मधेशी मोर्चाका िनर्माण अौर तराई खुला रखनेकी रणनीित

माअोवादी अौर एमालेवाले यकायक सात पार्टी गठबन्धनकी बात करने लगे हैं। न कोइ मीिटङ हुइ, न कोइअौपचािरक छलफल हुवा, न कोइ िनर्णय िलया गया। यकायक अाठ पार्टी गठबन्धनसे सद्भावना गायब है। वैसे तो मुझे पहाडी prejudice का कोइ proof नहीं चािहए, वो मुझे न्यु यर्कमें बैठे बैठे िमल जाता है। यहाँकेपहाडीयोका भी िदल गन्दा है। कुछो फर्क नहीं है। यहाँका पहिरया वहाँका पहिरया जैसा ही है।

ये लोग अब सात पार्टी गठबन्धनको मजबुत बनानेमें लगे हैं। इसको अब सात पार्टी गठबन्धन नहीं, पहाडीगठबन्धन कहा जाए तो ज्यादा accurate रहेगा।

वैसे भी फोरमवाले िशकायत करते थे, िक सद्भावना तो सत्तामें है, वो मधेशी पार्टी कैसे हुवा? अमेरीकामें कालासमुदायमें कुछ लोग कहते हैं, He reads, he is acting white। याने िक पावरमें रहना तो पहाडीयोका काम है, सद्भावना अगर पावरमें रहेगी तो वो मधेशी पार्टी कैसे हुइ?

मधेशी अान्दोलनका मकसद ही है मधेशीको सत्तामें न्यायपुर्ण साझेदारी िदलाना। लेिकन एक िमनट अापकाही बात मानते हैं, तो अब तो सद्भावना पावरमें भी नहीं है। अब तो अाप लोग एक दुसरे से गप्प किरए। न्युयर्कमें उपेन्द्र यादवजी से गप्प हुई तो मैने पुछा अाप लोगोका सद्भावनासे कैसा सम्बन्ध है? "दोस्ती भी नहींहै, दुश्मनी भी नहीं है," उन्होने कहा।

सत्तामें रहे पहाडीसे अाप गप्प कर सकते हैं, सत्तामें रहे मधेशीसे अाप गप्प क्यों नहीं कर सकते हैं? खैर अबतो वो लोग सत्तामें भी नही हैं, अब तो गप्प किरए। िगिरजा बन्दर, अापुर्ित मन्त्रालय रोटी, हृदयेश अौरराजेन्द्र दो झगडते िबल्ली।

राजाके शासनके समयमें िजस तरह शुरूमें सात पार्टी अौर माअोवादी नहीं िमले थे, उनको अाठ दलीय मोर्चाबनाने में काफी कसरत करनी पडी, अभी मधेशी अान्दोलनका स्िथित उससे भी बदतर है। राजाके कुके बाद तोकमसेकम सात पार्टी तो एक थे। सद्भावना अौर फोरम एक होनेका बात तो छोिडइ, खुद वो दोनो अपने िभतरएक नहीं हैं।

पहाडी सत्ता अौर शोषणका सयकडो सालका जो इितहास है वो अभी भी कायम है।

मधेशी जनता ने २१ िदनवाली मधेशी क्रान्ितके दौरान प्रमािणत कर िदया। अब नेता लोगोको अपने अापकोप्रमािणत करनी होगी अौर उसमें वो लोग चुक रहे हैं। मधेशी क्रान्ितके बाद जनता अागे नेता िपछेवाली बातरही है।

हम लोगोको sequence िमलाके चलना होगा। पहले १२ बुँदावाला सम्झौता होना था, उसके बाद अप्िरल क्रान्ितहोनी थी। उसके बाद संसद पुनर्स्थापना होनी थी, उसके बाद अन्तिरम संिवधान। उसके बाद मधेशी क्रान्ित। उसके बाद संिवधान सभाका चुनाव। मधेशी अान्दोलनको भी उसी तरह sequence िमलाना होगा।

सात पार्टी अौर माअोवादीका एक होना अासान काम नहीं था। काँग्रेसी कहते थे उनसे कैसे िमल सकते हैं? उन्होने हमारे कार्यकर्ताअोका हत्या िकया है। लेिकन िफर भी िमले, सो कैसे? वो लोग Common Minimum Program के concept के तहत िमले। (Common Minimum Program: Constituent Assembly, How To Move Towards A Common Minimum Program?)

वही concept अब मधेशी अान्दोलनको भी लागु करनी होगी। सद्भावनावाले एक रहेंगे िक दो रहेंगे, वो तो वोजाने। फोरमवाले भी खुदका सोंचे। लेिकन Common Minimum Program का concept ऐसा चीज है िकसद्भावना दो पार्टी रहे, फोरम दो पार्टी रहे तो कोइ फर्क नहीं पर्ता है। दो पार्टी रहनेका िनर्णय कर ही िलए हैंतो वो भी ठीक है। लेिकन उसके बाद एक दुसरे से गप्प तो किरए।

प्रथम कदम: मधेशी मोर्चाका िनर्माण

दोनो सद्भावना, दोनो फोरम, दोनो जनतान्त्िरक के नेतृत्वमें एक मधेशी मोर्चाका िनर्माण होना बहुत जरुरीहै। अौर उस मोर्चामें तराईके प्रत्येक बन्दुकधारी पार्टीको समािहत करना जरुरी है। अभी तो इतने सारे हो गएहैं िक सबका मुझे नाम भी ठीकसे याद नहीं रहता है।

उस मोर्चाका पुर्वाधार रहेगा एक तीन सुत्रीय सम्झौता।

# ज्वाला, गोइत अौर अन्य बन्दुकधारी पार्टीयो से काठमाण्डु सरकार अादरपुर्वक शान्ित वार्ता करें नहीं तोतराईमें चुनाव नहीं होने देंगे।
# पुर्ण समानुपाितक िनर्वाचन।
# एक मधेश, एक प्रदेश।

दुसरा कदम: तराई खुला रखनेकी रणनीित

एेरे गैरे नत्थु खैरे िजतने भी छोटे बडे पार्टी हैं तराईमें वो सबके सब पालोिपलो एकके बाद दुसरे करके तराई बन्दकरते रहते हैं। उस लगातारके तराई बन्दसे तराई तबाह तबाह हो गई है। मधेशी मोर्चाका िनर्माण किरए अौर उसके बाद तराई बन्द करनेका अिधकार िसर्फ उस मोर्चाको रहेगी कहके ऐलान कर िदजीए।

अगर प्रथम दो बुँदा सात पहाडी पार्टी मान जाते हैं तब तो उसके बाद कभी तराई बन्द करनी ही नहीं है। उसके बाद तो शिनवार भी मार्केट खुला रिखए। तराईके शहरोमें व्यापारी अौर उद्योगपित कसके कमाएंगे नहीं तो िफर चुनावके िलए वो लोग मधेशी मोर्चाको कसके चन्दा कैसे देंगे?

नहीं अगर सात पहाडी पार्टी प्रथम दो बुँदा न माने तो चरणबद्ध राजनीितक कार्यक्रम किरए। संगठन िवस्तार, कोण सभा, अाम सभा, धर्ना, उसके बाद एक िदन तराई बन्द, उसके एक हप्ते बाद तीन िदन, तब भी न माने तो मधेशी क्रान्ित िफर से होगी। अौर अगर वैसी नौबत अाती है िक मधेशी क्रान्ित िफर से करनी परे तो वो क्रान्ित मधेश राज्यके स्थापनाके बाद ही िवस्राम लेगी।

यानी िक प्रथम दो बात मान जाए तो पहले चुनाव होगी, मधेश राज्यका स्थापना चुनावके बाद। नही, अगर न माने तो मधेश राज्यका स्थापना पहले, चुनाव उसके बाद होगी। तराई के प्रत्येक सरकारी कार्यालयके साइनबोर्ड परसे नेपाल सरकार शब्दो को िमटा कर मधेश सरकार िलख िदया जाएगा।

माअोवादीले पिन गल्ती नगरेका होइनन्

वाइसीएल का ज्यादतीले गर्दा नै एमाले र माअोवादीको सामीप्य नबढेको हो। मानव अिधकार त िसद्धान्तको कुरा होइन। मानव अिधकारका अाधारभुत िसद्धान्तमा कुनै सम्झौता हुँदैन। वामपन्थी िसद्धान्तमा मानव अिधकार फरक हुँदैन।

तर मुख्य गल्ती िगिरजा र काँग्रेसको छ

ंमाअोवादीले कब्जा गरेको जग्गा िफर्ता देउ भन्ने होइन िक त्यो सबै जग्गालाई अिहलेलाई कुनै भुिमसुधार अायोगको मातहतमा राख्ने, अिन नया संिवाधान अाइसकेपिछको संसदीय चुनावमा सबै पार्टी अा-अाफ्नो भुिमसुधार को नीित िलएर जनताकोमा जाने, र अन्ितम िनर्णय जनताले गर्ने। त्यो हो जाने बाटो। २० रोपनी जग्गा भएको काँग्रेसीको बीसै रोपनी माअोवादीले िलएको छ र जनताले १० रोपनीको हदबन्दी गर्ने िनर्णय गरेमा त्यो काँग्रेसीले १० रोपनी िफर्ता पाउँछ, बाँकी भुिंमसुधारलाई जान्छ।

गणतन्त्रको घोषणा अिहले नै संसदबाट गरे पिन, जनमत संग्रह बाट गरे पिन, संिवधान सभाको पिहलो बैठकबाट गरे पिन कुरा एउटै हो। लस्सी खाए पिन ठीक, चीया, कफी जे खाए पिन ठीक। न राजाको डर छ न राजावादी जेनेरलहरूको। कटुवाल सुग्बुगाउँछ भने उसको जागीर जान्छ।

शुभ काममें िवलम्ब क्युँ? म त भन्छु अिहले नै गर्िदम्। राजतन्त्रले सबैभन्दा बढी सताएको पार्टी काँग्रेसको राजामोह देख्दा िदक्क पिन लाग्छ, हाँसो पिन उठ्छ। माअोवादीले भात खायो भन्दैमा हामी भात नखाने?

संघीय लोकतान्त्िरक गणतन्त्र ग्यारेन्टी भइसक्यो

ग्यारेन्टी भइनसकेको भनेको त्यो संघीय नेपालको नक्शा हो। ग्यारेन्टी भइनसकेको भिवष्यको नेपाल सेनाको size and ethnic and gender composition हो। भुिमसुधार जस्तै त्यस कुराको अन्ितम िनर्णय गर्न िदने पिन जनतालाई हो।

नेपाल सेनामा जम्मा कित जना सेना हुनुपर्ने र त्यसमा मधेशी, दिलत, जनजाित र मिहलाको सहभािगता कित प्रितशत हुने? त्यो दुई प्रश्नको जवाफ प्रत्येक पार्टीले िदनुपर्यो र त्यो जवाफलाई जनताकोमा लानुपर्यो।

त्यस्तै संघीय सरकारको कुरा गर्ने तर नक्शा प्रस्तुत गर्न नचाहने बेइमान पार्टीहरुको बुद्िध पलाउने बेला अाएको छ। कित वटा राज्य हुने? कहाँ हुने? केन्द्र र राज्य बीचको शक्ित बाँडफाँड कुन प्रकारको हुने? ती सबै प्रश्नको उत्तर देउ अिन जनताकोमा जाउ। अन्ितम िनर्णय त जनताले गर्ने हो।

ज्वाला गोइतसँग अादरपुर्वक शान्ित वार्ता नगरे नेपालमा १० वर्षसम्म चुनाव हुँदैन

त्यो कुरा काठमाण्डुका पहिरयाहरूलाई थाहा नभएको होइन। तर उनीहरूलाई भ्रम छ, चुनाव सर्दै जानु भनेको हाम्रो सत्ता कायम रिहरहनु हो। यथार्थ यो हो िक चुनाव सर्दै गयो भने देश टुक्िरन्छ। अिहले लथािलङ मात्र छ। टुक्िरसकेको छैन।

पुर्ण समानुपाितक िनर्वाचन हुन्छ िक त क्रान्ित हुन्छ

माअोवादीले माने पिन मधेशी, जनजाित र दिलतले मान्दैन। क्रान्ित हुनु भनेको यो संसद, यो सरकार, यो संिवधान स्वाहा हुनु हो। काँग्रेसको नामोिनशान मेिटन सक्छ।

पुर्ण समानुपाितक िनर्वाचन नमाने काँग्रेसलाई एक्ल्याउनु पर्छ

अाठदलीय सरकारलाई एकदलीय पाराले चलाउने िगिरजाको बानीले गार्दा हो उथलपुथल भएको। वादिववाद हुँदा common ground खोज्न सक्नुपर्छ।

एमालेले पिन काँग्रेसको झोला बोकेर िहंड्ने मनस्िथित त्याग्नुपर्यो। अाठ पार्टीको एकता भनेको िगिरजाको चाकरी बजाउने होइन।

JTMM-Jwala halts armed activities for 13 days The Jwala Singh faction of the Janatantrik Terai Mukti Morcha (JTMM) today announced that it would stop its armed activities for 13 days from October 11 in view of Dashain and Id festivals. Issuing a press statement, JTMM-J chief Jwala Singh announced the halt in armed activities and also asked the party workers to stop collecting donations during this period. Of late, the two factions of JTMM (another group led by Jaya Krishna Goit) have intensified targeted killings, abduction and extortion in Terai districts. Thinking Through This Jolt To The Transition

Who Is To Blame?

The primary blame goes to Girija. He is the Prime Minister. He is the one who has to take ultimate responsibility. The best thing to do would have been to find middle ground. He should have told the Maoists the republic issue will be settled after the elections, but that he will agree to hold a completely PR election to the assembly. That, by the way, has also been the key demand of the Madhesi and the Janajati groups.

Curiously, that continues to be the only way to move forward. Unless the Nepali Congress agrees to hold completely PR election to the constituent assembly, that election might never take place. So why delay?

Can And Should The Interim Parliament Be Dissolved?

Only the interim parliament itself or a revolution could dissolve the interim parliament. Will the interim parliament dissolve itself? That is highly unlikely. It is even harder to imagine a revolution whose express goal might be the dissolution of the interim parliament.

For all its inadequacies, the interim parliament does have its place. It has been a necessary counterbalance to the palace and the army as a power center. An interim cabinet on its own will not have that kind of weight to provide the necessary counterbalance.

But the interim parliament must be dissolved a month before the campaign for the elections to the constituent assembly begins. That is but standard procedure.

Can Girija Be Sacked?

There is this ridiculous provision in the interim constitution that says only a two third majority can sack the Prime Minister. I do think Girija should be sacked for his utter incompetence but the first step in that direction would be a constitutional amendment that says a simple majority can sack the Prime Minister.

Another way to get someone else for Prime Minister would be if the Nepali Congress itself put forth someone else. How likely is that? Not very likely right now.

Why Can't The UML And The Maoists See Eye To Eye?

For the same reason that Hridayesh Tripathy and Rajendra Mahto can not see eye to eye. For the same reason that Upendra Yadav and Kishor Kumar Bishwas can not see eye to eye. The powerless have a tendency to not team up. The powerless have a tendency to engage in infighting.

Both the UML and the Maoists know their primary opponent in terms of class struggle is the Nepali Congress. But they are reluctant to take the few steps on their parts that will make it possible for the two to team up.

Between them the UML and the Maoists have enough votes in the interim parliament to shake things up.

Right now it is imperative that the UML gangs up with the Maoists on the issue of a fully PR election. The three big parties could cut a three way deal.

1. The Nepali Congress gets to continue to keep the prime ministerial berth.
   
2. In turn, it agrees to hold a completely PR election to the constituent assembly.
3. In turn, the Maoists agree to hold a referendum on the republic question.
   

This way each big party gets something.

What Could A Possible Election Schedule Look Like?

October 2008: Depose Girija, put Madhav Nepal as Nepal's new eight party Prime Minister. Speaker position goes to Congress, to Chitralekha Yadav.

November 2008: Respectful dialogue with all armed Madhesi groups, Jwala, Goit and the rest of them. Release all their imprisoned cadres, take back all cases filed against them, put all their soldiers into cantonments, and invite them to participate in a fully PR election.

February 2008: Deadline for new parties to register.

April 2008: Referendum on the monarchy. Country becomes republic. Ram Raja Prasad Singh, first president of Nepal for being the original republican.

May 2008: Dissolve the interim parliament.

June 2008: Fully PR election to a constituent assembly, 300 strong. Every third name on a party's list must be female. Other than that there are no rules.

मै तो चाहता हुँ दोनो मधेशी जनािधकार फोरम एक हो जाएँ, अौर दोनो सद्भावना एक हो जाएँ। मै चाहता हुँ उतनाही नहीं बल्िक फोरम अौर सद्भावना भी एक हो जाएँ। मै चाहता हुँ काँग्रेस, एमाले अौर माअोवादी में िजतनेमधेशी हैं वो सब अपनी अपनी पार्टीयाँ छोड दे अौर एक नयी मधेशी पार्टीका गठन करें। मै चाहता हुँ ज्वालाअौर गोइत एक हो जाएँ।

मै चाहता हुँ एकीकृत सद्भावना, एकीकृत फोरम, अौर काँग्रेस, एमाले अौर माअोवादी से िनकले मधेशी सब िमलके एक ही पार्टी बनावे। ज्वाला, गोइत अौेर अन्य बन्दुकधारी पार्टीयाँ भी मुख्य धारमें अा जाएँ अौर सब पार्टीिमल कर के एक ही पार्टी बनावे।

उस िकस्मकी मधेशी एकता बननेके बाद हम लोग जनजाित अौेर दिलत मतदाताअोको भी एक ही झण्डेके नीचेलानेका प्रयास कर सकते हैं। तब हम मधेशी िसर्फ मधेश पर नहीं पुरे देश पर शासन करेंगे।

लेिकन मधेशका राजनीितक धरातल इस प्रकार है िक जनता अागे नेता िपछे वाली बात है। फोरम फुट गयी। सद्भावना फुट गयी। जनतान्त्िरक फुट गयी। वो फुटें जो हुइ वो मधेशी जनताके चाहनाके िवपरीतकी बात है।

नेपाल एक संघीय, लोकतान्त्िरक गणतन्त्र बनेगी उस बातकी ग्यारण्टी हो गइ है। लेिकन पुरे तराईको िमलाके एक मधेश राज्य बनेगी उस बातकी ग्यारण्टी अभी नहीं हुइ है।

जब पुर्ण एकता संभव न हो तब न्युनतम समझदारीका िसद्धान्त लागु िकया जाता है। अगर अापको दो सद्भावना, दो फोरम अौेर दो जनतान्त्िरक रखनी है तो ठीक है, लेिकन अलग अलग पार्टी रह के भी अापसमें बातचीत तो िकजीए। राजाके िवरूद्ध िजस तरह सात पार्टी एक हुए, तब सात पार्टी अौर माअोवादी एक हुए, उसी तरह पहाडी शोसन के िवरूद्द मधेसी एकता की जरूरत है।

अलग अलग पार्टी ही रखना है तो कोइ बात नहीं, लेिकन अाप लोग न्युनतम समझदारी नहीं बनाते हैं अपने में तो अाप लोग हो सकता है राजनीित कर रहे हैं लेिकन वो राजनीित मधेशी जनताके िलए नहीं कर रहे हैं। सात पार्टी अौर ंमाअोवादी दुश्मन थे, लेिकन उन लोगो ने न्युनतम समझदारी बनाइ। उस न्युनतम समझदारीको हम लोग संिवधान सभा कहते हैं।

मधेशी पार्टीयोकी न्युनतम समझदारी क्या हो सकती है?

1. ज्वाला, गोइत अौर अन्य बन्दुकधारी पार्टीयो से काठमाण्डु सरकार अादरपुर्वक शान्ित वार्ता करें नहीं तो तराईमें चुनाव नहीं होने देंगे।
   
2. पुर्ण समानुपाितक िनर्वाचन।
3. एक मधेश, एक प्रदेश।
   

ज्वाला, गोइत अौर अन्य बन्दुकधारी पार्टीयो से काठमाण्डु सरकार अादरपुर्वक शान्ित वार्ता अगर नहीं करती है तो कल जा कर के जो नेपाल सेना बनेगी वो पहाडी सेना बनेगी। वो पहाडी सेना मधेशी जनताको मन्जुर नहीं होगी।

अादरपुर्वक शान्ित वार्ताका मतलब क्या? उनके िजतने कार्यकर्ता हैं जेलमें उन सभीको िरहा करें। उनके िजतके कार्यकर्ताअोके िवरूद्ध मुद्दा दायर िकया गया है उनको सरकार िफर्ता ले। उनके सैिनकोको क्यान्टोनमेन्टमें रखें। उसके बाद उनको पुर्ण समानुपाितक िनर्वाचन में सहभागी होने के िलए अामन्त्िरत करें।

लेिकन सबसे महत्वपुर्ण मुद्दा तो है एक मधेश, एक प्रदेशका। सभी मधेशी पार्टीयोका कर्तव्य बनता है िक उस नाराको अात्मसात करें। उस नाराको अात्मसात न करनेवाली प्रत्येक पार्टीका तराईसे पत्ता साफ िकया जाए।

एमालेमा मतभेद शनिबार र आइतबार बोल्ने ४३ सदस्यमध्ये करिब आधाजसोले जनमतसंग्रह उपयुक्त विकल्प हुनसक्ने विचार राखेका छन् भने बाँकीले संविधानसभाको नयाँ तिथि तय गर्न केन्दि्रत हुनुपर्ने राय दिएका छन् । ........ धेरैजसो सदस्यले संविधानसभा र जनमतसंग्रहको तिथि एकैपटक तोक्नुपर्ने धारणा राखेका छन् ......... बैठकमा चुनाव स्थगनको जिम्मेवारी प्रधानमन्त्रीको भएकाले नैतिकताको आधारमा राजीनामा दिनुपर्ने विचार आइतबार पनि व्यक्त भए । केन्द्रीय सदस्य देवराज घिमिरे, उर्वादत्त पन्त, राधा ज्ञवालीलगायतले राजीनामाको प्रसंग उठाए पनि अधिकांशले आधिकारिक रूपमा राजीनामा माग्न नहुने बताए । ....... 'सात दलभित्रै नेतृत्व परिवर्तनको कुरा उठेमा त्यसलाई समर्थन गर्ने तर पार्टीले राजीनामा माग्न नहुने विचार धेरैले राखे,' उनले भने- बैठकमा'प्रधानमन्त्रको राजीनामा माग्दा सात दलको एकतामा संकट आउनसक्ने भएकाले औपचारिक रूपमा राजीनामा नमाग्ने मत आयो ।' पूर्ण समानुपातिक निर्वाचन प्रणालीको अडान लिनुपर्ने धारणा पनि सदस्यहरूले राखे । मंसिर ६ को निर्वाचन रद्द भएकाले नयाँ मितिका लागि पूर्ण समानुपातिक चुनाव प्रणाली लागू गर्न अडान राख्नुपर्ने धेरैले राय दिएका थिए । ............ आइतबार बोल्ने सबैजसो सदस्यले पूर्ण समानुपातिकमा अडान राख्नुपर्ने सुझाव दिए ।

ँप्रशासन हडताल उग्र बनाउन चाहन्छ’ सुनसरी, असोज २० - प्रशासनले अनिश्चितकालीन आमहडताललाई साम्य नपारी उग्र बनाउन लागि परेको आमहडताल आयोजक लिम्बुवान-खुम्बुवान संघीय लोकतान्त्रिक मञ्चलेे आरोप लगाएको छ । ........ मञ्चका महासचिव कुमार लिङ्देनले आइतबारबाट बजार क्षेत्र खुला गर्ने तयारी भइरहेका बेला प्रशासनले दमक, सप्तरी, विराटनगरलगायतका स्थानमा कफ्यर्ु लगाएर आन्दोलनकारीलाई दमन गरिरहेको आरोप लगाए । 'यसबाट बन्द खुकुलो पार्दै लग्ने हाम्रो नीति परिवर्तन भएको छ,' उनले भने- 'अब आन्दोलन रोकिने सम्भावना छैन ।' ....... मञ्चको अगुवाई र आधाभन्दा दर्जन बढी संस्थाको सहभागितामा असोज १६ देखि पूर्वी तराई र पहाडी जिल्लामा आमहडताल भइरहेको छ । लिङ्देनले भने- 'दसैंका बेला बन्दले जनमानसमा परेको असरलाई ध्यानमा राखेर व्यापार, व्यवसाय सुचारु गर्ने भएका थियौंतर प्रशासनले आन्दोलनकारीलाई दमन गरेर व्यापक गिरफ्तारी र धरपकड गरेकाले हामी संघर्ष लम्ब्याउन बाध्य भएका छौं । ....... मञ्चले झापामा मात्र एक दर्जन प्रदर्शनकारीलाई पक्राउ गरेको बताएको छ । यस्तै मञ्चसँगै आमहडतालमा उत्रिएका आधा दर्जनभन्दा बढी समूहले दुई दर्जनभन्दा बढी कार्यकर्ता पक्राउ गरेको बताएका छन् ।
विराटनगरमा पुनः कफ्र्यु मधेसी जनअधिकार फोरम -विश्वास समूह) को शंकास्पद गतिविधिका कारण पुनः कपmर्यु लगाउनुपरेको प्रमुख जिल्ला अधिकारी माधवप्रसाद रेग्मीले बताए । शुक्रबार राति फोरम र प्रहरीबीच झडप भएपछि साम्प्रदायिक दंगा भड्कने अवस्था सिर्जना भएकाले प्रशासनले नगरमा कपmर्यु लगाएको थियो । प्रसाशनले शुक्रबार राति १० बजे लगाएको कपmर्यु आइतबार बिहान ६ बजे हटाएको थियो । शनिबार राति कपmर्युकै समयमा फोरम कार्यकर्ता र प्रहरीबीच झडप भएपछि आइतबार राति पनि कपmर्यु लगाएको प्रशासनको भनाइ छ ।

प्रधानमन्त्रीले तत्काल राजीनामा दिनुपर्छ ः यादव सुनसरी, असोज २० - मधेसी जनअधिकार फोरमका अध्यक्ष उपेन्द्र यादवले संविधानसभा निर्वाचन स्थगित भएकाले प्रधानमन्त्रीले तत्काल राजीनामा दिनुपर्ने बताएका छन् । आइतबार कान्तिपुरसित कुरा गर्दै यादवले संकट निकासको एकमात्र विकल्प सर्वपक्षीय गोलमेच सम्मेलन भएको स्पस्ट पारे । सर्वपक्षीय, सर्वदलीय लोकतान्त्रिक पक्षहरूको राष्ट्रिय सम्मेलन गरी नयाँ निकासका लागि पहल सुरु गर्न प्रधानमन्त्री गिरिजाप्रसाद कोइराला बाधक बन्न नहुने यादवको भनाइ छ । 'संकट निकासको एकमात्र विकल्प राष्ट्रिय गोलमेच सम्मेलन नै हो,' उनले भने- 'यसअघि सरकार र संसद् विघटन हुनु अत्यावश्यक छ ।' प्रधानमन्त्री कोइरालाले तत्काल राजीनामा दिएर राजनीतिक गतिरोधलाई अन्त गर्नुपर्नेमा उनले जोड दिए । उनले भने- 'जनआन्दोलनको जुन म्यान्डेट सरकारलाई थियो । संविधानसभा निर्वाचन नभएको अवस्था र दायित्व पूरा नगरेकाले आठ दलीय गठबन्धनको उद्देश्य समाप्त भएको छ, नयाँ राजनीतिक परिस्थितिका लागि प्रधानमन्त्री कोइरालाले तत्काल राजीनामा दिनुपर्छ ।' उनले सरकारसित फोरमले गरेको सम्झौता निर्वाचन नभएको अवस्थामा स्वतः निस्त्रिmय भएको टिप्पणी गर्दै सहमति कार्यान्वयनका लागि देशव्यापी आन्दोलन थालिने जानकारी दिए ।
रेलले फेर्‍यो जीवनस्तर तिब्बत -चीन, असोज २० - तानसुङ जिल्लास्थित तानचुखा गाउँका सुतान तोजेको आम्दानी चार वर्षअघि ३६ हजार थियो । पशुपालन मुख्य व्यवसाय भएका यिनलाई परिवार पाल्नै धौधौ थियो । अहिले उनको वाषिर्क आम्दानी पत्याउनै नसकिने गरी बढेको छ अर्थात् २ लाख ५० हजार युयान ।

मैथिलीमा एउटा उखान छ- "घर फुटे गवाँर लुटे ।"

यस उखानको मर्मलाई मधेसीहरूले सायद बुझ्नसकेका छैनन् । त्यसैले होला आपसी मतभेद, स्वार्थ, अहंकार र पदलोलुपताका कारण मधेसीहरू आपसमा फुट्दैछन् । गत जनआन्दोलनलगत्तै भएको मधेसी आन्दोलनले जहाँ मधेसीमा नयाँ आसा, विश्वास, जोश, जाँगर र उत्साहको भावनालाई जागृत गर्‍यो । भदौ महिनाले मधेसीहरूको महत्त्वाकांक्षामाथि तुषारापात गरेको छ । हिजो-अस्तिसम्म आफूलाई मधेसी भन्न डराउने गैरमधेसी खस सम्प्रदायको अगाडि मैथिली बोल्न हिचकिचाउने मधेसीहरूमा समेत मधेस आन्दोलनले आत्मविश्वास जगाउनुका साथै आफू नेपाली हुँ र राज्यमा आफ्नो पनि अधिकार छ भन्ने चेतनाको अभिवृद्धि गर्‍यो । माघको कठ्याङगि्रने जाडोको समेत पर्वाह नगरी नाङ्गो खुट्टा, धोती र फाटेका गञ्जी लगाएका मधेसी पुरुष तथा वर्षौंदेखि घुम्टोको आडमा बसेकी महिलासमेत आफ्नो नैसर्गिक अधिकार प्राप्तिको उक्त आन्दोलनमा सडकमा उत्रेर यो सिद्ध गरिदिएका छन् कि जब-जब जनताका प्रतिनिधि इमानदारिता, लगनशीलतासाथ जनताको हितार्थ अग्रसर हुन्छन्, जनमानस आफ्नो ज्यानको बलिदान दिन तत्पर रहन्छन् ।

वास्तवमा मधेसको यस युगान्तकारी आन्दोलनको श्रेय मधेसी जनअधिकार फोरमलाई जान्छ भने यस आन्दोलनको नायक बने उपेन्द्र यादव । यसरी मधेस आन्दोलनपश्चात मधेसी जनअधिकार फोरम मधेसीहरूको पर्यायवाची शब्द बनेको छ । मधेससित यस्तो अटुट नाता गाँसेको मधेसी जनअधिकार फोरमको क्रियाकलापमाथि जनमानसको ध्यान जानु स्वाभाविकै हो । यसैकारणले होला फोरमले भर्खरै सरकारसँग गरेको सम्झौता र तत्पश्चात भएको फुट सम्पूर्ण मधेसीहरूका लागि चासोको विषय बनेको छ । विशेषतः सम्झौता हुनेबित्तिकै एकपक्षले यसलाई ऐतिहासिक तर अर्को पक्षले गद्दारीको संज्ञा दिएपछि उत्पन्न आरोप-प्रत्यारोपको विवादमा फँस्न पुगेको फोरमको वर्तमान राजनीतिक अवस्थाले सम्पूर्ण मधेस र मधेसी नै दोधारमा परेका छन् ।

अर्कोतिर १७ वर्षदेखि मधेसको मुद्दालाई लिएर अग्रसर सद्भावना पार्टी तीन महिना अघिमात्र एकीकृत भएर पुनः विभाजित भएको हुनाले उनको एकीकरण "कर्कलाको पानी" सिद्ध भएको छ । आपसी समझदारीको कमी, पदलोलुपता, स्वार्थ र अहंकारको अन्तरकलहका कारणले दुई चिरामा विभाजित भएको यस पार्टीले समेत मधेसीहरूको मनोबललाई कमजोर तुल्याइदिएको छ । मधेसको मुद्दालाई लिएर विगत केही महिना यतादेखि हतियार उठाएका दर्जनौं सशस्त्र समूहबीच फुटको सिमाना छैन । एउटै सोच, विचार र दृष्टिकोण बोकेका गोइत र ज्वाला सिंहबीच फुटेको मुख्य कारण फेरि पनि व्यक्तिवादी सोच, निहित स्वार्थ तथा अहंकार नै हो । यस्तो पार्टीको कार्यदिशा कस्तो हुन्छ भन्ने कुरा सजिलै अनुमान गर्न सकिन्छ । हाल जनतान्त्रिक कार्यप्रणालीमा देखिएको यिनै कमी-कमजोरी र त्रुटिका कारण त्यसले आफ्नो रणनीतिक लक्ष्य प्राप्त गर्छ भन्नेमा मधेसीहरू विश्वस्त छैनन् । यसरी मधेसको राजनीतिक अवस्था दिनदिनै गम्भीर हुँदै गइरहेको छ भने मधेसीहरूको भविष्य नै अन्योलमा परेको छ ।

मधेस आधारित राजनीतिक दलको इतिहास पुरानो छ । मधेसी राजनीतिलाई लिएर हिँड्ने काम ००७ सालकै आन्दोलनको पृष्ठभूमिमा रघुनाथ ठाकुरले गरेका थिए । यसपछि कुलानन्द झा, वेदानन्द झा, रामजनम तिवारीको तराई कांग्रेसदेखि गजेन्द्रनारायण सिंहको नेपाल सद्भावना पार्टीले मधेसी आवाजलाई संगठित रूपमा उठाउने प्रयास गरेका थिए । ०४६ सालपछि देशभर लगभग सयको संख्यामा मधेसी केन्दि्रत संस्थाहरू खुले भने ०६३ सालको आन्दोलनपछि मधेससँगै जोडिएर साझा मञ्चहरू बनाउने लहर नै देखिएको छ । तर अपसोच, प्रमुख दलभित्र मधेसी नेता त छन्, तर मधेसी आन्दोलनलाई नेतृत्व गर्ने सर्वमान्य नेतृत्व स्थापित हुनसकेको छैन र यही मधेसीहरूका लागि विडम्बनाको विषय हो ।

संघीय प्रणाली समानुपातिक प्रतिनिधित्व, राज्यको प्रत्येक अंगमा समावेशीकरण सबैका मूल मुद्दा हुन् । तर यस मूल मुद्दामाथि केन्दि्रत नभएर मधेसीहरू फुटमै रर्मारहेका छन् । घतलाग्दो कुरा त के छ भने यतिका दल, पार्टीहरू खुलेर पनि हाम्रा मधेसी राजनीतिज्ञहरू सन्तुष्ट छैनन् । फेरि पनि नयाँ-नयाँ दल गठन गर्ने होडमा व्यस्त छन् । यस्तो अवस्थामा के मधेसी सहिदहरूको सपना साकार होला ? वर्तमान समयमा राजनीतिक पार्टीहरूले, केन्द्रीय नेतृत्वहरूले बुझ्नुपर्ने के छ भने माघ महिनाको कठ्याङगि्रने जाडोमा तातिएको मधेसी स्वरको सही राजनीतिक आँकलन हुनसकेन भने त्यो मधेस र मधेसीप्रति अन्याय र बेइमानी हुनेछ । तसर्थ यदि वास्तवमा मधेस जनअधिकार फोरम, सद्भावना, जनतान्त्रिक तराई मुक्तिमोर्चा र ज्वाला, गोइत, विस्फोटक, मधेसी मुक्ति टाइगर, मधेसी कोब्रा, मधेसी तूफान एवं मधेसी भाइरस किलरजस्ता संगठन मधेस हितको उद्देश्य लिएर विद्रोह गरिरहेका छन् भने सर्वप्रथम यिनीहरूलाई आपसमा संगठित हुन आवश्यक छ ।

मधेसलाई एउटा यस्तो सशक्त नेतृत्वको आवश्यकता छ, जो मधेसको सबै संगठन, सबै नेतागण तथा मधेसवासीलाई एउटै छातामुनि संगठित गरेर अहिंसात्मक, असहयोग आन्दोलनद्वारा यस्तो दबाबको सिर्जना गरोस्, जसले राष्ट्रिय स्तरसाथै अन्तर्राष्ट्रिय स्तरमा पनि नैतिक समर्थन एवं सहयोग प्राप्त हुनसकोस् । मधेसीहरूले बुझ्नुपर्ने के छ भने मधेसीको असहज परिस्थितिनिम्ति प्रमुख दोषी राज्य हो । तर एकापसमा फुटेर आफ्नो खुट्टामा आफैं बञ्चरो हान्नुसट्टा एकापसमा मिलेर आपसी समझदारीसाथ बढ्नु बुद्धिमता होला ।
