख्नुपर्ने हुन्छ।

होइन, यिद जनजाित सद्भावनाको झण्डामुिन अाउँदैनन् भने चुनावी गठबन्धन हुनसक्छ। चुनावी गठबन्धन हुँदैन भने संसदमा गएर गठबन्धन हुनसक्छ।

प्रवासी मधेसी

मेरो अनुभवमा प्रवासी मधेसीमा राजनीितक चेतना न्यून छ। एकसेएक िडग्री प्राप्त मधेसीहरू, एकसेएक पैसा कमाएका मधेसीहर सद्भावनाप्रित दुर्वचन बोल्छन्। थुप्रै प्रवासी मधेसीहरू बाहुनको झोला बोकेर िहंिडरहेको देख्न सिकन्छ। अाफ्नो हकिहतकालािग नबोलेकोले मात्र त्यो दोस्ती भएको हो, मधेसी हतिहतकालािग बोल्न थाल्नासाथ ती पहाडीयाहरू नाकमुख बङब्याउन थाल्छन् भन्ने कुराको बोध हुन बाँकी छ थुप्रै िदग्गज मधेसी िदमागहरूमा।

सबै मधेसी सद्भावनाकै पछािड लाग्नुपर्छ भन्ने त छैन, तर सबै मधेसी अाफ्नो समुदायको हकिहतकालािग एक जुट भएर अगािड अाउनुपर्ने भने छ।

संिवधान सभाको चुनावी क्षेत्रहरू बराबर जनसंख्याको अाधारमा रेखाङिकत हुनुपर्थ्यो। भएन। अिन खोइ त काँग्रेस, एमाले र माअोवादी मधेसीहरूले यसबारेमा हल्ला गरेको? पार्टी बेिससमा नगएर एजेण्डा बेिससमा नै जाने हो भने पिन अिहले सद्भावना मधेसी हकिहतकालािग बोल्ने एक्लो पार्टी भएको छ। प्रवासी मधेसीहरूले िक त अरू पार्टीहरूलाई मधेसी हकिहतको एजेण्डामा ल्याउन सक्नुपर्यो िक त एकमुष्ट भएर सद्भावनालाई मदत गर्नुपर्यो। त्यसकालािग अाफ्नो अात्मघृणालाई परास्त गर्नुपर्यो।

सद्भावना लहर

यो संिवधान सभाको चुनाव हुन लागेको होइन, यो दमजम अान्दोलन हुन लागेको हो। १९८४ मा भारतमा भाजपासँग २ सीट िथयो। १९८९ मा त्यो ८५ भयो। १९९६ मा १६१ भयो र सबैभन्दा ठूलो पार्टी बन्यो्। सद्भावना भनेको काँग्रेस जस्तो बूढो, थाकेको, िसिकस्त पार्टी होइन, एमाले जस्तो नामको मार्क्सवादी कामको बाहुनवादी पार्टी होइन, माअोवादी जस्तो िहंसाको इितहास बोकेको पहाडीकेन्द्रीत पार्टी होइन।

यो चुनावमा सद्भावना लहर पैदा हुने ठूलो संभावना छ। तर त्यसकालािग सद्भावनाका नेताहरूले हामीले १९९० मा लेखेको मेिनफेस्टोको एउटा अर्धिवराम पिन फेर्दैनौं भन्ने जुन मनस्िथित छ त्यसलाई त्याग्नपर्यो। सद्भावनाले मेरो प्रस्तािवत संिवधान लाई अाफ्नो चुनावी मेिनफेस्टो बनाउनुपर्यो।

अन्तरिम संविधान मधेसी विरोधी’

रौतहट, पुस ९ - सद्भावना आनन्दीदेवीका महासचिव राजेन्द्र महतोले आठ दलद्वारा जारी अुन लागेको अन्तरिम संविधान मधेसी विरोधी भएको बताएका छन् । ठूला दल भन्दैमा जे पनि गर्न पाइन्छ भन्ने छैन भन्दै महतोले गौरमा आइतबार आयोजित मधेसी कार्यकर्ता भेलामा

आठ दल नै मधेसी विरोधी भएर निस्केको आरोप लगाए ।

जनआन्दोलन दुईले देखाएको मार्ग दिशालाई ठूलो दलले बिर्सेर मधेस र मधेसी प्रतिभेदभाव गरी अधिकार खोस्ने कार्यमा सक्रिय भएको आरोप लगाउँदै महासचिव महतोले सद्भावनाले विरोध र असहमति गरेका काम ठूलो दलले निर्णय गर्दै आएको दाबी गरेका छन् । नयाँ नेपालको निर्माण गर्ने बेलामा यसरी भेदभाव गर्दा मुलुकमा रक्तपातको स्थिति सिर्जना हुने महतोले चेतावनी दिएका छन् ।

महासचिव महतोले जन संख्याको आधारमा निर्वाचन क्षेत्रको निर्माण गर्नुपर्ने र अन्तरिम संविधानमा समानुपात हिसाबले बराबरीको दर्जा मधेसका जनतालेे पाउनुपर्ने अडान मधेसका जनताले राखे पनि सात दल एक ढिक्का भएर सद्भावनाले केही गर्दैन भन्नेजस्ता धम्कीपूर्ण कार्य गरेको भन्दै भत्र्सना गरेका छन् ।

यसैगरी महोत्तरी समाचारदाताका अनुसार अन्तरिम संविधानको विरोध गर्दै सद्भावना आन्नदीदेवीले आइतबार जलेश्वरमा मसाल जुलुस प्रदर्शन गरेको छ । साँझ पार्टी कार्यालयबाट निस्केको जुलुसले अन्तरिम संविधान मधेस विरोधी भएकोमा विरोध जनाउँदै त्यसको खारेजीको माग गरेको छ । जुलुसले समानुपातिक शासन प्रणाली, संघीय शासन प्रणाली तथा भूमिमा मात्र नभै सम्पत्तिमा समेत हदबन्दी लागू गर्न माग गरेको छ ।

सदरमुकामस्थित प्रमुख चेाकको परिक्रमा गर्दै बस स्टेन्ड पुगेको जुलुस कोणसभामा परिणत भएको थियो ।

नेपालमा दमजम अान्दोलनको अावश्यकता

राजाले अाफुखुशी, स्वेच्छाले तानाशाही समाप्त गरेको होइन। अान्दोलन गर्नुपर्यो, अिन बल्ल राजाको दादािगरी समाप्त भयो। त्यस्तै बाहुन, क्षेत्रीले दिलत, मधेशी, जनजाितलाई र पुरुषले मिहलालाई स्वेच्छाले समानता िदने छाँटकाँट मैले देिखरहेको छैन।

संिवधान सभामा २०५ सीट बराबर जनसंख्यामा बाँिडनुपर्थ्यो, तर त्यसो गिरएन। मधेसीलाई भोट खसाल्न त िदने तर समानता निदने षडयन्त्र हो त्यो। मिहलालाई ३३% अारक्षण भिनयो, तर खै त अन्तिरम संसदमा त्यो ३३%? जताततै उनै बाहुन क्षेत्री लोग्नेमािनसहरूको अनुहार देिखन्छ। संिवधान सभाको चुनावमा दिलत, मधेशी, जनजाित र मिहलालाई अारक्िषत िनर्वाचन क्षेत्रहरू िकटान गिरनुपर्थ्यो। खै त?

होइन यिद संिवधान सभामा २०५ जित सीट प्रत्यक्ष िनर्वाचन, २०५ जित सीट समानुपाितक िकिसमले अाउने हो, १६ जित प्रधानमन्त्रीले मनोिनत गर्ने हो र मिहलाले ३३% पाउने हो भने मिहलाले ४२५ चानचुन सीट मध्ये १४० सीट जित पाउनुपर्यो। २०५ सीट प्रत्यक्ष िनर्वाचनबाट अाउँदा एउटा पिन मिहला नअाउने हो भने त्यो १४० सीट २०५ समानुपाितक सीट र प्रधानमन्त्रीको १६ सीटबाट अाउने हो िक?

मिहलालाई ३३% त भिनयो तर त्यसिभत्र सबै बाहुन क्षेत्री मिहला नै अाए भने त्यो फेिर के मजा भयो? त्यही ३३% िभत्र पिन २।३ दिलत, मधेशी, जनजाित समुदायका मिहलालाई िदइनुपर्ने िकटान गिरनुपर्थ्यो तर त्यस्तो कुनै छाँटकाँट छैन। त्यसैले मिहलालाई ३३% अारक्षण पिन बाहुनवाद कै अर्को अवतार जस्तो देिखन्छ।

संिवधान सभामा मिहलालाई समग्रमा ३३% अारक्षण िदने हो भने दिलत, मधेशी, जनजाितलाई कित िदने? दिलत, मधेशी, जनजाितलाई संिवधान सभामा अारक्षण िदने कुरा उठेकै छैन। त्यसलाई बाहुनवादी षडयन्त्र नै मान्नुपर्छ।

अारक्िषत िनर्वाचन क्षेत्र िकटान नगर्ने बरू पार्टी नेतृत्वले नै पार्टीले मत पाएको अाधारमा िपछिडएका समुदायका मािनसलाई सीट िदने कुरा पिन बाहुनवाद नै हो। राजाको प्रत्यक्ष शासनकालमा पिन राजाले एक दुई वटा टोकन दिलत, एक दुई वटा टोकन मधेशी, एक दुई वटा टोकन जनजाित, र एक दुई वटा टोकन मिहलाहरूलाई पदमा नराखेको होइन। तर त्यस्ता व्यक्ितहरूको लगाव राजाप्रित रह्यो न िक अाफ्ना समुदायहरूप्रित। त्यही िकिसमको व्यवहार काँग्रेस र एमालेका बाहुनहरूले अब देखाउने भएका छन्।

अारक्िषत िनर्वाचन क्षेत्रबाट िजतेर अाएका दिलत, मधेशी, जनजाित र मिहला पार्टीका बाहुन नेता होइन िक अाफ्ना समुदायहरूप्रित जवाफदेही हुने कुराको डर छ बाहुनहरूलाई।

भन्नेले भिनराखेका छन् िक यिद माअोवादी जस्तो पार्टीले अत्यिधक मात्रामा दिलत, जनजाित र मिहलालाई अन्तिरम संसदमा पुर्याएमा र संिवधान सभाको चुनावमा अत्यिधक मात्रामा दिलत, जनजाित र मिहलालाई उम्मेदवार बनाएमा अरू पार्टीहरूलाई पिन त्यसै िकिसमको दबाब पर्न जाँदैन र? त्यो कुरा साँचो हो भने त्यही माअोवादीले पिन मधेसी समुदायलाई नजरअंदाज गरेर अगािड बढेको अवस्था छ। र त्यसो हो भने मिहलालाई पिन िकन चािहयो ३३%? र मिहलालाई यिद चािहयो भने दिलत, जनजाित र मधेसीलाई पिन चािहयो।

त्यस्तो स्िथित सृजना गर्न एउटा बिलयो मधेसी-जनजाित राजनीितक गठबंधन बनाउनु िनतान्त अावश्यक छ। त्यो गठबंधनले साझा मुद्दाहरूको एउटा संिक्षप्त मेिनफेस्टो जस्तो बनाएर सबै पार्टीहरूलाई दबाब िदनु अावश्यक हुन जानेछ। ती साझा मुद्दाहरूलाई अंगीकार नगर्ने पार्टीहरूलाई विहष्कार गर्ने तर्फ सोंच्नुपर्छ।

त्यो मधेसी-जनजाित राजनीितक गठबंधनमा दिलत र मिहलालाई समावेश गरेर लानुपर्छ। यसरी राजनीितक गठबंधनमा नजाने हो भने िगिरजा कोइरालाको सरकारले पदमा ल्याएका अिधकांश मािनसहरू बाहुन लोग्नेमान्छे नै भएको प्रमाण हामी सामु स्पष्ट नै छ। यी अंधा बाहुनहरूले सामािजक न्यायको चश्मा लगाउने कुनै छाँटकाँट मैले देिखरहेको छैन।
