The Maoist Confusion Is Unnecessary



The Maoists are going to have to decide that a multi-party democracy of state funded parties is the final destination. There is no revolution after that. They have to make a final, decisive ideological move from "Power flows through the barrel of a gun" to "Power flows through the ballot box."

Then they are going to have to rally the UML and all the other parties in the interim parliament around the agenda of fully proportional elections to the constituent assembly. If that happens at the expense of the Congress, then so be it. Declaration of republic will have to wait until after the election.

After that they are going to have to go to the people. They are the only major party with a clear map for federalism, and it is a map that I like, that I can live with. The people will reward them for that map.

Street agitation talk is nonsense. You don't need street agitation. What you need is basic arithmetic in the interim parliament. If the UML and the Maoists were to come together, they can have the power right now. The Maoists have to agree to the Madhav Nepal name as the Prime Minister of the eight party government that takes the country to elections in November.

If there are no elections in November, if we are lucky, we will have a revolution, if we are unlucky we will have chaos. Girija, always the stinkiest brain in the bag, is counting on there not being elections in November so he can be Prime Minister for six more months. That can not be allowed under any circumstance.

Once we turn Nepal into a federal republic of state funded parties, then the Maoists will have the option to write down a progressive proposal for land reform and go sell it to the people through the ballot box. That is how you do land reform. Street agitation and revolution is not how.

"जनवादी केन्द्रीयताको सङ्गठनात्मक सिद्धान्तको स्थान गुटबन्दी अराजकताले लिन खोज्दैछ । त्याग, तप्ास्या र भौतिक सर्वहाराकरणको स्थान पद, प्रतिष्ठा र आर्थिक लाभका विभिन्न क्षेत्रमा बुर्जुवा प्रतिस्पर्धाले लिन खोजिरहेको छ । सर्वहारा स्फूर्ति र क्रान्तिकारी आशावादिताको स् थान पेटी बुर्जुवा, निराशा, कुन्ठा र पलायन भावले लिन खोज्दैछ ।" ........ नेताहरू हप्तैपिच्छे हवाईजहाजको सुविधा लिइरहेका छन् । अझ मोटर पनि जान सक्ने, हवाईजहाजको पनि व्यवस् था भएको ठाउँमा हेलिकप्टर चार्टर गरेर गएको उदाहरणसमेत दिएर कार्यकर्ताले नेताहरूलाई आच्छुआच्छु नै पारे । ........... अस्थायी शिविरमा रहेका जनसेनाको आवश्यक उपचार खर्च उपलब्ध गराउन नसकेको पीडा र विभिन्न जनवर्गीय सङ्गठनमा चरम आर्थिक सङ्कट भइरहेका बेला केही नेताहरूको विलासी जीवनशैलीप्रति बैठकमा खुलेरै आलोचना भएको थियो । .... "हिजोका दिनमा जीवनमरणकै सवालमा लागेका योद्धाहरूको उपचारतिर कसैले ध्यान नदिएमा र यस्तै तवरमा नेताहरू भोगविलासतिर ल्ािप्त हुँदै गएमा हामी नेताको होइन, जनताको आदेश मान्न बाध्य हुनेछौँ ।" ....... सबै केन्द्रीय नेताहरूले आफ्नो सम्पत्ति विवरण पेस गरे । ..... बैठकमा माओवादीका नेताका छोराछोरी को-कहाँ पढ्छन् भन्ने विवरण सार्वजनिक गरयिो । अखिल क्रान्तिकारीका तर्फबाट लेखनाथ न्यौपानेले नेताका छोराछोरीको नालीबेली पढेर सुनाउँदा बैठकमा धेरैले जिब्रो टोकेका थिए । "नयाँ शिक्षाको पूरै व्यवस्थापन नभएको अवस् थामा नेताका छोराछोरीले एउटा लेबलसम्म पढ्न पाउनुपर्छ भन्ने हाम्रो मान्यता हो," विद्यार्थी नेता न्यौपाने भन्छन्, "तर, आफूचाहिँ निजी शिक्षाको विरोध गर्दै हिँड्ने अनि आफ्नै छोराछोरीलाई त्यहाँ पढाउने प्रवृत्ति न उसको नैतिकताले दिन्छ, न दृष्टिकोणले नै ।" रोचक त के भने शिक्षाको निजीकरणको चर्को विरोध गर्दै आएको माओवादीभित्र निजी क्याम्पस वा निजी विद्यालयमा आफ्ना छोराछोरी पढाउनेको बाहुल्य छ । यस्तो विभेदलाई हटाउन माओवादी नेता किरण -मोहन वैद्य) को संयोजकत्वमा रहेको केन्द्रीय अनुगमन समितिलाई जिम्मा दिइएको छ । ................... "सरकारमा जानु नै हाम्रो गम्भीर गल्ती थियो र जतिसक्दो चाँडो त्यहाँबाट बाहिर उम्कनु अर्को बुद्धिमानी हुनेछ ।" बादलको आशय सरकारमा गएकाहरू शतप्रतिशत विफल भएको भन्ने प्रस्टै झल्किन्थ्यो । ...... संविधानसभाको निम्ति नयाँ आधार समानुपातिक चुनाव र गणत्ान्त्रको घोषणा गरनिुपर्ने ..... यसको पछाडि मधेस र जनजातिका समूह एवम् सङ्घसंस्थाहरूसँग वार्ता गर्ने भित्री योजना छ, उनीहरूको । यतिखेर विरोधी धार भनेर चिनिएका मधेसी र जनजातिसँग कार्यगत एकता गरेर उनीहरूलाई संयुक्त आन्दोलनमा लैजान सकिन्छ भन्नेमा माओवादी विश्वस्त छन् । ...... अबको आन्दोलन पूरै राजधानी केन्दि्रत हुने ...... "हामीलाई घेराबन्दीमा पारँिदैछ । अब त्यो घेरा तोड्नका निम्ति एउटै विकल्प हो, जनविद्रोह ।" ..... माध्यमबाट बलपूर्वक ध्वंस गरी जनताको जनवादी अधिनायकत्वसहितको नयाँ जनवादी राज्यसत्ताको स्थापना गर्नु क्रान्तिको रणनैतिक कार्यभार हो । नेपाली विशेषतासहितको सङ्घीय जनवादी गणतन्त्रको स्थापना केन्द्रीय स्तरबाटै नहुँदासम्म क्रान्तिको यो रणनीतिमा कुनै फेरबदल आउन सक्तैन । क्रान्तिको यो रणनीतिक कार्यभारबाट थोरै पनि विचलन, देश र जनताप्रति विश्वासघात बराबर हुनेछ । ........ सामन्तवाद र साम्राज्यवादविरोधी राजनैतिक दलहरूका बीचमा प्रतिस्पर्धा सङ्गठित गर्ने अवधारणा ...... पार्टीले लोकतान्त्रिक गणतन्त्रलाई न बुर्जुवा संसदीय गणतन्त्रका रूपमा लिएको छ, न सोझै नयाँ जनवादी गणतन्त्रका रूपमा । देशमा विद्यमान वर्गीय, जातीय, क्षेत्रीय र लैङ्गिक समस्यालाई समाधान गर्ने ढङ्गले राज्यसत्तामा व्यापक पुनःसंरचनासहितको यो गणतन्त्रले सङ्क्रमणकालीन बहुदलीय गणतन्त्रको भूमिका खेल्नेछ ....... १२ बुँदे समझदारी नेकपा माओवादीको राजनैतिक र फौजी श्रेष्ठता र विजयको परण्िााम हो, पराजय र आत्मसमर्पणको होइन । ....... आज प्रमुख संसद्वादी दलहरू र सरकारको नेतृत्वको काम-कारबाही हेर्दा नेकपा माओवादी र परविर्तनको आवश्यकतालाई हेर्ने उनीहरूको १५ वर्ष पुरानो दृष्टिकोण र सोचमा कुनै परविर्तन आएको देखिएन । ..... संविधानसभाको निर्वाचनलाई समयमा र धाँधलीरहित रूपमा सम्पन्न गर्न ..... पार्टी सरकारमा सामेल भएको केही दिनपछि नै संविधानसभाको निर्वाचन तोकिएको मितिमा गर्न नसकिने घोषणा हुनु तथा हाम्रो जिम्माका मन्त्रालयमा कामकाज सुचारु गर्न आवश्यक राजनैतिक नियुक्तिलगायत कदमकदममा व्यवधान खडा गरन ..... मधेसबाट नेकपा माओवादीलाई बढार्ने एकसूत्रीय लक्ष्यसहितको त्यो अभियानको प्रतिरोधमा हाम्रोतर्फबाट केही प्राविधिक कमजोरी, मधेसमा विद्यमान पार्टीभित्र व्याप्त गुटबन्दी र अपर्याप्त राजनैतिक पहलका कारण क्रमशः पूर्वी मधेसमा रक्षात्मक स्िथति देखा पर्‍यो । ......... गत जेठमा निर्वाचन नगर्नु तथा अहिले पनि संविधानसभाको वास्तविक निर्वाचनका लागि आवश्यक पूर्वाधार निर्माण गर्न गम्भीरता नदेखाउन ...... संविधानसभाको निर्वाचन नगर्ने वा फेर िपर सार्ने षड्यन्त्रलाई अगाडि बढाउने छन् । त्यो अवस्थामा सशक्त जनविद्राेहको विकल्प देशमा रहने छैन । ........ शान्ति सुरक्षाका नाममा सेना परचिालन गरी पुनः निरङ्कुश शासन जनतामा थोपर्ने षड्यन्त्र ....... अन्तरमि सरकारमा रहेर संविधानसभा र सङ्घीय गणतन्त्रका निम्ति सङ्घर्षका सम्भावना र औचित्य समाप्त भइरहेको छ ....... गौर हत्याकाण्ड र मधेसमा बढ्दो वितन्डाका विरूद्ध देशव्यापी आन्दोलन उठाएर प्रतिक्रियावादीहरुलाई नङ्ग्याउन जुन स्तरको पहल लिनुपर्दथ्यो, त्यसमा कमजोरी भएको छ । पार्टीभित्र चिन्ता, अन्योल र आशङ्का बढ्नुमा यो कमजोरीले प्रमुख भूमिका खेलेको छ । ........ विधायकहरुका बीचमा पार्टी कमिटी पद्धतिलाई व्यवस्थित पार्ने, प्रत्येक महत्वपूर्ण विषयमा बहसका लागि प्रशिक्षित गर्ने तथा पार्टी र आन्दोलनका समग्र कामसँग त्यो मोर्चालाई प्रभावकारी ढङ्गले जोड्ने कुरामा पार्टीको ध्यान, तयारी र पहल निकै अपर्याप्त देखापर्‍यो । यसले मोर्चाका योद्धा विधायकहरुमा नै अन्योल र कतिपय अवस्थामा कुण्ठा र निराशाका भावहरु पनि देखा परे । ...... सिङ्गो पार्टीपङ्क्ति, शिविरमा रहेका जनमुक्ति सेना र विभिन्न जबस मोर्चा सबैतिर आर्थिक सङ्कट गम्भीर रुपमा देखा पर्‍यो । ....... ........................... माओवादीको एमालेकरण हुन थालेको, नेताहरूको क्रान्तिकारी चरत्रि बिगि्रएर सुविधाभोगी दिशामा नेतृत्व गएको, वर्गउत्थान र नोकरशाही प्रवृत्ति देखापर्न थालेको जस्ता अविश्वासजन्य धारणाको तानातानमा यतिबेला माओवादी पररिहेको छ । .... आजको माओवादी आफ्नो भूमिकाको खोजीमा भौँताररिहेको छ ...... माओवादी आफँै समाधानका दिशामा प्रयास गर्नेभन्दा जटिलतामा खेल्न इच्छुक रहेको यथार्थ उसको विस्तारति बैठकका निर्णयबाट बुझिन्छ । जस्तो ः संविधानसभा निर्वाचनको उल्टो दिनगिन्ती चलिरहेको मौकामा आएर समानुपातिक निर्वाचन प्रणाली र गणतन्त्र घोषणाको माग तेस्र्याउनुले पनि चुनाव हुन नदिने भूमिकामा माओवादी लागिपरेको छ भन्न गाह्रो छैन । यी दुई सर्तलाई अगाडि सारेर 'जनआन्दोलन' सुरु गरी 'जनविद्रोह' र 'जनयुद्ध' मै फर्किने रणनीतिको ढोका विधिवत् रूपमा खुला गरेको छ । ............ उसको कार्यशैलीले ऊसँग शासनको कुनै 'मोडेल' छैन भन्ने यथार्थलाई झल्काइरहेको छ । माओका उक्ति र लडाइँको अनुभवले शासन चल्दैन । ....... राजा रहेसम्म चुनाव हुन सक्दैन भन्ने माओवादीको तर्कले राजाको शक्तिप्रति अनावश्यक हौवा खडा गरेको छ । ...... यस बैठकका निष्कर्षहरूको व्यग्रतापूर्वक प्रतीक्षा गरएिको थियो नेपाली राजनीतिमा ....... माओवादी झनै अलमलिएको छ, झनै द्विविधामा फँसेको छ । एकातिर सम्पूर्ण शक्ति संविधानसभा निर्वाचन तयारीमा लगाउन निर्देशन दिने र अर्कोतिर समानुपातिक निर्वाचन प्रणाली तथा संसद्बाट गणतन्त्रको घोषणालाई निर्वाचनको पूर्वसर्तका रूपमा प्रस्तुत गर्ने, एकातिर राजतन्त्रको समाप्ति र गणतन्त्रको स्थापनालाई अब कसैले रोक्न नसक्ने निष्कर्ष निकाल्ने र अर्कोतिर राजतन्त्रको अन्त्य नगर्दासम्म निर्वाचन हुनै नसक्ने मान्यता अगाडि सार्ने, एकातिर सात दल र विशेष गरी नेपाली काङ्ग्रेसमाथि राजनीतिक सहमति अनुसार नचलेको र सर्वसत्तावादी आचरण गरेको आरोप लगाउने अनि अर्कोतिर आफ्ना अडान कार्यान्वयन गर्न अन्य दल सहमत नभए विद्रोहमा जाने चेतावनी दिने- यी तर्क र व्यवहार हेर्दा लाग्छ, नेकपा माओवादी दुई डुङ्गामा खुट्टा हालेर राजनीतिक सङ्क्रमणकालको नदी तर्न खोजिरहेको छ । ....... तोकिएको समयमा निर्वाचन हुनसकेन भने त्यसपछि उत्पन्न हुने अराजकता, राजनीतिक वैधताको अभाव र त्यसले सिर्जना गर्ने जटिलता कल्पनातीत छ । ..... उसको माग 'दिन उजेली सुती गुमाई, रात जुनेली बिस्कुन सुकाई' भनेजस्तो असामयिक भएको छ .... जतिबेला आठ दलहरू सङ्क्रमणकालीन राजनीतिक व्यवस्थापन, संविधानसभा निर्वाचन प्रणाली र राजतन्त्रको भविष्यबारे गम्भीर रस्साकस्सीमा थिए, त्यतिबेला माओवादीले एकदमै अप्रत्यासित र अविश्वसनीय ढङ्गले समानुपातिक निर्वाचन प्रणालीको अडान छाडिदियो । जनमतसङ्ग्रहद्वारा राजतन्त्रको भविष्य फैसला गर्ने प्रस्तावविरुद्ध उठाइएका -कु)तर्कका अगाडि मौन बस्यो । त्यतिबेला माओवादीले दृढ अडान लिइदिएको भए यी दुवै विषयको सकारात्मक समाधान हुने थियो । तर, रहस्यमय Madhav Nepal Needs To Make A Move



The Maoists have made a brave move in coming out for fully proportional elections to the constituent assembly. They are a little late coming but finally they have come. Of all the major parties, the Maoists have been paying heed to the ground realities of the agitating Madhesi and Janajati groups.

I think Ram Chandra Poudel's talks with NFIN have been positive in tone, but the agreement leaves much to be desired. NFIN is to the Janajati what the Sadbhavana (Anandi) is to the Madhesi cause. The MJF has vastly overshadowed the Sadbhavana (Anandi) as the primary bullhorn of the Madhesi people. Similarly the NFIN might represent the Janajatis who are part of the ruling parties, but that organization seems to be utterly detached from what is going on in the Limbuwan and Khambuwan regions right now.

What is going on there is the future of Nepali politics. There is going to be a state called Limbuwan, and a state called Khambuwan, and there will be regional parties in each of those two states. Limbuwan Sanghiya Rajyaparishad, Khumbuwan Rastriya Morcha, Sanghiya Loktantric Rastriya Manch and Tamangshila Swayatta Rajya Samiti: these are names of future regional parties.

And these groups are making sense. All they want is proportional elections to the constituent assembly. The Bahun parties have the option to go to the people and compete against them. These Janajati parties know that as long the party leadership stays Bahun, as long as the central committees of the big parties are predominantly Bahun, it makes little sense for them to offer Janajati members to the constituent assembly, since those Janajati members will answer to their Bahun bosses and not to the Janajati masses. And so they want Janajati members to the constituent assembly that answer to Janajati masses and Janajati party bosses, and they want to go to the people to get that.

To argue against that is to argue against democracy. To argue against that is to argue against the basic human right to peaceful assembly.

The Nepali Congress Bahuns do not want to go to the people saying they are for or against a republic. They want to stay mum on the issue. Similarly those Bahuns do not want to take a stand for or against Limbuwan and Khambuwan. In their hearts, they are totally against the idea. But they don't want to take a public stand saying they are against the idea since they know they are going to get a beating at the polls in the Limbuwan and Khambuwan regions if they do so.

These Bahuns want the constituent assembly to be a tool that continues the Bahun domination of the country. And that is not going to fly.

The UML needs to show that it is for fully proportional elections to the constituent assembly. It needs to say it will walk out of the government if that is not agreed upon.

The Sadbhavana (Anandi) has to take that same stand.

All the communist parties, all the smaller parties stand to benefit tremendously by standing for fully proportional elections to the constituent assembly. But their Bahunbaad prevents them from acting out of that self-interest.

But it looks like there is no way out. It is either fully proportional elections or no elections.

The republic question can wait until after the elections. The final map for federalism can wait until after the elections. But there is no sidelining fully proportional elections.

And there is no sidelining the fact that the Madhesi Maoists have to be given the same peace process treatments that the Pahadi Maoists were given.

Then we go for elections to the constituent assembly.

And the Bahun strategy that postponing the November elections means six more months for Girija is a pipedream. Either you have elections in November or you have a revolution. Girija is out either way. In December Girija will no longer be in power. He will lose his seats in Morang and Sunsari.

I have vivid memories of the first general elections in the country. BP Koirala was a candidate from Morang 1. There was some kind of panic within some sections of the Nepali Congress when Dr. Avadh Narayan, a practicing Madhesi doctor from Biratnagar, was projected as the Terai Congress candidate. The ethnic numbers were clearly against BP. ....... Similarly, after the 1990 movement, when Sadbhavana party came into being and got as its election symbol- the palm- which was the symbol of Mrs. Gandhi’s Congress across the border, I clearly remember the then U.S. Ambassador saying that the Sadbhavana would sweep the polls and a totally new combination would take place within the new parliament. Nothing like that happened. ...... There is no reason to fear the new Terai groups.

पहिले दलहरूमा समावेशीकरण राजनीतिमा क्षेत्री-बाहुनको प्रभुत्व छ । सबै दलको केन्द्रीय तहमा मधेसी, जनजातिको समानुपातिक समावेशीकरण छैन । दलितको सबैभन्दा चिन्तालाग्दो अवस्था छ । दलको उच्च वा तल्ला तहमा उच्चजात बाहेकको अत्यन्तै न्यून समानुपातिक सहभागिता छ । अधिकांश दलको केन्द्रीय कार्यसमितिमा दलित, जनजाति, मधेसीको सहभागिता अत्यन्तै न्यून छ । ....... तराईका विभिन्न समुदायमध्ये यादव र थारूको प्रतिनिधित्वको अवस्था राम्रो रहेको छ । ...... मधेसी दलितको सहभागिता ज्यादै नगण्य छ । अन्तरिम संसद्मा दलितको सहभागिता माओवादीको सहभागिताले मात्र बढेको हो ...... उनीहरूको कार्यशैली र नारा बीचको बेमेल ..... जातीय समावेशीकरणको आन्दोलनले केही जनजाति, मधेसी र दलितभित्रै पनि नवअभिजात्य वर्ग जन्माउने खतरा छ ..... दलले समावेशीकरण प्रक्रिया तीव्र नबनाए जातीय हिंसात्मक राजनीति अग्रसर हुन्छ । तराईका हिंसात्मक गतिविधिमा संलग्न समूहहरू यसैका उदाहरण हुन् । ........ दलमा जातीय समावेशीकरण अत्यावश्यक छ ..... इतिहासको क्षतिपूर्तिको रूपमा दलमा जातीय समावेशीकरण हुनुपर्छ । नभए जातीय हिंसाको दुष्चक्रमा मुलुक फँस्ने निश्चित छ
