I first found Zimpundit at Mary Joyce's blog.

Zimpundit and I just crosslinked to each other. This is exciting. I first found him out because he had a blog entry where he was waxing eloquent about Nepal. As in, look at Nepal, why can't we have it as good in Zimbabwe? That caught my attention. One thing, though, Zimpundit, noone saw the April Revolution coming on April 5. But when it finally came, it came like a tsunami.

Well, I went ahead and looked around. I have read bits and pieces on Mugabe over time, but never much thoroughly.

Looks like the guy is a former freedom fighter gone despotic, if he ever was anything else. I mean, how else has he been in power for two and a half decades non stop? It is not possible for someone like him to be popular. This guy is black, but he is totally colonial. He is your typical Third World dictator. He does not understand property rights, he does not understand land reform, he sure does not understand you can do both. He does not understand, or much care about things like free speech, freedom of press. He hounds poor Zimbabweans living in shanty towns because they oppose him. How much of a freedom fighter can you be if you do that?

He bungled land reform horrendously, and collapsed the economy. Now he turns around blames Britain for the collapsed economy.

The goal can not be to reform Mugabe. This guy is beyond repair. The goal has to be to oust him. I think the opposition Movement for Democratic Change (MDC) needs to build a strong base globally, and at the same time build a strong organization inside the country. The goal has to be to get people to come out into the streets in one big jamboree of protest. But there is a lot of homework you have to do beforehand. Lessons can be learned from the Nepal experience in that Nepal is a poor country also, one of the poorest. But then poverty is a big reason why the people need to rebel and topple a despot. Be desperate, act desperate. On the other hand, the Zimbabwe experience will be unique, very much of its own. Nepal can be a lesson, but the idea can not be to replicate. There is much improvisation in any democracy movement.

We should take it a challenge to drive Mugabe out. I propose we deport him to Britain.

The challenge is to raise the political consciousness of the people enough to get them out into the streets in large numbers. The
Zimbabwean diaspora could play a key role.

But looks like the Zimbabwe strategy might be hovering around the 2008 presidential elections in that country. Fair enough. Give it a shot. And looks like South Africa is a ready base for the
Zimbabwean diaspora. South Africa might be Zimbabwe's India.

One flaw I see in the opposition. Why is there talk only of beating the despot at the election booth? Is the constitution okay? Does it need to be amended? Or replaced? It must be a flawed constitution that has kept him in power for so long. The stink in Zimbabwe is bigger than that the opposition has been losing elections. So more than electoral victory has to be the political platform.

Undercurrents Of A Counter-Revolution






This is a curious assemblage of people rallying against the idea of a constituent assembly. That assembly is what this revolution has been about. That assembly is what will bring peace and democracy. I don't know what this crowd is thinking.

Maoist Posturing


On April 25th, a "Letter to the Editor" appeared in the leading Nepali language Kantipur newspaper from Baburam Bhattarai, one of the leaders of the CPN(M). The letter sets out a clear understanding of the revolutionary moment, and warns the parliamentary politicians that were they to attempt a new arrangement with the King they would be swept aside.
The king came out saying he is for taking the country ahead "according to the road map of the agitating Seven Party Alliance." (18 Days Of April Revolution: Victory) After victory, the seven party alliance has time and again expressed its commitment to that same roadmap. The roadmap leads to a constituent assembly. And so this saber rattling on the part of the Maoists is uncalled for.

One can understand that the Maoists might want to try and drive a hard bargain in what they expect to be an integration of the two armies, but you don't go about doing that by trying to sabotage the very process that might make such an integration possible.

The Maoists need to engage in trust building, not in posturing. Their posturing is not helping the cause of constituent assembly.

The Nepali Congress might have talked of a constituent assembly half a century ago. Heck, that party even picked up arms back then. But it is the Maoists who have taken the lead on the idea of a constituent assembly this past decade. Parties like the Sadbhavana might claim they have been asking for a constituent assembly for a longer period of time, but it is the Maoists who brought the issue to the center of the country's politics. I give them credit for that. The seven party alliance came around to the idea of a constituent assembly only much later.

But now is not the time to bicker on such finesse.

The April Revolution was a superb experiment in non-violence. Not even the seven party alliance saw it coming. The original April 6-9 program grew into a tsunami of people across the country and surprised both the SPA and the Maoists. Both have rushed to take credit. The credit goes to the people.

The Maoists need to stop trying to pressure the seven party alliance to head for a constituent assembly when that is precisely what the seven parties are trying to do, on their own. The seven parties don't need convincing, and they are very much on schedule. The alliance is on track.

The worst part of this Maoist posturing and saber rattling is that the worst fears about the Maoists start to come alive. Are we going to see a new round of civil war with the state army on the side of the seven parties? Will the seven parties end up seeking military aid from India, America and Europe should that happen? Those questions arise. So the Maoists need to stop pushing and start behaving.

I am not being naive. We have to maitain vigilance. There might be members and cliques of the old, discredited regime that might make attempts to spoil the party, even if unsuccessfully. And we have to watch out for that. But you don't do that by unnecessarily hammering the seven party alliance. You are beating the wrong drum when you are beating up on the seven party alliance at this point in time.

So Baburam, Prachanda, chill. Take it easy. The roadmap to the constituent assembly is very much on track. Focus your energies on the peace talks that are next. Organize rallies and mass meetings. Prepare for the next steps. Prepare for the constituent assembly. Stop badgering the seven party alliance.

This is me establishing a private channel of communication with you. The webpages in this folder are protected from the search engines, and hence are private.

You know much more about Nepali politics than I do. And I am not trying to crown anybody. Yahan New York City basee basee. Ra tapain lai thaha nai chha I have a family relationship with the Sadbhavana. I am a Sadbhavana person. Although I do have a healthy respect for the UML. But it is my commitment to the ideal of democracy and the difficult situation that Nepal is in that draws me to you.

Huna ta tapain le baddapan dekhaunu bhako chha. UML will not lay the alliance hostage on the PM issue bhannu bha chha. But I think the times for niceties are passe.

I think you have to mentally prepare yourself to be the interim Prime Minister. It is a choice between you and GPK, but he is disqualified. (1) Your party is much larger than his. (2) You and your party practice internal democracy much better than him. There is no Nepal family thing going on in the UML. (3) In preferring to go straight to the interim government idea, you do realize the pitfalls of reviving the House. (4) You and your party have offered a greater clarity. (5) Your rallies have been drawing the larger crowds. (6) Koirala's health is failing.

But the biggest reason is that the job of the interim Prime Minister is going to be very hard. This is not going to be like for Kisunji. Your job will be much tougher. GPK simply can not do it. You must mentally prepare. You can not come forward until the time is ripe. But in your mind you should have no doubts. It is you. It can not be GPK.

You will be the interim Prime Minister. And likely your party will also win a majority in the parliament after a new constitution. So you will also be the first PM post-democracy, post-elections. It is important to be clear about this. Because you will be the person taming the army.

The roadmap I suggest is of an interim government and an interim constitution that makes the PM the Commander In Chief of the army. Then, through UN and major powers mediation, you would partially integrate the Maoist army into the state army. So there is only one army when the country goes through elections for a constituent assembly.

Then as duly elected PM and C In C, you would downsize the integrated army and bring it down in size to 30,000. And also reorganize the army. A lot of the people at the top will likely get fired. But you perhaps do not want to do all that as interim PM. As interim PM, you just want to make the army get used to the idea that a janata ko chhora is C In C. Visit a lot of the barracks. Meet a lot of foot soldiers. Attend many of the army ceremonies. Regularly hold meetings with the army top brass and be seen giving them instructions. Basically showing people you really are in command.

I don't believe GPK could do all this. I respect his decades' long contribution to democracy. But the future can not be held hostage to that past.

Dealing with the king is not going to be easy. The guy still has a few cards he can play.

Then there is the constituent assembly itself. That is a lot of work. GPK would not have the skill or the stamina.

So think of the country. And mentally decide now that you are the interim PM in waiting.

Your party has offered clarity with two words: democratic republic. My focusing on your individual name is the same thing. It is about clarity. The more clarity we can offer, less talk there will be of some kind of a vacuum.

Why you? Because it is between you and GPK. But it has to be you because you lead the largest party, and you are the more qualified. If Hridayesh Tripathy were leading the largest party, it would have been him. It is a simple democratic choice, a simple mathematical calculation on my part.

But the bigger reason is to make sure all possible worst case scenarios are avoided, and there is this one person who puts a lot of thought into it.

What could be some of the worst case scenarios?

  1. The king could impose martial law. It would hurt him further, but he could go for it if he feels desperate enough.
  2. The king could get ousted, and the army could stage a coup if the ouster is chaotic. Pyar Jung could become the Nepali Musharraf.
  3. The king could get ousted, the army could get disbanded, and the Maoists could change their mind and go back to their goal of a communist republic, to be achieved immediately. Nepal could end up a one party state of the Maoists.
I don't see any of these three happening. But we do have to watch out. And there has to be this one person who is going to be the interim prime minister as well as the first president of Nepal who will make sure these three scenarios do not unfold.

Girija Babu has a huge stature, but then so did Ganesh Man Singh. This is not about disrespect. This is about what will be best for the country.

It is not just about mainstreaming the Maoists, it is also about mainstreaming the RNA. And neither can really be trusted. We don't trust them. We trust the roadmap that we create. We trust them both one step at a time.

I would think the Maoists do not get to join the interim government before the peace talks are successfully concluded. And the country does not go through a constituent assembly before the two armies are integrated. The army will be in your command, not that of the UN. The army top brass will accept you, but not the UN. That is my reading of the situation.

You become Commander In Chief as interim PM, but you only make changes at the top levels of the army as a duly elected President. Give them some time to get used to the idea. Being UML General Secretary, interim PM, Commander In Chief, and President will be four different things, although all related.

But those are down the line. The first task is to dismantle this regime, and I think you and your seven party colleagues are on schedule. We are honored to be supporting you from this end.

On to victory. The horizon is crimson.

सरकार गठन हुनासाथ तत्काल गर्नुपर्ने परिवर्तनहरू संक्रमणकालका लागिमात्र होइन, संविधानसभा र त्यसपछि स्थापना हुने राजनीतिक पद्दतिका लागि पनि मार्गदर्शक हुने छन्। यो सरकार क्रान्तिद्वारा गठित सरकार भएकोले यसले जनताले सडकमा प्रयोग गरेका सार्वभौमसत्ताको कानूनी र संवैधानिक अधिकारको प्रयोग गर्ने क्षमता राख्छ। निरंकुश राजाले २०६३ साल बैशाख ११ गते राति ११.३० बजे दिएको भाषणबाट आफ्नो कानूनी हार स्विकार गर्दै २०४७ सालको संविधान अन्तरगतको राजतन्त्रलाई समाप्त गरिसकेको छ। सो भाषणमा राजतन्त्र शब्द कतै उल्लेख नगरेकोमात्र होइन, राजाले "नेपाल अधिराज्यको राज्यशक्तिको स्रोत नेपाली जनता नै भएको र नेपालको सार्वभौमसत्ता एवं राजकीय सत्ता नेपाली जनतामा नै नीहित रहेको तथ्यलाई" स्विकार गरेका छन्। यसको अर्थ राजतन्त्र अब राजनीतिकरुपले मात्र जीवित छ, संवैधानिकरुपले समाप्त भइसकेको छ। राजाले सो भाषणमार्फत् सात राजनीतिक दलसमक्ष आत्मसमर्पण गरेका छन्। हेर्नुहोस् यो वाक्यांश, "बहुदलीय प्रजातन्त्रको रक्षा, स्थायी शान्ति, राष्ट्रिय एकता एवं समृद्धिको बाटोतर्फ मुलुकलाई अघि बढाउने जिम्मेबारी वहन गर्न हामी आन्दोलनरत सात राजनीतिक दलहरूलाई आह्वान गर्दछौँ।"

यी तथ्यहरूले के प्रमाणित गर्छ भने क्रान्तिपछिको सरकारले संसदीय, कार्यकारिणी र कुनै अर्थमा न्यायिक अधिकारसमेत प्रयोग गरेर तत्काल गणतन्त्रको घोषणासमेत गर्नसक्छ। तर अधिकार सम्पन्न छ भन्दैमा यस सरकारले आफ्नै खाले निरंकुशतन्त्र लाद्न भने पाउँदैन। भोली संविधानसभाबाट एकतन्त्रीय हैकमवाद गर्ने अधिकार पनि हुँदैन। किनभने यो सरकार जनक्रान्तिबाट स्थापित भएको सरकार हो र जनक्रान्तिको म्याण्डेट लोकतान्त्रिक (गणतन्त्र) स्थापना गराउनु हो, निरंकुशता लाद्नु होइन। सात दलमध्ये सबैले वा कसैले जनक्रान्तिको लक्ष्य गणतन्त्र थिएन वा होइन भनेर अब वकालत गर्छन् भने समग्र क्रान्तिको ढोका बन्द हुने छ।

सरकारले तत्काल आत्मसात गर्नुपर्ने अर्को महत्वपूर्ण कुरा के छ भने कुनै पनि प्रकारको संवैधानिक वा कानूनी संकट आइपर्दा अमेरिका, बेलायत वा भारतको उदाहरण लिई आफ्नो तर्कलाई प्रमाणित गर्ने नेपाली परम्परालाई बदल्न अत्वावश्यक छ। किनभने नेपालीहरूमा धैर्य, चेतना र साहसमात्रै होइन, नेपालीहरूमा बुद्धिमता छ र वर्तमान जनक्रान्तिले आत्मविश्वास पनि बढाएको छ। साथै विदेशी उदाहरणबाट आफ्ना गलत कार्यहरू प्रमाणित गर्ने परम्परालाई नेपाली जनताले अब उप्रान्त स्विकार गर्दैनन् भन्ने कुरा प्रमाणित भएको छ।

सरकार र माओवादीको शान्ति-वार्ता १ महिनाभित्र नर्क्यौलमा पुगिसक्नु पर्छ र सरकार र माओवादी दुबैले नेपाली जनाताको कदर गर्दै एक दिगो शान्तिको रुपरेखा घोषणा गर्नुपर्छ।

तत्काल गर्नुपर्ने अन्य कुराहरूको बारेमा विभिन्न संचारमाध्यमहरूमा लेख र सुझावहरू आइरहेका छन्। जस्तै श्री ५ को सरकारलाई नेपाल सरकारमा बदल्ने, शाही सेनालाई नेपाली सेना भन्ने, नारायणहिटीलाई खालि गराउने, राजदरबार आमहत्या काण्डको अन्तर्राष्ट्रिय न्यायिक छानविन गराउने, राजा वीरेन्द्रको सम्पत्ति राज्यकोषमा जम्मा गर्ने र सरकारले खुलामञ्चबाट सर्वोच्च अदालतको न्यायाधिशबाट सपथ लिने आदि। एम्नेष्टी इण्टरनेशनल, इण्टरन्याशनल कमिशन अफ जुरिष्ट र ह्युमनराइटस् वाचले हालै प्रकाशित विज्ञप्तीमा उल्लेख गरिएका नेपालका शासक तथा उनका मतियारउपर कार्बाहीको शिलशिला अगाडि बढाउनुपर्ने विषयलाई प्राथमिकता दिनुपर्छ।

वाक तथा प्रकाशन स्वतन्त्रताको प्रत्याभूतिका लागि सरकारले स्वयं आफैँ पारदर्शिता अपनाउनुपर्छ। सरकार प्रमुख वा अन्य कुनै व्यक्ति, पदाधिकारी वा संस्थालाई व्यक्तिगत गालि-गलौजबाहेक कुनै पनि कुरा लेख्न वा बोल्न वा प्रकाशन गर्नमा बन्देज लगाइएका सबैखाले कानूनहरू तुरुन्तै खारेज गर्नुपर्छ।

अर्को महत्वपूर्ण कुरा सरकारले पर्खालमा लेखिएका भाषा र सडकका नाराहरूलाई आत्मसात गरी काम गर्नको लागि एक साताभित्र एक समिति गठन गरेर गर्नुपर्ने कामहरूको सूची तयार गर्न सक्छ र सोअनुरुप आवश्यक कदम उठाउन सक्छ।

यहाँ जोड दिनैपर्ने कुरा के छ भने क्रान्तिको दौरानमा ज्यान गुमाएका तथा घाइते भएका वीर र साहसी नागरिकहरूप्रतिको सम्मान (शब्दले होइन कामले) र उनीहरूको परिवारलाई उचित आर्थिक सुरक्षा दिएर पहिलो दिनको थालनी गर्नुपर्छ नयाँ सरकारले। विगतका क्रान्तिका शहिद तथा उनीहरूको परिवारको गति वर्तमान जनक्रान्तिका शहिदका परिवारले भोग्नु नपरोस्। अबको सरकारले के पनि पाठ सिक्नुपर्छ भने लोकतन्त्रको अर्थ सरकार ठूलो मान्छे र जनता सानो मान्छे होइन। सरकारमा बस्नेहरूले जबसम्म नागरिकलाई सार्वभौम र आफूलाई सेवकको रुपमा अन्तस्करणले स्विकार गर्न सक्दैनन्, तबसम्म न त लोकतन्त्र वास्तविक अर्थमा स्थापना हुन सक्छ, न त दिगो नै रहन सक्छ। तसर्थ सरकारले वास्तविक र सांकेतिक दुबैखाले परिवर्तनको आभास जनतालाई दिन सक्नुपर्छ।

वर्तमान र भविष्यमा बन्ने सरकार वा सत्ताधारी दलहरूले आफू विरोधी दल वा व्यक्तिलाई सम्मान गर्ने संस्कार बसाल्नुपर्छ। त्यसका लागि आफूभन्दा फरक मत राख्नेलाई आतंकवादी, अतिवादी र उग्रवादीको संज्ञा दिने प्रवृत्ति तत्काल बन्द गर्नुपर्छ।

सरकारले तत्कालै शाही नेपाली सेनालाई सैद्धान्तिक र व्यवहारिक रुपले पूर्णरुपमा मन्त्रिपरिषदको अधिनमा ल्याउनुपर्ने आवश्यकता देखिन्छ। समग्र र दिगो परिवर्तनका लागि २०४७ सालको जनआन्दोलनका अपराधी मन्त्री, सेना र प्रहरी (तथा हालका सशस्त्र प्रहरीसमेत) लगायत निरंकुशतन्त्रका परजीवि वर्गहरू कसरी सर्पले जस्तै काँचुली फेरी हालको जनआन्दोलनलाई समेत दबाउन आइपुगे भन्ने सरकारले अत्यन्त सुक्ष्म तरिकाले विश्लेषण गरी उनीहरूलाई उचित कार्वाही शुरू गरिहाल्नु पर्छ। यसका लागि सरकारले तुरुन्तै आवश्यक संयन्त्रहरू तयार गर्नुपर्छ। निरंकुश सत्ताबाट नियुक्त भएका सुरक्षा संयन्त्रका सबै उच्च अधिकारीहरूलाई कानून बमोजिम कारवाही गर्नुपर्छ भन्ने सडकको आवाजलाई सरकारले पटक्कै भुल्न हुन्न।

२. संविधानसभा

नेपालको अहिलेसम्मको सबैखाले द्वन्द्व विशुद्ध राजनीति द्वन्द्व हो र यसको समाधान संविधानसभा नै हो भन्ने मुलुकको राष्ट्रिय सहमतिको विषय भएको छ। दक्षिणपन्थीदेखि बामपन्थी दलहरूले संविधानसभालाई देशको भविष्यको शुभारम्भको केन्द्रबिन्दू मानेका छन्। सरकारले संविधानसभाको निर्वाचनको घोषणा गर्ने सार्वजनिक भइसकेको छ तर सो निर्वाचन कसरी र कहिले गर्ने भन्ने कसैले केही बोलेका छैनन्। तर प्रक्रीयाभन्दा पनि संविधानसभाको निर्वाचनको सार के हुने, त्यो महत्वपूर्ण हुन्छ। त्यसका लागि जनक्रान्तिले दिएको स्पष्ट आदेशलाई आत्मसम्मान गर्नुपर्छ।

राजतन्त्रलाई सोझै सरकारी निर्णयबाट खारेज नगरी संविधानसभाको निर्वाचनबाट निर्णय गर्ने हो भने संविधानसभाको निर्वाचनमा दुई वा अन्य कस्ता विकल्पहरू अपनाउन सकिन्छ? राजतन्त्र र गणतन्त्रवीचको निर्वाचन गरिने कि, प्रत्येक दलले राजतन्त्र वा गणतन्त्रको विकल्पलाई एजेण्डा बनाएर निर्वाचनमा जाने कि, साधारण संसदीय निर्वाचन गराएर निर्वाचित प्रतिनिधिद्वारा बहुमतको भोटबाट राजतन्त्र वा गणतन्त्रको स्थापना गर्ने कि अथवा अरू नै विकल्प हुन सक्छ?

भारतीय संविधानसभाको निर्वाचनबाट संविधान निर्माण प्रक्रीया शुरू भएको थियो तर त्यहाँ राजतन्त्र वा गणतन्त्र भन्ने विषय निर्वाचनको विषय थिएन। संयुक्त राज्य अमेरिकामा मनोनित प्रतिनिधिहरूले संविधान निर्माण गरे, तर त्यहाँ पहिलो राष्ट्रपति जर्ज वासिंटनले आफूलाई राष्ट्रपतिको सट्टा सम्राट घोषणा गर्ने दुस्साहस गरे। सो कुरा थोमस जेफर्सन र उनका समर्थकहरूले साकार हुन दिएनन्। पाकिस्तानले पनि संविधानसभाबाट नै राज्यसत्ताको शुरु गर्‍यो तर सैनिक अराजकताबाट पाकिस्तान आज पनि मुक्त छैन।

तसर्थ प्रस्तावित संविधानसभाको निर्वाचनमा जोड दिनैपर्ने कुरा के छ भने, निर्वाचनबाट कुनै एक दलले मात्रै अत्यधिक बहुमतले बिजय हासिल गर्‍यो भने, उसले रुसमा बोल्सेभिकले एकतन्त्रीय शासन स्थापना गरे जस्तै आफूखुशी शासन लाद्न पाउने छैन।

माथिका उदाहरणहरू दिनुको अर्थ विदेशीहरूको देखासेखी गर्नैपर्छ भन्ने होइन, तर उनीहरूको कमीकमजोरीबाट आफ्नो प्रकीयालाई परिमार्जन गर्ने हो। यस विषयमा उचित निर्णय लिनका लागि सरकारले संविधानसभाको निर्वाचानको घोषणा गर्नुको साथै एक उच्च समिति गठन गरी एक महिनाभित्र संविधानसभा निर्वाचनको प्रक्रीया र सार सार्वजनिक गर्नु अत्यन्तै आवश्यक छ। समितिले निर्वाचन प्रक्रीया तयार गरेको ३ महिनाभित्र संविधानसभाको निर्वाचन भइसक्नु पर्छ।

३. संविधानसभापछि

राजतन्त्र र गणतन्त्रको टूंगो लागिसकेपछि पहिलो प्राथमिकताको प्रश्न भनेको कुन खालको राजनीतिक पद्धति, राष्टाध्यक्षात्मक वा संसदीय भन्ने निर्क्यौल गर्नुपर्ने हुन्छ। यसको साथै संसदीय सर्वोच्चता स्थापना गर्ने कि न्यायिक सर्वोच्चता स्थापना गर्ने, पूर्णरुपले शक्ति विकेन्द्रिकरण वा संघात्मक स्वरुपको राज्य पद्धति अपनाउने भन्ने विषय पनि अति महत्वपूर्ण छन्। जुनसुकै लोकतान्त्रिक प्रणाली अपनाए पनि देशमा १८ वटाभन्दा बढी मन्त्रालय नहुने र एक मन्त्रालयमा एकभन्दा बढी मन्त्री नहुने र मन्त्रालयअन्तरगतका विभागहरू ठूला हुने तर मन्त्रालय सानो हुनुपर्ने आवश्यक देखिन्छ। साथै केन्द्र र स्थानीय निकायवीचको प्रत्यक्ष सम्बन्ध हुनुपर्छ, वीचमा कुनै निकाय आउनुहुन्न। स्थानीय निकायलाई कर उठाउनेदेखि विकास निर्माणको निर्णय गर्ते स्वायत्त अधिकार हुनुपर्छ। विभिन्न भाषाहरूलाई सम्बर्द्धन र विकास गर्ने र स्थानीय आवश्यकताअनुसार नेपाली भाषाको विकल्प स्थानीय भाषालाई मान्यता दिने।

यसका अतिरिक्त विगतको नेपाली अनुभवबाट निम्न बुँदाहरू अत्यन्तै गम्भीर रुपले छलफल हुनुपर्ने देखिन्छ।

1. जन्म, वंश, बाबु वा आमा वा दुबैको आधारमा नेपाली नागरिकताको प्रमाणपत्र पाउने। असल संविधानको लागि असल नागरिकको आवश्यकता पर्ने भएकोले बाबु-आमापछि छोरा-छोरी, लोग्नेपछि स्वास्नी वा स्वास्नीपछि लोग्ने, दाजुपछि भाइ वा भाइपछि दाजु राजनितिमा नेतृत्व लिने गलत परम्पराको अन्त्य गर्न प्रत्येक नागरिकलाई सजग गराउनुपर्ने।
2. छोरा र छोरी बाबु-आमाको सम्पत्तिको समान उत्तराधिकारी हुने संवैधानिक अधिकारलाई मान्यता दिने।
3. परम्परागत जात, धर्म, वर्ण, लिंगका आधारमा भइरहेका सामाजिक अन्यायविरुद्ध राष्ट्रिय सहमति तयार गर्न सत्य-तथ्य र मेलमिलाप न्यायिक समितिको गठन गर्ने। संविधान लागू हुनासाथ नयाँ संविधासँग बाझ्ने सम्पूर्ण कानूनहरू स्वतः खारेजी कार्यान्वयन नभएको अबस्थाम यस न्यायक समितिले खारेजी गर्ने छ। यसको साथै कसैले कसैलाई जातीय तथा लैंगिक भेदका आधारमा मानहानी हुनेगरी चलनचल्तीका शब्द वा उखान-तुक्काहरू प्रयोग गर्दा रंग, जातिभेद सरह अपराध मानी संवैधानिक बन्देज लगाइने छ।
4. देशमा आर्थिक तथा सामाजिक न्याय स्थापना गर्न नयाँ आर्थिक प्राथमिकतामूलक बजेट निर्माणको प्रक्रीया संविधानमा स्पष्ट गर्ने। वर्तमान अबस्थामा उल्टो पिरामिडको रुपमा रहेको बजेट निर्माण प्रकीयालाई सुल्ट्याएर पिरामिडको स्वरुपमा ल्याउनुपर्छ। तात्पर्य कृषिमा आधारित ९० प्रतिशत किसानहरूलाई प्राथमिकताको केन्द्रबिन्दू बनाउने। बाँकी अन्य क्षेत्रलाई आकारको आधारमा क्रमशः प्राथमिकता दिने। आर्थिक रुपले तल्लो तहमा रहनुपरेका नेपाली नागरिक जस्तै विद्यार्थी, मजदूर, भूमिहीन, घरबारबिहीन, आदिबासी तथा शोषित-पीडित (जस्तैः बादी, देउकी) समुदायलाई आवास तथा पेशाको व्ववस्था गर्ने सरकारको उत्तरदायित्व हुने छ। घरेलु तथा अन्य हिंशापीडित महिलाहरूका लागि उचित आश्रम गृहहरू सञ्चालन गर्ने सरकारको जिम्मेवारी हुने छ।
5. संविधान बनिसकेपछि नेपालमा भएका सम्पूर्ण राजनीतिक दलहरूलाई बिघटन गरी तीनवटा दलहरू – बामपन्थी, मध्यमार्गी र दक्षिणपन्थी – स्थापना गर्ने र आम निर्वाचन समानुपातिक पद्धतिको आधारमा गरी संसदको निर्माण गर्ने।
6. प्रत्येक दलले हरेक ५ वर्षमा आफ्नो राष्ट्रिय नेता देशब्यापी पार्टी निर्वाचनको आधारमा चुन्ने छन्। एक जना व्यक्ति दलको प्रमुख नेता २ पटकभन्दा बढी हुन पाउने छैन।
7. संविधान निर्माण भइसकेपछि पहिलो संसदीय निर्वाचनको सूचीमा यी तिनै दलहरूले विशुद्ध नयाँ उम्मेद्वारहरू उठाउनुपर्ने छ।
8. संविधान निर्माण प्रक्रीयामा संलग्न भएका कानूनवीद वा अन्य कसैले पनि अदालतको न्यायाधिश नियुक्त हुन नमिल्ने।
9. कार्यकारिणी अधिकार स्पष्टरुपमा मन्त्रिपरिषदमा अर्थात् राष्ट्राध्यक्षमा हुनुपर्छ। मतलब कार्यकारिणी अधिकार राष्ट्राध्यक्ष र मन्त्रिपरिषदले साझारुपले प्रयोग गर्न नपाउने। कार्यकारिणी प्रमुखले व्यक्तिगत वा आफ्नो राजनीतिक दलको सुविधा हुने हिसाबले संसदको विघटन गर्न नपाउने। अदालतले संसद विघटन जस्ता राजनीतिक विषयमा मुद्दा हेर्न नपाउने।
10. एक व्यक्ति कार्यकारिणी प्रमुख पदमा २ पटकभन्दा बढी हुन नपाउने।
11. संसदको अधिवेशन बोलाउने जिम्मेवारी सभामुखको हुने छ र प्रधानमन्त्रीको सपथग्रहण प्रधानन्यायाधिशबाट गरिने छ।
12. बाह्य आक्रमण र दैविकप्रकोपका समयबाहेक कुनै पनि अबस्थामा संकटकालको घोषणा गर्न नपाइने।
13. राजदूत र संवैधानिक अंगका प्रमुखको नियुक्ति कार्यकारिणी प्रमुखले गर्ने र त्यसको अनुमोदन संसदबाट हुनुपर्ने।
14. कार्यकारिणी, सभामुख र प्रधानन्यायाधिशको तबल समान हुनुपर्ने तथा संसाद, सबैखाले मन्त्री र निजामति सेवाको उच्च तहको पदाधिकारीको तलब समान हुनुपर्ने। यी कसैले पनि राज्यकोषबाट विशेष सुविधा लिन नपाउने।
15. माथि उल्लिखित पदमा नियुक्त हुनुअगाडि र पद छाड्ने बेलामा राष्ट्रिय महालेखा परिक्षककहाँ आफ्नो सम्पत्तिको विवरण पेश गर्नुपर्ने।

उल्लिखत बुँदाहरू सुझावका लागि तयार पारिएका हुन्, कानूनी वा संवैधानिक वर्गीकरण गरिएको छैन।

नोटः नेपालको जनक्रान्तिमा सामेल हुन नपाएकोमा दुर्भाग्य ठानेको छु तर यसै लेखमार्फत् जनक्रान्तिमा वीरतापूर्वक आफ्नो ज्यान दिएर वा शारीरिक तथा मानसिक दुःख खपेर देशका लागि बलिदान दिनेहरूलाई सम्मान र उनका परिवारहरूलाई समवेदना प्रकट गर्न चाहन्छु।

७० हजारभन्दा बढी हतियारबद्ध "व्यक्तिगत सेना"को घेराभित्र रहेर जनतालाई बर्बर दमन गर्ने क्रुर तानाशाहलाई खालि हातका भरमा नमस्तस्क पारेर हदैसम्म झुकाउने वीर नेपाली वास्तवमा विश्वशान्ति पुरष्कारकार पाउन योज्ञ छन् भन्ने मेरो निजी विचार हो।

०३२, ०३६ र ०४७ सालका आन्दोलनहरूमा प्रत्यक्ष भाग लिन पाएको तर यस्तो बृहत क्रान्तिबाट व्यक्तिगत कारणले समावेश हुन नपाए पनि ०४० को दशकको वर्षमा केही वर्ष राजबन्दीको रुपमा जीवन बिताएको अनुभवले हालका राजबन्दीहरूले भोग्नुपरको पीडा महसूस गर्न सक्छु। जनआन्दोलन शुरू हुनपूर्व केही स्विडेनेली सांसद र स्टकहोमबासी नेपालीसँग संयुक्त रुपमा स्विडेनबाटै नेपाली निरंकुश सत्ताविरुद्ध प्रदर्शन गरेका थियौं। साथै स्विडेनेली सांसदहरूसँगको एक अनौपचारिक बैठकमा कसरी नेपाली निरंकुश सत्ता १८औं शताब्दीको तानाशाह सरह चलिरहेछ भन्ने प्रकाश पारिएको थियो।

विश्वमै समाजवादी लोकतन्त्रको नमूना देश मानिने स्विडेनमा एक दशकभन्दा बढी बसोबास गरी प्रत्यक्ष्य देख्न, अनुभव गर्न र कानूनमा अनुसन्धान गर्न पाएको आधारमा नयाँ नेपाल निर्माण गर्नलाई सहयोग पुगोस् भन्ने आशाका साथ यो लेख तयार पारेको छु।

The revolution is very much on. Until the country holds elections to a constituent assembly, and gets a new constitution, and elects a new parliament under that constitution, and a new head of state, this revolution is very much on.

We have now only changed gears. The right to free speech is back, the right to peaceful assembly is back, but the revolution is very much on.

Some would say the revolution has barely even started. And I would agree.

Nepal As A Cutting Edge Democracy

So far all soldiers for democracy over decades have had western inspirations. Be it BP Koirala or his brother Girija, be it Marxists like Madhav Nepal, Baburam Bhattarai or Madan Bhandari. This revolution I believe gives Nepal an opportunity to try something new, something original.

Nepal has the option to launch a kind of democracy that does not exist anywhere else on the planet. Let Nepal's April Revolution enter the annals of world history like the October Revolution in Russia, like the French Revolution, like the American Revolution. Let Nepal's April Revolution turn into an inspiration for other countries and other peoples like those revolutions have been an inspiration for us.

We can do that by suggesting democracy really is about one person, one vote. We can do that by giving a new meaning to the word inclusive democracy.

On this major topic we should start from the future and then come back to the present. We should not strive to come to the present from the past. The logic should not be that because there are two armies and so they should be integrated. Instead the question should be, does Nepal need an army at all?

The two armies mean to the Madhesis what the monarchy has meant to the republican, democrat Pahadis. It has to go, they say. It can not be retained in any form or fashion.

Nepal needs to be spending on education and health, not on defense.

Madhesi, March

The Madhesi community has now got to march all the way to total equality. We have to earn federalism, we have to earn language rights, we have to earn citizenship papers. We have to earn one person, one vote.

Rename Singha Durbar

It is okay to keep the building, but the word Durbar has to go.

Rename Narayanhiti, Call It Rashtrapati Bhavan

Singha Durbar will be the seat of the legislative, and the Narayanhiti complex the seat of the executive. The president is to be directly elected.

This ceasefire announcement is in the same league as the king's last address. This is huge. I congratulate the Maoists. They have taken the initiative for peace.

The terroirst label has to be taken off. We do want the top Maoist leaders to be able to move around the country freely. We do want Prachanda and Baburam to be able to address mass meetings. And we do want them to have personal bodyguards when they do so. All this would be part of the trust building that will make the formal peace talks smooth.

The whole idea is to mainstream them. The idea is that they end up a political party inside a multi-party framework. And we are very much on schedule.

In the mean time I am going to work on a proposal that says dismantle the two armies, dismantle the monarchy.
