Democratizing Political Parties



It really boils down to one person, one vote democracy. We have to move towards becoming a federal, multiparty democracy of state-funded parties. That will make Nepal the number one democracy on the planet.

How to get there? Step one, the immediate step would be to make all political parties make their finances public. Step two would be to pass a law saying for the purposes of the constituent assembly elections, the richest party may not have more than 50% more money than the second richest. All the extra money should go to the state.

And after the elections, political parties may not engage in any kind of fundraising activities at all.

Another thing to do is to do with the distribution of tickets. For a party ticket for a political office, party members at the said level and below should be the only ones who get to decide who will get the ticket.

The third thing to do is to demarcate the various layers of government based on population. It has to be about one person, one vote democracy. Otherwise you end up with a Maoist party that has one Madhesi on its central committee, you end up with a UML that has one Madhesi on the central committee.

Key is to have all constituencies for the lower house based on equal population.

If we can do these three things, we end up with democratic parties. Otherwise right now Congress MPs are subservient to Girija because Girija is the one who decides if you will get a ticket or not. Girija is the one decides how much money he will give you during election time. So a Congress MP's career strategy ends up being subservient to Girija. That ends up being the gameplan.

How To Get There?

The goal is obvious. But no political party is gearing towards it. It is because the party leaders like it that power inside the parties is concentrated in their hands.

The people positioned to push for a democratization of parties are the civil society folks. They have been relentless on the issue of a republic, and that is great. To that list they should add the agenda of party democratization.

Have this simple three point plan. And stick to it.

Inclusive Democracy Comes From Parties With Internal Democracy

Lack of democracy inside parties is the reason Nepal has not been an inclusive democracy to date. A lot of ethnic disenchantment will go away if parties will become democratic.

UML, Maoist, NC (D) Alliance To Oust Girija Needed


Girija Koirala has to take responsibility for not being able to hold elections by June and he should resign. Between them, the UML, the Maoists, and the NC (D) have the numbers. The smaller parties can be expected to come along. The Koirala Congress must be isolated.

Girija Koirala has no intention whatsoever to unify the two Congress factions. But he talks like he wants to so as to prevent the Deuba Congress from doing serious organizational work on the ground.

Girija has routinely disrespected the UML since assuming power and before. He has not allowed the UML ministers to make appointments even in their own ministries. He has acted like he is the minister of all ministries. He has exhibited similar behavior towards the Maoist ministers.

Enough of waiting for Girija and his party to come around to the idea of a republic. If the army has not been acting rough, it is not because they fear Girija but because the mandate of the April Revolution is too obvious.

A UML, Maoist, NC (D) government will not hesitate to declare the country a republic right away. We do need that consolation prize for not having had our elections by June.

I am okay with both options on the republic question. I am okay with declaring the country a republic through the interim parliament and I am okay with going for a referendum. Both are fine options. But neither course will be taken as long as Girija is Prime Minister.

Koirala's party is old just like him. It is not a party that is offering new ideas, new programs, new vision.

Madhav Nepal

I think Madhav Nepal is the obvious candidate to succeed Girija as Prime Minister.

His party has the numbers.

The UML, of all parties in Nepal, is best positioned to judge if the Maoists have and are transforming or not. For those who fear the Maoists might still harbor the vision of a one party dictatorship, Madhav Nepal is the best person to have as Prime Minister of Nepal.

There are no doubts whatsoever that Madhav Nepal's UML is for multi-party democracy.

With Madhav as Prime Minister, we can be sure elections will be held in November. But if Girija continues I doubt we can have elections even in November. That guy lacks physical stamina, for one.

The UML, Maoist, NC (D) government would have a two point agenda.
  • Declare Nepal a republic now.
  • Hold free, fair, fearless elections in November.
The Madhav Nepal led government can still be an eight party government.

In a district where the big landlords are Sharmas, Upadhyas, Ghimires and Pants, the first school here had to be built by a Marwari Murarka. The college had to wait for a Yadav donor. .......... In Janakpur, the town that Koiralas, Ranas, Sharmas, Singh Thakuris, and Ghimires claim as theirs there is no philanthropic effort bearing these names. The first few schools, the college, the hospital, and several temples were built by the Sah family, who were humble traders in comparison with the Ranas and Giris who made fortunes off the tarai’s resources. ........ Janakpur’s highways, roads, airport and water supply have been set up with Indian assistance. The most visible reminder of the government are security personnel, which reinforces the sense of living in occupied territory. ........ Most people here understand political complexities. “Protests in the tarai will diminish the day the government realises the folly of playing dirty power games in Kathmandu,” says a paan vendor near the vandalised statue of Bhanubhakta in Janakpur.
Madhes mess Bijaya Singh, chair of the Madhesi Student’s Union and Madhesi Intellectual’s Forum, and Rajendra Raya of the Madhesi Dalit Forum have publicly announced that their organisations have split from the MJF. Similarly Madhesi Youth Forum chair Jitendra Sen has said repeatedly that the MJF failed because of Upendra Yadav’s leadership. ........ At a recent MJF central committee meeting there was a heated discussion about the issue of Yadav’s allegiances. The central committee decided to keep Yadav on as chairman only because the 27 April deadline for the registration of parties [to contest the constituent assembly elections] made it complicated to appoint a new leadership in time. ...... even this point is contested, with general secretary Ram Kumar Sharma arguing that the organisation should not be registered as a political party, in order to avoid conflict with madhesi leaders in other parties. He believes the MJF should remain a pressure group. ........ The Maoists have warned Ram Chandra Poudel to not encourage the Forum. ....... The Madhesi Janamukti Morcha’s Satya Narayan Bhagat and Prabhu Sah have accused Matrika Yadav of providing Upendra Yadav with information about how their organisation was planning to launch an attack in Gaur using Young Communist League members and fighters from the Chitwan cantonment. ....... Yadav thus hired professional sharpshooters from Bihar. These criminals were the ones who hunted down YCL activists and fighters from the Chitwan cantonment in Gaur and killed them. The Forum says 11 fighters from Chitwan were killed, but neither the Maoists nor UNMIN have confirmed that.

Most of those killed in the massacre in Gaur on 21 March were YCL cadre. .......... Maoist Money: Number One Threat To Free, Fair, Fearless Elections


A guy used to cross the Nepal India border on a regular basis. On the back rack of his bicycle would be a huge pile of hay. The custom officials would search frantically inside the hay thinking he might be smuggling goods to avoid custom taxes. He would ride into Nepal day after day. Each time nothing was found inside the hay so he was let go. Finally it occurred to the customs officials that what he was actually smuggling was brand new bicycles.

I think we are so focused on the Maoist gun and muscle, that we are missing the point. The number one threat is not the Maoist gun or muscle, it is the Maoist money.

The Maoists have not stopped their extortions across the country. They have already taken Rs 550 million from the government. That is a lot of money. And now they are demanding 500 million more. 100 crores to the Maoists. For what? The Deuba Congress recently released its annual budget. It was less than 10 crores. How will 10 crores compete against 100 crores come election time? And that is just money the Maoists have taken from the government. What about money from nationwide extortions? What about their 400 jeeps? During election time you could blanket the country with that many jeeps.

Weak-kneed Sitaula and Koirala have given the Maoists everything they have wanted. All that is waiting to happen is the Maoists capture booths all across the country and take over power in Nepal. Their first order of business would be to transform the security agencies to make them their own. After the Maoists have taken over power, you will no longer recognize the Nepal Army, the Nepal Police.

The Maoists are flush with cash, and this is a big, big problem.

It is time we took a stand. No more money to the Maoists, not even to feed their legitimate soldiers if they do not end the abductions and extortions. If they will not hold to their end of the bargain, why should we hold on to ours?

Maoist minors should be sent home without any pay. No money, nothing. Just go home. Go start attending school. To send 17,000 of them home with Rs 5000 a month for six months is to give Maoists full time paid workers to work on their behalf all the way to elections. Why should the Maoists get that special treatment? And if so, why not do the same for the other parties?

And it is very important the interim parliament passed a law that would require all political parties to make their finances transparent immediately. The richest party should not have more than 50% more money than the second richest party. Any extra money should go back to the state. Otherwise if the Maoists are going to be 20 times richer than the second richest party, we are not going to have elections, we are going to have a circus. The Maoists will engineer a sweep of the elections. Then our options to oppose them will be much less. What will we do? Try and organize street protests? They will claim they won the election.

He failed. He has to go.

That sick, old man is everybody's problem. Look at his foul play on the Congress unification issue. All along he knew he did not want unification. But he did not say so. His strategy all along has been to talk unfication so as to prevent the Deuba Congress from doing serious organizational work.

He did not conduct elections within the stipulated time. So he has to resign. If he continues, this guy will be the reason the Maoists will take over Nepal.

I don't care if it is Ram Chandra Poudel or Sher Bahadur Deuba or Madhav Nepal who succeed. Anyone who is physically not incapacitated will do just fine.

Chiran Thapa: Emulating A Singaporean Model, Overhauling The Leadership







Almost every political leader in Nepal has referenced Singapore's success story during his/her political career. The political leaders have constantly boasted of an ability to tow Nepal out of the political and economic abyss and transform it into a prosperous nation like Singapore. However, as the adage goes it's easier said than done. A simple observation would affirm that Nepal is very far from replicating the Singaporean success. A progressive overhaul of the political leadership is the most exigent need of the nation and it is the first step towards emulating the Singaporean success model.

What makes Singapore such an appealing example for reference amongst Nepali leadership is the country's speedy road to success. In merely three decades, the world witnessed a tiny forsaken island transform itself from a languid laid-back British colonial outpost to a vibrant economic powerhouse. Given the outstanding pace at which economic growth and development progressed in Singapore, it became a preferable exemplar.

Ironically, when Nepali leaders conveniently reference the Singaporean benchmark, simply to sway the constituents, a majority of them have very little understanding or knowledge of the formulas and processes that contributed to Singapore's success. Rather than just fixating on its speedy progress, it is prescribable to concentrate on the host of salient contributors to the country's success - amongst which, the astute political leadership stands pre-eminent. Its geographical location, meticulously crafted policies, a highly educated and ethical populace have all blended together to effectuate a brilliant recipe of success. But above all, the main credit must go to the political leadership. It was the visionary and robust leadership of Lee Kwan Yew and his associates that propelled Singapore from a small impoverished island to a prosperous paragon among nations. The leadership's dedication to develop the nation, their incorruptible demeanour, and their knack for crafting meticulously effective public policies are unprecedented. It was Lee and his associates in the government that formulated all the policies--from international trade to trash collection--thus controlling and regulating all aspects of the society.

Albeit critics find the heavy regulation and control strikingly similar to the communist societies, the Singaporean government is at variance because it persevered by very effectively delivering services to their populace. Unlike the communist regimes that crumbled on their own weights, the Singaporean leadership was able to fortify its legitimacy and strength by adequately delivering basic amenities like housing, employment, healthcare, education and physical security. Additionally, under the stewardship of the leadership, the country was able to cultivate a highly educated and disciplined workforce, enhance social cohesion and ensure physical security. Also, it was able to attract substantial foreign investment by providing political stability and ultimately developed a model society.

Another aspect of the Singaporean model noteworthy of mentioning is the educational level attained by the leadership. Almost every top leader holds a high academic degree from a renowned academic institution. It is not just the degree they hold but also the spectacular academic achievements they have made in their academic careers. Most of the leaders were academic prodigies with distinction grades. Negligible exceptions aside, for a majority of them, their ascendancy to the top was based on merits rather than familial linkages.

However, antithetical to the Singaporean Model, the Nepali political leadership is widely accepted to be the supreme inhibitor of growth and success of the country. Although the history of parliamentary democracy is very brief, the stint has adequately exposed the true colours of the Nepali leadership. In bitter contrast to the Singaporean leadership's commitment and dedication that propelled Singapore towards prosperity, the Nepali leadership's ineptness and indifference has plunged the nation into despair and disarray. While Singaporean leaders receive global veneration for their impressive leadership, the Nepali ones are critically loathed even by their own constituents. Furthermore, what succinctly reflects the status of a leader in Nepal is a synonymous term used to characterize it--a crook. Unlike the Singaporean leaders who are garlanded with accolades of morality, integrity, and competence, their Nepali counterparts are labelled with inescapable tags of malfeasance, corruption, nepotism and incompetence.

The incompetence is further compounded by the Nepali leaders' low levels of education. Others aside, there is no better example to reflect this reality than the example of the current supreme leader, the Prime minister. Few might doubt his decades of involvement in politics but many are highly sceptical about his academic credentials. There are claims that he never even completed his high school. But what gives more weight to this scepticism is the fact that there has never been any mention of his academic degrees anywhere. Even in his biography on the government's webpage, there is no mention of any academic career. Regardless, Nepal's leadership has never been gauged by the academic credentials or leadership abilities but more by particular affiliations and involvement in political activities. Furthermore, the system of meritocracy is almost inexistent. And it is the political leadership that is alleged of establishing and entrenching a culture where credentials are superseded by nepotism.

So what quality of deliverance can be expected from the leadership whose credentials are gauged either by the number of participation in political protests or by the decibels of their shrieks during those rallies? How is Nepal supposed to move forward when those who are entrusted with the steering wheel of the nation are directionless and are incessantly wrangling for control? More so, what kind of progress can a nation anticipate from those who were in the past heavily involved in plundering and destroying the nation's assets and have now thrust themselves into the leadership platform?

Quintessentially, leaders are role models for a society. Their values, ethics and public responsibility are supposed to set a precedent for the society. Since they are bestowed with power to influence, their every action has great impact. It is an accepted truth that not everyone is a born leader; most acquire and develop the trait. Nonetheless, a leader must possess the ability to lead and motivate, should have a guiding vision and a passion for public service but above all must hold high integrity. Additionally, the globalized era has not only necessitated a global interaction but has also made the process of policy-making even more complex. Given this reality, proper education plays a cardinal role. However, despite holding the reins of power for more than a decade, Nepali leaders have clearly failed to acquire and develop these virtues. On the contrary, their portfolios are tainted by decadence and empty promises.

Hence, given the prevalent deficiency in the current leadership's abilities, the prospects of emulating a Singaporean model under this leadership are highly suspect. As long as there is an impotent authority presiding over country's decision making process, the possibility of the country gearing forward towards prosperity is slim.

Today, given those bleak prospects, there is a growing demand for an overhaul in the leadership. For the sake of the country's progress, it has become imperative to replace the old faces with new ones. Clearly the old-guards have been unsuccessful in meeting the aspirations of the Nepali people. Therefore a fresh, energetic, dedicated and educated group of leaders should be allowed to step in for the task. Inevitably, this emerging generation of young leaders that have so far been sidelined and compelled to operate under the shadows of the old-timers will emerge and take charge. The old leadership can still make good of their promise to transform Nepal into Singapore. Step down with honour, make way for the new generation of leaders, and let them engineer their "Singaporean model."
