पहाडी नेताहरूले मधेशी अान्दोलनबारे बुझ पचाउन खोज्ने दुष्प्रयास

मधेस समस्याका नया“ आयाम महन्थ ठाकुर लगायत केही नेताले मधेसी क्षेत्रीय राजनीतिमा लाग्न राष्ट्रिय पार्टर्ीीरित्याग गरेको घटनाले उत्पन्न गरेको तरङ्ग शान्त भइसकेको छैन । ..... मुलुक एकात्मक संरचनाबाट सङ्घीयकरणतर्फलागिरहेको बेला क्षेत्रीय पार्टर्ीीा शक्तिको जन्म त्यसको अनिवार्य परिणति नै हो ...... कालो वर्ण्र्ाा र समतल भूभागमा बस्नेको देशभक्तिमाथि शङ्का गर्ने र राज्यको मूलप्रवाहमा समावेश गर्न आनाकानी गर्ने अन्धराष्ट्रवादी मानसिकताको अन्त्य आवश्यक छ । ...... मधेसी 'नेता'हरूले भन्ने गरेको मधेसको अर्थ नेपालको दक्षिणी किनारामा अवस्थित भूभागमात्र हो कि त्यहा“ बस्ने सबै जनता यसमा समेटिन्छन् - मधेसको निम्ति त्यहा“ बस्ने सबै जनसङ्ख्याको आधारमा झन्डै पचास प्रतिशत प्रतिनिधित्वको माग गर्ने तर मधेसी प्रश्नमा निश्चित भाषाभाषी र जातिको जनसङ्ख्यालाई अलग गर्ने जस्तो द्वैध तरिकाले समस्याको समाधान गर्दैन । ....... काठमाडौंपछि र्सवाधिक वर्गीय विभेद रहेको मधेसमा जातीय उत्पीडन, महिला हिंसा र छुवाछूत चर्को छ । ..... सामन्ती भूस्वामित्वको अन्त्य र जोताहाको पक्षमा भूमिसुधार गर्नुपर्छ भन्दा विरोध गर्ने व्यक्ति-शक्तिकै हातमा नेतृत्व रह“दा भोलिको सङ्घीय संरचनाभित्र मधेसका गरिब जनताले कस्तो सकारात्मक परिवर्तनको अनुभव गर्न पाउलान् - ..... मधेसमा अहिले अपराधको राजनीतीकरण र राजनीतिको अपराधीकरण उत्कर्षा पुगेको छ । राजनीतिक उद्देश्यको नाममा गरिने हत्या, अपहरण, फिरौती र अन्य अपराध आम बन्न पुगेका छन् र कतिपय समूह खुलेआम मुलुकको विखण्डनको पैरवी गरिरहेछन् । यस्तो स्थितिले पहिचान र सम्मानको मधेस आन्दोलनलाई कमजोर र विवादित बनाइरहेको छ । तर यस्ता प्रश्नमा आफूलाई मधेस आन्दोलनका अगुवा दाबी गर्ने कतिपय व्यक्ति मौन देखिन्छन् । बरु हिंसात्मक समूहस“ग पनि अघोषित सम्बन्ध विस्तार गरेर आफ्नो हित साध्ने प्रयास देखिन थालेको छ । ...... कतिपय क्षेत्रमा भएको सीमा अतिक्रमण, सीमा क्षेत्रमा हुने एकतर्फी संरचनाको निर्माण र सीमा वारपार अपराधले मधेसका जनतालाई निकै आक्रान्त पारिरहेछ । काठमाडौंमा गरिने यस्ता समस्याको विरोधको समवेदनात्मक मूल्य होला, तर प्रत्यक्ष मार पर्ने भनेको त मधेसकै जनतामाथि हो । यस्ता प्रश्नमा पनि कतिपय अगुवामा मौनता देखिन्छ ।

यस एक लेखलाई मात्र उदाहरण बनाउँ।

दुष्प्रयास (१): मधेश भनेको के? मधेशी भनेको के? भनेर प्रश्न गर्नु।

जवाफ: दिलत भनेको के भनेर प्रश्न गरेको सुिनंदैन। मिहला भनेको के भनेर प्रश्न गरेको सुिनंदैन। जनजाित भनेको के भनेर प्रश्न गरेको सुिनंदैन। तर मधेशी भनेको को र के भनेर पहिरयाहरू बारम्बार प्रश्नगर्छन्। दिलत पहिरयाले पिन प्रश्न गर्छन्। मिहला पहिरयाले पिन प्रश्न गर्छन्। जनजाित पहिरयाले पिनप्रश्न गर्छन्। त्यसैबाट प्रमािणत हुन्छ नेपालमा पुरुष र मिहला गरी दुई िलङ भए जस्तै राष्ट्िरयता पिनदुई छन्। एउटा पहाडी, र अर्को मधेशी। दिलत र जनजाितका कुरा त्यसपिछ अाउने कुरा हुन्। िगिरजा बाहुन तबाहुन हो, माधव नेपाल बाहुन हो। सुजाता बाहुन हो। िचतवनको प्रचण्ड बाहुन त बाहुन हो। मधेशी अान्दोलनभने पिछ तर्िसने, मधेशी शब्दको नाम उच्चारण हुँदा िचिढने, त्यो त मधेशीको लक्षण होइन त। िगिरजाकोमुख, कान केही मधेशी छैन, जीब्रो मधेशी होइन, उसको नीित, िसद्धान्त, दर्शन, सोंचाई, िलंडेिढंपी सबमधेशीिवरोधी छ, अिन त्यो िगिरजा बाहुनले म पिन मधेशी भनेर के भन्न खोजेको? अप्िरल क्रान्ितका १९शहीद पैदा गर्ने राजा लोकतान्त्िरक हुन सक्दैन, मधेशी क्रान्ितका ४० शहीद पैदा गर्ने िगिरजा मधेशी हुनसक्दैन। िगिरजाको त मोरङमा जमानत जब्त हुन्छ, मधेशी अान्दोलनमा त्यो ताकत छ। अझ मधेश भनेकोके, मधेशी भनेको के भनेर सोध्ने? ब्िरिटश िभसेरोयहरू भारतीय भएनन् त, न्यु यर्कका पहिरयाहरू पहिरया हुनछोडेर अमेिरकन भइसकेका छैनन् त। तराईमा पहाडी समुदायको बसोबास छ, र त्यो राम्रो कुरा हो। काठमाण्डुमा मधेशी समुदायको बसोबास छ। त्यो राम्रो कुरा हो। एक देश भनेको नै त्यही हो। तर तराईकोप्रत्येक िजल्लामा पहाडी समुदायको बसोबास भए जस्तै पहाडको प्रत्येक िजल्लामा मधेशी समुदायकोबसोबास खै त? सरकारी जागीर त पहाडमा नै छ बढी। तराईबाट पहिरयाहरू भकाभक चुनाव िजत्छन्। कतैपहाडबाट िजतेको छ कुनै मधेशीले चुनाव?

दुष्प्रयास (२): मधेशिभत्रका रहेका अन्य शोषणहरू जस्तो िक वर्गीय, जातीय, लैङ्िगक शोषणलाई मधेसीअान्दोलनको अपमान गर्ने कारण बनाउनु।

जवाफ: मधेशीलाई झन बढी शोषण गरे जनजाितमािथको शोषण कम हुने भन्न खोिजएको हो िक? मधेशीमािथशोषण कायम राखे मधेशका दिलतमािथको शोषण कम हुने हो िक, मधेशका मिहलामािथको शोषण कम हुने होिक? तर एक िछन अगािडसम्म त हामीलाई मधेशी भन्ने को र के भन्ने नै थाहा िथएन, अब चािहं थाहा भो? मधेशिभत्र त्यो प्रत्येक िकिसमको शोषण छ जुन िक भिनएको छ, तर त्यो प्रत्येक िकिसमको शोषणपहाडमा पिन छ। जसरी मधेशी क्रान्ित हुनुभन्दा अगािड अप्िरल क्रान्ित हुनु जरूरी िथयो, त्यसरी नैमधेशिभत्र दिलत अान्दोलन, मिहला अिधकार अान्दोलन हुनकालािग मधेश राज्यको स्थापना हुनु जरूरी छ।

दुष्प्रयास (३): मधेशी माअोवादीको िजम्मा मधेशका लोकतान्त्िरक पार्टीले िलनपर्ने कुरा।

जवाफ: राजाले पिन त्यही भन्थे। माअोवादीको दोष लोकतान्त्िरक पार्टीहरूले िलन पर्ने कुरा गर्थे। मधेशीपार्टीहरूसँग सत्तामा रहकेाहरूको जस्तो स्रोतसाधन छैन। ती बन्दुकधारी समुहहरूसँग शान्ित वार्ता गर्नेिजम्मेवारी त सत्तामा रहेकाको हो। जसरी सात दलले माअोवादीलाई सीजफायरसम्ममा ल्याए त्यसरीसम्मलयाउन सिकन्छ िक ज्वाला र गोइतलाई पिन भन्ने सम्म मेरो सोंच हो। तर िगिरजा बाहुन शान्ित वार्ताको तके कुरा उ बुढा स्री लंकाको कुरा गर्न थािलसक्यो। नोबेल शान्ित पुरस्कार टक्राउनुपर्ने भनेको यही बुढालाईहो? सात पार्टीले माअोवादीसँग राजनीितक सहकार्य गर्न हुने, तर मधेशी पार्टीले मधेशी माअोवादीसँगसहकार्य गर्न नहुने? अाफुले पिन अादरपुर्वक शान्ित वार्ता नगर्ने िगिरजा बाहुन बुढा, अर्काले राजनीितकवार्ता गर्यो भनेर झस्िकने?

दुष्प्रयास (४): भारतले गर्ने गलत कामको दोष मधेशलाई िदनु।

जवाफ: मधेशको अिधकारको कुरा गर्दा गायब हुने मधेश भारत सरकारको िवरोध गर्दा यकायक प्रकट हुनपुग्छ पहिरयाहरूको मन मष्ितष्कमा। भारतको अाफ्ना िछमेकीहरूप्रितको व्यवहार, अथवा भारतको िवदेशनीित, अथवा अाजका िमितसम्म पहिरयाहरूले सही गरेका समान, असमान सन्िधहरु त्यो त मधेशीअान्दोलनको सन्दर्भमा अाउने प्रश्न नै होइन। हो भनेर भन्नेहरूले मधेशी भनेका नेपाली होइन भारतीय नैहुन् भनेर भिनरहेका छन्। मधेशी भनेका नेपाली नै होइनन् भन्ने ितम्रो भनाई हो भने ितम्रो र गोइतको कुरािमल्यो त। गोइतके पिन त त्यही भनेका छन्।

Strong madhes Hridayesh Tripathi in Nepal, 23 December It is not because of a lack of political opportunities that we are forming these regional parties. We already hold positions in political parties, as MPs and as members of the government. But the political parties were unable to address the concerns of the madhesi people. I resigned from my post as minister during the madhes uprising. It was only after 54 MPs and ministers took out a press release that the concerns of the madhes started to be addressed. But there hasn’t been as much progress even after the sacrifices we made. The madhes uprising put forward three arguments. One, the madhes is united in its fight for self-respect. Two, the madhes is a part of Nepal. And third, even if madhesi ministers may not take part in the struggle the people are ready to fight. The people are leading the politicians. Our madhes uprising stopped parliamentary sessions for a month and four days. It was then that the need for a strong political pressure group was realised. Also, it was then that the presence of armed military groups in the tarai was felt. Some had a political agenda while some did not. This made the problem worse, but even in a situation like this, the three big political parties were unwilling to address it jointly. After we planned to start up a new party, the prime minister, just like every other South Asian politician, labelled us ‘foreign instigated’. Prachanda shocked us by threatening to deploy both the Nepal Army and the Maoists fighters against us because there are no madhesis in both the armies. We want to solve everything through political means but are in no position to trust the state or parties. This country is ours, but the nation isn’t. This feeling permeates all the madhesis, janajatis, indigenous people and women. That is why they are asking to be included in the government. What we want is for the entire madhes to be made autonomous. We are clear on the issue of a republic. We have fought for a democracy but we believe in peaceful politics. We will soon make clear our expectations from the armed groups, seven political parties and the Maoists. It is not our intention to weaken any political party, rather we just want to make the madhes strong.
