Prabasi Madhesi Are With The Madhesi Movement In Nepal


PRESS RELEASE

Association of Nepali Teraian in America (ANTA) has noted with concern the continuing disruption of normal life in the Terai region of Nepal. ANTA believes that the recent success of negotiations between the Seven Party Alliance (SPA) Government and the Communist Party of Nepal (M) leading to the promulgation of an Interim Constitution, Interim Parliament and the forthcoming Interim Government offers the best opportunity ever to restructure the Nepali state so as to reflect the best interests and aspirations of all Nepalis, including the traditionally marginalized people of the Terai region. ANTA firmly believes in democracy, fair political competition and proactive policies by national government as means to overcome the disadvantaged position in which the people of Terai have been relegated by the past regimes. Keeping a forward looking approach, ANTA sees the holding of the Constituent Assembly (CA) elections as central to forming an inclusive democratic system in Nepal.

Aware of the high stakes in a successful transition, ANTA calls on all the political leaders and Nepali people to show highest levels of tolerance, restraint and accommodation at this critical juncture of political transition. Welcoming the statements, as reported in the media, by the government leaders as well as the leaders of both factions of Janatantrik Terai Mukti Morcha (JTMM) to engage in negotiations to resolve outstanding issues, we call for expedited negotiations to end violence and strengthen the democratic process. ANTA also shares The UN Office of the High Commissioner for Human Rights (OHCHR) Nepal’s concern over the arrest of Madhesi activists and political party members and calls for their immediate release. In the best interest of Nepal’s national unity and democracy, ANTA also calls on the government to respond promptly to the legitimate demands of the people of Terai region including speedy distribution of citizenships to all those eligible, population as the basis of representation, greater autonomy to the people of Terai region and better and visible representation of Terai people in all aspects of government. ANTA firmly believes that the overall development of Terai can only result in a stronger Nepal.

One killed in Lahan over MPRF protests, administration clamps curfew NepalNews The local administration has clamped curfew in and around Lahan municipality from 6 pm this evening till 4 am on Saturday morning after one person was killed when the workers of Madhesi People's Rights Forum (MPRF) and Maoists clashed with each other in Lahan ...... clash ensued after a group of Maoist cadres were stopped by MPRF cadres in Lahan as they had announced chakkajam – traffic blockade – in the area. ...... One Ramesh Mahato, 16, was killed when a Maoist cadre opened fire at the MPRF workers. Following the killing, the workers of MPRF torched over one dozen vehicles. ..... मधेसका माग

शान्तिपर्ूण्ा पर््रदर्शन गरिरहेका मधेसी आन्दोलनकारीहरूलाई पक्राउ गरी र्सार्वजनिक अपराधको मुद्दा लगाउने सरकारी तयारीले अन्तरिम संविधान, २०६३ लाई थालनीमै व्यंग्य गरेको छ । आधारभूत नागरिक अधिकारहरू ग्यारन्टी गरिएको भए पनि त्यही संविधानका प्रति जलाउनुलाई गैरकानुनी करार दिन सकिन्न । सरकारले संविधानको सम्मान हासिल गर्न र बढाउनतर्फभन्दा त्यसलाई जसरी पनि पालनै गराउने कठोर व्यवहार अपनाएको छ ।

कुनै पनि नागरिकको शान्तिपर्ूण्ा पर््रदर्शन गर्ने अधिकार खोस्नु भर्खर लागू भएको संविधानकै पनि उल्लंघन हो । यसमा व्यवस्थित गरिएका मानव अधिकारसम्बन्धी विश्वव्यापी मान्यताहरूबाट सरकारको कुनै पनि निकाय वञ्चित हुन पाउ“दैन । कसैलाई पनि हिरासतमा राख्नुको कानुनी प्रस्टीकरण र पर्ुर्जीमा ठोस आधार आवश्यक हुन्छ । यसको स्थानीय प्रशासनले बेवास्ता गरेको छ ।

लोकतन्त्रात्मक राजनीतिक प्रणाली भएकै अवस्थामा जनताले निर्धक्कसाथ आफ्ना आकांक्षा र्सार्वजनिक गर्ने गर्छन् । मधेसको सही प्रतिनिधित्व प्रणाली र पहु“च तथा सहभागिताको समान अवसरका लागि हाल भइरहेका विरोध कार्यक्रमलाई त्यही सर्न्दर्भमा लिनर्ुपर्छ । यसअघि प्रकट नभएका असन्तुष्टि धमाधम प्रखर रूपमा देखिनुको रहस्य दबाबबाट राज्यको दृष्टिकोण परिवर्तन गर्न सकिन्छ भन्ने स्वीकारोक्तिमात्र होइन । नया“ नेपाल निर्माणको संकल्प गर्ने दलहरूले विशाल मधेसको ठोस समस्याप्रति आ“खा चिम्लेर नया“ नेपाल बन्दैन भन्ने सम्झाउन पनि हो ।

राष्ट्रिय तथा अन्तर्रर्ााट्रय क्षेत्रमा देशको चिनारी प्रस्तुत गर्ने क्रममा नेपाललाई पहाडै पहाड भएको देश अनुभूति हुने किसिमको शासकीय प्रस्तुतीकरणले गर्दा पहाडी अनुहार मात्रै नेपाली हुन् भन्ने भ्रम छ । मधेसीहरू आफ्नै मातृभूमिमा आप्रवासीझैं दोस्रो दर्जाको नागरिकसरह ठानिएका छन् भन्ने आवाज अस्वीकार गर्न सकि“दैन । बहुभाषिक, बहुसांस्कृतिक र बहुधार्मिक मौलिक चरित्र राज्य संरचना तथा पहिचानमा स्थापित हुन सकेको छैन ।

त्यसैगरी मधेसबाट सत्तामा समानुपातिक साझेदारी र सही प्रतिनिधित्व प्रणालीको माग स्वाभाविकमात्र होइन, अधिकारका दृष्टिले समेत अपरिहार्य छ । जनसंख्याको आधारमा प्रतिनिधि छान्ने विश्वव्यापी मान्यता संविधानसभा निर्वाचनमा बेवास्ता गर्न मिल्दैन । निर्वाचन क्षेत्र पुनर्विभाजन गर्न नसकिने कुनै कारण छैन । निर्वाचनलाई सही प्रतिनिधित्व सुनिश्चित गर्ने अभ्यास सावित गर्ने हो भने प्रणाली परिवर्तन गर्न सकिन्छ । मिश्रति प्रणाली तय गरिसकेपछि निर्वाचन क्षेत्र पुनर्निर्धारणको मागको समुचित जवाफ अर्को हुन सक्दैन ।

मधेसका माग सम्बोधन गर्नेतर्फदलहरूको हिच्किचाहट देखिएपछि मधेसी आन्दोलनकै माझ अशान्तिपर्ूण्ा प्रक्रिया उदाउन थालेको छ । मधेसको समस्या नागरिकताबाट सुरु भई राज्य प्रणालीमा समान अवसर, पहु“च र पहिचान स्थापनाबाट मात्र समाधान हुन सक्छ । नागरिकता ऐनलाई सरकारले समग्र मधेसको समस्या समाधान गर्ने पर्ुजाका रूपमा प्रस्तुत गर्न खोज्नु स्थितिको सटिक विश्लेषण गर्नबाट पन्छिन चाहनु हो । मधेसको माग राज्य सत्तामा भागिदारी र नेपाली पहिचान परिवर्तन हो । तर उल्टै मधेसी आन्दोलनकारीलाई पक्राउ गरी थुनुवा पर्ुर्जीसमेत दिने व्यवहारले सरकार खास समस्याको शान्तिपर्ूण्ा समाधानप्रति सकारात्मक नहुने लक्षण देखाएको छ । यो दर्ुभाग्यपर्ूण्ा छ ।

My Role In The April Revolution: The Butterfly Effect


Butterfly effect - Wikipedia, the free encyclopedia The phrase refers to the idea that a butterfly's wings might create tiny changes in the atmosphere that ultimately cause a tornado to appear (or, for that matter, prevent a tornado from appearing). The flapping wing represents a small change in the initial condition of the system, which causes a chain of events leading to large-scale phenomena. Had the butterfly not flapped its wings, the trajectory of the system might have been vastly different.
As I gear to put some effort into the Madhesi Movement, I can't help but notice there has been a concerted effort to minus my role in the April Revolution. If it were merely personal, I would not much mind. But I have to take offense on behalf of the Madhesh.

Take quantity. No Nepali outside of Nepal did full time work towards it for a year before it happened. And for months after the royal coup when there was very little opportunity for anyone inside Nepal to do anything, maybe I was the only one anywhere who was doing such intense, full time work.

Take quality. For a few years before I came to the US in 1996, I was Vice General Secretary of a party in Nepal of which Hridayesh Tripathy was General Secretary. Tripathy at the time was Chair of the Public Accounts Committee in the parliament, a seat then Indian Prime Minister Atal Bihari Vajpayee held right before he became Prime Minister. Tripathy today is a senior member of the cabinet in Nepal. Within months of landing in the US, I got myself elected student government president at what is the number one liberal arts college in the South.

The American who did the most for the democracy movement in Nepal is Senator Patrick Leahy. He is a Vermonter. Before Howard Dean came along, the president of the Democratic Party just used to be a figurehead. He has authored a 50 state strategy that seems to be working so beautifully. Dean 2004 was not a presidential campaign, it was a movement. Barack Obama is a Deaniac from 2004, and he is the next President Of The United States.

I am the father of the concept of Continuous Movement in the Nepali context. I pushed the concept publicly and privately for months before it happened. Madhav Nepal was put under house arrest in February 2006. A month later he managed to smuggle wireless internet access into his room. The first person he reached out to was me. He is the leader of the party that has a strong chance of emerging the largest in the Constituent Assembly.



Girija Koirala is the father of the concept of the military solution to the Maoist insurgency. The king climbed onto it only later. Months after the royal coup, Girija was still vehemently against the idea of a constituent assembly. No peace would have been possible without that. No alliance with the Maoists would have been formed. Without that alliance, the April Revolution would not have happened. Girija has been singing the monarchical tune for months after the April Revolution. The revolution mandated a republic.

Girija Koirala at best has been the constitutional monarch of the April Revolution, a figurehead who occupies the top seat of power for being the oldest among the equals. And even today he has not taken any lead on the issue of state restructuring. He and his party have dillydallied on the issue of putting forth a detailed concept of federalism for Nepal. They want to postpone is as much as possible.

I am the only politically active Nepali anywhere - inside Nepal or out - who has written full-fledged constitution for the country: Proposed Constitution. My document would make Nepal the number one democracy on the planet, better than India, America or England. Not even the Maoists have come around to the idea of state-funded political parties. At least not yet.

In the process I have also invented the world's first digital democracy organization, Hamro Nepal. From that has birthed The Matrix which will possibly play a central role in Obama's ascendancy to the White House.

To those who say I am just a writer! In November I got myself elected Convenor, Coordination Committee, Nepali Organizations In New York City. And it has felt like I am the only Madhesi in the city. I did that with sheer political skill. And, by the way, never underestimate the power of blogs. Dean 2004 was organized entirely around one blog.

There are those who say I have not been to Nepal in years. I say, astronomers have not been to Mars or Jupiter either, but they know the planets pretty well. Welcome to globalization and the internet.

Typhoid And Typhoid Victims



I am a social doctor. I would like to cure typhoid. I am good at it. I have done it before, I can do it all over again. I am adept. Madhesis are typhoid victims. Utter political powerlessness is typhoid.

I don't know of any other population on the planet with a similar plight of powerlessness. Madhesis are half of Nepal. Madhesis contribute 70% of the revenue of the Nepal government. But Madhesis are utterly powerless. Not even the women of the world are in the same shape. Women are half, sure, but they don't contribute 70%, although they probably would if all their domestic work were to be candidates for dollar figures.

The Madhesis that most piss me off are the Prabasi Madhesis, the Madhesis in America for example. The Madhesis in America are some of the most educated, the best earning Madhesis anywhere on the planet. If these Madhesis will not take the lead, who will?

There is this "Bahun ko jhola bokera hidne prabriti," a phrase I learned from Karma Gyalden Sherpa, the top Janajati leader in New York City, and a great friend of mine, a comrade in the social justice revolution for Nepal. Jha is not Bahun, Jha is Madhesi. In Bihar maybe Jha is forward, but in Nepal Jha is backward. Laloo did Muslim-Yadav in Bihar, we need to do Madhesi-Janajati in Nepal. There is no other way.

The Pahadi attitude problem is all around us. It is right here in New York City. It is in the diaspora, thick and foul. We have to confront with all our might. We have nothing to lose. These Pahadis are not our bosses. Our career paths do not cross. The only dynamic is social. And if they will not go for a dynamic of mutual respect, of political equality, both here and in Nepal, it is best to part ways.

I am not for parting ways. I am for taking over. I don't want a separate country. I don't want violence. I don't even want a separate Terai state. What I want is equality. I want Nepal to have a Madhesi president. I want to take over the entire country.

I got myself elected Convenor of the Coordination Committee of the Nepali Organizations In New York City with no active help from ANTA. I did it through sheer political skill, and through active support from the Janajati crowd. I am going to take that a few steps further and solidify it. I am going to expand, grow and consolidate. We have to set an example for the Madhesi-Janajati coalition here in New York City.

And then I hike it up. I provide leadership for the overall empowerment of the Nepalis in the city. I want all Pahadis in New York City to know that they are the Madhesis here. They are powerless in the local context.

ANTA has been a disappointment. So much so that I let my membership expire at the end of 2006. There was the attack in Nepalgunj and ANTA did not issue a statement. (Madhesi Alert, Nepalgunj Pahadi Attack On Madhesi, Raw Email, Video Footage) I do not comprehend. When there was an attack on Dalits in Doti, the Dalit organizations in the diaspora responded with statements. Before that there was another incident in Kathmandu: Hands Off The Madhesi Activists. ANTA did not speak up. On the other hand several unnamed ANTA members complained to the ANTA president about the statement I had issued and emailed to them. Their names were not revealed to me. I invited them to unsubscribe from my mailing list.

This self-hate has got to go. The emotional price you are paying for it is not worth it. I don't have fewer Pahadi friends than you because I am vocal. You should try it also. Assert yourself. Pahadis who are "friends" with you only as long you don't speak for your rights are not your friends. Are they? Let them go.

For me this is work. I have a professional attitude towards it. We work and meet and do the work as per the need. Instead many Madhesis misunderstand the gist of the movement. It is not so you can engage in petty infighting. Internalized prejudice and racism work in weird ways. Madhesis talking like they imagine prejudiced Pahadis and white racists would. Kind of like some of my high school "bands" imitating western rock groups. Let go. You don't sound authentic.

Madhesi powerlessness is typhoid. And I would like to help cure it. Madhesis are typhoid victims. I engage to cure. I don't necessarily want to socialize during my off time with typhoid victims. I don't put up with racist comments from white people, I am not going to put up with racist comments from brown people. I don't put with PCP - Pahadi Chauvinist Pig - comments from Pahadis, I am not going to put up with PCP comments from Madhesis. (
PCP: Pahadi Chauvinist Pig) I am the third angle in the triangle. I am not after the Pahadi individuals. I am just after the mentality, the attitude, the though processes, the wrong policy prescriptions. So if there are Madhesis with the same, I am also against them.

There is an urgent need to go global: ANTA To ANT?

And maybe it is best to work directly with the Madhesis right there in Nepal. If the Prabasi Madhesis will not wake up, let them enjoy the slumber.

I am also opening up channels with all the district committees of the Sadbhavana (Anandi).

I think the Madhesi Movement for now has to coalesce around the demand for constituencies based on equal population.

Hamro Nepal is better equipped than ANTA to expand rapidly, globally and to connect the leading Madhesis in Nepal with the Madhesi diaspora. I would it if Madhesi members of Hamro Nepal became more active.

Party Unification, And One Person One Vote Principle



There should be a parliamentary constituency for every 100,000 people, and there should be a wada for every 1,000 people, so you end up with 100 wada chiefs in each constituency. I think we have to thus firmly establish the one person, one vote principle. We have to stick to it through its vertical implications. If you don't do this you shortchange the Terai. And, more importantly, you shortchange democracy.

The basic organizational principle would be the same. It would be the vertical implications of one person, one vote. And the country would have a left of center party, and a right of center party. The communists seem more likely to do it. And if they manage to do it, and the other parties stay separate, you are looking at that communist party winning 60% of the votes in the country, at least. As long as the communists stay nonviolent, and as long as they stick to the multi-party framework, as no doubt they will, all the glory to them.

This is less like party unification, and more like saying let's dissolve all parties, and let's form a new one from scratch. The party gets established at a national convention. Everybody starts by signing up as an ordinary member. And then you hold elections at all levels to fill up all the posts.

I wonder who would emerge the Chairperson of such a unified communist party. It is obviously between Madhav Nepal and Prachanda. It will be nice to know who has a larger mass base.

These communists should not make the mistake of unifying the parties through unification talks alone. Unification talks are but a starting point. But the actual unification has to take place through a convention.

It amazes me how lethargic Girija has been on this whole issue. But then that is the beauty of democracy. If the Congress does not take similar unification steps, it will pay dearly at the polls.

The implications of there being one communist party are mind boggling. I have talked about its continental implications before. What Prachanda could never have achieved through the gun he is about to achieve through peaceful means beyond his wildest dreams. This is both exciting and interesting.

A videotape of the incidents in Nepalganj on 26 December in the possession of Jana Aastha shows police involved in the violence. They are seen destroying shops and throwing furniture onto fires. In the clash between pahadis and madhesis, the Nepal Police is seen siding with pahadis and firing at madhesis. People in green jackets are visible, provoking the crowd, and mandaleys who work with Kamal Thapa and Rabindranath Sharma are also amongst those involved in the violence. The audio track of videotape contains sections of the crowd saying “Nepal Police jindabad.”

The police recorded are in half uniform and their faces are covered. One heard the words: “This shop is a Nepali’s, don’t destroy it.” The groups systematically attacked shops and homes, and SSP Rajendra Singh Bhandari insulted madhesi protestors, telling them to “go to India to protest”.

Talk With Goit For The Same Reason We Talked With Maoists


For a government to decide to hold talks with an armed group is never an easy decision. That is especially true for a democratic government. The feeling is that if any group or section of the population has grievances, they should peacefully organizae and mobilize and they should seek electoral remedies. If you don't like party A, go vote for party B. There is this fear that if you talk to one armed group, other groups might also pick up arms so as to similarly shortcircuit the democratic process. Those fears are legitimate. But we have to stop pretending that these are normal times.

These breakaway Maoist factions are seeking political space, and we have to give it to them. Dialogue should be considered a very happy price to pay for peace. It would have been a major problem if these groups were opposed to the very idea of dialogue, but that happens not to be the case, lucky for us.

The fear is not that if you manage to disarm these groups, others will pick up arms. The fear is the opposite. There are other groups besides the Madhesi that have grievances. They might also get frustrated, impatient.

Why did we talk to the Maoists in the first place? Because we wanted a political and not a military solution. And that has been working beautifully. I just read the list of Maoist names that will go into the interim parliament. The Maoists put the seven parties to shame. Look at how much more representative they are. Looks to me like we are getting more than peace by talking to the Maoists, we are also getting social progress. That is so wonderful.

The trick is to focus on the just political demands and fulfill them. For the Maoists it was the constituent assembly. If the country had not agreed to that basic demand, no amount of talks would have brought them into the mainstream.

Similarly, these JTMM factions have two just demands that nobody can argue against. Heck, those are my demands also.
  1. Issue citizenship certificates to all Madhesis. That figure is closer to 60 lakh than the 33 lakh the Home Minister is suggesting.
  2. The 205 constituencies should be based on equal population.
Well, Goit also has other demands. He wants all of Terai to be one state. You tell him, that he will have to get himself by contesting in the constituent assembly elections. You fulfill the two basic demands, and then ask him to earn the rest at the ballot box.
