Nepal Must Get A New Prime Minister


New CMP, New PM, Fully PR Election, Register More Parties, Elections In April

Ultimately it has been the Prime Minister's responsibility to hold polls. He does not get to blame the others, not the Madhesi Kranti, not the Maoists. It has been for him to make the political moves and the necessary political compromises to ensure timely polls. He has failed thrice to do so.

Elections were postponed from one summer date to another. From there the elections were pushed to November. And now we have a scenario where we have no idea if elections will take place in summer of 2008, or the winter of 2008, if ever. Girija refuses to take the decisions that need to be taken to make the polls possible. He is Mr. Political Paralysis.

Unless a political settlement is arranged with the Maoists and the armed Madhesi groups, elections will not take place, not now, not six months from now. So if you are trying to hold polls in Nepal, you want to cut a political deal with those two groups. That is not rocket science. That is just common sense.

New Prime Minister

Girija has failed to perform. And so he must be fired.

Who should replace him? I think it is going to be a choice between Deuba and Madhav Nepal. If the Congress still had been two parties, I think the choice would have been obvious: Nepal.

It can not be some Maoist since that will not be palatable to the international community, for the sole reason that the Maoists still have an army.

Instead of trying to convince Girija one way or the other, the Maoists and the UML must exhibit some sophistication and play the arithmetic in the interim parliament.

Armed Revolution To Street Agitation To Parliamentary Arithmetic

They should stop acting like Girija has total power, or that street agitation is what will do it. Girija does not have total power, and street action is unnecessary. Between them, the UML and the Maoists have the numbers to undo the political paralysis.

Curiously, it looks to me that the original UML stance might be the right one. All eight parties could agree on holding a referendum to decide the fate of the monarchy, and then hold a fully PR election to a constituent assembly.

And for being right the first time, Madhav Nepal should be rewarded with the Prime Minister's office right now. Even the Nepali Congress should support him.

Possible Election Schedule

October 2008: Depose Girija, put Madhav Nepal as Nepal's new eight party Prime Minister. Speaker position goes to Congress, to Chitralekha Yadav.

November 2008: Respectful dialogue with all armed Madhesi groups, Jwala, Goit and the rest of them. Release all their imprisoned cadres, take back all cases filed against them, put all their soldiers into cantonments, and invite them to participate in a fully PR election.

February 2008: Deadline for new parties to register.

April 2008: Referendum on the monarchy. Country becomes republic. Ram Raja Prasad Singh, first president of Nepal.

May 2008: Dissolve the interim parliament.

June 2008: Fully PR election to a constituent assembly, 300 strong. Every third name on a party's list must be female. Other than that there are no rules.

Minister Nepal says army should be mobilised in seven districts

A senior minister has said that mobilising national army is essential in seven districts in order to ensure election in free and fair manner.

Minister for Education and Sports Pradeep Nepal said that army mobilisation is necessary to hold elections in seven districts lying east of Narayani and west of Kosi river.

Addressing a press meet in Itahari on Wednesday, Minister Nepal said that the government should make a decision by convincing all parties to deploy army in Siraha, Saptari, Dhanusha, Mahottari, Sarlahi, Rautahat and Bara districts where he said 'criminal groups were active to derail the election.'

The minister also claimed that election in all other districts can be held smoothly.

His remarks have come when there has been agreement to keep Nepali Army (NA) in barracks and Maoist army in cantonments till the Constituent Assembly election is held and the peace process reaches its logical end. Girija gladly accepted Rajendra Mahto's resignation and promptly handed over Mahto's ministry to Kans Sitaula. That is Girija Bahun's way of rubbing salt into the Madhesi wound, in this case a self-inflicted wound by a Hridayesh Tripathy and a Rajendra Mahto who refuse to talk to each other. Girija is not going to give that ministry to Shyam Sundar Gupta like Hridayesh wanted. Girija is the monkey, the ministry is the roti, Rajendra and Hridayesh are the two cats fighting over the roti.

The Madhesi Kranti was spontaneous and it lacked political clarity. Kans Sitaula's resignation and a fully PR election to the constituent assembly should have been the preconditions. You don't meet those two demands, and we don't come off the streets.

Upendra Yadav got hoodwinked by the likes of Sujata Koirala. Sujata sweet-talked Upendra Yadav into calling the people off the streets. Sujata, the reluctant republican, is no friend of the Madhesi people. Her one interest is to maintain the Koirala family's access to power.

Just like the Pahadi parties finally realized after the king's coup that it was upto them to make peace with the Maoists, the king will not do it, and so the nonviolent Madhesi parties like the two Sadbhavana parties, and the two MJF parties have to realize that it is for them to make peace with the armed Madhesi groups like Jwala, Goit and the rest of them, the Pahadi parties will not do it.

There is a very real possibility that Upendra Yadav is going to make Prachanda's mistake.

After the April Revolution 2006, Prachanda had a great opportunity to seek a leftist alliance with the UML, possibly a unification of all communist parties in the country, but he blew it. He blew it because he was too intoxicated by his proximity to Girija. He had the option back then to team up with the UML, but he refused to see the light. He should have teamed up with the UML on the referendum idea on monarchy and also the UML's call for a fully PR election. But he was drunk on his proximity to Girija.

Prachanda could have gone one step further. Together Madhav Nepal and Prachanda could have made the ideological leap that the goal is a federal republic of state funded parties. After that goal is achieved, there is no further revolution, there are only elections. After making that ideological leap, Prachanda could have totally renounced violence as a political tactic. Nowhere is Prachanda and Baburam's anti-Madhesi prejudice more evident than in their not listening to me on this one issue, that the goal is a federal republic of state funded parties. Prachanda and Madhav Nepal, if they are truly committed to land reform in Nepal, should have come together before Girija and Deuba came together. But Prachanda did not see the light. He was drunk not on power, but proximity of power, the smell of being "close" to Girija, or so he thought. Girija was not close to Prachanda. Girija's permanent loyalty is to his party.

Just like Prachanda refused to see the political importance of trying to seek common ground with Madhav Nepal and instead played into Girija's divide and rule methods, the Madhesi leaders have similarly refused to talk to each other.

Having differences in opinion is no problem. But you have to be willing to talk to each other. You have to be willing to have long conversations. You have to be willing to pick up the phone. You have to be willing to sit together and work things out.

The concept of a common minimum program comes into play. You can disagree on a thousand issues, but all you have to agree on is a few key points that you can work on together. You talk to each other to create that common minimum program.

What Next For The Madhesi Movement
  1. Respectful dialogue with Jwala, Goit and the other armed Madhesi groups.
  2. Fully PR election for 300 seats.
I think all armed and unarmed Madhesi groups should come around to this common minimum program. The Pahadi government must fulfill these two demands if there are to be elections to a constituent assembly, in November or in April. And if they don't agree, work should be done to bring about a final, decisive movement.

But if that movement is to be launched, the goal of that movement is then going to be the creation of a Madhesh state immediately.

There is a need for a coordination committee of all unarmed and armed Madhesi groups. It would hash out a common minimum program, it would make sure all groups agree on the slogan Ek Madhesh, Ek Pradesh.
